To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 483 to 496 for the year ended 30 June 2004. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to express an opinion on these financial statements based on our audit. Scope We have conducted our audit in accordance with statements of South African Auditing Standards. Those standards require that we plan and perform the audit to obtain reasonable assurance that the financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, ?assessing the accounting principles used and significant estimates made by management, and ?evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. ?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Electrostatic separation has been a mainstay of minerals sands flowsheets for over 50 years. Recent electrostatic developments have shown better conductor/non-conductor separation than technology previously available. Results to date show significantly increased separation efficiency over prior-art high-tension roll electrostatic separator (HTR). These improvements allow greater simplification of MSP circuits by minimizing re-circulating loads. The distinct features of the eForce include: 1) A provision that minimizes the affects of particle size to improve separator performance, 2) an enhancement of the design and arrangement of the static electrode providing a greater attraction force for separating fine conductive particles, and 3) inner roll and outer plate electrode configuration to improve separation efficiency and throughput capacity. CIS countries are home to some of the world's largest producers of chrome, manganese and silicon ferro alloys and leading suppliers to world export markets. The region's ferro alloys production is rising faster than demand from its domestic steel industry - unit alloy consumption in domestic steelmaking is in fact falling as process efficiencies improve - and there is significant spare capacity available to increase production. CIS producers enjoy certain strategic advantages in the production of ferro alloys - for example, captive ore sup-plies, low power and labour costs - but must also meet certain challenges - such as lower labour productivity and greater distance to market than some of their competitors. CIS producers are ambitious but new investment is needed to upgrade some aging plants and overhaul outdated process technologies if they are to be more competitive with the world's leading producers and address the environmental issues that are now moving up the agenda. This paper describes the structure of the region's ferro alloys industry and discusses its advantages and disadvantages by alloy and by country. It considers how the ongoing process of restructuring and new investment in the industry might move forwards, based on its strengths and weaknesses, technical and environmental factors and the strategies of the main players. It asks how the industry might maximise its substantial potential - in particular, for the production of chrome and manganese ferro alloys - and examines the implications this holds for all global ferro alloys players.

Empirical equations established for estimating the rock strength of the working face based on the cutting forces of a tunnel boring machines (TBM) are further examined and discussed with respect to the dominant factors affecting TBM performance. Constants in the equations are related to TBM-specific parameters such as excavation (tunnel) diameter, cutter diameter, and cutter distance. The relationship between the constants and the TBM specifications is examined in this study on the basis of data collected at ten tunnels, and it is found that the constants are most strongly influenced by the cutter diameter and tunnel diameter. Zur Schätzung der Gesteinsfestigkeit an der Arbeitsfläche ermittelte empirische Gleichungen, die auf den Schneidekräften von Tunnelbohrmaschinen (TBM) beruhen, wurden weiter im Hinblick auf die vorherrschenden, die Leistung der TBM beeinflussenden Faktoren hin untersucht und diskutiert. In der Gleichung enthaltene Konstanten werden zu den TBM-spezifischen Parametern wie Auschachtungs- (Tunnel) Durchmesser, Schneidendurchmesser und Schachtlänge in Beziehung gesetzt. Die Beziehung zwischen diesen Konstanten und den technischen Daten der TBM wird in dieser Studie auf der Basis der bei 10 Tunnelbauten gesammelten Daten untersucht. Dabei wurde gefunden, dass diese Konstanten am stärksten von den Durchmessern der Schneiden und der Tunnel beeinflusst werden. Cette étude examine et discute les équations empiriques permettant d'estimer la résistance de la roche attaquée aux forces de coupe des tunneliers dans le cadre de l'étude des facteurs dominants affectant les performances des tunneliers. Les constantes de ces équations concernent les paramètres spécifiques des tunneliers comme le diamètre d'excavation (du tunnel), le diamètre du couteau et la distance de coupe. Cette étude examine le rapport entre ces constantes et les caractéristiques techniques des tunneliers d'après des données collectées dans dix tunnels et elle conclut que ces constantes sont principalement influencées par le diamètre du couteau et le diamètre du tunnel.

The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

This paper discusses the traditional costing approach currently used in the underground coal mining industry. Activity Based Costing (ABC) is identified as being a potentially more effective manner in which to cost underground coal mining systems. With the use of a costing framework developed by the author incorporating new thinking to eliminate the shortcomings identified in the traditional costing approach, a comparison of two types of underground coal mining systems, viz. continuous miner and longwall, is conducted. It is found that under certain criteria, in all cases, irrespective of the way in which the systems are costed, the continuous miner system is currently the better investment. It is also observed that when a system is costed using ABC that better investment decisions result when compared to costing the same system using traditional costing techniques. It is further seen that traditional costing techniques tend to overestimate the total costs of a mining system. This paper shows one application of ABC that can be incorporated as a management tool.

Valuators of mineral properties are faced with a range of valuation methodologies, the most important of which are grouped under the headings of the market approach, the cost approach and the income approach. The way in which value is defined and the detail of the different valuation methodologies is examined here. This paper aims at documenting the variety of valuation procedures and applying each method to a variety of gold projects and comparing the outcomes. Any decision to apply a valuation technique will depend principally on the stage to which the project has been developed. The valuation approach to a greenfield project will be substantially different from that applied to a well-drilled, extensively explored mineral property. Furthermore, a valuation exercise may produce different outcomes for the same gold project depending on which method is applied. In order to investigate the variability in valuation methods and to explore the outcomes of different approaches, a series of five gold projects was analysed. The projects differ in regard to levels of capital application, infrastructural setting, depth below surface, in situ grade, and the stage of development, and were valued using the different methods. The most critical aspect of any valuation is the capacity of the valuer to identify the salient issues and ensure that they are incorporated into the valuation. The danger of simply applying ?black box? solutions to valuation problems without a full understanding of the parameters and the areas of uncertainty is emphasized. The importance of the valuator?s experience, insights into best practice and the ability to recognize and submit to the requirements of compliance within the minerals industry is among the most important characteristics of a valuer.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

The phenomenon of spontaneous combustion is one of the major hazards encountered in underground coal mines both from the safety aspects and on economic grounds. Every occurrence, however small, if not tackled effectively in the early stages can develop into open fire, or explosion of gas or coal dust. In terms of economy, even dealing with small incidents may be costly in terms of labour and materials, and in case of a sealing off of a district being necessitated, the loss of face equipment and sterilization of reserves is potentially great. Therefore, expense and effort in prevention and detection of such heating, together with a high state of readiness for dealing with likely event, is completely justified and may be considered as a sound investment. In order to achieve this investment, it may be worth to pinpoint the centre of the fire occurring due to autogenously heating which is supposed to be great assistance to inert it at a least cost and time. Therefore, it is the aim of this work to model the spontaneous combustion in the goaf.

This paper summarizes indigenous mining methods used to collectmetal ores in pre-colonial southern Africa, south of 15°S. These methods, for the purposes of discussion, are divided into sections inorder of increasing organizational complexity, from scavenging,which only required basic equipment and a relatively minimal division of labour, to underground mines, which necessitated complex planning to overcome obstacles such as the need for illumination and ventilation. Examples concerning the pre-colonial exploitation of iron, copper, tin, and gold have been taken from the archaeological literature. This review paper provides an introduction to the technology that was available to and used by miners in the past, illuminates some of the factors limiting their operations, and supports the claim to the indigenous nature of this activity

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

Bacterial leaching represents an unusual problem in biochemical engineering, because the substrate for bacterial growth is not supplied directly, but is a product of another reaction, the leaching of mineral particles. Leaching arises from the bacterial oxidation of ferrous ions to ferric ions, which in turn oxidize the mineral. For the bacterial dissolution of pyrite, these reactions are: [ ] (Y represents a stoichiometric yield factor, and N represents the amount of bacteria.) Equations [1] and [2] represent a cyclic auto-catalytic system since more ferric ions are added to the system with an increase in the extent of leaching.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. Arguments are presented in favour of a new interpretation of the chemistry pertaining to the dissolution of gold, when this takes place in typical gold plant leach circuits where calcium is present in solution. It is suggested that under these conditions the standard chemistry, as it applies in the absence of calcium, is no longer valid. Thus the concept of very soluble sodium and aurocyanide ionic species in solution is replaced by the presence of weakly soluble calcium aurocyanide, which is a covalent coordination complex that is non-ionic. Supporting evidence for this is provided and the implications that the presence of calcium in gold plant circuits may have for operational efficiency are discussed. In particular, because of the formation of this weakly soluble calcium complex, the addition of lime to the leach circuit is questioned. Arguments for the use of a sodium hydroxide/sodium carbonate/sodium bicarbonate buffer solution as a means of controlling pH and of increasing ionic strength in a so-called ?soft? leach are presented. Such a lime-free system, besides benefiting the leaching of gold, would have many downstream benefits in existing CIP circuits. Furthermore, the direct electrowinning of gold from the leach now becomes potentially feasible.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

A large number of brittleness concepts have been used in very different studies in the literature. One of them is the B1brittleness concept. In this study, the objective is to criticize the B1 brittleness concept on rotary blast hole drills. The B1 brittleness concept, the ratio of uniaxial compressive strength (sc) to tensile strength (sT), are widely used as a rock brittleness concept in the literature (Inyangand Pitt, 1990; Verhoef, P.N.W. 1993; Neil, D.M. et al.1994;Becker, et al.1984; Evans and Pomeroy, 1966; Göktan, R.M.1992; Kahraman, S. 2001; Yamaguchi, U. 1970; Verhoef, P.N.W. et al.1996; Bilgin, 1982; Howarth and Rowlands,1987; Howarth, D.F. et al. 1986). So, it was used as a rock brittleness concept in this article. The value of the B1brittleness concept is equal to the tangent of ß angle in the following graph. It was seen that more meaningful relationships could be obtained with the B2 brittleness, the under ?Area?(= 1/2(scxsT) = B2) under the curve, instead of tangent ß, (=B1), of the curve.

We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.
