For the past six years, the author has made it a priority to attend the Prospectors and Developers Association of Canada’s (PDAC) annual conference. This most recent meeting took place March 10-13, 2002in Toronto, Ontario. In the three years since the author’s last PDAC report, the mining industry has undergone a severe trough. Some the industry’s woes included deeply discounted commodity prices, rampant layoffs, mergers, and overall avoidance by the investment community. However, at each of the PDAC conferences, the author has felt a heightened sense of excitement about the mining industry, more so than at other similar gatherings.

El presente texto señala la situación del carbón en el valle del Santa, al tiempo que busca reivindicar su posición, producción y demanda del mismo. Para ello, el doctor Fraser describe las características del mineral, encontrando que el carbón del tipo "La Limeña" contiene una elevada gravedad y friabilidad, como un buen porcentaje de los "middlings". Posteriormente se realizaron pruebas como la del carbón R.O.M. en una planta Bradford improvisada, demostrando que el carbón y los "middlings", se trituran fácilmente gracias a la friabilidad del mismo y que el producto de tamaño mayor puede ser escogido a mano fácilmente para su disposición futura. Mientras que las pruebas de diversas clases de "middlings", evidencian dificultad en el tratamiento para la recuperación de carbón puro, pues el triturado a tamaños finos libera sólo pequeñas cantidades de carbón "float", manteniéndo su calidad inferior en comparación con los finonaturales, que se trituran fácilmente del R.O.M. y del producto de la planta Bradford. De otro lado, se describe el beneficio del carbón en las minas, la conservación de maquinaria, uso de briquetas, el empleo del ferrocarril como transporte y las instalaciones de las plantas lavadoras del banco minero en Chimbote y planta pallasca en Chimbote.

This paper introduces a model-based automatic object recognition and registration framework to assist heavy equipment operators in rapidly perceiving 3D working environment at dynamic construction sites. A video camera and a laser scanner were utilized in this study to rapidly recognize and register dynamic target objects in a 3D space by dynamically separating target object?s point cloud data from a background scene for a quick computing process. A smart scan data updating method has been developed which only updates the dynamic target object?s point cloud data while keeping the previously scanned static work environments. Extracted target areas containing 3D point clouds were orthographically projected into a series of 2D planes with a rotation center located in the target?s vertical-middle line. Prepared 2D templates were compared to these 2D planes by extracting SURF features. Point cloud bundles of the target were recognized, and followed by the prepared CAD model?s registration to the templates. The field experimental results show that the proposed rapid workspace modeling method can significantly improve heavy construction equipment operations and automated equipment control by rapidly modeling dynamic target objects in a 3D view.

The evaluation and development of the Eastern North Carolina phosphate deposit resulted in one of the world's largest and most modern phosphate mines and fertilizer complexes at an investment in excess of $90,000,000. The resulting ore beneficiation process showed excellent correlation with pilot plant data. A number of variations from current industrial practices were introduced and projected from bench scale tests through pilot plant to production. Principal among these variations were the following: 1) removal of magnesium by classification, 2) simultaneous flotation of coarse and fine phosphate, 3) the use of saponified fatty acid, 4) utilization of filter wash water for deoiling, 5) utilization of a rougher concentrate for acidulation, 6) calcination of flotation concentrates, and 7) elimination of grinding prior to the manufacture of phosphoric acid.

Located in downtown New York City, this project necessitated an innovative conveyor design for successful muck removal. This paper will discuss the technical challenges and engineering solutions of the muck transport system which consists of every commonly recognized version of a belt conveyor. The elaborate system includes a TBM conveyor integral to the back-up system, a wall-mounted extensible conveyor, a crown-mounted transfer conveyor, a floor-mounted fixed-length conveyor, a pocket-belt vertical conveyor, three cascading overland conveyors, and one radial stacker. The most challenging design element was an over-land conveyor featuring a box truss for muck transportation over Northern Boulevard while simultaneously going under the Queens Plaza railroad viaduct. An overview of the project is provided along with the following topics: developing final plans from the proposal concept, interfacing with existing works, communication with the joint venture, and complying with local regulations.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Considering the nature of open pit mines, harvest volume, it usually is required to remove a lot of waste to access to mineral planned grade. So, one of the most important part of open pit mines design, is waste dump site selection. Many factors are effective in waste dump site selection. These factors are sometimes in conflict with each other. So selecting the desired location for waste dump is a process complex and multi-criteria decision making. There are a variety of methods for decision making under complicated condition, such as fuzzy, Delphi, multi-criteria decision making and Expert system methods can be hinted. VIKOR method, which is one of the decision making multi criteria methods, is useful tool for decision-making. On the other hand with regard to uncertainty in decision-making, fuzzy approach is a useful tool for this purpose. This article has tried to select the best waste dump site in Sari Gunay Gold Mine by Fuzzy VIKOR. The results show that C position has a higher priority than other positions.

Reduce accidents associated with handling of the electrical trailing cable and the water hose on mining equipment. Approach Two reels were mounted on a loading machine to store and release the lines as required during face operations. How It Works A hydraulic motor, which is actuated by a treadle valve in the operator's cab, controls the reel on which 50 feet of electrical power cable is stored. A spring motor resists unwinding of the other reel on which 50 feet of water hose is stored. Both reels are mounted on the right rear of the loading machine. See Figure 1. Following common mining practice, the cable and hose are anchored to fixed points at the first intersection outby the face. Tramming forward causes the cable and hose to be pulled from the reels. Depressing the treadle valve causes the electric cable reel to turn and wind-in any slack in the cable. The spring tension on the water hose reel automatically rewinds the water hose when the loader is trammed in reverse.

"The Sarcheshmeh mine processes 40,000 t/d of ore grading 0.9% Cu and 0.035% Mo. Grinding is effected in single stage ball mills using 80 mm forged steel balls, with an average consumption of 850 g/t. One of its 5 m diameter, 8 m length ball mills was emptied to measure the ball size distribution. The broken balls were first separated from the total charge, and the remaining balls classified into five size intervals of +7O mm, -70 +60 mm, -60+50 mm, -50+40 mm, -40 mm.The charge was composed of 280,534 balls (excluding broken balls) with a total mass of 305,180 kg. It was found that 4.0 % of the balls were broken; the size distribution of the charge was also markedly different from the desired one, in particular for the small-sized balls. For instance, 9% of the balls were expected to measure 2.54 to 3.18 cm in diameter, but none was found. On the other hand, the amount of top size balls was 30% higher than expected. The radial hardness of balls, which was determined by cutting the balls in halves, showed that the hardness sharply drops when the balls become smaller than 65 mm. The unexpected ball size distribution was attributed to the rapid change in the balls radial hardness. Based on the measured ball size distribution, a new ball make-up charge which uses 80% of 80 mm and 20% of 60 mm balls instead of 100% of 80 mm was proposed and implemented. The effect of the new ball make-up procedure in terms of ball consumption and grinding efficiency is being investigated."

Finsch Mine is a kimberlite diamond mine located at Lime Acres in the Northern Cape Province of South Africa. The mine was founded in 1961 and started surface mining in 1964. Underground production commenced in 1990 using a modified blast-hole open stoping method for the mining of Blocks 1, 2 and 3. Block 4 is currently being mined as a block cave. The process of identifying and optimizing a method to mine the Block 5 orebody started in 1991, and in 2006 incline caving was identified as being technically feasible. This paper aims to document the process employed in developing this method by the Block 5 prefeasibility team as well as discuss the technical challenges encountered during this process. The paper commences with a history of Finsch Mine and highlights the complex geology and threat of sidewall failure that prompted the decision to use block caving as the mining method for Block 4. A literature study of mines that implemented mining methods upon which the incline cave was conceptualized is then presented. These practices were then used to form the basis for the designs on which the initial geotechnical modelling was done and built upon through an iterative process of modelling and design changes. The ventilation of the mining area, initial productivity simulation results, and the applicability of automation and comminution processes in the incline cave are also presented. The paper concludes with an investigation into some of the challenges of the mining method, and shows that that incline caving is a technical option available for further investigation in determining the optimal mining method to be employed at Block 5, Finsch Diamond Mine. Coprecipitation of anionic and cationic polyelectrolytes has been applied to floccula-tion of several mineral systems. Results obtained in a study of the flocculation of kaolinite and hematite suspensions of polycationic and polyanionic electrolytes are presented. Greatly increased settling rates were observed following precipitation of positive and negative polyelectrolytes on the surface of finely divided minerals in aqueous suspension. The ratios of polycationic to polyanionic electrolytes required to produce maximum sedimentation have been shown to correspond closely with the equivalence points obtained by light scattering studies of systems containing the positive and negative polyelectrolytes by themselves. DISPERSION of colloids has been of interest to surface chemists for many years. Flocculation studies have been employed to evaluate the limits of colloid stability. In water suspensions, colloids become unstable and flocculate when the 5 potential, the potential of the kinetic solvation sheath, falls to a value at which van der Waals forces may act to draw the particles together. This may happen through an adjustment of the pH of the suspension or by addition of a salt. Optimum conditions for rapid formation of large flocs are found in the region of minimum < potential. In addition to these well known considerations, colloids in water suspensions are known to be flocculated by certain large organic macromolecules. These polyelectrolytes in some cases minimize the 5 potential and in other instances increase the attractive forces by supplying sites for hydrogen bonding.&apos; Use of organic polyelectrolytes in flocculation of mineral colloids has increased rapidly in recent years. These materials are now recognized as indispensable aids to fluid-solid separations in many extractive metallurgical operations. They have been found to increase both the settling rate in thickeners and the filtration rate of filters. In the elucidation of the characteristics of these organic reagents as floc-culants in this laboratory, it was discovered that interaction of certain polyelectrolytes had a surprisingly good effect on flocculation of mineral colloids. Experimental Procedure: The anionic flocculants used in this study were Lytron 886 and 887, produced by Monsanto Chemical Co. Both reagents are copolymers of vinyl acetate and maleic anhydride. Lime is added to Lytron 886, whereas Lytron 887 is all organic. These reagents possess two carboxyl groups for each acetate group and are therefore anionic in character. The cationic reagents used were the Peter Cooper Co. 1-X and 2-X glues. The structures are not definitely known, but the re- agents are amines and are cationic in character. The glues were prepared in the chrome-alum form. Both types of reagents may be classified as polyelectrolytes in that they are high molecular weight polymers and ionize in water. All data presented are in terms of sedimentation rate, measured in 250-ml glass-stoppered graduated cylinders. With suitable precautions such measurements are fairly reproducible and provide a sensitive means for selecting important parameters such as PH, reagent concentration, and floc size and density. Agitation was standardized with five complete end over end cycles of the suspensions in the stoppered graduated cylinders.

Reported fiscal year 1973 studies of fires and explosions seek to develop capabilities during mining operations to detect and quench ignitions of gas in the face area, to detect and quench by means of passive or triggered barriers explosions propagating in rock-dusted coal dust, and to detect incipient fires early enough for easy extinguishment. Research discussed includes minimum air velocities to lift coal or rock dusts, surveys to determine adequacy of rock dusting, chemical agents to quench gas or coal dust explosions and their relative efficacies, spectra radiated by explosions, and nozzle sprays of extinguishants.

Several economic factors have caused the surface mining industry to require large-capacity shovels and trucks for efficient, high-production, low-cost operations. Some of those factors include technological advancements in equipment, commodity market depressions, increased labor and maintenance costs, contractural obligations and harsh operating conditions. The difficult operating conditions in surface mines, however, pose challenges to the use of high-capacity equipment. They include space limitations, weak over-burden, and weathered soils and rocks. So mining companies face major challenges in selecting appropriate shovels to meet the technical, operating, safety, environmental and economic requirements of their mines.

Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.
