(San Francisco Meeting, October, 1911.) A MERE record of Emmons's professional career would very inadequately represent the man. That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government. The most common approach used in the mining industry for mineral resources modeling is to estimate the grades using ordinary kriging and report the recoverable resources based on this deterministic estimated model. Mineral resources calculated with kriging are a smooth representation of the actual distribution of grades and do not provide an assessment of uncertainty. Unlike kriging, simulation reproduces the variability of the grades in the mineral deposit and provides an assessment of uncertainty. Reporting mineral resources directly on high-resolution simulation results would assume perfect knowledge of the grade at the time of mining and selectivity at the scale of the data. There will always be uncertainty left at the time of mining, so assuming perfect knowledge of the grade in the future is incorrect. There are two concerns when geostatistical simulation is used for resources modeling: the information and the mining selectivity effects. A new framework for resource estimation is proposed with two separate modules to address those concerns. The information effect is accounted for by anticipating the additional production data that will be available at the time mining to guide the destination for the mined material. The mining selectivity effect is addressed by mimicking the grade control procedure to get mineable dig limits at a chosen selectivity, represented by a minimum mineable unit size. In addition to a prediction of recoverable resources that will be closer to the material mined in the future, the framework proposed provides an assessment of local and global uncertainty for risk management.

"IntroductionSINCE ancient times, the precious metals have played an important role in influencing the course of history. Silver and gold happened to occur, although in small amounts, in those countries where the early civilizations developed. Their persistent brightness certainly amazed the primitive people, who also found it easy to shape them into ornaments •and implements. Ever since then their properties have made them seem desirable possessions.Use of precious metals as money was the natural consequence of man's desire for them. The possibility of changing an ornament into a tool or food at any time, and the ease with which such medium of exchange could be carried and hidden, further increased the demand for the two metals.Silver was probably discovered after gold and copper, and was undoubtedly found by prehistoric man as native silver. The oldest silver articles have been discovered in Chaldean tombs and date back to 5000 B.C. The earliest ascertained producers of silver were Asia Minor and the Iberian Peninsula. The Romans worked deposits in Spain, Britain, and France. In the Middle Ages, some silver was extracted from German deposits, and near the end of the Middle Ages systematic workings were carried on at Freiberg, Schneeberg, and Joachimsthal (1).Before the discovery of the New Continent, the Aztecs and Toltecs in Mexico, and the Incas in Peru, had made extensive use of silver. In the 16th century the Mexican deposits became the largest source of the world silver."

"Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. The size of saddle reef veins is controlled by the curvature of the fold hinge. Thus, a Curvature Index greater than 600 degrees indicates a promising prospect, where"

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

In view of decreasing head grades, the relatively high gold price, and recent developments in metal evaluation, an exercise was initiated to determine the extent of gold concentration, the mode of occurrence, and the areas of concentration within the run-of-mine milling circuits of Randfontein Estates Gold Mining Company (Witwatersrand) Limited. The total gold content of three of the thirteen run-of-mine mils in the Group was measured as a typical lock-up of approximately 200 kg per mil. The majority of this gold was concentrated either behind the grid-type body liners or within the pockets of the body liners. This paper is an account of the experimental procedure and the results obtained, and highlights possible means of limiting gold lock-up in future.

This glossary is published by the Bureau of Mines as a contribution to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining., quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; and geological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and. the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, the United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Nor-way, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

Problems connected with the incidence, effects, determination, and control of dusts are still much before the public, although more information is available to the layman than when Bulletin 400, of which this publication is a revision,5 was issued in 1937. Bulletin 400 attempted to assemble information in convenient form on various phases of the dust problem, largely in the mining and allied industries. This revision includes data that have accumulated since 1937 and some that appeared previous thereto but were not available to the authors at that time. The literature on this subject is so voluminous that no attempt has been made to include all published material or all types of dust diseases, but only to assemble some of the more outstanding data on several aspects of the subject.

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

WHEN George C. Stone, a Director of the Institute, and so well known to our Members in connection with the Institute's many activities was abroad in 1.919, he secured an interesting collection of these coins, which appeared in Zinc, a publication by the New Jersey Zinc Co. Regarding this collection of coin, Mr. Stone says: "During the war, all gold and most of the silver disappeared, making small change very scarce. As the French Government was fully occupied by the war, it allowed various Chambers of Commerce and other bodies to issue money, both paper and coins. Many of the latter were made of zinc, and I secured several while in Paris. We had all heard of the Belgian and German zinc coins, but I imagine few knew how many different kinds there were. The accompanying plates show both sides of those I got. I took all that the dealer had; but he said that there were a number of others in existence. The coins in the bottom line were issued by the Germans in Belgium during the war and all are still in common use. The first two in the next to the bottom line are German. All of the others were issued by Chambers of Commerce or corporations. A few have been nickel plated; these look and wear much better than the others. "Coins" made of pasteboard were also issued by similar bodies, also notes.

Informal gold mining operations in the Amazon emit about 100 tonnes of mercury annually because of poor amalgamation practice. Lack of information and the complexity of mercury transformations hinder effective action to prevent such pollution and/or monitor its extent. In the past, mathematical equations have been formulated to deal with the correlation of natural variables and mercury in biota but often, the error range is too great to provide useful models. Projection of physico-chemical variations in an environment subjected to mercury emissions onto the extent of bioaccumulation is fraught with many uncertainties and unknowns such as internal correlations between variables and the site-specific nature of biota contamination. Often assumptions about closed systems are invalid when applied to natural environments. This work presents a heuristic approach to this problem in which amalgamation methods and natural variables are dealt with using an IF-THEN rule-based system that concludes about levels of emission and risk of bioaccumulation. The system is able to handle uncertain or vague data and yet still provide useful output. Belief in mercury oxidation or dangerous conditions are examined using Fuzzy Logic techniques and Inference Equations. These belief levels are derived from thermodynamic equilibrium data together with field observations of natural variables. This procedure can reduce the need for sophisticated analytical equipment and can provide information and diagnosis to non-technical people.
