Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. The paper introduces a new rock mass cuttability classification (RMCC) system for roadheaders used in coal mines. It includes performance prediction models for both axial and transverse roadheaders, based on six parameters: uniaxial compressive strength, Cerchar abrasivity index, volumetric joint count, strike and dip of joints, joint aperture, and groundwater condition. The study validates the RMCC system through field and laboratory measurements, showing high correlation coefficients between net cutting rates and RMCC indices.

Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. In fact, it was reported that subway construction in Chicago cost less than one-half of similar projects in London even though the clay in London is considerably stiffer compared to Chicago. Upon the completion of his work on the Chicago Subway, Peck accepted a professorship with the University of Illinois in Champaign/Urbana.

In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed, wire-mesh screen at different airflow rates in one-phase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity, non-Darcy, single- and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulae on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

"Canopy air curtains on roof bolting machines have been proven to protect miners from respirable dust, preventing their overexposure to dust. Another desired application for canopy air curtains is in the compartments of shuttle cars. The challenges faced in developing the design of canopy air curtains for shuttle cars include mine ventilation rates in tandem with the shuttle car tram speeds. The resulting cab airspeeds may exceed 182 m/min (600 fpm), as found in the present study conducted in a central Appalachian underground coal mine by U.S. National Institute for Occupational Safety and Health (NIOSH) researchers. Prior research and laboratory testing had indicated that successfully protecting a miner in high air velocities is difficult, because the clean air from the canopy air curtain is unable to penetrate through the high-velocity mine air. In this study, the dust concentrations to which a shuttle car operator was exposed were measured, and air velocities experienced by the operator were measured as well using a recording vane anemometer. The results indicate that the highest exposure to respirable dust, 2.22 mg/m3, occurred when the shuttle car was loading at the continuous miner, where the average airspeed was 48 m/min (157 fpm). While tramming, the operator was exposed to 0.77 mg/m3 of respirable dust with an average airspeed of 62 m/min (203 fpm). This study indicates that a canopy air curtain system can be designed to greatly reduce an operator’s exposure to respirable dust by providing clean air to the operator, as the majority of the operator’s dust exposure occurs in air velocities slower than 61 m/min (200 fpm). IntroductionThe U.S. National Institute for Occupational Safety and Health (NIOSH) issued contract #200-2015-63485 to develop a canopy air curtain for coal mine shuttle cars with Marshall University and J.H. Fletcher & Co. (Salem, Begley and Ross, 2016). The proposed design maintains a design similar to that of a roof bolter canopy air curtain by providing filtered air through a blower over the operator. The plenum, which will provide uniform airflow over the operator, is anticipated to be built into the shuttle car canopy. One of the main interferences with a canopy air curtain is ventilation airflow perpendicular to the plenum airflow (Engel, Johnson and Raether, 1987). This ventilation airflow can shear the downward flow from the plenum, and this shear can reduce the effectiveness of the canopy air curtain by either disrupting the downward flow or allowing contaminated mine air into the canopy air curtain zone of protection."

While the COVID-19 pandemic has dominated the headlines, another epidemic in the United States has continued apace — the opioid epidemic. Half a million opioid overdose deaths have occurred in the United States since 1999, when the opioid epidemic began. The causes of the epidemic include the rise in prescriptions for opioid pain medications, including for work-related pain. Miners and other occupations identified as physically demanding and at higher injury risk have been found to be at increased risk for opioid overdose [1]. However, awareness of the risk factors that might lead to opioid use, the potential hazards associated with their use, and resources to prevent addiction and death can allow miners to make choices that can reduce these risks.

"After industrial sand has been mined and processed, the finished product is typically loaded into small bags of 45 kg (100 lb) or less, large bulk bags of 454 to 1,361 kg (1,000 to 3,000 lb), or vehicles such as trucks or trains for transport to end users. As the sand is being transferred and loaded, dust can be released into the work environment, potentially exposing workers to respirable crystalline silica. A number of control technologies have been developed and utilized in an effort to reduce dust liberation during loading operations. For bulk loading into trucks or trains, the U.S. National Institute for Occupational Safety and Health (NIOSH) evaluated one of these technologies, the Dust Suppression Hopper (DSH), at two industrial sand processing plants. Results from these case studies show that the DSH reduced airborne respirable dust levels by 39 to 88 percent, depending upon the product size being loaded.IntroductionInhalation of respirable crystalline silica dust can lead to the development of silicosis, a disabling and potentially fatal lung disease. Once contracted, there is no cure for silicosis, so the goal is to prevent the development of the disease by limiting exposure to respirable dust containing crystalline silica at or below the exposure limit of 50 µg/ m3 recommended by the U.S. National Institute for Occupational Safety and Health (NIOSH, 2002). At industrial silica sand operations, the product contains high levels of crystalline silica, so effective control technologies are needed to minimize the respirable dust exposure of workers.NIOSH, in partnership with the Industrial Minerals Association–North America, published a dust control handbook (NIOSH, 2012) focused upon control technologies for industrial- mineral mining and processing operations. One chapter in this handbook discussed technologies for controlling dust liberated during bulk loading, including telescoping loading spouts, dust collection systems for loading spouts, enclosures for load-out areas and a newer technology known as Dust Suppression Hopper (DSH)."

The annual surveys of corporate exploration expenditures carried out by Metals Economics Group (MEG) show that estimated total spending rose to a record $13.2 billion in 2008 ($14.4 billion including expenditure on uranium exploration). This compares with the previous peak of $5.2 billion in 1997. MEG does not adjust its figures for the effects of inflation but recognizes that the substantial increase in budgets of recent years has not been reflected in a proportionate rise in actual activity on the ground (MEG, 2009). In recent years, costs were boosted by rising prices of fuel and other inputs, and acute shortages of qualified staff and drilling rigs. The inflation rate for exploration substantially exceeded increases in general price levels as measured by national indices. Just how much exploration costs in-creased, however, is probably not widely appreciated. Figure 1 compares the MEG estimates of total annual dollar spending in Australia, Canada and the United States combined with their drilling activity, measured in meters drilled, as reported by national agencies. These three countries accounted for 39 percent of MEG?s estimate of total spending on minerals exploration in 2007 and 40 percent in 2008. Expenditure is shown both in money terms, as reported by MEG, and adjusted to real terms, with the U.S. implicit gross domestic product (GDP) price deflator. The comparison is of index numbers based on 2000 as 100. Comparisons for the individual countries are shown in Fig. 2 to 4. National figures for drilling activity and expenditures cover some minerals like iron ore, coal and industrial minerals (29 percent of Australian spending in 2007 to 2008 and 10 percent of Canadian in 2008) that are not included in the MEG estimates of spending. Such exploration has risen more than the total since 1997 so that the index of drilling activity in the figure may be overstated for recent years on a like for like basis with the MEG data. MEG only includes spending on uranium exploration in recent years whereas the national agencies include it throughout. Figures 5 and 6 com-pare national and MEG estimates for Australia and Canada. No comparable figures are available for the United States. The national estimates have been converted to U.S. dollars at the appropriate annual average exchange rates, and the Australian annual totals have been summed from the published quarterly data. Not only is spending cyclical, but so are unit costs. Australian and Canadian data show that total exploration spending per meter drilled rose by 2.5 to 3 times between 2001 and 2008. These rises may partly reflect increasingly complex drilling methods, and an increased share of assaying and testing in total exploration costs. In Canada, however, diamond drilling accounted for a lower footage of the total in 2005-2007 than in the preceding few years, and spending on exploration, as opposed to deposit appraisal, made up a higher proportion of the total. Figure 7 compares index numbers of exploration spending per meter drilled in U.S. dollars for Australia and Canada. These figures raise a number of questions. First, is the relationship between total expenditure and meters drilled in the three countries for which data are available typical of the global experience? Secondly, has there been a significant change in the make-up of exploration spending in recent years? The Canadian data do not suggest that there has been, but is Canada typical? Has drilling become less important relative to other exploration techniques, or is it just as important as ever in confirming the existence of viable ore deposits?

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

"Money and reputations can be lost in bad projects. Causes of bad mineral processing projects include poor contract definition and purchase of equipment without adequate test work. However, the root cause of many of the problems that can lead to bad projects is not any inanimate object, bad weather or catastrophic natural event but the people working on the projects. Because the people are so critical to the success of a mineral processing project, one must have suitably qualified and experienced people (SQEP) in all key positions. Characteristics that define SQEP include people who have successfully executed projects of similar size before; have undertaken projects treating the same minerals and producing the same valuable products and people who are familiar with designing, operating and implementing the required technologies and unit operations.To minimize the likelihood of future bad mineral processing projects, five recommendations are put forward in relation to the people aspect of a project.1. Attempt to retain SQEP during any down turn in the mining economic cycle so thatthe knowledge and experience can be kept within the industry.2. Increase the effort in attracting young people into the industry and retaining them.3. Set up robust training program to give young professionals a firm foundation of what real life projects and operations are like.4. Provide mentoring and continuous training for people after they have completed their formal graduate training program. Their career progression should be appropriately monitored and controlled.5. People working in projects must be exposed to as many detailed design and other finer issues as possible so that they can comprehend the amount of work required to deliver a project successfully."

Highwall mining, which is a relatively new mining method, is a preferred and often the only feasible method for extracting coal reserve left by surface mining operations in areas with steep terrain and in closely spaced thin coal seams. Though its safety record is comparable to that of surface mining, failures of mine structures in highwall mines, especially the highwall, have occurred. Methods for the systematic designing of highwall mines to meet the safety and operational challenges are still evolving. This paper presents the results of research into improving the existing design methods and developing new ones for highwall mining operations. The design methodology is aimed at ensuring structural stability of the highwall, roof, web and barrier pillars and preventing subsidence. It takes into consideration the major ground control challenges of soft and layered mine roofs, and interactions from mining closely spaced coal seams. An optimization design process applying a pressure arch concept can be incorporated to improve the recovery rate of coal reserve. A computer program based on the design methodology was developed.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Introduction The economics of open-pit mining de¬pend heavily on the cost of overburden removal. It is necessary to maintain a pit slope as steep as possible. Steeper slopes lower the volume of overburden to be handled, thus lower the cost of material handling. There is, however, a limit to which the pit slopes in any given situation can be steepened. Steepening beyond this point could jeopardize the pitwall stability, ren¬dering it unsafe. It might even result in curtailment of pit production. Several factors affect the stability of pitwalls. Some are natural, such as topogra¬phy and regional and local geology. Others are man made, such as pit geometry, ground water management, equipment, drilling and blasting, and the type of excavation. Greater control can be exercised in the latter with proper planning and by following a set of procedures based on field experiences. This article deals with one such control¬lable factor - drilling and blasting. The eco¬nomics of steeper pit slopes is discussed, followed by a record of drilling and blasting practices in western Canadian surface mines. Microprocessor-based instrumentation and its application to blasthole drilling is also described. Economics of steeper pit slopes The economics of steeper pit slopes is not a new issue. It should be reinforced, though, that pit slopes must be as steep as possible to ensure maximum recovery of minerals at a minimum stripping ratio. For operating, economic, and safety reasons, different pit slopes are maintained during different phases of pit development. Figure 1 shows a hypothetical ore body, cylindrical shape, with a radius of 225 m (740 ft) and located 30 m (100 ft) beneath the surface. The mining operations are planned at two different slope angles of 25° and 40°. The ultimate pit depth was established on the basis of the criterion of "break even pit." The variation of the stripping ratio at differ¬ent mine levels is shown in Fig. 2. Table I summarizes the eco¬nomics involved for two pit slopes, 25° and 40°. Figure 3 presents the profits during the life of the mine for these two pit slopes. This study shows that steeper slopes for an open pit operation are far more advanta¬geous than flatter slopes. But, what is the optimum slope at any one point in the life of a moving pit? And how can the stable slopes be maintained over the short- and long-term? Canadian blasting practices A survey of blasting practices in western Canadian surface coal mines revealed that, at most mines, hard consolidated overburden is drilled and blasted. Blastholes are drilled with rotary crawler-¬mounted rigs using bits in the 220 to 310 mm-diam (8.5 to 12 in.-diam) range. Typi¬cal hole depths are 12 to 18 m (40 to 60 ft) to accommodate the pit bench heights of 12 to 15 m (40 to 50 ft). For a 12-m (40-ft) high bench, a typical hole will be 14.6 m (48 ft) deep including the subgrade drilling of 2.6 m (8.5 ft). Half of this hole will typically be a powder column and half will be stemmed. For a 15-m (50-ft) bench, a typical hole will be up to 18 m (66 ft) deep including the subgrade drilling. Drilling patterns are usually 9 m (29.5 ft) spacing and 9 m (29.5 ft) burden. De¬pending on local geology and hole diameter selected, drilling patterns of 8 x 8 m, 8.5 x 7.3 m, and staggered patterns of 11 x 5.5 m

"It is important to make a clear distinction on the scope of work of the Global Mining Standards and Guidelines (GMSG) guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and consequently require a large amount of information to calibrate and validate the unit models. As a result, these surveys are labour intensive, somewhat expensive, depending on internal capabilities of the mine site or company and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions.As a result of these factors, full grinding circuit surveys are not a common occurrence at a large number of processing facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices.To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result, it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. These methods can also be manipulated by an experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, allowing an initial rate and rank exercise to focus plant optimization efforts."

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects.
