1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

Mineral resource evaluation and estimation process is not an exact science; however it depends on the knowledge and experience of the competent person and his ability to apply his mind, make reasonable assumptions, interpretations and exercise sound judgment in the mineral resource estimation process. The mineral resource evaluation results in a mineral resource statement are disclosed to investors. The minerals industry is presently undergoing rapid changes in legislation governing the public reporting of mineral assets. It has gone through different phases of development with respect to the reporting of mineral resources and mineral reserves (mineral assets). In the past no reporting was done and currently mineral assets are reported as a supplementary section that briefly describes the mineral asset termed ?the mineral reserve and mineral resource statement?. The current industry trend appears to be going towards recognition and disclosure of the mineral assets on to the balance sheet. This paper explores the salient issues behind the mineral resources and mineral reserve statement of vein and reef deposits published in the public domain. It also highlights the potential misleading consequences of these issues and which filter through to the valuation of these particular mineral assets. The creation of reporting standards in the minerals industry has made significant inroads in standardizing and consolidating the interpretation and understanding of the different classification categories in the industry in an effort to promote common interpretation towards these salient issues.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

The essence of the method consists in creation of drop of opposite sign at the isolating stoppings, by which air losses through the accident district change direction of their motion. The period of reversal is selected in that way so that air may not find itself in the zone of burning. The method of fighting the fire considered was repeatedly used in the coal mines of the Ukraine. The theoretical basis of efficiency and two examples of use of this method by fighting the underground fires are adduced in the paper.

In view of the limited reserves of good-quality coking coals in South Africa, Iscor has been involved in direct reduction since the middle sixties. Since the early seventies, its interest in direct reduction was stimulated further by a swing towards' continuous casting, which, in turn, contributed to a shortage of the scrap supply for electric-arc-furnace (EAP) steelmaking. Magotteaux, with the co-operation of Anglo Platinum, has erected a fully instrumented pilot plant at Frank concentrator, which is being used to study the influence of a variety of grinding parameters. This paper will discuss only the influence of mill speed and pulp density on secondary stage grinding. A Ø0.82 x1 m open circuit mill was used with reclaimed Merensky tailings as feed. The conclusions apply to this pilot plant but further investigation needs to be done to verify whether the same trends will be applicable to a large industrial-scale mill.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

ABSTRACT: The technique of various kinds of numerical analysis offered remarkable results to explication of many rock mechanical phenomena. These techniques regarded a rock stratum as a continuum body and solved the governing equation of continuum mechanics by using finite differ-ence method, finite element method and/or others. Using numerical analysis based on continuum mechanics, however, the simulations of destruction phenomena caused by elastic waves and on the other hand, the elastic wave propagation which generated by fracturing events are quite difficult. In this paper, we express a rock stratum by a granular body model and develop a simulation tech-nique can simulate both wave phenomena and destruction phenomena at once. The DEM (discrete element method) simulation results are compared with finite difference solutions of elastic wave equation. Furthermore, we simulate Hopkinson effect by this proposed method. Hopkinson effect is famous as a destruction phenomenon caused by elastic wave propagation. ABRISS: In dieser Studie drücken wird eine Felsschicht durch ein Granularkörpermodell aus und entwickeln eine Simulationstechnik, die sowohl Wellenphänomene als auch Zerstörungsphänomene simulieren kann. Die Ergebnisse der Simulation mit DEM (Diskrete-Elemente-Methode) werden mit denen der Finit-Differenz-Lösung von Gleichungen elastischer Wellen verglichen. Desweiteren simulierten wir den Hopkinson-Effekt mit dieser vorgeschlagenen Methode. Der Hopkinson-Effekt ist als Zerstörungsphänomen berühmt, verursacht durch Fortpflanzung elastischer Wellen. RESUME: Dans cette étude, nous exprimons un lit de roches par un modèle à corps granulaire et développons une technique, permettant de simuler d'un coup le phénomène des ondes et le phé-nomène de destruction. Les résultats de la simulation DEM (méthode d'éléments discrets) sont comparés aux solutions à différence finie de l'équation d'ondes élastiques. En outre, nous simulons l'effet d'Hopkinson par la méthode proposée. L'effet d'Hopkinson est connu comme phénomène de destruction, causé par la propagation d'ondes élastiques.

In this study, the influences of rock mass properties on the blasting performance in open cast mines are investigated. To this end, discontinuity spacings and discontinuity orientations are measured and full scale blasts with various designs are observed in open cast mines of Aegean Lignite (ELI) and Bursa Lignite (BLI) Establishments belonging to Turkish Coal Enterprises (TKI). For each blast, blasting cost is calculated, and particle size distribution representing the fragmentation of muckpile is determined by means of Split-Desktop software using image processing. 50%(K50), 80%(K80) passing sizes and topsize values are used in the determination of blasting performance according to rock mass properties. The relationships between orientation angle, which is the acute angle between the strikes of slope face and major discontinuity, and 50%(K50) and 80%(K80) passing sizes and topsize values and also blasting cost are investigated in order to analyse the influences of major discontinuity orientation on fragmentation and blasting cost. Furthermore, the relationships between discontinuity modal spacing (or block size index) and 50%(K50) and 80%(K80) passing sizes and topsize values and also blasting cost are investigated in order to analyse the influences of discontinuity spacing on fragmentation and blasting cost. In this paper, the trends observed in these relationships are discussed and the importance of it in mining is commented. Dans ce travail, Il a été traite les influences des qualites des rocheux massif sur les performances des abattages de l’excavation a ciel ouvert. Dans ce cas, les excavations a ciel ouvert dans les Entreprises Lignite d’Aegean et de Bursa qui appartient a La Societe Charbon de la Turquie; Il a été mesuré le trou du discontinuite et l’orientation du discontinuite et aussi, Il a été observé les abattages qui sont pareilles aux critaires exactes. Pour chaque abattages, Il a été fait le control des expences et la distribution du particle au dimension du pile qui a été deja abatté, a été trouve en utilisant le Software du Split-Desktop. Pour determiner les influences des qualites des rocheux massif sur les performances des abattages, Il a été utilisé K50, K80, et le plus grand valeurs des dimensions. Aussi pour determiner l’influence sur l’orientation du discontinuite majeur de la fragmentation et les expences de l’abattage, Il a été observé les relations entre l’angle de l’orientation ( C’est l’acutage entre la direction du banquette front et la direction du discontinuite majeur ) et les plus grand valeurs des dimensions et les expences de l’abattage. Plus, pour determiner des influences du trou du discontinuite sur l’abattage et la fragmentation; Il a été observé la relation entre l’index de la dimension du block et K50, K80 et les plus grand valeurs des dimensions et aussi les expences de l’abattage. Pour conclure; on peut dire que dans cette presentation, apres la discusssion des sujets consideres ces relations, Il a été souligné l’importances de ces relations dans la domain de la Minéralogie. In dieser Studie wurden die Einflüsse von Gesteinsmasse Eigenschaften auf die Sprengleistung in Tagebau Bergwerken untersucht. Zu diesem Zweck wurden Diskontinuität Abstände und Diskontinuität Orientierungen gemessen und Sprengungen im Originalmaßstab mit verschiedenen Anordnungen in Tagebau Bergwerken der Ägäischen Braunkohle (ELI) und Bursa Braunkohle (BLI) Betrieben, die zu der Türkischen Kohlegesellschaft (TKI) zugehörig sind, beobachtet. Für jede Sprengung wurden die Sprengkosten berechnet und die Teilchengrößenverteilung zur Darstellung der Aufteilung von Haufwerk ist durch Mittel von Teilbelegungssoftware, das Bildverarbeitung verwendet, bestimmt worden. 50% (K50), 80% (K80) durchlaufende Größen und Spitzengröße Werte wurden zur Bestimmung von Sprengleistung geordnet nach Gesteinsmasse Eigenschaften benutzt. Residual stresses observed in rocks often result from non-compatible initial strains. These stresses can be determined when the incompatibility tensor associated with the initial strain tensor is known. The residual stresses in a cylindrical rock sample can be computed the sample is considered small enough for its incompatibility tensor to be constant. Les contraintes résiduelles, dont on observe couramment les manifestations dans les roches, résultent souvent de l’existence de déformations initiales non-compatibles. Ces contraintes peuvent être calculées lorsque le tenseur d’incompatibilité associé aux déformations initiales est connu. Les contraintes résiduelles dans une éprouvette cylindrique sont données dans le cas où le tenseur d’incompatibilité est constant. Eigenspannungen, die man haeufig in Steinen beobachtet, sind oft Ergebnis einer inkompatiblen Deformation des Anfangszustandes. Diese Spannungen koennen berechnet werden, wenn der Inkompatibilitaets-Tensor der Anfangsdeformation bekannt ist. Die Eigenspannungen einer zylindrischen Probe werden fuer Fall eines konstanten Inkompatibilitaets-Tensor bestimmt.

The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

Finsch Mine is a Kimberlite diamond mine located at Lime Acres in the Northern Cape of South Africa. The mine was founded in 1961 and started surface-mining in 1964. Underground production commenced in 1990 using a Modified Blast Hole Open Stoping method for the mining of Blocks 1,2 and 3. Block 4 is currently being mined as a Block Cave. The process of identifying and optimizing a mining method to mine the Block 5 ore body started in 1991 and in 2006 Inclined Caving was identified as being a technically feasible method. This report aims to document the process employed in developing this method by the Block 5 Pre-Feasibility Team as well as discussing the technical challenges encountered during this process.

Irrational usage of mineral commodities leads to depletion of natural resources and various ecological violations in natural environment. Fulfilment of a number of measures and strategic decisions by given problems requires a correct forecast of trends of social-economic systems. For solving the task of long-term forecasting special procedures, considering Kondratyev’s big cycles of world conjuncture, have been embedded into algorithms of unknown parameters identification and recovering of factors of different countries mineral resources production and consumption models. In the paper the classification of long cycles types, existing forecasting algorithms on the basis of Kondratyev’s ‘long waves’ or ‘K-waves’ and the modified algorithm, developed by us, which allows to reduce time and financial expenses and to improve the forecast quality, are presented. Furthermore, the article includes several forecasts of mining branch corrected models factors, received by us, permitting complex prognosis of economic and social development of different scale and control level systems. In the paper workability of proposed forecasting algorithms on the base of ‘K-waves’ and adequacy of created models to researched processes are proved.

In typical conventional narrow vein stoping operations, the use of temporary support components to offer some support to workers, whilst the permanent and generally more elaborate support system gets installed or constructed, still results in injuries to people. The authors wishes to explore the probability and practicality of making use of new generation support products to make the support operations safer as well as enhance productivity in the stope face. This paper will examine the use of Autorock Drills as a means to drill roof support holes and install appropriate support components into these holes, as well as the application of ?Thin Spray Liners?, commonly called TSL?s as an additional means of creating a safer operating environment. The installation of netting as a means of roof protection and other support aspects such as cemented roof-bolts will also be explored. These proposed items are envisaged to improve the safety of our people and reduce production down time and increase production and productivity.

A proper management system of coal mine methane gas associated with underground mining activities is essential for the mine safety due to its nature of explosion. Optimum design of the mine ventilation and gas drainage need accurate prediction of gas flow rate emitted by mining activities. Permeability to gas, which is affected by stress conditions of surrounding rock mass, governs the emission rate of the gases. JCOAL has developed a three dimensional FEM simulation program named Mine Gas Flow 3D (MGF-3D). MGF-3D is designed to predict the volume of methane gas emitted from surrounding coal and rock seams based on stress distribution and permeability change which are determined by 3D stress analysis. In MGF-3D, stress change and/or expansion of fractured zone affected by mining is calculated at the first and then gas emission into roadways and longwall panels under the determined stress conditions is calculated using Darcy’s law. MGF-3D also can set up a number of pre-drainage holes and estimate drainage gas volume from each hole. This function makes MGF-3D remarkable program. These simulations for gas emission can contribute to mine gas utilization plan. Comparison between actual measurement of gas emission in the underground mine and simulation results has been performed and availability for the mine safety and problems with MGF-3D are discussed in this report.

Mining operations are generally reluctant to install high-cost sampling systems at operations that have been functioning for many years. The principal objection to installing appropriate equipment to extract correct and representative samples in process flows is the time and costs involved. The Theory of Sampling (TOS) provides a structured framework for identifying and quantifying the errors and bias associated with any sampling event, but this may be insufficient to initiate substantial investment in correctly designed sampling equipment. Financial losses arising from substandard sampling installations are usually disregarded because the value-add from a good quality sampling solution is invisible, but the cost is quite obvious. Depending on the needs, a less-than-perfect or fit-for-purpose sampling solution may be acceptable, provided the magnitude of sampling errors is understood and the assay results are interpreted accordingly. Categorical levels of acceptable accuracy and precision can be established depending on the sampling position in the mining value chain and the nature of the decisions to be made. The objective benefits of proposed fit-for-purpose sampling solutions should be presented to relevant decision-makers in such a way that adverse subjective decisions are countered so that appropriate solutions are implemented. Practical examples of the benefits from motivating the implementation of fit for purpose sampling solutions at sampling facilities around the world are provided.

On the basis of in situ study of pillar loading at different sites, an attempt is made in this paper to visualize the development of mining induced stress under varying geo-mining conditions. Field study demonstrated interesting interaction between size of pillar and nature of roof rock mass under the influence of increasing dimension of the excavation. Stiffness of pillars/overburden, extraction ratio and depth cover are observed to be the important parameters for the estimation of mining induced stress over the pillar. These parameters influence, both, the value of ultimate induced stress (vertical) and its range of influence ahead of the face line. Further, it is observed that the change in width/height (w/h) ratio of a pillar has got considerable influence over the nature of mining induced stress over it. Impact of highly dynamic nature of mining induced stress over the natural supports is observed to be the most serious factor for the safety of working under a hard and massive roof rock mass. On the basis of these observations, a conceptual model of interaction between the natural support and overlying strata is discussed in the paper. ZUSAMMENFASSUNG: Aufgrund ist in situ Studium von Säule Beladung an verschiedenen Stellen, ein Versuch in diesem Papier gemacht, die Entwicklung des Bergbaus vostellen sich, Spannung unter Änderung von Geo Bergbau von Bedingungen hat veranlaßt. Feld Studium hat interessante Wechselwirkung zwischen Größe von Säule und Natur von Dach Felsen Masse unter dem Einfluß von Vermehrung Dimension des excavation vorgeführt. Steifheit des Säulen Overburden, Herausziehung Verhältnisses und Tiefe sind beobachtet bedeckt, die wichtigen Parameter für die Schätzung des Bergbaus zu sein, Spannung über der Säule hat veranlaßt. Diese Parameter beeinflussen, beide, der Wert allerletzter veranlaßter Spannung (senkrecht) und sein Bereich des Einflusses voraus von der Gesicht Linie. Weiter ist, es beobachtet, daß die Änderung in Breite Höhe (W H) Verhältnis einer Säule beträchtlichen Einfluß über der Natur des Bergbaus erhalten hat, Spannung hat darüber veranlaßt. Schlag sehr dynamischer Natur des Bergbaus ist Spannung über den natürlichen Stützen beobachtet hat veranlaßt, der ernsteste Faktor für die Sicherheit des Arbeitens unter einer harten und massiven Dach Felsen Masse zu sein. Aufgrund dieser Beobachtungen, ein begriffliches Modell der Wechselwirkung zwischen der natürlichen Stütze und der überlagernde strata ist im Papier diskutiert. Zincor operates four Lurgi fluidized-bed roasters at its roast-leach-electrowin refinery in Springs, South Africa. In 2006, Zincor?s four roasters had reached ages ranging between 26 and 38 years, while the expected life of this type of roaster is generally 20 to 25 years. Roaster 3 was the first to be rebuilt in 2006 because its condition had deteriorated the most. Roaster 4 is being rebuilt in 2007 and the last two roasters will be rebuilt over the next few years as necessary. The main damage to Roaster 3 was caused by buckling of the roaster steel shell. This caused the freeboard and dome areas to shift, resulting in cracks in the dome brick lining and crumbling of the bricks lining the freeboard. The steel shell buckled owing to the combined effects of excessively high operating temperatures and corrosion. These were caused by the following two main factors: ?Thicker external insulation was installed during a previous maintenance shut, which resulted in an increased steel shell temperature and exacerbated the normal metal fatigue ?SO2/SO3 containing gas that had permeated the brick lining passed through its dew point during frequent planned and unplanned shuts over the life of the roaster. This caused acid formation between the refractory brick lining and steel shell, resulting in corrosion of the shell. The initial plan was to replace only the damaged areas of Roaster 3, but when it was dismantled more damage was found, and the roaster was rebuilding from the tuyeres upwards. During there building the opportunity was taken to modify the design of some of the brickwork to extend its life and make future repairs easier. This paper discusses the mode of failure of Roaster 3 and the lessons learnt during its dismantling and rebuilding.
