The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

Seismic events and pillar failures observed in two platinum mines in the Rustenburg area, South Africa, were investigated. We studied the sources of approximately 300 largest seismic events recorded in 2009. Moment tensors of these events were estimated from amplitudes and polarities of P- and S-waves. The inverted mechanisms contain isotropic implosive components in many instances. Analyses of uncertainty of the moment tensor solutions confirmed the significance of the implosive component in general. Several documented cases of pillar failure were considered in detail. For each of these a seismic moment tensor was calculated from an elastic stress model assuming an instant removal of a failed pillar. The geometries and magnitudes of the theoretical seismic moment tensors are in agreement with the observed (i.e. inverted from seismic data). The results indicate that either pillar failure or fracturing in the proximity of the reef (within a fraction of the dominant wavelength of seismic waves) are responsible for a significant portion of the large events recorded in these mines.

To keep the mineral and allied industries informed of trend: in the causes of accidents and to point out the need for corrective measures, the Bureau of Mines collects, analyzes, and publishes, periodically health and safety statistics. This report includes data for 1961 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

It is not uncommon to find large quantities of combustible materials in underground metal and non-metal mines. Support timber is the predominant combustible material. Spontaneous combustion, welding and cutting, shorted or overloaded electrical cables and careless smoking are common ignition sources. More recently, there is increased use of diesel mobile equipment that requires fuel storage and transfer areas. Diesel fuel spillage on hot engine manifolds and motors can result in rapid flame growth and heavy smoke accumulation in a matter of seconds. In-expensive, reliable fire detection and suppression systems are available to provide early warning of fire conditions and to isolate and extinguish fires that originate in fuel storage and transfer areas. This report presents an example of how technology developed and demonstrated under Bureau of Mines Contract H0242016, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground diesel fuel storage and transfer areas. Part 2 gives short abstracts of publications that appeared during fiscal year 1962; in general, the research reported in these publications antedates the report period. Part 3 gives the results of an investigation which, although too limited to warrant separate publication, merits presentation in some detail because of current interest in ammonium nitrate-fuel oil compositions.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.

The leaching and reduction of Cr(VI) in soils contaminated by chromium-containing slag were investigated with column experiments. The results showed that Cr(VI) concentration in leachate decreased from 988 mg L-1 to 407 mg L-1 after 7 days when water was used as leaching agent. However, Cr(VI) in leachate in culture medium treatment was not detected at above periods. In comparison, Cr(VI) concentration in leachate from autoclaved soil remained 398 mg L-1 at the end of experiment. The results indicated that the indigenous microorganism was capable of reducing Cr(VI). The amount of Cr(VI) reduction was 335 mg at the whole experiment period and the reduction rate was 67.09 mg d-1. Carbon supply showed minor effect on Cr(VI) reduction. However the reduction capability of Cr(VI) could be improved by combination of the carbon and the nitrogen. The optimal quantity was 5 g L-1 of yeast extract and 4 g L-1 of glucose.

This paper is one of a series being prepared by the Bureau of Mines on methods, practices, and costs in various mining districts in the United States. The paper describes mining and ore recovery methods common to the Batesville manganese district, Independence County, Ark., and gives the costs of producing merchantable ore by three operators whose methods were more or less typical of those of many other local manganese producers. The operating costs reported were those of Leonard Baxter at mines on Brooks Hill for the calendar year 1958 and Arkansas Mining and Exploration Corp. at Section 16 mine and the Searcy group of mines and Miller-McGee Corp. at the Diener mine during the first 6 months of 1959. Manganese are was mined in the district as early as 1849 and almost continuously thereafter until August 1959, when termination of the Government's domestic manganese purchase program resulted in complete cessation of mining activity. During those years, production came from more than 189 mines and properties, of which only a few produced as much as 30,000 tons of merchantable ore.

Approximately 42 t of mercury were produced from Puhipuhi from the late nineteenth century until the end of World War II, with no significant gold or silver production. Sinter, eruption breccias and veins, mined for mercury at Puhipuhi and essentially barren of gold, are inferred in many geological models to represent the surficial levels of adularia-sericite style low sulfidation gold-silver systems. These systems may contain economic gold-silver mineralisation at depth. Conceptual geological models have been employed at Puhipuhi in the search for buried gold mineralisation. Homestake Mining utilised a McLaughlin model for exploration from 1982 to 1987, targeting mainly the vicinity of the sinter deposits. From 1987 to 1989 BHP sought deeper structurally controlled gold mineralisation within the basement greywackes, utilising models derived from studies of Round Mountain, USA and Hishikari, Japan. Macraes Mining Company Limited have accessed the previous work and applied a conceptual geological which invokes a north-south structural control for the emplacement of high-level felsic intrusions at depth. Dextral movement on these structures associated with oblique convergence facilitated the formation of a pull-apart basin in which lacustrine sediments overlie basement greywackes and are in tum overlain by Pliocene basalts. Continued activation of the NS structures created a series of inferred NE-trending dilational structures, which are targeted as fluid upflow centres for the surficial outflows. Upflows occur as eruption breccias (e.g., Plumduff) and outflow as silica sinters (eg Mt Mitchell, Williams) which are also partly obscured by the basalt cover. Argillic alteration and mercury mineralisation occur at elevated crustal levels (eg Puhipuhi mine). Modelling from structure and alteration zonations have targeted a fluid upflow in the vicinity of Bush Hill, which was not accessed by previous workers. This target was subsequently supported by surface geology and multi-element soil geochemistry.

The FeNi technology is currently dominated by high-power submerged arc furnaces, often designed as smelter as "two-inline-solution". To achieve the intended high efficiency, state-of-the-art design in good correlation with ores and reductants and an integrated layout of the whole plant is of great importance. An introduction will be given to general aspects in the production FeNi, plus a detailed overview of design principles for large FeNi smelters and finally some examples of innovations and research projects concerning Fe-Ni.

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). Since the advent of the first airborne electromagnetic system, it has been evident that such systems were inherently limited to shallow depths of exploration of the orderof 100 to 200 feet. Hence in 1948 the author and his associates commenced a study of the feasibility of applying natural audio frequency magnetic fields to investigation of the electrical properties of the subsurface in order to provide a system capable of overcoming this limitation. This research culminated, in the summer of 1958, in the development of a new airborne prospecting device — AFMAG. This device has detected surface massive sulphide bodies while flown at heights as great as 3000 feet. Hence, by inference, it is deduced that it could find similar sulphide bodies if they were buried 2500 feet below surface and the aircraft flown at 500 feet. Thus a considerable improvement over conventional airborne electro-magnetic systems is obtainable with AFMAG. Airborne exploration in mountainous terrain involving deep valley fill now becomes possible. Examples are presented of the results of actual airborne AFMAG test surveys over known deposits of massive sulphide mineralization. Interpretation of the data is discussed with particular reference to the knowledge of size, dip, depth, depth extent, and conductivity of causative bodies as deduced from the flight records. The possibility of mapping major geologic structures, for both mining and oil exploration purposes, is discussed with the aid of examples of airborne AFMAG data. INTRODUCTION Electrical prospecting with natural audio frequency electromagnetic waves as a source has, within the last three years, become a practical reality. Both airborne and ground survey instruments under the trademark "AFMAG" (for audio frequency magnetics) have been used successfully in the search for conductive mineral deposits. It is the object of this paper to discuss the principles of airborne AFMAG and to illustrate its application by means of examples obtained over known geological situations. WHY AFMAG? In view of the large number of good airborne electromagnetic systems available for purchase or contract surveying, one may well ask, "Why another new system?". Primarily the answer lies in the fact that AFMAG does not suffer from the very limited depth of exploration available with, and inherent in, any conventional airborne electromagnetic system. AFMAG is not conventional insofar as an artificial transmitter is not required. Only a receiving and detecting device is employed. The electromagnetic fields measured are those from millions of electrical discharges in the atmosphere (e.g;..- lightning strokes). Their random distribution in time and space make these fields difficult to employ and it is only with recent advances in the electronics of geophysical instrumentation that this has become possible. Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

During the last two decades many research projects were conducted to study the load requirements for the powered supported longwall faces (1-6). Significant results had been achieved by these researches. Most of the previous studies were rarely designed to understand the mechanisms of interaction between the supports and the surrounding rock, or to correlate the stress conditions around longwall faces to the mining operations both in time and space. In case of the shield supported faces, the roof-to-floor convergence is very difficult to measure due to the high percentage of roof coverage. The external load on the supports can not be determined from the leg pressure data alone due to the existence of the lemniscate links. Therefore, there is a real need in that a simple engineering method be developed to monitor the variations of roof load on the shield supports, the roof-to-floor convergence and the roof stress restoration in the gob area as the mining proceeds. Only with the results of these measurements, a further understanding about the mechanisms of interaction between the supports and the surrounding rock can be achieved and a criterion of designing or selecting the optimum mechanical parameters of the shield supports can finally be developed.

Dioctahedral clay minerals in the volcanic-hosted Golden Cross epithermal Au deposit, New Zealand, have been investigated by petrography, X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmission electron microscopy/analytical electron microscopy (TEM/AEM) to determine the nature of these minerals in a hydrothermal ore deposit. Heterogeneity in the distribution of dioctahedral clays is observed from the hand-specimen scale to the TEM scale, indicating that primary rock textures and fluid pathways (related to rock type, porosity/permeability and fluid/rock ratios), in addition to temperature, are important factors controlling the distribution. As the proportion of illite in mixed-layer illite/smectite (I/S) decreases, TEM observations show decreasing layer stacking order, parallelism of packets, and packet size, and increasing apparent porosity. AEM structural data show a corresponding decrease in AlIV, AlVI, and K+, and an increase in Si, Ca2+, and Fetotal. The observations of this study indicate that local dioctahedral clay mineral reaction progress is controlled mainly by permeability and structure, but that this is superimposed on a predictable, system-wide clay mineral distribution that is controlled by temperature and fluid/rock ratio.

The Niagara Tunnel Project (NTP) is a 10.4 km (6.5 mi) long, 14.4 m (47.5 ft)bored tunnel that will run under the City of Niagara Falls from the Upper Niagara River to the Sir Adam Beck Power Station. The completed project will enhance the capacity of the Sir Adam Beck Power Station by adding 500 m3 (17,657 ft3) of water per second through the tunnel. The paper describes the project in which the world’s largest hard rock TBM at14.4 m (47.5 ft) in diameter is being used to excavate the tunnel. Features of the project include the use of a High Performance (HP) Main Beam TBM, state-of-the-art ground support and tunnel logistics systems. A continuous conveyor is used for muck transport from the TBM to the disposal area. The paper will also discuss the optimization of the TBM system as the tunnel advances through the varying geology. In June 2004 the Ontario Government announced that Ontario Power Generation(OPG) had been given approval to proceed with the third tunnel under the city of Niagara Falls—the first two tunnels were constructed in the 1950s using drill and blast techniques. The third tunnel, appropriately named The Niagara Tunnel Project (NTP), consists of a 10.4 km (6.5 mi) long TBM-bored, concrete-lined tunnel with a finished diameter of 12.5 m (41.1 ft). In August 2005, OPG announced the selection of Strabag AG of Austria, one of the largest construction companies in Europe, as the contractor to build the NTP Project at a price of CAN $600 million. In September 2005, Strabag A.G. selected The Robbins Company of Solon, Ohio to design, manufacture and deliver a new 14.4 m (47.5 ft) diameter High Performance state-of-the-art Main Beam Hard Rock TBM to be used in the excavation of the tunnel. In order to meet the aggressive construction schedule as requested by OPG/Strabag, the TBM needed to be supplied as “ready to bore” within a 12 month period after the contract was awarded to Robbins.

The understanding and the development of sound theoretical basis concerning the pile foundations has been phenomenal during the past few decades, considering the thousands of years the piles have evidently been in use. The importance of the quality assurance and the need for verification of load bearing capacity is being further reinforced rather than undermined by these developments. This is evidenced by significant developments made in the pile load test technology in recent decades, making it possible to make judicious selection of a test method, or a package of test methods, suitable for a given situation. The selection depends on the objective of carrying out the test and the reliability desired. Presently, the possible selection ranges from dynamic to static methods. The extent of dynamic effect in a test can be reckoned based on a dimensionless parameter defined as the 'relative duration'. Examples of different load tests are given for illustration of the different methods currently in use.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development.
