The expectation from the blasting engineers and shotfirers is often that explosives will perform optimally at all times. However, in reality, non-ideal situations exist on mine sites and occurrences of poor explosives performance are common. Often the cause is difficult to identify. Having a good application technique and analysis skills will minimise the risk of poor performance. This paper will discuss the experiences gained by the author while blasting in the Hunter Valley, Australia.

The results of a field-scale study involving in situ leaching of copper ore tailings using sulphuric acid as the leaching agent, injection wells to introduce the leaching solution and extraction wells to recover the copper-enriched pregnant leaching solution are presented. The study was performed at an abandoned tailings disposal site using a battery of injection and extraction wells. The medium was characterized through the determinations of physical, chemical, mineralogical, and hydro-dispersive properties based on laboratory and field tests, including a tritium tracer test, a pumping test, particle size analyses, and hydraulic conductivity tests. Numerous horizontal strata with different hydraulic conductivities were identified. A previously developed model was used to simulate the leaching of copper ore tailings. Although the study confirms the feasibility of using in situ leaching for recovery of residual copper from tailings deposits, the efficiency of the technology depends significantly on the medium stratigraphy and hydraulic conductivity.

Defining the concept of sustainability is an important step for industry and society. It is necessary in order to clarify what it means when debunking the many misinterpretations pervasive in different levels of anthropogenic activities. Essentially, the extractive industry has a harvest of differences. Mining involves the extraction of natural resources which are finite, exhaustible, non-renewable, unsustainable, and pay only once. It is remarkable that the definition of sustainability that we will shortly arrive at has totally different characteristics from the definition accepted throughout society. We categorize nature as having its own destiny which is controlled by its own rules and principles and its own society, and is part of nature; therefore, society depends on nature and not vice versa as the initial focus. To society there are no conditions to humanize nature but only respect nature?s rules. It was a challenge to find simplicity for this task not only for the definition but also for the explanation of this concept specifically, to answer the question, ?what is the true meaning of sustainability?? Finally, we are also able through this definition to provide fuel for wide discussions and stimulate critical thinking to improve such a concept. As a result, we present this definition as the tool for society today and for future generations.

Sphalerite crystals occur sparingly in minor faults and pockets in a coarsely crystalline dolomite on the Brown-Tipton farm near Greenville in Greene County, Tenn. After several visits by U. S. Bureau of Mines engineers and U.S. Geological Survey geologists, a survey was r: the in the fall of 1944. Upon their recommendations, trenches on the Brown farm under Bureau of Mines supervision. In each case, the bed most favorable for zinc deposition was exposed. In the finished trench bottoms no zinc minerals are visible.

This final report describes the work performed by Gulton Battery Corporation under USBM Contract No. HO-112033, entitled "Research and Development on Lithium-Nickel Fluoride Batteries For Mint Life Support Equipment". The lithium-nickel fluoride couple was chosen For this investigation because of its high theoretical energy density (626 Wh/lb), its ability to operate at ambient temperatures and the fact that it showed promise as a secondary system. The theoretical energy density of the lithium-nickel fluoride couple is ten times greater than that of the widely used lead-acid battery and three times greater than the silver-zinc battery which has the highest theoretical energy density of the commercially available secondary systems. The experimental program first evaluated the cell components individually. The results of these studies then formed the basis for investigations of cell performance using experimental three-plate cells. These cells consisted of one nickel-fluoride and two lithium electrodes. All work was performed in a glove box under an argon atmosphere which was sufficiently pure to maintain the shiny appearance on freshly prepared lithium surfaces. The major portion of the work effort was concerned with the nickel fluoride electrode. Binder, conductive diluent, fabrication technique, as well as the nickel fluoride active material itself, were considered. Criteria for binder materials were established and six classes of materials encompassing thirteen binders were evaluated. The candidate materials were initially screened for appropriate chemical and physical properties and finally evaluated in three.-plate cells, Two epoxy powders emerged as the most promising binders. Two types of conductive diluent were evaluated. The first is a carbon black of low bulk density and high surface area. This material is a good conductive diluent; however, electrodes fabricated with it lacked good mechanical strength. It was hypothesized that a uni¬form, small particle size, low specific surface area would improve the mechanical properties of the electrodes. Therefore, two samples of graphicic materials, milled to uniform powders in the one-to-ten micron range were evaluated. Electrodes prepared with the graphitic materials had superior mechanical properties, However, their electrical performance was significantly poorer and voltage losses of 0.2 to 0.3 volts were observed. Several electrolyte solutions were evaluated. N-Methyl-2-Pyrrolidone was tested but found to be incompatible in the presence of lithium. Lithium perchlorate, lithium hexafluoroarsenate, and lithium bromide were tested as two-component electrolytes in propylene carbonate solvent and their performance compared with that of the single electrolyte solutions, Lithium perchlorate gave the best performance. Lithium hexafluoroarsenate was also evaluated in methyl formate and appears to give equivalent performance. The lithium perchlorate-propylene carbonate system is preferred as it is easier to handle and less expensive.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

Recent developments in high torque hydraulic rotary rigs has lead to the construction of secant bored pile walls by rotary drilling methods in circumstances where earlier methods were difficult and in some cases impossible. The evolution of secant bored pile wall construction is described including classical, rotary drilled and continuous flight auger construction methods. The paper then details the restraints which have been created in recent inner city redevelopment, many of which were not relevant in the early days of the technique. Typical examples of walls are presented to show the adapatability and advantages of the secant bored pile wall method. A number of in-situ retaining wall construction techniques are then compared in detail with regard to relative cost, technical quality and practicality.

Various light sources were evaluated for use in a fiber optic lighting system for mining machines. It was determined that a metal halide arc lamp was best because of its resistance to damage from shock and vibration and the high luminance of the arc. Measurements were made of the percent transmission of the ½ inch thick glass window and the fiber bundles, the total lumen output of the diffuser assembly with a known input and of the average surface luminance of the diffuser assembly. These data were then used to calculate the theoretical output of the system given an estimated input from the source. A prototype 55 watt, single-ended metal halide source was then developed. In order to provide greater efficacy and higher throughput through the fiber optic cables, a variation of the lamp with thallium iodide added to the fill was developed. The lamp was modified and a ballast was developed to allow it to hot restrike.

The objective of this study was to categorize mining operations in the stone, and sand and gravel industries into areas of similar ground control functions and define initial factors affecting operational safety in each area, by means of utilizing publicly available data, telephone interviews and on site observations. The findings and recommendations presented in this report are based on the information collected during the two phases of the project. They also contain, in part, the collective qualitative opinion of the operators with respect to government rules and regulations on ground control safety and the implementation of these rules and regulations by government inspectors.

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Static tests give a measure of the balance between acid-producing and acid-neutralising mineral components in a material, while kinetic tests determine acid generation and neutralisation over a long period. Drill-core samples from the amphibolite and gneiss host rocks of the Stratoni lead-zinc sulphide deposit in Greece and mine/mill waste samples from Stratoni and Olympias were examined by the standard acid base accounting, BCR and net acid production tests. Mineralogical data on the materials and resulting residues were used to illustrate the differences between the methods and establish their ranges of applicability. BCR seems to simulate most closely the conditions prevailing during generation of acid mine drainage but is time-consuming and requires elaborate equipment. The Fashion Island Boulevard Bridge over the Marina Lagoon in San Mateo, California is an eight span precast, prestressed concrete girder bridge. It is approximately 495 feet in length and 61 feet in width. It is supported on 36" diameter octagonal, hollow precast-prestressed concrete pile columns. The bridge was constructed in 1968 and suffered considerable damage during the Loma Prieta Earthquake in 1989. A damage survey report prepared by the State's Office of Emergency Services (OES) recorded that sixteen of the twenty-one pile-columns sustained heavy to moderate damage from the Loma Prieta Earthquake. The damage consisted of cracking and spalling at the tops of the pile-columns. Spalls at the most heavily damaged columns exposed the prestressing strands and confinement reinforcing which also showed signs of corrosion.

Hindered-bed separators are recognized as low-cost, high-capacity devices for both classification and density separation; however, since their inception, there have been few significant advances in the fundamental technology. Recently, Eriez has shown through modeling and pilot-scale testing that the innovative approach to feed presentation offered in the CrossFlow teeter-bed separator provides improved metallurgy when compared to traditional hindered-bed classifiers or single-stage coal spirals. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Most recently, a side-by-side industrial scale evaluation has verified that this technology improves overall efficiency and simultaneously reduces the separation cut-point. With regards to coal processing, data from full-scale units indicate that the CrossFlow offers good separation efficiency, high unit capacity, and metallurgical results consistent with laboratory- and pilot-scale separators.

A probabilistic slope stability computer model was developed at Utah State University and independently evaluated by CH2M Hill Consulting Engineers as a design and analysis tool. Volume I of this report describes the model and Volumes III and IV are users manuals for the computer programs. This volume (Volume II) constitutes the report by the CH2M Hill. It includes a description of a field investigation and stability analysis of an existing tailings dam. Based on the results of the analysis, the tailings dam was evaluated for redesign using probabilistic considerations. Conclusions are made regarding the usefulness of the model as a design tool.

In Bureau of Mines research on recycling chrome-containing refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated. By means of dry magnetic separation on minus 6-mesh crushed wastes, a concentrate was produced. After minor adjustments to the particle size distribution, full-size refractory brick were dry-pressed by a commercial producer and fired to 1,450° and 1,730° C. Standard testing procedures were used to determine the cold-crushing strength, modulus of rupture at 25°, 1,300°, and 1,500° C, hot load, thermal shock resistance, thermal expansion, and slag resistance. Optical and electron microscopy were used to determine grain-bonding mechanisms, and energy-dispersive analysis of X-rays was used to determine elemental distribution. The test results indicate that the beneficiated material could be used to produce a refractory product suitable for moderate-temperature applications.

A mineral investigation of the Chugach National Forest, Alaska was conducted jointly by the U.S. Geological Survey and the U.S. Bureau of Mines from 1979 to 1983 as part of the RARE II program. The U. S. Geological Survey remapped the geology and distribution of mineral resources. The Bureau investigated mines, prospects, and mineral occurrences. Previously unreported mineralization in three areas, Long Bay, Wells Bay, and Miners River were discovered in the western portion of the SOUND study area. Copper, lead, zinc, gold, silver, nickel, cobalt, fluorite, and arsenic were found in north-northeast to north-northwest trending shear zones, veins, felsic dikes, and granitic intrusives in Tertiary Orca Group metasedimentary rocks.
