As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

BACKGROUND The history of the Pine Point Mine is a rich one. This property once boasted one of the largest and most profitable lead-zinc mines in Canada's long and storied mining history. The Pine Point mine used open pit technology to extract the ore, but they faced several challenges. In addition to logistics problems with haul distances and metal prices, the mine faced the challenge of a large in flow of water from the Great Slave Lake. Eventually, the Pine Point Mine was closed leaving behind a large deposit of lead-zinc ore. Following the closing of the Pint Point Mine, Tamerlane Ventures Inc. acquired this property which includes approximately 70 million tonnes of lead-zinc reserves. The initial phase of this project will concentrate on the R-190 deposit as a test site to prove their new approach for extracting the ore. The R-190 reserve is believed to have approximately 1,014,000 million tonnes of high grade ore varying from 5% to 52% combined lead-zinc. Once the pilot project proves the approach is valid, the process will be repeated in approximately 33 other ore bodies on the property. This paper is written to discuss the design process to determine the most effective means of placing production and service equipment in the same shaft. Currently the design work and the mining scheme is complete, but lead-zinc pricing has prevented Tamerlane Ventures Inc. from moving forward with the project.

INTRODUCTION Traditionally, the purpose of mine ventilation has been defined as diluting, rendering harmless, and sweeping away hazardous gases which may accumulate in the mine workings. In addition, the ventilation sys- tem must keep the mine air as close as possible to the composition of the outside air in order to provide a healthy environment for mineworkers and to prolong the useful life of mine equipment. When plans are being developed for opening a new mine, sound engineering dictates that a calculated estimate be made of both the maximum air quantity requirement and the accept- able mine pressure (head) loss related to the under- ground layout and projections. For efficient mine ventilation, the two problem areas that demand constant attention are (1) the control of fugitive air (through short circuiting or leakage) and (2) the provision of ample airway capacity. Fugitive air is that quantity of air which enters the mine but short-circuits the mine ventilation system through improperly constructed stoppings, doors, overcasts, etc.; it represents an investment in power consumption (to move the air by the fan) while providing little, if any, return on the investment. Typically, efficient mines are those that can deliver 50% of the air handled by their fans to the working faces. Paying close attention to a new mine's ventilation system at the outset can provide numerous benefits during the later stages of mine development. It has often been noted that the main cause of trouble in many mine ventilation systems can be found within a radius of 2500 ft from the fan installation. Ample airway capacity is essential to maintain the mine's head loss within manageable limits. Similar to an industrial ventilation setting, the mine's headings are the ductwork for the handling of air. The difference between normal industrial ventilation and mine ventilation is apparent when more capacity is needed; a plant can install new or larger ductwork, but it is difficult for a mine to install new entries or enlarge existing entries. Air velocities are usually maintained under 800 fpm to limit the stirring up of dust in the intakes. With this in mind, it is usually simple to estimate the number of entries required in the ventilation system. The problem that often arises, though, is when the system's capacity is overestimated and the required head loss to achieve the desired quantity is excessive. Experience has shown that problems are often encountered when the mine's condition requires much more than three inches of water gage to ventilate the mine on a day-to-day basis. Thus, if proper attention is not paid to these parameters in the preplanning and initial development of a new mine, it may take an extremely high water gage to achieve the ultimate quantity. This chapter will not delve deeply into the theory of mine ventilation; many other books have been writ- ten on that subject. Instead, the following sections will point out the important considerations that should take place before the development of a mine ventilation system, as they relate to normal industry practice. FUNDAMENTALS OF AIRFLOW Volume Versus Water Gage The common method of measuring ventilation pressure is in terms of inches of water gage (wg); one inch of water corresponds to a pressure of 5.2 psf (pounds per square foot). Further, airflow follows a square-law relationship between volumes and pressures where, as shown in the previous section, a doubling of quantity requires a quadrupling of pressure. Table 1 shows how heads and quantities are related. Using Table 1, it is readily apparent that, for the same mining conditions, an increase in pressure from one inch wg to three inches wg results in only 34,640 cfm when the initial quantity is 20,000 cfm. Pressure Losses Pressure losses in mine ventilation systems are caused by friction between the heading walls and the air stream and by shock losses due to abrupt changes of the air stream caused by obstructions. The common pressure-loss formula for mine ventilation is: [ ] where H is the pressure loss in inches of water gage, K is the coefficient of friction, L is the length of the airway in feet, 0 is the airway perimeter in feet, V is the air velocity in feet per minute, and A is the cross-sectional area of the airway in square feet. Table 2 lists the US Bureau of Mines schedule of friction factors (K) for mine airways. Recent research indicates that the values of K are slightly less for coal mines than those presented in the USBM Schedule, and Table 3 should be consulted in this instance. It should be

The purpose of this study is to develop a mathematical model to describe the oxidation of cyanide with SO2as proposed in the Inco process. This research employed a direct method for measuring the change in cyanide concentration with respect to time as effected by varying concentrations of SO2, copper and pH. Developing this model may be applicable in determining optimum conditions in a process well known and used in the mining industry. It was determined that the reaction is first-order with respect to cyanide, SO2and [Cu+2].The reaction order is 0.15, or zeroth order with respect to [H+] at pH range from 8.0 to 9.5.The activation energy, Ea, is 21.6 kJ/mol. This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. In addition, depletion of some mines in Australia and South Africa has offset rising output at other properties. Indeed, when final mine output figures for 1988 become available, it may well be

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

Spiral separators are commonly used to upgrade sand-sized particles in both the coal and mineral processing industries. Many plants utilize multiple stages of cleaning and/or scavenging spirals to improve recovery and/or final product grade. Field studies suggest, however, that the layout of industrial spiral circuits is often less than optimal. This oversight can usually be attributed to a failure by plant designers to consider fundamental process engineering rules that govern the layout of complex separation circuits. This article reviews some of these important rules as specifically applied to multistage spiral circuit design. Two industrial case studies, one involving the upgrading of heavy mineral sands and a second involving the cleaning of fine coal, are presented to illustrate the impact of good design protocols on spiral circuit performance.

The North 27th St. ISS Extension tunnel will, under present plans, be the last constructed section of Milwaukee Metropolitan Sewerage District?s (MMSD?s) existing deep tunnel system. The 6.5 m (21 ft) finished diameter tunnel is approximately 3,260 m (10,590 ft) long and is located in NE Milwaukee County. When disputes over the pro-cesses to be used in owner-directed pre-excavation grouting in rock threatened the completion date stipulated between MMSD and the State of Wisconsin, the MMSD and J.F. Shea, the contractor, entered into a unique agreement. Shea accepted responsibility for all shaft and tunnel grouting and water control during the project in exchange for settlement of claims related to grout quantities and perceived delays. This significantly reduced risk for the MMSD and helped ensure the stipulated completion of the project.

An intelligent supervisor using expert system tools and applied to a crushing plant has been developed with a structure based on a model of a human operator. It consists of a knowledge base containing a qualitative model of the process and a rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of system to supervise the automatic operation of a plant. There has been very significant development in artificial intelligence over the last two decades. Within this development, two approaches can be distinguished, (Winston, 1984). The "model approach," in which the main objective is to understand and model the be¬havior of living systems. The second approach is the "engineering approach." Here, systems capable of performing tasks usually requiring human intelligence are created. As part of this latter approach, knowledge engineering and its main achievement, expert systems, have been developed. Expert systems arose from the need to incorporate the abilities of a human expert in solving realistic problems in which the conventional approach has great difficulties. The first successful applications of expert systems were in medical diagnosis, geophysics, and fault detection. However, since 1971, when Fu (1971; defined intelligent control as the inter action of artificial intelligence and automatic control, some significant developments in the use of artificial intelligence tools for process control have been achieved (Astrom, 1986; Pinto 1988; Fahrenkrog, 1988; and Porter 1987). The modern control theory has made important advances. And, although successful in some applications, it has failed to cope with the practicalities of many industrial processes. As a result, the automatic operation of a plant has been confined to a small region around a normal operating point and to periods without any great disturbance. One of the main reasons for this is the lack of accurate and structured knowledge of the processes involved. Despite this, operators applying their knowledge, experience, and a little intuition, often obtain good results controlling the plant in such situations. Considering the above, the next obvious step is to include similar reasoning capacities in a computational system. The development of such an expert supervisory system prototype applied to a mineral crushing plant is presented. With the exception of the development of large scale mining equipment (haul trucks, draglines, shovels, etc.), there are likely few other candidates responsible for the ability to exploit large tonnage, low grade deposits, than the development of large capacity comminution equipment and circuits; crushers and grinding mills. Ball mills are often the final step in the comminution process and are responsible for providing what should be the optimum particle size distribution of ore to subsequent mineral concentration steps in the flowsheet. Because comminution processes are such high cost centers for milling operations, both capital and operating costs, an enormous amount of research has been conducted to study and model their performance, in order to improve efficiencies (Kelsall, et al., 1969; Austin et al., 1984; Napier-Munn, et al., 1999; Powell and Smit, 2001). With respect to modeling ball mills, estimates of the breakage rates for individual size classes of ore particles are fundamental, as are the particle size class breakage functions (the progeny of particle sizes produced from breaking a coarser particle size class), also termed appearance functions. Fundamental research into particle breakage in tumbling mills focuses on how much energy is input into single particles versus how they break and what size distribution of particles results. Several test methods, including JKMRC?s well known dual pendulum test and drop weight test, have been developed for the breakage of coarse particles down to 6 mm in size (Napier-Munn, et al., 1999). Work on the breakage of finer particles is still an area of intense research and single particle breakage is being investigated as are multiple particle, fixed bed methods (Hoffler and Herbst, 1990; Bourgeois et al., 1992; Whiten, 2007).

In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).

Geomechanics signifies the science and engineering of soil and rock materials and of rock masses. It is a field of professional practice and research that draws heavily on the elements of soil and rock mechanics. Geomechanics contributes to a number of disciplines: mining engineering, civil engineering, geological engineering, petroleum and natural gas engineering, and engineering geology (including the elements of geohydrology and geophysics). These disciplines are involved in the design and construction of such projects as mines, tunnels, foundations for structures, excavated rock slopes, dams, shafts, boreholes, oil reservoir wells, underground storage facilities for oil and gas, and hazardous waste repositories. Geomechanics allows us to improve both our environment and our quality of life. In the context of this Handbook, the scope of geomechanics is discussed mainly from the point of view of applications to mining engineering. However, the coverage of the subject mate¬rial is so comprehensive that it is relevant to other disciplines as well. Section 10 covers the field of geomechanics in a structured fashion, beginning with the fundamental principles and leading into practical applications in mining engineering. Throughout the treatment of the subject, knowledge of geologic conditions is assumed since this is discussed in other sections of the Handbook. In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

These mining areas supplied the uranium that brought the United States into the nuclear age during the 1960s, and fueled the birth of nuclear energy for peaceful uses — a promise of nearly limitless, clean energy for the world’s future. That promise still exists today, but it is hard to hear over the rhetoric of environmental activists and politicians. Nuclear power offers dependable electricity with limited environmental impact at stable prices. Nuclear power releases no greenhouse gases or particulate matter into the atmosphere. High level nuclear waste (HLW), although long lived, is readily controlled and compact. In the United States, generating 1 billion kWh of electricity with coal produces 47 kt (52,000 st) of solid waste (ash and sludge), compared to 3.6 t (4 st) of HLW produced by nuclear.
