This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 17,320-acre portion of the 52,143-acre Little High Rock Canyon Wilderness Study Area (CA-020-913/NV-020-008) in order to evaluate its identified mineral resources. The study area is located in Humboldt and Washoe Counties, NV, about 42 miles north from Gerlach. Three areas of epithermal alteration, similar to alteration associated with disseminated gold deposits, were found in the study area. One of the areas occurs along a northeast-trending structural lineament. Southwest of the study area two gold prospects undergoing active exploration, as well JS a gold deposit being prepared for production, occur along the same lineament. The Bureau of Mines examination, however, did not find evidence for gold resources in the study area.

To determine the retorting characteristics of a column of mine-run, ungraded oil shale ranging in size from fines to 5-ton pieces, a 150-ton batch-type retort was designed and constructed at the Bureau of Mines Laramie Energy Research Center, Laramie, Wyo. The retort vessel is 45 feet high by 11 ½ feet inside diameter, and is supported in a 95-foot-high steel superstructure. Mine-run shale from the Bureau of Mines facility near Rifle, Colo., assaying about 25 gallons of oil per ton, was used as the test shale. To date, 11 runs have been completed, and the results of the last 10 of these are reported. The effects of oxygen content of the retorting gas and the superficial gas velocity of the retorting gas on oil recovery from a column of mine-run oil shale were studied. In one run, the average particle size of the shale was substantially increased to determine its effect on oil yield. Oil recoveries ranged from a low of 39.3 to a high of 65.8 volume-percent of Fischer assay.

DC arc furnaces are widely used for steel scrap melting as well as for reductive smelting of ore fines. Industrial smelting applications include the smelting of chromite to produce ferrochromium, the smelting of ilmenite to produce titania slag and pig iron, and the recovery of cobalt from nonferrous smelter slags. A number of myths and misconceptions are widely held, especially regarding: the age of the technology, the use of a hollow electrode, arc stability and shape, arc and bath radiation, interaction between the arc and molten slag, electrical behaviour of arcs and slags, a comparison between AC and DC furnaces, DC reactors, the lifespan of bottom electrodes, and the applicability of DC arc furnaces to various metallurgical systems.

Computerized thermodynamic databases for solid and liquid metal, slag and solid oxide phases in the Al2O3-CaO-CoO-CrO-Cr2O3-FeO-Fe2O3-MgO-MnO-NiO-SiO2-S system have been developed by critical evaluation/optimization of all available phase equilibrium and thermodynamic data. The databases contain parameters of models specifically developed for molten slags, liquid steel and solid oxide solutions such as spinels, pyroxenes, olivine, monoxide (wustite, periclase, lime), corundum, etc. By means of the optimization process, model parameters are found which reproduce all thermodynamic and phase equilibrium data within experimental error limits. Furthermore, the models permit extrapolation into regions of temperature and composition where data are not available. The databases are automatically accessed by user-friendly software that calculates complex equilibria involving simultaneously slag, metal, refractories and gases, for systems with many components, over wide ranges of temperature, oxygen potential and pressure. A short review of the available databases is presented. The critical evaluation/optimization procedure is outlined using the Al2O3-CaO-FeO-Fe2O3-SiO2and Al2O3-CaO-MnO-SiO2systemsas examples. Several applications of the databases to deoxidation of iron and to inclusion control in steel are discussed. In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce energy consumption, thus contributing to the reduction of green house gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. Extended to the Canadian mining industry, such results would represent a GHG emission reduction of about 0.05 Mt/y. A soft-sensor prototype, based on primary crusher data (i.e., energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory-testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e., use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

To improve mine safety, the Bureau of Mines has conducted a search for better materials and systems to anchor roof bolts. This report describes a study on the ability of a gypsum-based anchoring medium to withstand short- and long-term loads. Results showed that 2-ft-long bolts anchored with gypsum that was injected as plaster slurry at a 0.370 water-cement ratio and cured for 10 min sustained pull test loads equal to the ultimate strength of the bolt steel (about 37,000 lb). For comparison, the minimum required capacity is 17,600 lb. Long-term loads of 15,500 lb were sustained with estimated 10-yr movement of less than 1/2 in. Two-foot-long bolts anchored with gypsum installed in a cartridge in which the water was contained in tiny capsules sustained a pull test load of about 30,300 lb at a 0.319 water-cement ratio and 10-min cure time. At a 0.288 water-cement ratio, load capacity was about 37,000 lb. The lower load capacities of cartridge-installed bolts resulted primarily from the remnants of the water-wax capsules. Above 10,000 lb, creep movement of cartridge-grouted bolts appears excessive, but longer bolts may be capable of resisting creep better.

About 65 percent of the more than 400 million tons of coal produced annually in the United States is mechanically cleaned to remove the inorganic impurities before being sent to market. The impurities, principally shale and clay with some pyrite, average about 20 percent of the raw coal treated. Nearly 95 percent of the tonnage is treated by wet processes, in which water, suspensions of solids in water, or occasionally calcium chloride solutions are employed. Difference in density of coal and impurity is the basis of these processes. Of major importance in the separation is the competency of the impurities, that is, the resistance of the impurities to size disintegration in water. In general, the impurities are more resistant in geologically older coals or those in effect made older by metamorphism. If the impurities suffer reduction in particle size when immersed in water, the separation of organic from inorganic material becomes more difficult, Recently the Scientific Department of the National Goal Board (Great Britain) undertook fundamental research into the interaction of shale and water and also developed an empirical method of assessing shale breakdown or disintegration. 6

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

The Hoek-Brown failure criterion is often applied to a wider range of rocks than the isotropic rock masses to which it is strictly applicable. This paper evaluates the patterns of defects in rock masses using spherical projection contour plots of samples of randomly-generated orientations and datasets from mapping of New Zealand closely-jointed greywacke rock masses. Two indices from the contour plots - the area within the 1% contour (A1%) and maximum concentration (Cmax) are introduced for distinguishing uniform (isotropic), random or regular defect patterns. The indices provide a potential extension to current guidelines on the use of the Hoek-Brown failure criterion. The paper also outlines kinematic checks to assess the influence of defect clusters on rock mass strength. Das Hoek-Brown Bruchkriterium, das strikte nur fuer isotrope Gefuege gilt, findet oft einen viel weiteren Anwendungsbereich. Diese Arbeit bewertet diverse Dispersionsmuster der Defekte einer Gesteinsmasse. "This paper argues that, although specialist mineral engineering expertise is essential for the efficient design and operation of mineral processing plants, the environment in which these skills are supplied to the industry has changed forever, and not for the better. Most of the mineral engineering programmes in western universities have died or are dying. The long-service mine site mentors have gone, operations are run on a staffing shoestring so that there is no longer the time (or inclination) for considered decision-making, and the FIFO model has discouraged continuity of optimisation projects and communication between professionals. At the same time the technical challenges of designing and operating effective process plants are increasing. These trends are not going to be reversed any time soon, if ever. The ability to run efficient mineral processing operations has been materially compromised as a consequence. We propose that well-designed professional development can help to recover this situation, and it can be done easily and cheaply. The workplace is the best environment for such skills development. Professional development training should be integrated with normal duties throughout the early years of a graduate’s service (and probably beyond), and the cost should be regarded as non-discretionary expenditure for the business. If such programmes are properly resourced and managed and extended over longer time periods, there will be a measureable rise in the level of technical understanding and competence within companies and a resulting beneficial impact on resource utilisation and thus shareholder value. The paper outlines some of the approaches that we believe will work, and the benefits that we expect will accrue."

The oxygen activity of the ladle slag determines the reactivity towards the steel during ladle treatment. Therefore, the in situ measurement of the oxygen activity of slags can be an important tool. The applicability of an electrochemical sensor is examined in this work. The sensor measures the electromotive force (EMF) that is established between a sample of the slag phase that is immersed in the liquid steel bath and a reference system (Cr/Cr2O3). Industrial and laboratory experiments demonstrated the capability of the sensor to detect the influence of the slag components on the measured oxygen potential. Comparison of the measured values with thermodynamically calculated values shows that the measured oxygen activity is systematically too low. This was attributed to a reaction of the steel with the slag sample. To investigate this, further lab tests were performed where the slag oxygen activity was measured after the slag had been equilibrated with the steel. The measured values were dependent on the oxygen activity (aO) of the steel. For industrial applications, it is concluded that the aO of the steel should be known and that this value is necessary for the interpretation of the measured values. Since successful industrial lignite-burning equipment was developed in 1925, the commercial use of lignite as a fuel for power plants has increased. It has proved an entirely satisfactory fuel for generating power and can be burned efficiently by various methods.4/ Equipment to fire pulverized lignite was installed and used successfully at the Trinidad Station of the Texas Power & Light Co. as early as 1926. The lignite was predried in steam-heated grid driers before pulverizing.5/ This method of firing was used later in the Comal Station of the San Antonio Public Service Commission.6/ Both stations, however, have since been converted to use other fuels. Units for pulverizing and drying lignite are relatively new in the lignite-consuming region of North Dakota. The air which sweeps the pulverizer and transports the pulverized product to the burners is preheated to dry the lignite during pulverization. The first unit was installed in 1948 in one of the two boiler units of the Crookston Station, Otter Tail Power Co., Crookston, Minn.7/ In 1951 the 30,000-kw. W. J. Neal Station, Central Power Electric Cooperative, Inc., Voltaire, N. Oak., was designed and constructed for firing pulverized lignite exclusively. It is the largest lignite-fired, power-generating station in North Dakota. The 44,000-kw. Lewis and Clark Station of the Montana-Dakota Utilities Co., Sidney, Mont., is fired by a similar pulverizing system. Operation of this plant was begun in October 1958. At Fergus Falls, Minn., the 53,500-kw. Hoot Lake Station of the Otter Tail Power Co., also using a pulverized lignite-firing system, began operating in September 1959.

Specially designed X-ray machines are used extensively on diamond mines for the recovery of diamonds from ores. These machines are extremely expensive and, at present, there are no reliable methods of determining if the equipment is performing efficiently. The objective of this work was to manufacture translucent X-ray diamond simulants, which would emit varying but known luminescence signals when exposed to X-rays. These X-ray diamond simulants could then be used to determine the efficiency of diamond recovery operations.

This paper has formulated the methods, both medical and engineering, for the control of pneumokoniosis in the haematite-mining industry in West Cumberland, but this is only part of a general service to improve the lot of the worker in these mines, to make him a better and happier workman, and to permit him to enjoy his work and leisure in comfort and good health. This organization has now been functioning for more than ten years and the results are indeed heartening, but it is only as a result of constant vigilance from the mining and medical point of view that such a plan can operate efficiently. The human element and its full understanding is by no means the least of the problems.

The Dirtlow Rake vein deposit, which is up to 12 m thick, contains a range of paragenetically linked replacement mineralisation styles typical of many Mississippi Valley-type deposit environments. The main ore zone lies within the solution collapse breccia domes, the more southerly of which has recently been well exposed, allowing its relationship to the associated mineral-hosting structures to be studied. The domes were largely formed during early silicification, propagated by dissolution collapse and infilled by subsequent fluorite-barite mineralisation. The location of pipes and pervasive replacement was also controlled by early silicification. Structurally controlled bow tie shears were formed as a result of fluid access at fracture-bedding plane intersections. The nature and distribution of the mineralisation styles indicate that the degree of fluid access, residence time of solutions in contact with the wallrock and susceptibility of the limestone to silicification each played a major role in dictating mineralisation

This paper presents an analysis of the production data for the period 1861 - 1953 from hydrothermal gold-silver deposits of the Hauraki Goldfield. To directly compare the metal content of the deposits a figure of ounces of gold equivalents (oz gold equivalent) is calculated from the value of the gold-silver bullion produced from each deposit. Frequency distributions for ore tonnage and oz gold equiv. appear to be lognormal and show a high proportion of very small deposits, with 90 per cent less than 100 000 tonnes. The deposits when plotted in order of size fall roughly on a smooth curve which suggests that the size distribution is not random. A large proportion (68 per cent) of the total gold-silver extracted from the Hauraki district was contained in the largest deposit û Waihi. A technique used for predicting undiscovered mineral resources is ZipfÆs law, which relates the size of an item to its rank order. The figures for ounce gold equivalents from the major Hauraki deposits fit ZipfÆs law remarkably well. Taking Waihi at 6.8 million oz gold equivalent as the rank one deposit, Thames is number five and Karangahake number seven. A Zipf plot indicates that down to rank 100 (68 000 oz gold equivalent) only 28 per cent of the total gold-silver resource in the Hauraki Goldfield has been extracted. A further 72 per cent or 25.4 million oz gold equivalent, including the deposits of rank 2, 3, 4, 6, 8, 9 and 10, are undiscovered. However, since some deposits will be deeply buried under younger rocks and others will be under the sea only a proportion of the total resource will be discoverable.
