"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

This paper examines the problem of optimising the life-of-mine costs of an underground mine, focussing particularly on the costs associated with the underground development needed to provide access to and haulage from the ore zones. This mine optimisation problem is modelled as a network and a solution technique is outlined. The effectiveness of this solution technique is then demonstrated by applying it to a prototype test example and some actual case studies. Finally, extensions of this technique to other underground mining problems are discussed.

This paper summarizes the results of an investigation sponsored by The Coates Steel Products Company. The objective was to determine the relative effects of certain chemical and physical properties on the wear resistance of grinding balls when grinding cement. In making this study, a number of types of balls were used in both dry and wet grinding in commercial ball mills. The radioactive-tracer technique was used in separating the test balls from the rest of the mill charge and in sorting the different types of halls that were all tested at the same time for each of the grinding operations. PROCESSING OF GRINDING BALLS In order to determine whether the properties of grinding balls, namely, composition, microstructure and hardness, can be related to the rate of wear, the halls used in this study were selected to represent various combinations of these properties. It was recognized that the mechanism of wear was not the same in the wet mill as in the dry mill. Therefore, the types of balls tested in each of the two environments were not necessarily the same. However, all of the types of balls evaluated in the dry mill were tested simultaneously for one time period, while those evaluated in the wet mill were tested simultaneously for three different time periods. All of the test balls were separated from the charge when the mill was dumped. All of the balls were of 0.940-inch diameter when charged, and all but the regular production balls were finish ground to this size to eliminate the decarburized surface layers. The steels and processing methods used, as well as the micro-structures and hardness levels of the balls, are described as follows: Regular production forged SAE 1095 steel balls were used in both the wet and dry mills. They were forged to a nominal diameter of 0.940 inch and quenched in oil from the forging temperature. Each retained a partially decarburized surface layer from the forging bar stock; the maximum depth of this layer was about 0.030 inch and the decarburization was negligible where the ball was sheared from the bar. The hardness at the surface was 40 to 46 Rock-well C in the partially decarburized area and 57 to 62 Rockwell C in the areas not decarburized. The hardened zone extended to a depth of about one-third of the radius. Below the decarburized layer, the hardened zone consisted primarily of hard as-quenched martensite with varying amounts of retained austenite. This structure changed to fine pearlite at a depth of about one-third of the radius. In order to eliminate the effect of the decarburized layer, a set of production balls of SAE 1095 steel was forged to about a 1-inch diameter, quenched in oil from the forging temperature, and ground on ball-bearing grinding equipment to a 0.940-inch diameter to remove the decarburized layer. The balls' hardened zones were similar to those in the previous set. The hardness of the finished surfaces was 52 to 60 Rockwell C. A slight amount of decarburization apparently remained after the removal of about 0.030 inch from the surface. Balls of this type were tested in the dry mill only. The exploitation of primary ores using cave mining caused new challenges at the El Teniente mine that required changes to a number of conventional cave mining practices. For example, in the 1970s and 1980s, panel caving was introduced to manage certain geotechnical and operational conditions. Today, El Teniente mine is facing new challenges associated with deep cave mining and establishing its New Mine Level (NML) project, which is located 240 m below the Esmeralda operating cave.The engineering and development phases for this new project have been largely based on experience and lessons learned throughout the history of primary ore exploitation at El Teniente mine, particularly knowledge about seismicity control, the management of collapses and operational practices. For example, previous experience demonstrated that seismicity could be managed by preconditioning using large-scale hydraulic fracturing (HF). HF has been systematically applied in the column of ore above the undercut planned for the NML project and below the production or extraction level, where the main ventilation and haulage infrastructure are to be located.This paper discusses how this has been achieved and is based on previous experience of preconditioning using HF, which has been applied in the selection and management of exploitation techniques and associated planning strategies and design parameters for the NML project.CITATION:Pardo, C and Rojas, E, 2016. "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

Slag-metal equilibrium experiments were conducted at 1500ºC and 1580ºC under 0.03 atm, 0.05atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged to SiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S)systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermodynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on pseudo ternary SiO2–(AI2O3+CaO+MgO)–(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. One of the major hazards in underground coal mining is fire. The inherent hazard of fire is exaggerated by the nature of coal mining restricted areas, the highly combustible nature of coal itself, and a potential for explosive concentrations or dust and gas in the air it becomes imperative therefore to make every effort to eliminate the causes of fires, while providing the most effective means possible to control and extinguish those fires which may occur it has been demonstrated by prior work that the problem of control increases in proportion to the time necessary to institute control procedures. There are several areas of underground coal mining with obvious fire potential. Some of these, like belt heads, have reliantly undergone improvements in standby fire control devices Others, although having fire suppression systems available to them, have not received as complete a systematic study of their problems. Face machinery, particularly those without a water supply, falls in this latter category.

The research described in this Bureau of Minus report was conducted to improve the chromium-iron ratio of offgrade chromite. Two methods were used: (1) Iron was selectively reduced from chromite by carbothermic reduction in an electric-arc furnace, and (2) a mixture of carbon, chromite, and sometimes fluorspar was chlorinated to remove a substantial part of the iron. Chromite concentrate from the Mouat deposit in Montana and from northern California was used in the test work. Chromium-bearing slag and chromite that had been beneficiated by a roast-leach process were each smelted to produce high-carbon ferrochromium. Iron was selectively reduced in a laboratory-scale., electric-arc furnace. Carbon additions to the smelting charges varied from 40 to 100 percent of the stoichiometric requirement, and slag basicities were varied from 0.4 to 1.0 chromium-iron ratios of more than 4:1 were obtained with 89 percent recovery of chromium in a chromium-bearing slag.

Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. The article illustrates the Hydromill technology, as applied in urban sites, and its advantages in terms of quality of the end product, mitigation of the construction impact, and optimization of the logistics at the site. Also highlighted are the main features of the excavation equipment and slurry treatment plant. Two recent urban applications of this technology in Europe are briefly described, together with the forthcoming application to the Central Artery/Tunnel Project in Boston. Introduction The Hydromill technology has been used extensively in Europe in the last decade for slurry wall construction in urban environments. In Italy, this technology has been applied by Ing. Giovanni Rodio & C., Impresa Costruzioni Speciali S.p.A. in two large projects. The first project is the construction of Stations Darsena and San Giorgio of the first metro line in Genova. The second project is the "Cut-and Cover" tunnel for the railway link in Torino. Hydromill technology will be used for the construction of the Soldier Pile Tremie Concrete walls of the Boston Central Artery Tunnel Project, contract C14C2, Utility Relocation at Fulton Street.

Coal remains South Africa?s most abundant and cheapest source of energy, and there is an ever-increasing necessity for optimal and safe extraction of the remaining reserves. Increasing focus on cost-effective mining and zero harm to the environment and miners has resulted in a shift in attitude towards the application of geophysics in local coal mining and exploration. Furthermore, technological advances have contributed to geophysics being embraced more readily by the coal mining industry, compared to a decade or two ago. Predictably, the growing interest in geophysical technologies has also created a need for education and training in the basic principles and application of geophysical methods, as local coal mining companies generally do not have in-house geophysicists. Consequently, the Coaltech Research Organisation?s Geology and Geophysics working group forum compiled a textbook aimed at addressing this need: to produce a guide for applying geophysics to coal mining problems in South Africa. The target audience for such a book would be coal geologists, mine surveyors, mine planners, and other mining staff with limited or no geophysics background. This paper provides a very brief overview of the book by summarizing key sections and selected examples. In doing so, the value of geophysics to solving a range of coal mining and exploration problems is highlighted.

This paper purposes to outline briefly results of seismic measurements made in the vicinity of blasts in a mine and in open-quarry operations. It endeavors to examine the amplitude and frequency of such vibrations as influenced by the loading, geology, and distance from the source and includes comments on factors that may index the destructiveness of a vibration and a method for measuring the stresses produced. There seems to be no simple mathematical analysis of the transmission of seismic energy through the ground, and experimental observations are at present most feasible. SEISMOLOGIC INSTRUMENTS Instruments developed by the Bureau of Mines for recording ground vibrations from quarry blasting comprise a new type of seismometer, oscillators, and a recording oscillograph. The seismometers respond to vibrations reaching them through the earth and transmit their characteristics by electric current to the oscilloglaph, where they are recorded by a beam of light on a moving strip of sensitized photographic paper. The seismometers are so constructed that their sensitivity to earth vibration can be controlled, thus keeping the amplitude of the recorded wave within bounds on the paper. Each instrument has been calibrated against vibrations of known intensity and frequency so that correction factors are known for the idiosyncracies of each unit. Moreover, each seismometer is calibrated in the field for its particular sensitivity setting at each blast. By these controls the actual movement of the earth due to vibrations of one ten-thousandth of an inch can be accurately measured.

In the course of the last twenty eight years the copper lodes of New Caledonia have been periodically worked or abandoned, until quite recently, probably attracted by the higher price of the metal, British capital has again been induced to embark upon the further development of several copper properties, which at present give reasonable promise of becoming regular producers. Owing to its proximity to Australia (only a three day's journey by mail steamer from Sydney) New Caledonia becomes of additional interest to Australian commerce in general, and it is to be hoped that the French Government may see their way before long to make the best of this natural position, to the mutual benefit of both countries concerned.Op till now all copper ores and concentrates which have been shipped from New Caledonia, were treated in Australian smelting works furthermore, Australian mine managers and miners have from time to time been connected with New Caledonian mining ventures, but, unfortunately, it must be said that nearly everyone of them returned to Australia thoroughly disgusted with his experience over there. Even to the casual observer, it is not so very difficult to find a proper explanation for these shortcomings in the peculiar economic conditions of the 'French colony, as many of the objections which have hitherto existed in connection with mining operations, were the direct consequences of a system of colonisation which could not possibly have been productive of better results.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

This paper presents an overview of work conducted over several years to investigate the continuous stope closure profiles recorded in tabular excavations and the use of this data as a hazard indicator. In spite of the brittle nature of the rock, measurements in gold mines and intermediate depth platinum mines revealed a significant time-dependent closure component. Various approaches to simulate the time-dependent closure have been investigated. Viscoelastic theory is able to simulate the time-dependent closure behaviour, but there are subtle problems with the use of this theory as it cannot simulate the failure processes in the rock. To overcome these problems, continuum and discontinuum elasto-viscoplastic models were developed by the authors. Discontinuum models have the advantage of being able to simulate the creep behaviour of prominent discontinuities. Development of these models has led to useful insights into rock mass deformation and has made the numerical simulation of parameters, such as rate of mining, possible for the first time. A number of practical applications for the mining industry have been developed from this study. Among these are the delineation of geotechnical areas using closure data, use of the data as a hazard indicator and to give warning of large collapses in the platinum mines, identification of areas to be preconditioned in the gold mines, measurement of the effectiveness of preconditioning and improved da

It is of upmost importance to keep the size of the program to a minimum for the computer being used. One way is to reduce the size of the data bank by adjusting the large common array A in the main program (page, line 32) and the statement following the assignment of A. The current value of A is 35001 and is optimized for the UNIVAC computer with 5,000 words of useable storage. Another way to reduce the required storage is to overlay the program. That is, to have in the computer only the subroutines which are being used. In large finite element codes, overlays or segmentation of the program is a necessity. The code presented here has three levels of segments and are presented graphically in the tree in Figure D-1.

This report summarizes the work performed under USBM Contract No. H0395041. The primary objective of this work was to extend the noise control technology developed under earlier USBM projects to a wider range of load-haul-dump models to evaluate the general applicability of these techniques. Noise control treatments were designed, fabricated, and installed on three Wagner LHDs (an 5T-2B, ST-2D, and an 5T-8A) selected as demonstration machines for this project. The machines were evaluated either in production mines or at the Bureau's Lake Lynn Mine. The results indicate that it is possible to achieve overall noise reductions of between 4 and 8 dB using these techniques. Engine cooling and seal design were determined to be important design issues in such treatments.

Constraints on pore water evolution in the aquifers of a sedimentary basin may be realised through stable isotope analyses of present day waters, and their comparison with water compositions calculated to have been in isotope equilibrium with the products of diagenesis during burial. Integrated with detailed petrographic observations, and thermal, structural and stratigraphic analyses, fluid migration patterns at various stages in a basin's history can be identified. This has important implications for modelling basin hydrology, hydrocarbon distribution, and reservoir quality in the Latrobe Group, Gippsland Basin, and oil-prone successions Elsewhere.

Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate.
