During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

The investigation of major and minor coal-mine disasters has been a routine function of the Bureau of Mines since its inception in 1910, and the facts obtained during such investigations have been used as a basis for determining the precautions that the managements and employees of many mines are observing to forestall similar occurrences. The Bureau has conducted research on roof-control and other mine problems, but a comprehensive study of other fatal accidents was not attempted until February 10, 1950, when the policy of investigating all coal-mine fatalities in the United States was approved by Bureau of Mines Director James Boyd. The investigations are being conducted by Federal coal mine inspectors functioning under the provisions of the Coal Mine Inspection and Investigation Act of May, 1941, Public Law 49; and reports covering the investigations are distributed to management, the State mine-inspection agency, and representatives of the mine workers' organization have jurisdiction at the mine.

A program ?SlagVis? has been developed to simulate the liquidus temperature, phase compositions and viscosities of ZnO-CaO-SiO2-Al2O3-?FeO? slag, such as Imperial Smelting Furnace (ISF) slag and lead blast furnace slag, combined with F*A*C*T slag database and the mathematical model of slag viscosities based on a modified Urbain formalism. The modeling results have been validated by a number of measurements. The effects of slag compositions on viscosities of ISF slag and lead blast furnace slag have been simulated and discussed.

"The Rietveld numerical method was used to calculate the relative abundances of phases in both synthetic binary mixtures and synthetic and natural ores, using X-ray diffraction data. The results were compared with those of image analysis and a chemical method. The ranges of the relative errors were estimated. The Rietveld method is found to be acceptable for determining the abundances of major and minor phases and the amorphous component of partially crystalline samples. In complex mixtures, where there are several trace phases (~<2 wt%) present, the technique becomes less accurate. It is most useful as an alternative technique to image analysis when sample preparation is problematic or sample particle sizes are sub-micron. It is a manual method which requires user input during the fitting process, but is both simpler and faster than image analysis due to the reduced set up time and sample preparation required. It is now implemented at CANMET as a technique for quantitative analysis.INTRODUCTIONUntil recently, the Applied Mineralogy group at CANMET used only image analysis and chemical techniques to determine phase quantities. An effort to develop quantitative X-ray diffraction (XRD) has been on-going for several years. Initially, the reference intensity ratio (RIR) method with external standards was tried with some success (Szymanski and Petruk, 1989). The main difficulty with this technique was finding adequate standard material for each phase present in the sample. This shortcoming made the method ultimately impractical, given the wide variety of materials which come to the laboratory for analysis.The Rietveld refinement method of quantitative XRD (Hill et al 1993, Mumme et al 1996), in contrast, requires no standards and requires minimal sample preparation and therefore a more rapid turnaround compared to image analysis. The Rietveld method also has advantages over image analysis in that it can identify and quantify polymorphs, ultra fine materials and many types of hydroxide products. As well, it is useful for analyzing materials such as bauxite or talc, which do not polish well enough for making mounts of the quality required for image analysis. To quantify amorphous material and phases which are present in amounts below the detection limit of XRD, the addition of a standard material is still required. However, in such cases only one standard is needed, which is alumina."

A recently developed technique for use in collieries is described in which samples of gas of relatively high vitiation value are obtained from points deep within a developing goaf by means of pipes. This technique prevents dilution of small quantities of carbon monoxide by large quantities of fresh ventilation air and eliminates interference from shotfiring gases. By using the technique it should be possible to assign a characteristic ratio of carbon monoxide to oxygen consumed to any district and to predict the onset of heatings.INTRODUCTIONGas analysis has played a vital role in detecting heatings in collieries all over the world. By analysing return air from a district and by calculating the percentage ratio of volume of carbon monoxide found to oxygen consumed (known simply as the &quot;carbon monoxide ratio&quot;) it has been found possible, in many cases, to assign a characteristic ratio to a district under consideration. This characteristic ratio serves as an index of the spontan~ous combustion tendency of a goaf area. Any definite and consistent increase in the ratioabove the normal figure&#183; indicates that a heating is developing and hence adequate preparations may be made to deal with the trouble.This ratio technique was developed by Graham (1920-21) who found (Table 1) that the temperature of oxidizing coal was directly related to the ratio obtained from analyses of the effluent gas.Until recently, most attempts to employ a similar technique in collieries working the Greta Seam (N.S.W.) were not successful. The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

The Florida legislature allocated funding for the Florida State Fire Marshal (FSFM) to review the applicability of the United States Bureau of Mines (USBM) Report of Investigations (RI) 8507 blast vibration limits with respect to Florida and its soils. The study also discusses whether the current blasting vibration limits set by statute are still appropriate, including a review of measured vibration amplitudes and frequencies, structure responses, and theoretical analyses of material strength and strains.

The need for elemental-analysis information on coal mine dust for use in health and safety research prompted this study by the Bureau of Mines. Neutron-activation and X-ray fluorescent techniques were used to obtain five-element analysis (silicon, aluminum, iron, calcium, and magnesium) on 444 samples from 68 coal mines in 10 States. From these analyses, the average composition of the dust in coal mines was determined. The contribution of the primary dusting material (limestone dust) to the makeup of coal mines was shown. Regional differences in mine-dust composition were indicated.

In the Integrated IT Systems proposed by Przedsie? biorstwo Robót Geologiczno-Wiertniczych—Geological and Drilling Company (PRGW) a network connects a database with all of the departments of a mining division. A key element thereof is the common graphics environment—Micro Station supplied by the firm, Bentley. PRGW’s SoftMine software and GMSI’s CadsMine that are used to design and schedule mining operate in this environment. The digital form of the design project facilitates the verification of information and the integration of technical solutions with SAP R/3 type financial—accounting systems. The system has been successfully implemented in the Brown Coal Mine in Poland.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

The Bureau of Mines has developed MULSIM/BM, an improved computer program using the boundary-element approach for geomechanical analysis of mine plans in single or multiple coal seams. This Information Circular presents the improved features of the MULSIN/BM program. The four major improvements are the following: (1) Ability to specify up to 26 material property sets. (2) A new material model capability for gob and inserted materials such as packwalls or cribs. (3) Ability to model a large area with a grid of undivided blocks and to subdivide only a specified fine-mesh portion of these blocks into elements. (4) Specification of extraction ratios for the undivided blocks. In addition, an interactive graphics mesh generator program was written to accompany MULSIM/BM. A complete user&apos;s guide and program listings are included within the appendixes. The MULSIM/BM and mesh generator programs are available on tape from the National Technical Information Service.3

On 26 August 1971, the Bureau of Mines, through the Spokane Mining Research Center at Spokane, Washington, approved initiation of the evaluation of oscillatory energy toward enhancing flow of polymer into shale. The effort was an outgrowth of work performed under Bureau of Mines Contract H0210055, "Feasibility Study of Surface Impregnation equipment for the Chemical Stabilization of Coal Mine Structures," wherein feasibility of the impregnation concept was expressed and the detailed design of a machine for impregnation of coal mine roofs with polymer (under static pressure head) accomplished. Under these efforts, the potential enhance¬ment of polymer uptake into the shale thru superposition of oscillatory energy on the static impregnation pressure was suggested. A proposal for investigation of this phenomena entitled "Feasibility Study of the Application of Oscillatory Energy as an Aid to Afford Chemical Stabilization" was presented to the Bureau whereupon a three month program for initiation of investigation was approved.

Same-batch and non-blind as well as blind pulp duplicates are often submitted as quality assurance/quality control (QA/QC) control samples to a routine laboratory along with routine assays (and other control samples such as reference material samples). The current ways of interpreting the results of duplicate assays to derive QA/QC conclusions and decisions, however, has not yet been formalised in a scientific manner. The current, prevailing approach and its limitations are reviewed and a new method is proposed as a substitute tool. This new tool should allow for operational error detection on a batch per batch basis (ie batch rejection) as well as laboratory performance assessment with time on reproducibility.

In an effort to advance the science underlying ground control engineering, researchers with the National Institute for Occupational Safety and Health (NIOSH) are frequently involved in field studies at collaborating mines. Often, these field studies involve visiting the mine site, instrumentation installation, and data acquisition. Each of these aspects involve potential risks to NIOSH employees. As an organization whose mission it is to promote the health and safety of mine workers, the health and safety of our workforce is paramount. This paper provides documentation of the best practices followed by NIOSH employees who are tasked with visiting and conducting work at underground and surface mines. This includes Mine Safety and Health Administration (MSHA) approved training, mine site specific training, and hazards associated with all aspects of mining that could be encountered by the employee. Additionally, this paper details best practices associated specifically with instrumentation installation including the mitigation of hazards associated with the proper equipment handling, drilling, and the mine environment. The information showcased in this paper can be used as considerations for industry practitioners such as mine operators, consultants, and academic researchers engaged in the installation of instrumentation in the field. Furthermore, the best practices detailed in this paper can be used as a foundation for agreements made between mine operators and researchers to ensure safety procedures will be followed while on mine property. This will result in enhanced safety of both researchers involved in field studies as well as mine employees tasked with assisting and accompanying those researchers.

An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle&apos;s Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.
