"Western Coal" in this paper is limited to those deposits of subbituminous coal and lignite in the States of Montana, Wyoming, and North Dakota. The characteristics of the coal are discussed as well as the history of mining and current mining operations for steam coal. The future of the region is tied closely to the ultimate conversion of coal to oil and gas products. Problems of industrial water supply and environmental considerations are covered together with a brief review of current legislation's actions affecting strip mining.

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

"Bumps remain a critical safety concern in underground coal mining, despite significant advancements in engineering controls. These events occur when relatively high stresses in a coal pillar in conjunction with low confinement exceed the pillar’s critical capacity, causing the pillar to rupture without warning. Floor failure often occurs and can be an indicator of bump risk, as it is strongly associated with brittle failure known as spalling under a lower confinement. Significant floor heave at a western U.S. coal mine has been observed where the pillar width in a three-entry gate road system was 53 m, while no significant floor heave was observed where the pillar width in another gate road system was 22 m. This phenomenon was widely reported in the region and at another mine in another western coal field it has been reported that larger pillars are always associated with floor heave. In this study, a spalling model based on the S-Shaped brittle failure criterion and associated with the anisotropic characteristics of the materials was used in FLAC3D. The observed floor heave phenomenon associated with the larger pillars was demonstrated using this modeling approach.INTRODUCTIONFloor failure in a coal mines often inhibits longwall mining operation, as large displacement of floor strata, known as floor heave, interferes with travel, access, ventilation, and equipment operation. Aggson (USBM 1978) investigated floor heave in West Virginia where underclay is relatively strong and high horizontal stress is present. It was reported that the failure mode is mainly by buckling rather than by plastic flow.This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock mass behavior in longwall coal mines in highly stressed, bump-prone ground. More specifically, this study attempts to explain through numerical models small energy releases in the form of floor heave. The authors believe that brittle rock failure is associated with both floor heave and some bump mechanisms, if not directly involved in their cause."

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. In its search for additional ways to increase understanding of rock behavior, the Twin Cities Mining Research Center has turned to the scanning electron microscope, an instrument rapidly finding application in research concerned with surfaces of materials. Since features indicative of the manner in which rocks fail may be recorded on the surfaces of fragments as disintegration proceeds, this microscope might be used as a tool for seeking and mapping these minute features. In pursuit of such features, we chose to scan a portion of the fracture surface from a quartzite disk compressively loaded to failure between two pins centered along the disk's axis. The resultant fracture appeared as a rough, diametric plane, and the fracture surface near one of the loading points was scanned with the microscope.

In situ chemical mining of primary sulfide ore requires distribution of injected oxygen in a large underground flooded region of broken ore. Although the maximum oxygen content of the leach solution will be dictated by the operating temperature and hydrostatic pressure, the actual oxygen content will be limited by the geometric dispersion of the injected oxygen, the rate of dissolution of oxygen, and the rate of convective circulation of oxygenated solution within the flooded bed of ore fragments. These factors are examined by a detailed theoretical analysis supported by laboratory experimental data. Typical results of the study illustrate that adequate dissolution of oxygen and circulation of oxygenated solution can be obtained in a column of 4 million metric tons of broken ore by using three gas injection lines and an oxygen injection to consumption ratio of 1.84.

How to obtain optimum slope angles for future open pit mines using the rock mechanics approach is the subject of this paper. In the past ten years significant developments in open pit rock mechanics have come about. This has been due to the mining industry's need for the steepest, yet safe, pit slope angles attainable. Requirements for economically achieving slope stability and the actual payoff that may be achieved through stability studies have been previously discussed', by stability engineers. While the emphasis has generally been placed on the concept of "stable slopes" in the past, it is suggested that emphasis now be placed on "optimum slopes" or "optimum slope angles". A definition of an optimum slope angle is one which (1) is as steep as possible and practical from orebody and mining constraint standpoints and yet, (2) maintains the accepted standard of safety defined by a safety factor against failure and/or a probability of failure. In other words, the emphasis is placed on achieving practical stability results as defined by safety and economic considerations, as opposed to simply achieving stability. The essential purposes of this paper are to (1) outline the need for optimum slope angles, (2) discuss the procedures for using the rock mechanics approach in slope angle design for a future open pit and (3) specify the end results that may be achieved by using such an approach. While the basic concepts and recommendations outlined in this paper may be equally applicable to soil as well as rock slopes, the emphasis and procedures have been directed at rock slope angle design.

Diesel powered equipment has been operated in underground coal for more than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trona, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

During the past five years, Rexnord has developed, tested and introduced the Nordberg Omnicone Crusher to the industry. When the Symons brothers invented the cone crusher over 60 years ago, they employed the principle wherein the length of the crushing stroke was related to the free fall of material by gravity. This permitted the material being crushed to fall vertically in the crushing chamber; and in effect, caused the particles to be crushed in a series of steps or stages as the particles got smaller due to the crushing action. This also helps to reduce the rate of wear of the liners since the sliding motion of the particles is minimized.

Recent advances in Virtual Reality (VR) technology have resulted in major opportunities to improve safety training of mine workers, supervisors and managers. The hazardous nature of both surface and underground environments limits the type of safety training that can be carried out. VR offers the potential to expose mine personnel to hazardous situations in a safe, highly visual and interactive manner. Customized simulations of mine layouts, dynamic operations and mine environment can be set up and mine personnel can be allowed to move around the virtual mine, making decisions at key points. The consequences of both correct and incorrect decisions can be immediately fed back to the trainee.

Gold is sufficiently valuable that concentrations as small as 1 p.p.m. may support low-cost mining. Mindful of this, Sunoco Energy Development Company (Sunedco) obtained fire-assay analyses on some sulfide-rich sandstone encountered during routine drilling. Initial fire-assay values from independent laboratories indicated some significant gold values and independent analysis by atomic-absorption spectroscopy also indicated detectable gold at economically interesting concentrations. Sunoco geologists realized the potential for spurious results inherent in both fire assaying and atomic-absorption spectroscopy. Fire assaying that relies on gold measurement by weight requires perfect separation of gold from all other elements, Imperfect separation may artificially enhance apparent gold concentrations. Atomic-absorption-spectroscopy (AAS) measurements are potentially subject to interferences from other elements. For example, Beamish and Van Loon (1977, p.4) report AAS measurements of 4 p.p.m. Au to be characteristic of completely barren soil samples when samples are prepared by standard dissolution in HC1 to form solutions of about 10,000 p.p.m. total cations (mostly Na, Ca, Mg, Al, and Fe) .

The Bureau of Mines is conducting research on the feasibility of incorporating in situ stope leaching into active underground metal mines. Stope leaching, a modified in situ leaching technique, proposes to recover metals by leaching fragmented ore in existing underground openings and collecting and processing the metal-bearing solution to recover the valuable metals. If leaching solutions escape from the stope, either through geologic discontinuities or highly permeable zones in the rock, valuable metals dissolved in the solution may be lost. Escaping solutions may also contaminate ground waters. Consequently, in fractured rock, the characteristics of the fractures in the vicinity of the leaching stope must be understood before introducing actual leach solutions into the stope. Effectively characterizing a rock mass requires the integration of several disciplines including structural geology, borehole geophysics, hydrology, geochemistry, and mining engineering. This paper will focus on the general geologic and geophysical techniques that can be used to characterize the rock mass at an underground simulated stope leaching site. The results of several geophysical logging methods, tested at the site, are compared to the geologic core descriptions. Then, the? effectiveness of the different geophysical techniques in delineating fracture zones will be assessed. Knowledge gained through the geologic and geophysical analyses can be used to supplement results from hydrologic testing. This information can also be utilized in designing blast patterns and developing strategies for controlling or blocking movement of escaping leach solutions.

Coal is a major source of energy in the world today and will, undoubtedly, continue to be so for the next few centuries. Naturally, a great number of studies has been made of its physical and chemical properties. Unfortunately, the work on technical properties which influence the mining of coal and the consequent yield of inflammable gases and respirable dust particles has not progressed at a comparable pace. Coal is a brittle material. Irrespective of the mechanism of breaking coal, some dust is always produced. In mining parlance dust is defined as solid particle, smaller than 100 microns (micron = 10-6 meter), in size Coal dust, when raised into a cloud, creates two well known hazards in mines, namely, the coal dust explosion and Coal Workers' Pneumoconiosis (CMP). The latter is, perhaps, the greatest environmental hazard in U.S. coal mines today. In this context it is not only natural but also necessary to investigate the proneness of a coal seam to respirable dust production. It has been established that the amount of dust produced is a function of two groups of variables (1), (2), viz. (1) Material dependent variables, e.g., moisture content, compressive strength, hardness, etc. (ii) Breaking mechanism dependent variables, e.g., type of machine, depth of cut, etc.

Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

When we were asked to prepare a paper on gold to be part of the Economics of Precious Metals session, our immediate thought was that we should address the question of supply. Are the existing mines of the world capable of filling the demand for gold? We recognized that gold does not conform to the normal pressures of supply and demand. Major new sources of production and increased sales might have a very short term effect and depress the price but this does not last very long. Those forces that affect gold prices are very different from the ones economists normally deal with. Factors such as mass psychology, political tensions and fear are certainly more important to the gold price than supply and demand in today's world.

The Questa Molybdenite Mine provides a unique opportunity to study the geochemical dispersion of various hydrothermal events, utilizing drill hole analyses. Numerous post-ore factors have altered the primary ore-related geochemical dispersions to the present day configuration, e. g. dikes, faults, hydrothermal convection cells, and weathering. Due to the interaction of an andesitic volcanic pile with the silicic-alkalic generated volatiles, the geochemical haloes of the Goat Hill deposit demonstrate a marked divergence from the classic Climax-type molybdenite ore body. Certainly, however, the similarities to the Climax-type ore body are apparent as potassically-rich fluids have invaded the highly reactive country rock.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).
