This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

The metamorphic terrane of southwestern India is a geological environment containing ilmenite source-rocks, transport drainage systems, and resultant beach sand deposits that contain altered ilmenites greater than 60wt% TiO2. As such, this environment provides a geological laboratory, from source to deposit, for the investigation of ilmenite origin, alteration, and geochemical character. Ilmenite samples from potential source rocks, river sands, and beach sands all show degrees of alteration and a variety of alteration textures (iron leaching) producing leucoxene (here defined as >70 <90wt% TiO2) and progressing to rutile (here defined as >90wt% TiO2). Distinct alteration textures are specific to different source rocks and are used together with trace element geochemistry as provenance criteria. Ilmenites are classified on the basis of their trace element content. In India, the ilmenites are classified principally according to the Mg, Nb, and Mn content and this signature defines potential source rocks, even where the ilmenite is altered to a TiO2 content of 70wt%. The trace element data may fingerprint source rocks whose ilmenite is more prone to iron leaching and that criterion has application in exploration for higher-grade ilmenites.

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort with Sy-Klone International and Vulcan Materials Company to evaluate the effectiveness of a newly designed uni-directional filtration and pressurization system that brings all the clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This design provides the highest air quality to the equipment operator. Testing on this new system showed an almost 10-fold reduction in respirable dust inside the enclosed cab. The uni-directional design is easy to incorporate and should be considered for all new and retrofit systems in surface mining equipment.

From 2001 to 2007, the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducted studies to develop alternative methodologies to full-scale explosion testing for deter-mining the ultimate strength of mine seals. As a result, the PRL developed and proposes an alternative seal-strength evaluation method based on a hydrostatic pressure-loading concept. The researchers suggest pressure loading a seal using water to twice the expected dynamic design load. The hydrostatic chamber test offers a means of validating seal designs, establishing appropriate resistance functions and determining the ultimate strength of seals through testing to failure. This article contrasts the full-scale explosion and hydrostatic testing of mine seals using a simple dynamic system model and principles.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world&apos;s best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. Equipment wear and corrosion have significant adverse impacts on the operating cost and efficiency of mineral processing plants. In this project advanced surface enhancement technologies are being investigated to decrease the wear and corrosion rate of metal surface. Enhanced metal surfaces are achieved through surface conversion, enrichment, and coating by use of advanced High-Density Infrared (HDI) and other technologies. Studies have been done to determine the effects of process parameters on surface properties and identify optimum conditions. The microstructure of the enhanced metal surfaces was characterized by SEM, EDS, and microindentation. Laboratory wear testing was carried out to investigate the wear performance and the viable coating candidate was determined.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

Introduction The South African Witwatersrand is the world&apos;s largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union&apos;s Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world&apos;s largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. One of the major problems of mineral exploration is the ability to reliably distinguish between uneconomic mineral deposits and economic mineralization. While the mining industry uses many geophysical methods to locate the mineral deposits, until recently, there was no reliable technology for mineral resources identification and characterization. The main goal of this project is to develop a new geophysical technique for subsurface material characterization, mineral exploration and mineral discrimination, based on electromagnetic methods. The proposed new technique is based on examining the spectral induced polarization effects in electromagnetic data using the modern distributed acquisition systems and advanced methods of 3-D modeling and inversion. The recovered parameters of the relaxation model will be used for the discrimination of different rocks, and in this way will provide an ability to distinguish between uneconomic mineral deposits and zones of economic mineralization using geophysical remote sensing technology (Zonge, 1976). The proposed research and development is undertaken using multi-partner collaboration between the University of Utah, four major mining companies, Kennecott Exploration, BHP Billiton World Exploration Inc., Placer Dome Inc., Phelps Dodge Exploration, and Zonge Engineering Inc., which is equipment manufacturer and service provider to the mining industry. The multi-partner collaboration between the academic institution, the University of Utah, and mining industry helps to identify the appropriate mining target and conduct the field experiment for practical demonstration of the developed new technology, which is an important part of the this project.

Due to the rapidly increasing production rates and deepening of mine working areas, there is a drastic rise in the number of thermal issues to be addressed for maintaining a safe mine environment. As high temperatures and humidity in underground mines could affect the health and performance of workers, and ultimately the production rate, it is necessary to provide a properly controlled safe environment. The backfilling of stopes in metal, non-metal mines results in different thermophysical properties for the hanging, side and foot walls, modeling of which is not provided by any existing mine climate simulation software. This paper presents the modeling of such a single stope using the MULTIFLUX (MF) software, developed at University of Nevada, Reno. A special case is presented in this paper, where a case study from the Homestake mine in the US with a drift and ramp connected to a stope with high Virgin Rock Temperature (VRT) and various spot heat sources is modeled in MULTIFLUX and CLIMSIM, and the results are compared against each other. Another case is presented in which the stope of the previous cases is modeled with walls, each having a different set of thermophysical properties. These results are compared with the former results to analyze the effect of anisotropic properties.

The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

Enhanced gravity separators (EGS) provide a more efficient separation than froth flotation when cleaning coal in the 150 x 25 µm particle size range. To improve the performance of an EGS unit, air bubbles were injected into the feed stream in an attempt to decrease the apparent density of the coal particles due to the formation of bubble-coal particle agglomerates. Air injection had a significant impact on operating characteristics and separation performance. Coal recovery was increased by 10 to 20 absolute percentage points while a 2 percentage point drop in the minimum product ash content was also achieved.

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation&apos;s mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation&apos;s miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager&apos;s role and the field supervisor&apos;s responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project&apos;s organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. The project involves clearance improvements to twenty-eight tunnels, twenty-one of which require structural modification. With construction of the first Package of tunnels just underway at press time, this paper summarizes the program implementation from design through the initial stages of construction.

The 11th Annual Mineral Economics and Management Society (MEMS) conference was held April10-12, 2002, in Montreal, Quebec. It consisted of a series of technical sessions. Each paper addressed the economic issues that are related to the changes that many people believe are now required in the mining industry. Some of the papers were directed at how the mining industry will handle the changes that will be required in its philosophy and operations management. Of equal importance was whether the industry possesses the toolkit necessary to effect these changes and emerge stronger from its challenges.
