The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. "Preliminary examination of the Glass Buttes mercury deposits, Lake County, Oregon, was made in August 1945 at the request of W. S. Lazier, present lessee of the deposit.Most of the prospect openings in the area were inspected. The more significant workings were sampled and napped in detail. This report presents the data obtained from the investigation to date.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. noon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. P. S. Dean, assistant director.Special acknowledgment is due to S. H. Lorain, chief, Albany Division, Mining Branch and to S. R. Zimmerley, chief, Salt Lake City, Utah, Metallurgical Division, for analyses of the ores.The presence of quicksilver in the Glass Buttes district has been known since about 1930. The area immediately north of Middle Butte has been superficially prospected by numerous test pits, trenches, shafts, and short adits, which revealed a number of opalized zones. Many of these opalized zones contain weak to strong concentrations of cinnabar. The area has not boon explored thoroughly; no mercury has been produced from any of its deposits.A block of 48 full-size claims has been located to cover a large part of the area in sections 34 and 3, Tps. 23 and 24 S.,R. 23 E.,W.M. These claims, held by, location are owned by H. S. Miller, lumberman of Bend, Ore. W. S. Lazier, 10N. W. 20th Avenue, Portland, Ore., currently controls the property under,a nominal leasing agreement. J. W. McDaniel, 44 Lake Place, Bend, Ore., has done much of the underground and surface exploration on the property.The Glass Buttes district is an area of low relief in the Deschutes River drainage system near the northeast corner of Lake County, Ore. (See fig. 1.) The arid climate is marked by extremes of winter and summer temperature. Water for cane use is not available in the immediate area. Well water, however, can be obtained in limited supply on ranch property 5 miles to the south."

"The investigation discussed in this paper was undertaken to obtain fundamental data on crushing and grinding and has been confined, so far, to work on quartz.The results of crushing or grinding have hitherto been judged entirely by the amount of the various-sized particles produced, based. on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns - a method which could give only a general idea of what had been accomplished.There was a distinct need of a ""yardstick"" for the measurement of crushed material. It appeared that no advance in the fundamental investigation of crushing and grinding could be made without a reliable method of surface measurement and that such a measurement would have to be based on some property of the surface of the crushed material.A number of attempts based on various surface actions, such as adsorption and heat of wetting, were made to measure surface on quartz particles, but all gave unsatisfactory results. After some preliminary work it was decided that a dissolution method based on Wenzel's law-- ""the reaction velocity between solids and liquids is proportional to the area. of contact""4 -- would be the most feasible.Early use of the dissolution method had been made for surface measurements5, and lately Dr. Geoffrey Martin and his coworkers in England used the dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from a sample in one hour by a hydrofluoric acid solution, with the amountdissolved from a measured quartz cuboid6,After investigating the solvent power of sodium carbonate, sodium hydroxide, and hydrofluoric acid for quartz, hydrofluoric acid was selected as the most suitable solvent, and a dissolution method was developed which gives very reliable results.During the dissolution of quartz in hydrofluoric acid, the reaction velocity changes for two reasons: there is a change in concentration of solution, and a change of surface of the solid. The amount of quartz dissolved in a definite period of time is therefore not a true measure of surface. If, however, the reaction velocity or rate of dissolution for various periods of time be plotted, a curve will be obtained which, if extrapolated to the zero time ordinate, will give the rate of dissolution before any change of surface or any change in the solvent has taken place, and which is a true index of surface. This rate of dissolution, expressed in percentage of the original sample at the zero time ordinate, is designated herein as the ""Initial Rate"" or as simply ""I. R."""

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. "A fire hazard exists in nearly all mines. Progressive mining companies recognize this danger and take all possible precautions to prevent any conflagrations, but in spite of such safety measures, mine fires do occasionally occur and endanger life and property. In order to be prepared for such an emergency, miners are trained in the use of self-contained breathing apparatus and the necessary fire-fighting equipment is kept on hand. Men trained to wear breathing apparatus can penetrate workings full of poisonous fumes, but in order to successfully combat fumes or to rescue miners, the rescue crews must be trained in fire-fighting operations and know how to proceed with a minimum loss of time when they get to the scene of action.In order to perfect fire-fighting plans and to train men of the Globe-Miami district under conditions approximating those found at an actual mine fire, mine-reseue maneuvers were held at Globe, Arizona, on October 17-20, inclusive. The work was done under the direction of Orr Woodburn, director, and his associates of the Globe-Miami District Mine Rescue and First Aid Association. He was assisted by Albert Tallon, safety engineer, and Herbert Finnegan of the Old Dominion Co.; Herbert Hodson, safety engineer for the Inspiration Consolidated Copper Co.; A. 3. Martinson and J. M. Harrington of Car One, and F. D. Gardner of the Southwest Station, Bureau of Mines. Invitations were issued to mining men likely to be interested and representatives of mining companies from other districts were present and observed the work.The Globe-Miami District Mine Rescue and First Aid Association is maintained by the mining companies in the district and each company contributes to the organization's support in proportion to the total number of men on the pay roll. A central station*, between Globe and Miami, has been established and a truck with 10 sets of 2-hour self-contained breathing apparatus and the necessary accessories is always in readiness to respond to a call to any of the mines in the district. Besides being in readiness for emergency work, the station employees train men in the use of mine-rescue apparatus and in first-aid to the injured at the mines of the association. The Globe-Miami Mine Rescue organization has been developed to high point of, efficiency under Mr. Woodburn's direction and is one of the best in the country. The three largest mines of the district such maintain a crew of 15 men trained in the use of breathing apparatus, and other mines keep crews of 5 men each."

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . As part of the Diesel Emissions Evaluation Program (DEEP) consortium, Noranda Inc. has undertaken a field project to evaluate the overall performance of the latest diesel particulate filter technology (DPF) at its Brunswick Mine in Bathurst, New Brunswick. Performance of the filtration systems is evaluated with respect to their ability to reduce tailpipe emissions and concentrations of diesel particulate matter (DPM) and noxious gases in mine air, efficiency of filter regeneration process, maintenance requirements, reliability, and acceptance. Four different particulate filter systems deployed on heavy production vehicles are subjected to an 18-month field evaluation. Over the evaluation period the vehicles will have accumulated approximately 4000 operating hours in production. This paper presents the results of testing conducted mid way through the 18-month field trials. The 400- meter section of the mine drift at 525-5 sub level, hereinafter referred to as the "isolated zone" was isolated between intake and exhaust fan systems and sealed with bulkheads against leakage. The isolated zone was ventilated at the rate required per CSA Standards and issued by CANMET for the engines tested. Four vehicles, two load-haul-dumps (LHDs) and two trucks, retrofitted with particulate filter systems were tested along with a new identical model LHD and truck equipped with exhaust systems consisting of a catalytic converter (DOC) and muffler. The test vehicles were operated individually inside the isolated zone for approximately 4 hours over simulated production duty cycles. Measurements of ambient concentrations of particulate matter, tailpipe emissions, and engine parameters were performed for each of the tested vehicles. The DPM samples for carbon were collected at the most up- stream end of the isolated zone, at the vehicle next to the operator, and at the most downstream or exhaust end of the isolated zone. The DPM samples were analyzed for total (organic and elemental) carbon using NIOSH Analytical Method 5040. Ambient concentrations of particulate matter at the exhaust end of the zone were also measured using Scanning Mobility Particle Sizer (SMPS), and real time PAH monitor (PAS 2000). Efficiency of the filters was also evaluated on a basis of tailpipe measurements performed using raw exhaust instruments the NanoMet and the UGAS. In addition, relevant engine parameters were obtained using Detroit Diesel Diagnostic Link (DDDL) and from exhaust backpressure and temperature measurements. Results from the tests proved conclusively that diesel particulate filters can significantly reduce the concentrations of air- borne DPM, but not without careful monitoring of both ambient and tailpipe emissions and not without careful attention with respect to maintaining the integrity of the DPF systems.

"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. There is evidence to suggest that cell injury induced in alveolar macrophages (AM) following phagocytic activation by silica particles may be mediated through changes in intracellular free calcium [Ca 2+}. However, the mechanism of silicainduced cytotoxicity relative to [Ca2+], overloading is not yet clear. To provide a better insight into this mechanism, isolated rat AMs were exposed to varying concentrations of crystalline silica (particle size< 5 µm in diameter) and the fluctuation in their [Ca2+]; and cell integrity were quantitatively monitored with the fluorescent calcium probe, Fura-2 AM, and the membrane integrity indicator, propidium iodide (Pl). Results from this study indicate that silica can rapidly increase [Ca2+]; in a dose-dependent manner with a characteristic transient calcium rise at low doses (<0.1 mg/ml) and an elevated and sustained rise at high doses (>0.1 mg/ml). Depletion of extracellular calcium [Ca 2+]0 markedly inhibited the [Ca2+]; rise (˜90%), suggesting that Ca2+ influx from extracellular source is a major mechanism for silica-induced [Ca2+]; rise. When used at low doses but sufficient to cause a transient [Ca2+]; rise, silica did not cause significant increase in cellular Pl uptake during the time of study, suggesting the presevation of membrane integrity of AMs under these conditions. At high doses of silica, however, a marked increase in Pl nuclear fluorescence was observed. Depletion of [Ca 2+] 0 greatly inhibited cellular Pl uptake, induced by 0. 1 mg/ml or higher doses of silica. This suggests that Ca 2 + influx, as a result of silica activation, is associated with cell injury. Indeed, our results further demonstrated that the low dose effect of silica on Ca 2+ influx is inhibited by the Ca2+ channel blocker nifedipine. At high doses of silica (>0.1 mg/ml), cell injury was not prevented by nifedipine or extracellular Ca2+ depletion, suggesting that other cytotoxic mechanisms, i.e., nonspecific membrane damage due to lipid peroxidation, are also responsible for the silica-induced cell injury. Silica had no significant effect on cellular ATP content during the time course of the study, indicating that the observed silicainduced (Ca2 ... ); rise was not due to the impairment of Ca2 + -ATPase pumps, which restricts Ca2+ efflux. Pretreatment of the cells with cytochalasin B to block phagocytosis failed to prevent the effect of silica on [Ca2+]; rise. Taken together, these results suggest that the elevation of [Ca2+]; caused by silica is due mainly to Ca2+ influx through plasma membrane Ca2+,channels and nonspecific membrane damage (at high doses). Neither ATP depletion nor Ca2+ leakage during phagocytosis was attributed to the silica-induced [Ca2+]; rise.

"As stated earlier the primary goal of the Generic Mineral Technology Center for Respirable Dust is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. While initial work was directed to coal dust the charge to the dust center has been expanded to include diesel particulates and asbestosis, the latter of deep concern not just to workers in the mineral sector of the economy but also to the general populace.A major facet of Dust Center research has been the analysis and documentation of comprehensive research protocol and procedures that are appropriate state-of-the-art in the various areas of respirable dust. In addition to definition of standardized research protocols and procedures which would be utilized by center personnel for uniformity and reproducability there is a considerable need for utilizing standardized respirable dusts in experiments with consistent, reproducible characteristics which simulate those of actual mine dust. This respirable dust needs to be available in large quantities for a wide variety of research uses that include animal and medical experiments. The dust must be free of the lubricating oils and grinding wheel contaminants that are frequently encountered in laboratory generated dusts.The holistic approach to establishing standardized protocols and procedures applicable to the five major research areas of the center is presented in Figure 5.In one hypothesis, range in coal volatility is considered to be a major causal factor in the incidence and severity of pneumoconiosis. Therefore a suite of characterized standard respirable dust samples have been prepared for researchers from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz, limestone (rockdust) and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared.A suite of medical investigations have been developed utilizing small and medium size animals as well as non-human primates in a variety of dust/lung interaction projects which will be discussed in the next section. A number of respirable dust sampling and dust generation methods have been investigated and selected techniques utilized for both in-mine and in-laboratory research investigations. These will also be discussed in more detail later. A wide range of respirable dust size, chemical and mineralogical analyses have been investigated, standardized and documented for use in various research investigations.This interaction and documentation of various respirable dust sample procedures, animal and medical tests, sampling and dust generation methods, plus size, chemical and minerological analysis applied in the five major areas of research investigation have served to create a very favorable synergism and rapid technology transfer in the respirable dust center."

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees&apos; working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees&apos; working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees&apos; working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees&apos; working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

This section contains a summary of our investigation of the soil conditions (type, porosity, moisture content, etc.) at the two sites (Lanse and Kato, Pennsylvania) selected for field testing of latex as a soil sealant. Other natural conditions such as rainfall, frostline, depth of the water table, etc., were also measured and recorded for possible later use in assessing the effect of the latex seal on the total environment. The numbered sites referred to throughout this report are shown on the maps of the Lanse and Kato sites (Figures 1 and 2). KA, RB and KC are positions at the Kato site - all other numbered positions refer to the Lanse site. Two other terms used throughout the report which should be explained are “horizon” and "profile". These are synonymous terms for soil layer, A horizon (or A profile) referring to topsoil and B horizon (or B profile) referring to subsoil. The properties that control the flow of water through the soil are of special interest because these will also govern the passage of a sealant into and through the soil. Normally the particle size distribution is a good measure of soil permeability, which is directly proportional to sand content and inversely proportional to silt and/or clay content. Tables I1 and I11 show the percentages of gravel or stones, sand, silt and clay of Lanse and Kato soil samples. According to the United States Department of Agriculture classification, the gravel is ,ignored and the residue separated into sand, silt, and clay fractions. Figures 4 and 5 indicate by means of the USDk soil texture triangle that the variability of composition of Lanse soil ranges from sandy loam in the creekbed to clay loam. The variation is even greater among soil samples from Kato. Porosity of soil, also known as percent voids, is another indication of how readily water will travel through soils. Soil density usually increases and porosity decreases with depth, and as expected, the porosity of the top soil at Kato, a forest, is exceptionally porous and open (see Table IV) The pore diameter and length of soil capillaries is extremely variable, and its distribution in the field is impossible to determine. In addition to the capillaries, soil also contains many macro cracks, crevices, and passages around stones and roots. All these affect the flow rate of water through soil. Poiseuille&apos;s law states that the rate of flow of a liquid through a narrow tube is proportional to the 4th power of the radius of the tube. Pore size normally decreases with depth and in soil containing appreciable amounts of silt and clay this is especially true. Thus, deeper soils should be less permeable and such was the case at Lanse and Kato.

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."
