This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

The organization of the'Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely and accurately many previously published limits.

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

This report documents, from concept through field testing, the pan scraper Wheel Slip Monitor. The function of this device is to instantly warn the scraper operator of wheel slip and thus enable him to take immediate corrective action. Knowledgeable pan scraper people recognize that the preponderance of scraper tire damage and wear occurs during useless wheel slip when the scraper operator attempts to increase machine draft beyond what traction will allow. The resultant shortened tire life has become very expensive. The Wheel Slip Monitor reported here provides the means for relieving the scraper operator of attempting to judge wheel slip on tires he cannot see. Direct and intuitively understandable audible and flashing light warnings tell the scraper operator which wheel is slipping and also indicate the relative magnitude of the slip. Beside the Wheel Slip Monitor's patent utility as a real time operator aid, it has unique potential for application to extended term wheel slip history acquisition under field conditions. This information has never been easily available and it promises practical value in pan scraper management.

A power-line proximity-warning (PLPW) system must have a high probability of detection (alarm activation at a specific distance), low probability of false alarm, and minimal set-up and maintenance. Tests of electric-field sensors have not demonstrated a dependable alarm distance. Alternative sensing methods such as microwave radar, optical radar, and sonar can meet the requirements by direct measurement of the range from the boom to the power line. Suitable microwave techniques include RF pulse, chirp FM/CW, and baseband pulse. Baseband-pulse radar has adequate range capability and does not require expensive microwave components. The radar cross section of a power-transmission cable is adequate for its detection optical-radar systems based upon LEDs and photodiodes are inexpensive, but can achieve only marginal performance in this application because of their limited modulation bandwidth. Since laser diodes and cryogenically cooled photosensors must be used to achieve the desired range resolution, the cost of an optical-radar system is greater than that of a microwave radar system. Sonar systems are feasible, but are not as precise and cost at least as much as baseband-pulse-radar systems. The performance of both optical-radar and sonar systems is degraded by dirt, necessitating the inclusion of a "windshield wiper.' Baseband radar appears well suited to the PLPW application. The cost of a baseband-pulse radar PLPW system is expected to be comparable to that of an electric-field PLPW system. Development and testing of an experimental model are therefore recommended.

KYANITE and the related minerals sillimanite, andalusite, dumortierite, and topaz are natural aluminum silicates that can be used in production of mullite (3A1203?2Si02), a superduty refractory material. Kyanite and sillimanite are the dominant ones because of their greater abundance. The only other kyanite-group mineral presently used for mullite production is andalusite. Mullite is not an absolutely essential material as other refractories can be used in the same heat range. However, it is a highly satisfactory one. It is the only compound of silica and alumina that is stable at high temperatures. It has low thermal expansion and is very resistant to corrosive melts and to thermal shock. For these reasons mullite refractories have a much longer life than standard fire-clay refractories under the same conditions. Worldwide, excluding U.S.S.R., the refractories industry consumes about 150-000 short tons annually of kyanite group minerals and synthetic mullite.

Disposal of brines produced with crude petroleum and natural gas is a continually increasing problem. The necessity for studying this problem has been realized more generally in recent years, and in August 1934 an agreement was made between the Kansas State Board of Health and the United States Bureau of Mines to conduct a cooperative technical study of methods of brine disposal. To date one paper in the technical press4/ and three reports5/6/ have been published in which are given results of studies carried on under this cooperative agreement. In the Mid-Continent fields, the methods used most generally for handling oil-field brines are: (1) Impounding in evaporation ponds; (2) controlled diversion into surface streams; and (3) injection into subsurface formations through wells assigned for this purpose. Various States recognize one or more of the methods as legally authorized procedure. The principal activities of the Bureau of Mines Explosives Research Center during fiscal year 1967 (July 1, 1966, to June 30, 1967) arc reviewed in a part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200- to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

Coal bumps are brittle, violent failures associated with high stresses and competent host strata. To study bump mechanisms, conditions in the vicinity of a deep longwall mining face in bump-prone strata were monitored using three discrete systems. First, a microseismic monitoring network recorded mining-induced seismic events throughout the mine and surrounding strata. Second, pressure variations and distributions on the longwall shield legs across the face were recorded. Last, tomography surveys imaged seismic transmission properties ahead of the face. Results from the three systems were correlated in an effort to increase understanding of mining-induced stress redistribution and bump potential. An initial, one-week study showed that the correlation between averaged tomogram values and seismically active areas had a coefficient of correlation (R) of 0.89. Further results of these studies demonstrate that the tomography system is capable of imaging heavy shield-leg loading and bump-prone conditions prior to them disrupting the face operations.

The Bureau of Mines conducted surface tests to determine the feasibility of using liquid explosives for underground rock fracturing. The effects of configuration, confinement, length, critical layer thickness, and fracture-propping sand on detonation and explosive propagation velocity of desensitized nitroglycerin were studied, using polymethyl methacrylate and glass-plate reservoirs through lengths from 3 to 12 ft, with explosive-layer thicknesses from 0.1875 to 0.0312 in and in aluminum tubes 8 ft long with diameters from 2.000 to 0.125 in. Interval and continuous detonation velocity data were obtained. Under the test conditions detonation velocity was dependent upon explosive confinement and fracture-propping sand. The detonation velocity of a confined nitroglycerin explosion in aluminum tubes can be reduced by as much as 85 percent, when the tube contains fracture-propping sand. The shape of the reservoir, whether triangular or rectangular, has little effect on the detonation velocity or explosive propagation. The critical or minimum explosive-layer thickness between glass plates, capable of supporting propagation, was 0.0312 in. The presence of a fracture-propping sand in the sheetlike layers increased the critical explosive layer thickness to 0.0625 in. In nitroglycerin-filled and nitroglycerin-sand filled tubes, the minimum tube diameters successfully tested were 0.125 in and 0.375 in, respectively.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

Provide long-term measurement of mine sidewall closure in backfilled stapes subject to flooding. Approach A water resistant extensometer is made by enclosing a rod-actuated transducer in a telescoping tube which is enclosed within an oil-filled outer housing. How It Works To assemble a water resistant extensometer, a cylinder -shaped transducer and two support rings are pushed into the small-diameter section of the telescoping tube where the transducer is held in place by friction. The outside of the small-diameter section of the telescoping tube is then greased and slid into the slightly larger-diameter section. See drawing. The cylinder-shaped transducer contains a potentiometer whose actuating arm is attached to a stainless steel extension rod that passes through one end of the telescoping tube. A similar rod is attached to the opposite end of the transducer body, and extends through the other end of the telescoping tube. The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of new' water and reused 3.8 billion gallons for a total usage of 12.4 billion gallons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain thin high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ire near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand For new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements in the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

The purpose of the development described in this report and as stated in the contract work statement is to "design, develop, fabricate, test and demonstrate, and deliver to the government permissible low cost cylindrical stress gauges and associated components capable of measuring change of stress as a function of time in underground coal mines. The cylindrical stress gauges shall be suitable for installation in bore holes". The technique adopted for measuring rock stress changes is to preload a steel cylinder diametrically across the sides of a 1-1/2 in diameter bore hole and detect deformation of the cylinder from stress changes in the rock, by means of a vibrating wire transducer. By calibration, changes in the period (time for one wire oscillation at the natural frequency) of a high tensioned wire stretched diametrically across the cylinder in the direction of load application are related to stress changes in the rock. To completely evaluate the stress field change in the plane of the bore hole, three gauges set at an angle to each other are required.

Chromite deposits along the Border Ranges Fault in southern Alaska were investigated by the Bureau of Mines. This report, part 1 of a two- part series, describes the deposits. Part 2 describes the mineralogy and the results of metallurgical tests. Fieldwork began in 1981 and continued through 1983. Ninety-four subeconomic podifom chromite deposits in eight mafic-ultramafic complexes were investigated. Previously unreported chromite deposits at Red Mountain on Kenai Peninsula, on Kodiak Island, and near Tonsina are described. Deposits range in size from less than a thousand tons to over 1.25 million tons of contained chromic oxide (Cr203). Grades range from about 5 to 10 pct chromite. Excluding all deposits more than 10 miles from tidewater or existing roads and all deposits containing only chemical- or refractory-grade chromite, about 2,200,000 tons of Cr203 are contained in 41 hard-rock deposits. A placer deposit contains an additional 556,000 tons. These 42 deposits constitute a subeconomic indicated and inferred reserve sufficient to meet the Nation's chromite demands for about 4 yr, or the metallurgical industry's demands for over 5 yr, at 1981 consumption rates.
