AGL is one of Australia’s leading integrated energy companies and the largest ASX listed owner, operator and developer of renewable energy and thermal generation in the country. AGL owns and operates the 2210 MW Loy Yang A power station and adjacent 30 Mt/a brown coalmine in the Latrobe Valley, Victoria. It also supplies coal to the nearby 1050 MW Loy Yang B power station owned by the GDF Suez (Engie)/Mitsui partnership. The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. In addition to GHD’s global footprint, the company also has a significant Victorian presence, including a permanent, well-resourced regional office in Traralgon, approximately 10 km from Loy Yang, as well as a permanent site office.A joint paper on the Loy Yang mine professional services alliance model was written for the AusIMM International Mine Management Conference in 2006 by Woods and Wood. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. This paper explores development of a novel ore characterisation method for the precise measurement of practical minimum comminution energy. A monolayer of particles with a narrow size distribution is broken using a precision rolls crusher (PRC); an ore characterisation device developed to overcome the shortcomings of conventional tests. For energy measurement, PRC uses two shaftmounted rotary torque transducers. These transducers acquire precise torque and angular speed data in response to the load applied to the rotating shafts during breakage events, which is converted into energy. The test progressively crushes feed particles down to final product size in many controlled breakage stages. The generation of fines in each breakage stage is then plotted as a function of input energy. The inverse of the gradient of this plot provides the size specific energy (SSE) in kWh/t of material generated below a predefined marker size; -75 μm in this case. The PRC has potential to evolve as a geometallurgical ore characterisation test—it is simple, fast, requires small sample mass (200–300 g), covers a wide feed particle size range (10 mm to 115 µm), and provides ideal SSE measurements that can be used for the calibration of on-site production equipment.

Dimension stone is the term generally given to rock used in building construction. During early European history in Otago, locally available dimension stone products were easily obtained. Crude rock shelters built on river banks with schist rock within Central Otago soon gave way to more established and sophisticated permanent homesteads constructed with the same materials. Victorian architectural achievement is celebrated in Otago with many fine bluestone block buildings. When the University Council decided to build substantially in stone, it narrowly escaped disaster. It was well known at the time that brick in Dunedin was of an inferior quality and that it soon wasted. Rev Dr Stuart said before the 1879 Commission that æthe Council had some old-world notions and liked to have the University with some architectural styleÆ. Contemporary utilisation of dimension stone is generally restricted by expense to a simple veneer. Stone products produced from Otago quarries have found ready markets in other areas in New Zealand , particularly prior to the share market crash in 1987.

The Ocean Drilling Program (ODP) is the largest international geoscience project in the world, and the state-of-the-art drill ship, the JOIDES Resolution, is permanently at sea. Each year there are six scientific cruises (legs) which each last approximately two months. These legs are designed by geoscientists from the nineteen countries that subscribe to ODP. Australia and Canada presently share ODP membership under the banner of the AUSCAN Consortium. The benefits of Australia's involvement in ODP include internationalisation of Australian geoscience, advanced graduate training, and unique scientific investigations of the ocean floors in the Australasian region. In addition, visits to Australian ports by the ODP drill ship, the JOIDES Resolution, contribute up to $2 million per visit to the local economy. Amongst the many other aspects of ten years of scientific drilling, ODP has significantly contributed to our understanding of hydrothermal processes on the seafloor. To date, three hydrothermal sites have been drilled to date by the ODP, Snakepit (MAR), Middle Valley (Juan de Fuca Ridge) and TAG (MAR). Two more hydrothermal sites are scheduled for 1996.

A comprehensive Australia-wide survey of comminution energy consumption at copper and gold mines was presented by the authors at the 11th AusIMM Mill Operators’ Conference 2012. The database has been extended to include major overseas mines and used to benchmark comminution energy consumption across the industry. The mines included in this study now represent 15 and 24 per cent of the total global gold and copper production respectively, and almost all Australian production. The comminution energy intensity per unit of saleable metal has been presented in a graphical form similar to a cost curve used in economics. The graphical method has been developed to assess the competitive advantage that can be achieved by reducing comminution energy intensity.This benchmarking tool has been applied to three published case studies to assess its applicability. The first case study indicated that a large reduction in size-specific energy (kWh/t -75 µm) was achievable by converting standard semi-autogenous and ball mill circuits to include high pressure grinding roll and stirred mills. The second case study investigated the metal-specific energy reduction historically achieved by Bougainville with the addition of a preconcentration screening plant. The final case study was conducted by Barrick Gold Corporation and involved incremental efficiency upgrades at three of its gold mines: Cortez, Cowal and Mara North. The application of the benchmarking tool to each of these case studies successfully demonstrated the scale and competitive advantage that was achieved by reducing energy intensity.CITATION:Ballantyne, G R and Powell, M S, 2014. Reagents used for batch flotation tests were Aeroxanthate-343 & 350, Dow Z-6, & reagent-4037 (from Benambra) as copper collectors; Na2SiO3 & Na2S2O3as gangue depressants; lime & HCl as pH regulators; and pine oil & MIBC (methyl isobutyl carbinol) as flotation frothers. A Denver Sub A flotation cell of capacity 250 gms was used for the batch flotation experiments. Atomic absorption spectrophotometer was used for copper assays and microscopy for selectivity and liberation studies. Melbourne tap water was used throughout the experiments. Unless otherwise stated, the following parameters apply to the flotation experiments: flotation impeller speed - 1300 rpm, pulp density during flotation- 22%, reagents addition - in 4 stages, total conditioning time for collectors - 8 minutes, total flotation time- 9 minutes. A variable quantity of copper mineral collector according to the test in question was added, then conditioned the pulp for 2 minutes. The froth was removed by hand, scraping the full length of the cell at constant depth every 10 seconds. No frother is required for this copper tailing flotation. Four concentrates were collected after addition of collector and conditioning at 2,4,6 and 9 minutes. The pulp volume was maintained at a constant level to yield a constant froth depth.

"The IsaMill™ was originally developed to address liberation issues at Mount Isa Mines (now Glencore) operations, McArthur River and Mount Isa in the early 1990s. Following on from the industrial success at those operations, the IsaMill™ was commercialised. In the year 2000, Kalgoorlie Consolidated Gold Mines (KCGM) became the first external user of the technology with a 1.1 MW M3000 IsaMill™ installed to supplement the roaster capacity at its Gidji Processing Plant. The IsaMill™ was used to ultra-fine grind about 10 t/h of pyrite flotation concentrate to 10–12 µm prior to gold cyanide leaching. Based on the success of the Gidji installation, another was installed at the processing plant at KCGM’s Fimiston operation in 2002 in a similar duty.In 2014, a 3 MW M10 000 IsaMill™ was selected to replace the roasters at Gidji as part of the A$98 M emissions reduction project. The mill was commissioned in April 2015 at the design 30 t/h, allowing the immediate shutdown of the two roasters. Replacement of roasting with ultra-fine grinding completely eliminated air emissions at Gidji while maintaining overall plant production rates.This paper details the history of the IsaMill™ at KCGM from the original M3000 to the latest M10 000. Through an ambitious but relatively low-cost program of marine fieldwork, laboratory investigations and technology-transfer and training activities, three Indonesia-Australia-led marine expeditions were undertaken aboard KR Baruna Jaya VIII between 2001 and 2003. These IASSHA (Indonesia-Australia Survey for Submarine Hydrothermal Activity) cruises have sought to discover and investigate a variety of potential ore forming hydrothermal systems in a range of tectonic settings. All cruises have been successful, both scientifically and from the point of view of training, creation of capabilities and capacity building for such research in Indonesia. Over 60 scientists and technicians from Indonesian and Australian institutions and agencies have been involved. Three new sites and a possible fourth site of hydrothermal activity were discovered in the Sangihe arc in northern Sulawesi. Surveys in the Tomini basin tested a hypothesis based on previous data which suggested this might be an isolated anoxic, brine-filled basin over 2000 m deep where igneous heat sources existed to generate hydrothermal mineralisation. The bay, however, was found to be open to adjacent deep ocean circulation, and there was no evidence of massive base metal sulfides. Subdued evidence of hydrothermal activity was found in the Sunda Strait associated with the famous Krakatau volcano and the extension of the seismically active Semangko Fault. The BANDAMIN program (Indonesia-Germany) covered a portion of the Banda arc in eastern Indonesia, and also found evidence of recent hydrothermal activity and epithermal sulfide mineralisation.

A series of petrological studies were carried out on the characteristics of alteration and mineralisation in mainly structural-controlled (Deep Star, Meikle, Deep Post) and predominantly lithological-controlled (Post-Betze-Screamer and West Leeville) gold deposits in the northern district of the Carlin trend, Nevada. Alteration and mineralisation in these deposits are hosted in a sequence of calcareous clastic units of the Devonian Popovich Formation, into which have been emplaced a number of Jurassic intrusions, and syn- to post-mineral Eocene dikes. Four hydrothermal events have been recognised in these deposits: an initial Devonian base metal system and early diagenesis; a Mississippian stage of alteration in conjunction with burial metamorphism; contact and hydrothermal alteration and base metal-gold mineralisation associated with the emplacement of the Jurassic intrusions; and a Carlin-style gold system related to Eocene magmatism.

Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. As students progress further into a degree, the decision of vocation selection, and even more importantly û securing employment in a particular industry sector, can become quite daunting. However, with a little initiative, students can overcome these issues by not only researching what employment opportunities exist, but by applying for summer vacation employment. Undergraduate vacation employment, especially with a world-leading hydrometallurgy research organisation such as the Parker Centre, can dramatically alter a studentÆs perspective of particular industries and possibly even alter their selection of vocation pursuits upon graduating. Students can also use vacation employment to enhance their networking capabilities, technical skills and knowledge by dealing with challenging new topics such as sulfur dioxide leaching, which is also discussed in this article.

The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

The acidic and metal rich waters that are generated from acid sulfate soil (ASS) drainage can have damaging impacts upon ecosystems. The most obvious impact has been the discolouration of water and occasional fish kills. ASSÆs produce these acidic and metal rich waters when pyrite in soil is oxidised. Land management techniques are an essential long-term requirement to minimise the amount of pyrite oxidation. Acidic water that cannot be prevented through land management can be neutralised by other techniques. Powdered lime is the most common material in agriculture that is applied directly to soils and waters. Powdered lime can be expensive and if applied dry it may aggregate. Since the aggregated particles of lime are larger they could sink rapidly in the water column and not react. In waters with high concentrations of dissolved iron and aluminium the lime particles may become coated with a metal oxy-hydroxide precipitate, which will decrease its reactivity. A unique lime-dispensing machine, the Waterways Lime Spreader, has been developed to neutralise acidic waterways. The Waterways Lime Spreader can produce a solution rich in fine lime from larger limestone fragments. The current size of the machine means only 3.5 grams per second of limestone can be emitted. This output will neutralise low acidity waters, however, for high acidity waters the time for neutralisation can be long. More reactive chemicals such as hydrated lime or increasing the size of the machine will reduce this neutralisation time. The Waterways Lime Spreader is also capable of producing slurry mixtures if powdered materials are required. Trials with the Waterways Lime Spreader were undertaken in part of the Clothiers Creek catchment located in northeast NSW, Australia. A small drain with a water volume of 4 m3 was neutralised with crushed limestone to pH 6.9 from an initial pH of 2.6 and an acidity of 902 mg/L CaCO3 in 160 minutes. In comparison a drain with a slightly larger volume of 6 m3 that had an initial pH of 3.2 and an acidity of 753 mg/L CaCO3 was neutralised with hydrated lime to pH 11.8 in five minutes. The Waterways Lime Spreader has been used successfully to neutralise water from acid sulfate soils. It is expected that future applications of the machine may be for the neutralisation of acid rock drainage or acidified lakes.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. The development of a softwood alternative to the hardwood chockpiece used to build the waste-edge breakers commonly incorporated in gateroad packs is described. The results of laboratory tests on softwood prototypes and two underground trials are presented. The results of the last trial suggest that a viable alternative chockpiece has been designed, offering advantages over availability of wood, weight and given reduced wood content, price.
