Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. "Occupational noise-induced hearing loss (ONIHL) is classified as the leading work-related disability in the mining industry. ONIHL has a negative impact, on not only the health and occupational productivity of affected individuals, but arguably also on the country’s mining industry and economy. Hearing conservation programmes (HCPs) are an effective strategy in the management of ONIHL. However, current literature indicates that HCPs are not achieving the anticipated and desired outcomes in the South African mining sector despite the efforts focused on the management of ONIHL. Therefore, the purpose of this study is to propose the use of a feedback-based noise monitoring model as a tool for monitoring and managing ONIHL in the South Africa’s mining sector. This model is a basic static feedback model with practical applications such as estimating, monitoring. and providing quantitative information to aid miners, mining administrators, and policy-makers in decision-making around HCPs. Additionally, the model could form part of an early intervention and management strategy for ONIHL in the workplace. The strength of this model, although currently static, is that it encompasses all the pillars of HCPs and takes into account the policies concerned with the management of ONIHL in the mining sector. IntroductionHazardous noise levels (above 85 dBA) in the workplace place exposed employees at risk of developing a disabling occupational noise-induced hearing loss (ONIHL). ONIHL is the ‘partial or complete hearing loss in one or both ears as a result of one’s employment’ (Nandi and Dhatrak, 2008, p. 1). This type of hearing loss develops gradually as a result of being exposed to continuous or intermittent high levels of noise over a long period of time (McBride, 2004; Patel et al., 2010; Rappaport and Provencal, 2001). A hearing threshold below 40 dBs is classified as a disabling hearing loss (Yadav et al., 2015), resulting in a hidden condition that does not readily manifest itself (Tye-Murray, 2009, p. 3). Dugan (2003) describes disabling hearing loss as the ‘most prevalent, least recognized and least understood physical disability’, while Copley and Frederichs (2010) and Hermanus (2007) argue that permanent disabling hearing loss is a major contributor to the global burden of disease on individuals, families, communities, and countries."

The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

Anchored sheep pile is normally used in deep excavations, many of which only require stability in accordance with Terzaghi theory. In this paper, based on the experience, new lateral earth pressure method is adopted taking account into interaction among soil, anchors and sheet piles so that a group for the project under very difficult conditions and very severe requirments, especially, for the displacements are determined according to that mentioned above. During and after construction, displacements monitoring were carried out for about four months, which was proved that there was a little difference between calculation and practice.

To deftne the capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. The splitter investigated was capable of applying combinations of radial and axial loads to rock when placed in a predrilled hole. Experiments conducted with the tool in concrete, limestone, and granite proved it capable of excavating all three materials. Break geometry in these three materials was the same, which encourages the prediction of performance in all rocks. The design of the radial-axial loading splitter's feather components significantly affected the tool's performance. It appears the design of this in-hole component should be tailored for the rock to be excavated.

Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. "Low back pains account for about 13 per cent of all compensation claims made to the Quebec Workmen's Compensation Commission and cost the employers a sum exceeding ten million dollars. The frequency and cost of these health problems in Quebec metal mines are proportional to the provincial trends. An elaborate review of the literature on the causes, nature and prevention of low back pain is made in this presentation. A prevention program for low back pain has been designed in cooperation with a team of seven medical specialists and two physiotherapists for the Quebec metal mines. The program is especially designed for persons who have had low back pain, in order to prevent a recurrence, and for persons beginning to feel chronic difficulties. It is based on existing programs at the Hawthorne Plant of Western Electric Company and at Minnesota Mining and Manufacturing, but it requires a much different approach because of the nature of medical care available at the mining sites. The program is difficult because it involves a change of attitude for every employee and every supervisor. The program, so far, is beneficial because several men are now seriously engaged in an active program of reconditioning and because the problem of low back pain ie beginning to be seen from a new angle."

Allmand exhibited its LSC 100Light Sequence Commander, the mining industry’s first automatic lighting and command control system. The system is available with all of Allmand’s portable light towers. The LSC100 uses a preset photocell sensor that allows the light tower to be automatically turned on or off. At dusk, the sensor engages the power unit and then activates the light. At dawn, the sensor automatically shuts off the light. The unit also features an eight-event digital timer that allows eight separate sequences daily. The LSC100’s sequenced light control ensures that the engine is started before the lights are turned on or off. This prevents possible generator damage that can occur if the unit is powered down under load. Also, a low-fuel shutdown sequence helps protect the generator from damage by automatically shutting down the unit when the fuel level reaches 10 percent. And the LSC100’s smart circuitry senses engine water temperature during startup, determines the glow-plug time requirement and schedules repeat intervals, if necessary, to start the diesel engine.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Major mechanical components in the hoist and mechanical drive train are considered. Design and specification criteria based on American standards and practices are developed as they apply to typical mine hoist arrangements.

Expansion and the economic growth in the southwestern region of Missouri necessitated the expansion of State Route 249 and the construction of a new interchange to provide service to the Joplin, Missouri area. The project is located above a former lead and zinc mine in Jasper County, Missouri and includes a five bridge interchange connecting State Route 249 and US Route 171. The variable subsurface conditions, both natural and manmade, prompted the design team to use ground improvement via grouting and small diameter micropiles to provide support for several of the bridge foundations on the project. The scope of work included mine shaft closures, 56,000 ft of overburden and rock drilling, 11,139 ft of micropiles, 524 cy of balanced/stabilized high mobility grouts, and over 8,700 cy of low mobility grout. The selection of the grout used was based on the actual subsurface conditions. Low mobility grout (LMG) was used in voided conditions and for closure of the mine shafts encountered during the excavation. High mobility grout (HMG) was used in fractured rock with the goal of improving the mechanical properties of the rock underneath the future bridge footings and controlling grout volumes during micropile installation. The split spacing method was utilized for both LMG and HMG holes. Geology of the project site subsurface consisted of extremely variable bedrock with strong to very strong limestone, chert, breccia, extremely weak shale, and weak to strong sandstone. Previous activities associated with the mining disturbance (such as partial filled vertical mine shafts, shallow and deep mine horizons, modified hydrology including artesian conditions) further complicates the site subsurface conditions. Real time monitoring and recording of all drilling and grouting parameters was conducted to assist in the evaluation of in-situ geological properties of the site in order to modify the ground improvement and micropile program as necessary. This paper will discuss the design and execution of the ground improvement and micropile program. The project is an excellent example of the use of multiple ground improvement and foundation support techniques combined with real time data analysis to provide a foundation support solution for a complex geological environment.

Construction of a Deep Underground Science and Engineering Laboratory(DUSEL) is proposed under the auspices of the US National Science Foundation(NSF). DUSEL will provide scientists and engineers with a research facility capable of supporting a broad spectrum of fundamental and applied research deep in the earth’s crust. Research partners are physicists, biologists and geoscientists. DUSEL research calls for the construction of a network of shafts, tunnels and caverns that will provide laboratory facilities at depths of up to approximately 2 kilometers. The Project is still in the planning stages but, the initial experimental program is taking shape and conceptual designs have already been developed at two hard rock mine sites. This paper discusses the overall program and key engineering tasks being developed to support the construction of deep, large-span caverns. These caverns will house a new generation of physics experiments. As currently scoped, the experiments call for the excavation of permanent caverns with spans of up to 60 meters, sited at depths in excess of a kilometer.

The semi-solid metal casting process results in a unique solidification path. The microstructural features that were identified during the characterization of the as-cast microstructure, were used as evidence of the process history in order to determine the solidification path followed during the evolution of the microstructure. The morphology of the grains was characterized using SEM and the extent and distribution of the elemental segregation within the grain structure was analysed using EDS. In September 2004, Hurricanes Frances and Ivan caused the Pigeon River in western North Carolina to flood. This flooding eroded the embankment below Interstate 40 (I-40) and sent one of the eastbound lanes, along with the roadway shoulder, into the river below the embankment. North Carolina Department of Transportation (NCDOT) needed to reopen all the lanes of I-40 as soon as possible and considered this damage to be an emergency situation. NCDOT contracted Schnabel Foundation Company to design and build a repair that would keep this important interstate open and reestablish the eastbound lane. The obstacles included limited work room, the requirement of keeping the remaining lanes of I-40 in service, and producing a final product that would be relatively maintenance free and last at least 100 years. The proposed repair had to consider that the existing interstate was founded on a rock fill that was constructed from rock blasted off the adjacent mountain side. The selected design included two, tied-back micropile walls to address these obstacles and other issues. Each of the walls were constructed of 10.75 inch diameter micropiles and corrosion-protected tieback anchors installed through the existing rock fill into competent bedrock, concrete wales, and a reinforced shotcrete facing. This successful project was completed during the coldest months of the year and within the timeframe established by the State of North Carolina. This paper will discuss the design and construction of the repair and the many challenges that had to be overcome.

Rock excavation for tunneling projects occurs on a regular basis in the Cleveland area. These tunnels are being constructed to increase the capacity of the sanitary sewer system. Controlled blasting must be performed to remove rock in a number of phases of the project. The rock excavation for construction of a junction chamber is just one case where blasting is the safest and most efficient method available.

Contract is a PC-based software program designed to satisfy the main features that have been identified to be lacking from cost estimation systems currently in place in the Australian coal industry. Contract was developed in conjunction with an Australian contracting company to refine the existing core structure used by the company for project evaluation. The key feature of Contract is the availability of analysis functions to explore multiple options within a contract project by altering identified variables. The ability to update project files has been incorporated into Contract to ensure that it is user-friendly and relatively simple to use. Lists of mining equipment and consumables are stored in MS ACCESS database files, along with the supplier details for each item. Each time a project is initiated there is a dynamic link to the database files and the most recent current information is retrieved and linked with the project. Laboratory-scale tests were conducted at Mintek for the production of titanium powder from particulate Kroll sponge by the hydrogenation-dehydrogenation (HDH) process. The aim of this work was to produce titanium powder for powder metallurgical consolidations. The work involved the production of titanium powder at optimized conditions, which included hydrogenation in a horizontal tube furnace at 600°C for 2 hours, milling using planetary and roller mills, and dehydrogenation in a vacuumed retort fitted in a muffle furnace running at 700°C for 36 hours. The titanium powder produced in this project matched the elemental specifications of commercially available titanium powder, except for high carbon content. Nevertheless, the powder has been tested further in mechanical alloying and has been found suitable for the production of powder metallurgical compacts. Mining is a risky business. The cost of exploring for new mineral deposits is high and the success rate of finding one worthy of development is relatively low. And once a deposit is identified, there is no guarantee that it will become a mine. Mining companies have to spend a lot of time and money on due diligence, prefeasibility and feasibility studies, and sustainable development and environmental issues before deciding whether the deposit will become a profitable mine. And then there are the millions of dollars spent in developing the deposit and building a mine. No wonder the mining industry has trouble attracting investment capital. Companies take a large risk in developing reserves and investors take a similar risk in investing in them. So mining companies must be as accurate as possible in determining mineralization that makes it to reserve status. After all, reserves are a company’s most important asset and one of the critical factors analysts and funding sources look at when determining if a mine or mining company is worth the risk.

Small scale' table concentration tests have many critics. Many metallurgists consider that such tests are of problematical value because of the difficulties involved in conducting and interpreting them.Many kinds of small-scale ore dressing tests are difficult to conduct, and there is, perhaps, good reason for thinking that table concentration tests are amongst the most difficuIt.Interpretation of results from small-scale tests is the responsibility of the metallurgists and engineers in charge, and it is often held that small-scale table concentration tests are particularly difficmlt to interpret.TESTING FOR TABLE CONCENTRATIONOn analysis it appears that the difficulties encountered in conducting small-scale table concentration tests are of three fairly distinct kinds. Firstly, there are difficulties due inherently to the smallscale nature of the operations; for example the smaller width of all mineral bands on the table and the less complete separation due to the shorter length of travel between the feed and discharge points.Secondly, there are the effects of batch operation owing to the fact that the mineral particles behave differently during the initial period when the sample is just beginning to spread over the table, the middle period when feed and discharge are even and continuous, and the final stage, when the last of the sample has been added and the table is beginning to empty itself.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.
