A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

The northern KwaZulu-Natal (KZN) coastal dune cordon, South Africa, extends from north of Durban into Mozambique. The Quaternary dune cordon, which can be up to 2 km wide, comprises a series of stacked, unconsolidated dunes that in places attain a height of over 100 m. Mining of the dunes produces much of the world’s supply of ilmenite, rutile and zircon. This paper documents the age of zircon grains separated from dune units, identifies likely source rocks and presents an evolutionary history for the dune cordon. Between 30 and 60 detrital zircon grains from three distinct units from the northern KZN coastal dunes were analysed for U/Pb isotopic ages using the SHRIMP II at the Australian National University. The samples represent units from the base (ca. 250 ka; luminescence age1),middle (ca. 190 ka2) and upper (ca. 20 ka2) portions of the coastal dune cordon. Zircon grain ages identify three source populations: (1) a 1 000 to 1 200 Ma group correlated to the Natal Metamorphic Province, (2) a 500 to 650 Ma group representing a Pan-African belt, which may correlate to the Mozambique Belt and (3) a ca. 650 to 800 Ma group of unknown provenance. Surprisingly, the presently exposed basement, comprising the Kaapvaal Craton and Archaean volcano-sedimentary sequences, has not supplied a significant amount of zircon grains (< 5%).This suggests that unroofing of basement rocks in the region has only occurred during the last 20ka. In addition, the absence of zircon grains younger than 500 Ma indicates that the bulk of zirconis not reworked from the Karoo Supergroup cover succession, but may be sourced by reworking of the Natal Group sandstones.

This Bureau of Mines publication contains analyses and related source data for 276 natural gas samples from 23 States. All samples except four were collected during calendar year 1984. Those four samples were collected earlier, but releases granting permission to publish were not received until 1984. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-eight publications have presented the results of 13,957 gas analyses made prior to 1984. The first three bulletins (1-3)2 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-28) containing 8,453 analyses of samples collected since 1960.

A pyrite flotation concentrate assaying 0&#183;065 oz/ton gold was investigated to determine the mode of occurrence of the gold. Ftom cyanidation and acid leaching experiments it was concluded that O&#183; 02-0&#183; 03 oz/ton goldwas in solid solution in pyrite and the balance of the gold was finely dispersed as grains throughout the pyrite.Autoradiography and electron-probe examination of possible areas in briquetted concentrate did not detect any grains of gold. Neutron irradiation and gamma spectrometry confirmed on 100 mg samples the fire assays obtained on 1 assay ton samples.Oxidation to hematite and reduction to magnetite at 600&#176;C made practically the whole of the gold extractable by cyanide. This technique could be of major significance for gold ores which contain a substantial amount of &quot;refractory&quot; gold.

Southern Africa has a long history of underground hard rock mining dating back to the late 1800?s. The rock support of underground excavations has significantly changed during this period, due to improved technology, experience gained and rock support requirements by mining and geotechnical engineers. Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors&apos; paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion&apos;s Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng&apos;s field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell&apos;s (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng&apos;s 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell&apos;s approach (1969) can be successfully utilized for longwall panels having chain pillars. Metal casting is one of the most important operations in ferroalloys factories. After the tapping of the furnace and the depuration of the metal, the preparation for customers with cooling, crushing and sizing begins. In total production costs, this contains around 8 % of the total cost of the metal, depending on the value of the fines and other important parameters. From an investment point of view, this represents around 20% of the total capital for a new furnace. Casting onto a water-refrigerated copper plate is not new for molten metals. In steel, continuous casting machines are normal in every factory. Water granulation casting exists at some ferroalloys plants. However, the majority of plants and production technology still use the technology of lumping, crushing and sizing. This technology is time consuming, produces fines and requires a relatively large work force. In 2001, Ferroatlantica put into operation a new water-cooled copper casting-machine, which seems to be a very convenient solution to solve all these problems. It is in operation at a silicon factory; the same place where the new ELSA electrode was developed for silicon metal production. This paper describes our experiences using it.

"A 2400 acre extension to the existing Tailings Area is under development at Inco's Copper Cliff Milling operations.The new area is being developed in stages as production levels dictate thus minimizing immediate capital expenditures while permitting disposal operations to proceed as further site work progresses.The first stage of the new storage site will be fully operational by early 1987 and will include a 400 acre site specific to the storage of Pyrrhotite rejected from milling circuits. The Pyrrhotite site is located in the centre of the Tailings area and is designed for water cover throughout much of its projected life.The new development incorporates perimeter dams designed to operate with low phreatic levels for maximum structural stability. Acid seepage water is collected behind secondary impermeable dams for return to the Tailings Pond.Tailings are deposited by up-stream methods permitting segregation of coarse fractions for use in future lifts of the perimeter dams."

From October 2000 to April 2001 a local array of fourteen seismograph stations was deployed at the Trail Mountain Mine (TMM), an underground coal mine in Emery County, Utah, to locate mining-induced seismicity (MIS). Original analysis of the data provided epicentral locations that coincided closely with the active longwall panel. The original analysis yielded poor quality hypocenters, however, preventing a useful relation from being made between mining activity and the event depths. For the original analysis, only stations at elevations above mine level were used for locating MIS. As a result, P- and S-arrival times from four of the stations in the local array were not used: an inmine station and three stations at elevations below mine level. This study compares mine workings and active mining to a revised TMM dataset that included P- and S-arrival times from the lower elevation stations that were not used in the previous study. In the revised locations, a modified master event methodology was used to calculate station delays. These station delays correct for errors in the shallow layers of the velocity model. The resulting hypocentral locations have improved depth resolution, determined by a lower root mean square (RMS) for the locations, compared to the original study. Most of the events occur in the roof of the mine and follow the longwall panel. When located using the velocity model determined in the original study, the elevations of the events increase as the longwall panel progresses. One possible explanation for the elevation increase is that it may be related to geology or the caving process. As presented here, a 10% decrease in the shallow velocity structure results in a more plausible location for the hypocenters. Consequently, it is hypothesized that progressive development of the TMM longwall panel(s) may have resulted in a progressive change in the velocity model.

D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man&apos;s usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

Anthracite has been mined from the Narragansett Basin of Rode Island and Massachusetts sporadically, and with limited success, for more than 170 years. Beginning in 1974, interest in the coal of the Basin was renewed because of increasing prices and supply uncertainties involving petroleum products. During 1974-77 the Bureau of Mines analyzed 28 samples of Basin coals and conducted washing tests on 20 of them. Results, reported herein, indicate that the coals are low-sulfur, moderate- to high-ash anthracites and semianthracites, suitable for physical preparation to a product generally containing less than 10 percent ash. Additional exploration, sampling and testing will be required to permit appraisal of the potential value of the Narragansett Basin coal resources.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

In Part I of this work,1 equations of elasticity were formulated for transversely isotropic, axisymmetric, homogeneous, porous media exhibiting pore fluid pressure. Equations of elasticity and the thermal analogy method were used to determine transient horizontal, tangential, and vertical stresses and radial displacement in a semi-infinite cylindrical region when either a constant rate of pressure or a constant rate of flow is maintained at the wellbore. In this paper, the approach presented earlier is extended to finite reservoirs for the cases of (1) steady-state flow, (2) constant pressures at the well bore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Results of this work show that radial and tangential stress gradients are high near the wellbore but diminish rapidt; away from the well; the vertical stress gradient behaves in the same way but is less severe. Radial stresses are compressive or neutral, whereas tangential and vertical stresses may be tensile, neutral or com-pressive, depending upon the boundary conditions, the physical Properties of the system and the radial distance involved (vertical stresses are always compressive in an unbounded system1. For constant boundary pressures, both radial and tangential stresses increase with time whereas they both decrease for a closed outer boundary and constant pressure at the wellbore. The vertical stress decreases with time for both systems. For steady-state systems, radial displacement may be positive or negative, depending upon the dimensions of the system, the pressure differential and the porosity. Radial displacement may be positive or negative for a closed outer boundary but is positive for constant pressures at both boundaries. INTRODUCTION The importance, utility and complexity of a realistic appraisal of the stress state at and local to a wellbore were indicated in Part I. In this paper the analytical approach presented earlier is extended to finite, cylindrical reservoir geometry for the cases of (1) steady-state flow, (2) constant pressures at wellbore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Other than the outer boundary of the reservoir being finite, the physical system and assumptions pertinent thereto are the same as before. The reader may wish to review the mathematical development through Eq. 49 of Part I before proceeding here. "Abstract The present study proposed a new liquefaction countermeasure to improve sandy ground and conducted a trial execution. The new method is a floating-type and lattice-shaped cement treatment method, where cement-treated soil is not fixed to a non-liquefiable stratum. A fixed structure such as treated soil should be formed at the side of the floating-type treated soil to reduce its lateral displacement. In the study, one-dimensional dynamic response analyses were first conducted to confirm the mechanism of the new method. Then, a series of centrifuge model tests were performed to demonstrate the effect under a stress condition at the prototype scale. The analyses and model tests confirmed the effect of the liquefaction countermeasure. Finally, trial executions were carried out to confirm high-quality vertical execution.INTRODUCTIONLiquefaction induced by an earthquake generates sand boiling and ground settlement. Other problems have also been reported, including a decrease in bearing capacity and an increase in the horizontal earth pressure against retaining walls. To prevent these problems caused by liquefaction of the ground, various countermeasures have been proposed, such as cement deep mixing and high-pressure jet mixing methods. These methods have the big advantage of being applicable to ground that contains soil with a fine-grain fraction. Furthermore, the unnecessary displacement caused by the construction can be reduced. In Japan, a lattice-shaped cement-treatment method has frequently been used at many construction sites to prevent liquefaction, where cement-treated piles are intersected to form a lattice, as shown in Fig. 1. The lattice-shaped walls can reduce the shear stress generated by an earthquake, restricting the liquefaction at that location. However, the construction cost of the cement treatment is relatively high compared to other methods such as the sand compaction pile (SCP) method, and needs to be reduced. In particular, the cost of the high-pressure jet mixing method, which can be applied to the liquefiable ground under existing structures, is significantly high. Therefore, decreasing the total volume of the cement treatment is necessary to reduce the construction cost."

Titanium bearing resources can selectively be chlorinated at temperatures below 200°C if the Ti02 in the feed is nitrided before chlorination. However, the nitriding reaction is highly endothermic, requires highly reducing conditions, is only thermodynamically favourable at elevated temperatures, and is affected by mass and heat transfer restrictions. At the required processing conditions, problems might also be experienced with sintering and with melting of slag forming components in the raw materials. A test programme was undertaken to study the effects of raw material type, temperature, gas composition, bed depth, carbon to raw material ratio and residence time in order to simulate conditions required for scaling up a nitriding process. In contrast to previous experience with low-grade titanium-bearing slag containing about 30% Ti02, ilmenite and chlorinateable slag do not form melting phases under the studied nitriding conditions and hardly sintered at all. Both feed materials can readily be nitrided with conversions in excess of 90% at temperatures around 1300°C and using bituminous coal as reducing agent with fixed carbon in excess of 1.1 times the stoichiometric requirement. The conversion decreases as the bed depth of the feed material increases and the N2/CO ratio in the gas decreases. Analysis of the relative rates of mass and heat transfer into the reacting beds of ilmenite and slag showed that the heat transfer rates are more limiting than the mass transfer rates. In order to increase the throughput that can be achieved in a kiln, it would be necessary to take special measures to enhance the heat transfer rates into the mass of reacting material. One such a measure is to pre-form the mass of reacting material into thin-walled, hollow brick shapes prior to introducing it into a kiln. Depending on bed depth, temperature and N2/CO ratio, required residence times in the high temperature zone of the kiln can vary between about 6 and 10 hours. This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery&apos;s No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau&apos;s study of the explosion began January 26.
