(San Francisco Meeting, October, 1911.) A MERE record of Emmons's professional career would very inadequately represent the man. That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government. F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. I. INTRODUCTION. THE purpose of this paper is, first, to give a general account of a little-known coal-district of SE. Kentucky, its topography, drainage, and mineral resources, for those who may be interested in its economic development; and secondly, so to describe the geologic features of the field as to furnish available data to those engaged on the broader problems of Appalachian coal-geology. The data from which the major portion of the paper has been prepared were obtained, in professional investigations for private individuals and corporations, within the last decade. The area under review, defined by a heavy line on the map, Fig. 1, lies between Little Black and Pine mountains, and extends from Harlan on the west to a N-S. line crossing Looney creek 3 miles from its mouth on the east. This area can be divided for description into a Western and an Eastern Division. The character of investigation pursued in the Western Division, below Fugitt creek, was very different from that employed in the Eastern. In the former, only a rapid reconnoissance was attempted : such coal-openings as had been made by prospectors or by citizens in obtaining fuel were visited, their sections measured and, in many instances, sampled. Elevations were obtained barometrically and approximate locations sketched on a small-scale map. In a field where the coals are so well opened, the reconnoissance method gives a very fair idea of the number and character of the principal beds and their relative positions, and affords much evidence for their correlation over wide areas, without permitting the more refined work required to discover all the seams of the measures and to determine the details of geologic structure.

IN the past few years and especially since the beginning of World War No. 2, gold has attained a new, important. and critical place in the international scene, and in world affairs. In the past, as far back as history records, most wars have been waged for the purpose of acquiring it from someone else by conquest. But now, the most titanic struggle of all time is being waged with the avowed purpose of not only destroying it, but of destroying all that it stands for and represents. A tradition dating back to ancient Rome, affirms that battles are fought by men with weapons, but wars arc eventually won by gold. The validity of that tradition is now being subjected to its major test. Hitler has proclaimed that in his new world order, the work dollar or reichsmark, a beautifully engraved paper currency representing only a theory of value, based on unit of work and production, will become the supreme medium of world exchange, and that gold eventually will he valueless and obsolete.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

The distribution of sulfur in iron was found to be dependent upon the time and temperature of the treatment as well as the chemical composition of the sulfide. With higher temperatures, the sulfide phase spreads more extensively between the iron grains. A complete network, however, does not form until approximately 1300°C (2372°F), ot which temperature the dihedral angle approaches zero. Silicon has little effect on this change. Aluminum, oxygen, and manganese all modify the temperature of sulfide network formation to a higher value. The microstructures which result and have significance in relation to hot-shortness are discussed. SULFIDE inclusions in steel were recognized by metallurgists before the turn of the century. Considerable attention has been paid to them, and numerous studies have been made on the working properties of steel as affected by them. It has been suggested that ho t-shortness of steel is due to the presence of an enveloping liquid sulfide film at the grain boundaries of the steel in the range of the hot-working temperatures. However, several facts have been observed in commercial steels which do not seem to be completely consistent with this explanation: 1) the frequent absence of continuous films of sulfide as observed under the microscope, 2) the absence of hot-shortness in some high sulfur and resulfurized steels, and 3) the limitation of hot-shortness to a definite temperature range. The role that manganese plays in steel to eliminate hot-shortness is well known, but the theory behind it is still under question. Moreover, the effect of de-oxidizers such as aluminum and silicon, and the effect of oxygen are still not clearly known. In this study, the effect of heat treatments and of additions of manganese, aluminum, silicon, and oxygen upon the distribution of sulfide inclusions in iron was investigated. Both the as-cast and the heat treated structures were studied, using microscopic and autoradiographic techniques. Part of the results were interpreted in terms of Smith's' concept of microstructure. Review of Literature Metallurgists used to consider sulfide inclusions as suspended particles. It was Wohrman' who first pointed out that sulfide inclusions are soluble in liquid iron. Many observed facts may be understood on the basis of this concept of solubility. Wohrman found that small castings contain small inclusions. and larger castings contain larger ones. Also, inclusion sizes are smaller near the chilled surface. For the same size ingot, the average inclusion size in a given heat of steel depends upon the rate of solidification. IT is the purpose of the present paper, while not excluding chemical considerations, to deal more extensively with some of the physical and mechanical aspects of the blast-furnace process, and to point out its dependence in these respects on well-known laws. The quantity and cost of ore and flux required to make a ton of iron being determined by circumstances over which the furnace-man, under given conditions as to quality and quantity of product, has commonly little control; the principal item of cost, apart from the saving of labor, which he can aspire to reduce, is that of fuel. To determine the limits of possibility in this direction is clearly the first step in d practical inquiry; and this step is represented herewith in Fig. 1, a diagram showing the total useful effect obtained from a pound of fuel under various conditions, and thus permitting direct comparison, under any given conditions, between actual results and the maximum possible results. The following statements will explain the basis upon which this diagram has been constructed. One pound of fuel, containing 90 per cent. of fixed carbon (which represents average conditions), is taken as the unit. The degree of oxidation of the carbon is measured by the ratio of the two oxides of carbon contained in the top-gases. It is necessary to remember that a considerable quantity of carbon is brought in as carbon dioxide by the flux, and to take account of it and of its condition. It is here considered that the carbon dioxide liberated by the limestone does not affect the analysis of the toll-gases, and that the ratio of CO to CO., will remain unchanged by the addition of limestone; enough CO, being reduced by the solution

The over-all apparent single-phase permeability of fracture-rock systems was studied using two different two-dimensional models. In a strict sense the results are applicable only to these models, yet may give some insight into real reseruoir behavior. The regular fracture-matrix model can have any number of regular fracture sets. All fractures within each set have the same orientation, width and spacing. The gross behavior is amlytically equivalent to that of an anisotropic permeable medium. In the heterogeneous fracture systems, individual fracture conductivities vary within a two-dinensioml network pattern. A computer program calculates the overall permeability after the conductivities are randomly placed in the network. The calculated permeability depends upon the distribution of these conductivities and the particular fracture pattern into which they are placed. Although detailed information on actual reseruoir fracture systems is not available, this study shows how some of the possible variables may affect obserued gross reservoir characteristics. INTRODUCTION Characteristics of reservoir rocks are determined by direct (core analysis) or indirect (logging and production tests) examination. Both methods, singly and together, are widely used in reservoir evaluations. For fractured reservoirs a problem exists in relating characteristics of cores to the in situ reservoir properties. Knowing fracture characteristics can be of value in determining production mechanisms. Because of the limitations of observation, the intimate details of a fractured rock system will never be known. One approach in analyzing fractures is to study the behavior of some conceptually simple models. The two models analyzed contain features which may be realistic, yet are mathematically tractable. Flow is considered in two dimensions only, with the plane of interest at right angles with the fractures. This concept represents the horizontal flow in a reservoir system with the fractures oriented vertically. Only single-phase, laminar flow is considered. The regular fracture-rock system permeability is calculable from a simple analytical expression. The heterogeneous system requires a computer program for calculating overall permeability.

EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. American, and that the word ? impossible " was simply a label,

ALL the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors FIG. 1.-ELECTRO-HYDRAULIC SHOVEL FIG:. 2-THE SHOVEL AS IT WAS OPERATED CINDER CONSTRUCTION. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the; steam equipment. I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. It is customary to measure C and 0 in some form of shear test—usually a triaxial compression test—on core specimens sampled from the rock, and as far as the author is aware the present case is the only one in which, as far as overall stability is concerned, such tests are

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

INTRODUCTION. THE predominating value of the ores now being treated by the Palmarejo and Mexican Gold Fields, Ltd., is silver, although some gold is also carried. The present method of treatment consists of wet-crushing and concentrating, followed by the cyanidation of the unroasted sands and slimes. The sands are treated by leaching and the so-called accumulated slimes by a system of agitation and decantation. It is only within very recent years that the cyanidation of unroasted silver-ores has been commercially successful. In fact, at the time operations were begun at the cyanide-plant at Chinipas, February, 1902, I knew of no other leaching-plant treating similar ores successfully. The cyanide treatment of the Palmarejo ores differs but little from the ordinary practice in cyaniding gold-ores; and perhaps but little, if any, new information concerning the metallurgy of silver is to be gleaned from it. PALMAREJO MINE. The Palmarejo mines are located in the southwestern part of the State of Chihuahua, Mexico, on the foothills of the Sierra Madre mountains, at an elevation of 3,200 feet. The mills, 12. miles distant, are situated on the Chinipas river, near the town of Chinipas, which is about 150 miles northeast of Agiabampo, on the Gulf of California. Supplies are shipped via this port as this route is the best and most direct to the property. The ore-bodies in the Palmarejo mines have been deposited. along a series of rock-fractures, caused by an intrusion of eruptive rock.
