Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma's 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

Hydrochem Developments Ltd. has developed and put into full scale operation a novel type of vertical flotation column incorporating a multiplicity of mechanically agitated stages. Characteristics of this flotation column include a low height to diameter ratio, high upgrading factors and the possibility of modifying geometry and operation to specific flotation requirements. A commercial unit is currently handling up to 100 tpd rougher concentrate at Dickenson Mines Limited, Balmertown, Ontario. Design parameters and plant performance will be discussed.

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques had been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

It is undisputed that an interaction between mine fires and mine ventilation systems exists. The ventilation carries the poisonous and sometimes explosive combustion products, which constitute the greatest danger of mine fires, through the mine and it provides the oxygen on which the intensity of the fire depends. The fire, on the other hand, can produce considerable ventilation disturbances which make it difficult to predict the path along which the combustion products travel. The opinions, how serious a threat such fire generated ventilation disturbances are, vary. Where shallow deposits are mined and brisk ventilation currents are used, it is frequently felt that these disturbances are of no serious concern. Where mine workings extend over larger elevation differences and where such disturbances have been encountered and been the cause of some larger disasters, their assessment is an integral part of all fire emergency plans. The author felt that the potential of digital computers for the design of ventilation emergency plans, contrary to their acceptance for conventional ventilation planning for more than two decades, is not yet fully utilized. He designed a program for the simulation of ventilation systems under emergency conditions in particular fires. A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. In the Preliminary Engineering stage, 30 existing tunnels were assessed and 28 were found to need clearance improvements to allow the use of double stack trains. Alternative tunnel enlargement methods were developed to achieve the desired clearance improvements, while maintaining structural integrity and minimizing disruption to train traffic. This paper summarizes the geometric and condition investigations of the existing tunnels, as well as describes the preferred methodologies to achieve the desired clearance. The clearance improvements will be implemented beginning in the summer of 2007.

"This paper presents some studies on recovering valuable elements from Chinese coal by-products, including coal combustion fly ash, stone coal ash, and coal flotation tailings. Both commercialized technologies and economic potential recovery methods are described in this study. Magnetically stabilized air-dense medium fluidized bed separation, tribo-electrostatic separation, froth flotation, and hydrometallurgical methods are discussed in recovering various valuable elements in Chinese coal by-products from different coalfields. These valuable elements include iron, carbon, aluminum, rare earth elements, lithium, gallium, germanium, uranium, titanium, scandium, silicon, vanadium and phosphorus, etc. The ultimate goal is to fully utilize all valuable elements in coal by-product. Each component within coal by-product should be efficiently segregated to its highest value. INTRODUCTION Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium, and phosphorus, etc. These coal-associated elements are significantly enriched in coal combustion by-product fly ash because of majority of main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main elements oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China, and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary widely due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides, and unburned carbon."

Longwall face-to-face transfers can cost over $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high cost makes extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. This paper reports operations research techniques used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate over 30% of the total U.S. longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation models of transfers under varying conditions were generated; and, the economics of general transfers and time-cost tradeoffs in the transfer procedure were investigated.
