In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

The abstract discusses the extraction of silica from nickel laterite ore using a hydrothermal process with sodium hydroxide. The effects of reaction temperature, time, and NaOH-to-ore ratio on silica extraction were investigated. The optimal conditions were determined, achieving over 98% silica extraction. The mechanism involves the reaction of Si in lizardite and quartz with sodium hydroxide, forming sodium silicate solution. Other metals like Mg, Fe, and Ni are enriched in the residue.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Autonomous mining systems have been deployed for improving mine performance. However, there is a fear of job losses. Adoption of autonomous systems is envisaged to be resisted by major stakeholders in Ghana due to high illiteracy and unemployment. This paper assesses the preparedness of Ghanaian mining stakeholders for the adoption of autonomous systems to Ghana’s surface mining industry. Closed and open-ended questionnaires were administered to mine stakeholders. Respondents generally expressed unwillingness to accept autonomous systems into Ghanaian mines due to fear of increased unemployment. We propose setting up a mining education fund (MEF) for training stakeholders in autonomous mining systems. INTRODUCTION Mining contributes enormously to the sustenance and growth of global and national economies through the provision of raw materials, employment, revenues and foreign exchange (Carvalho, 2017; ICMM, 2017; Cordes et al., 2016; Solomon et al., 2008; Walser, 2000). The International Council on Mining & Metals (ICMM, 2014) reported that globally, formal mining employs approximately 2.5 million people. Many resource-rich countries, especially the developing ones, have experienced strong socioeconomic growth propelled by the discovery and extraction of valuable minerals. McMahon and Moreira (2014) reported a positive linkage between mining and sustainable development. They revealed that averagely, resource-rich countries have improved Human Development Index (HDI) scores than countries without mineral resources. Mining remains a crucial industry in Ghana’s economic development (Bermúdez-Lugo, 2016; Amponsah-Tawiah and Dartey-Baah, 2011). Over the years, mining has contributed significantly to the gross domestic product (GDP) of Ghana. In 2013, mining accounted for 1.7% of Ghana’s GDP and about 19% of government revenues (Ghana Chamber of Mines, 2015). The Ghana Chamber of Mines also reported that mining contributed over 50% of foreign direct investment, 37% of export earnings and 1.1% of direct employment revenues. The US Department of Energy (DOE) estimates that 65% of coal, 92% of metals and 96% of industrial minerals are mined using surface mining methods (DOE, 2007). Generally, mining is a capital-intensive venture, with high operating cost, hence there is a constant demand for mining companies to seek efficient cost reduction and production maximization strategies. One strategy being pursued keenly is automation, which is noted to improve productivity, and worker safety at minimal cost. According to Parreira (2013), mining automation involves direct teleoperation whereby workers remotely control the mining process using computers from a control room.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Large surface mining projects in sparsely populated regions of the West have the potential to create disruptions in an area's social and economic character with potential effects on man that can far outweigh the physical and ecological effects on man's environment. The data and analyses involved in addressing the socioeconomic issues are additional to those traditionally associated with surface coal mining, such as those concerning land reclamation and water quality. Appropriate socioeconomic studies in conjunction with mine-planning can identify the potential problem areas in order that project measures can be taken to maximize the beneficial impacts and minimize the adverse effects of surface coal mining. The information required to conduct such socioeconomic analyses, available data sources, and the applicable analyses are described. Overall impacts of some proposed Western surface mines are summarized and potential mitigating steps discussed.

United States Antimony Corporation, at its Yankee Fork property in central Idaho, is currently using a combination of flotation, gravity-amalgamation, and concentrate cyanide leaching, silver sulfide precipitation, and activated charcoal loading to recover both silver and gold. Tine processes of flotation, milling, gravity concentration, amalgamation, concentrate leaching, sulfide precipitation and gold recovery via charcoal are discussed. It is no need to say that exploitation of industrial minerals has a close relation to development of the industries related. In the first stage, a small scale manufactures were initiated in areas producing some main raw material minerals. China and cement manufactures, for example, were established depending on the local occurrence of raw materials such as kaolin and limestone without exception. That is, the industrial development is greatly influenced by the local production of the raw materials in the stage. With the development of industrial technology, various kinds of raw material minerals are explored to meet the demands of industries in the second stage. New materials become indispensable, and low-grade raw material minerals, which were left as useless, are developed as useful materials. In the stage, the development of raw material minerals is accelerated by that of industrial technology related. However, industries mainly rely on domestic production of the min raw material minerals.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

This paper discusses recent technology dealing with the use of computer graphics in the mining industry and presents a newly developed computer software package specifically designed for use in underground mining operations. This software package, developed under a United States Bureau of Mines contract, 1) displays mine ventilation schematics and other representative illustrations for a real time data acquisition system and 2) utilizes the Bureau-owned Minefire and Ventilation Code for display of ventilation and contamination predictions on the microprocessor system. The package utilizes a unique system of display indexing that provides a simple yet efficient method of recalling a series of mine schematics detailing an underground operation and an alarm acknowledgement scheme that provides an effective method of identifying problem areas which may exist in the mine network. The package was written in Fortran for a 64 kilobyte, Z80-based microprocessor-computer.

The Tuscaloosa Metallurgy Research Center of the Bureau of Mines, U.S. Department of the Interior, is investigating the recovery of phosphate from beneficiation slime, as part of the Bureau's efforts to conserve mineral resources through increased use of wastes. Phosphate equivalent to about two-fifths of U.S. production is discarded annually in the wastes. Exploratory flotation tests on the plus 5-um fraction of a slime sample showed promise for a classification-flotation technique. Onsite classification tests at six phosphate washing plants were conducted with a two-stage hydro cyclone system designed to recover the plus 5-um material. The cyclone underflows contained 8.3 to 19.1 percent P2O5, and the recovery of the plus 5-um PZOS values ranged from 81 to 95 percent. The percent P2O5 recovery from the total slimes ranged from 38 to 47 percent. Batch-flotation studies are currently being conducted.

This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

A laboratory method for the simulation of in-situ leaching of uranium was developed under contract to the Interior Department's Bureau of Mines. Simulation tests using sulfuric acid, ammonium bicarbonate and sodium carbonate as reagents and hydrogen peroxide as oxidant were carried out with representative ores from Texas and Wyoming. The tests not only yielded recovery rates of uranium and permeability changes, but also qualitative inferences on the chemical and physical phenomena which occur underground. Leaching with basic solutions was found to be kinetic constrained and with acid solutions, equilibrium constrained. The rapid permeability changes observed when leach solutions were introduced, were probably caused by gas blockages in the packing. Precipitation of calcite or gypsum and the reaction of clay to leach solutions had slow and gradual effect on the packing permeabilities.

The Stibnite Project is an open pit/cyanide heap leach gold property located in the Yellow Pine mining district of central Idaho. The gold ore is in an oxidized zone of an epithermal deposit which is associated with a fault system related to Tertiary igneous activity of the region. The faults transect a roof pendant of metamorphosed sediments within crystalline rocks of the Idaho Batholith. Seasonal mining is at a rate of 3900 mt/d (4300 st/d) of ore with a 2:l waste to ore ratio. Gold and silver are recovered through a process of cyanidation, carbon adsorption and desorption, and electrowinning. Disposal of the leached ore requires chlorination of the residual cyanide.

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006).
