The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. The selection of coal beds in Westmoreland County for coking tests was based, in part, on estimates of the coal reserves by Dowd,3/ who estimated the recoverable reserves in beds 28 inches or more thick, in thousands of tons, as follows: [ ]

A new, cheaper precipitation scheme has been developed to produce purified zirconium oxide, Technical-grade sulfuric acid is used to precipitate a basic zirconium sulfate from a hot dilute hydrochloric acid solution. With close control of temperature, pH, and zirconium - sulfate ratio, excellent purification and complete zirconium recovery can be attained. The process has been successfully applied for 3 months and has proved to be a more satisfactory procedure than the ammonium phthalate process used previously. The dynamic value varies with respect to both passage speed through the separating field and time of exposure in a preliminary treatment field . In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

The method of using large-diameter augers to recover coal was introduced to the mining industry about the end of World War II, and production of bituminous coal with augers has increased steadily to an estimated 7 million tons, or approximately 1.4 percent of the total mined in 1956. Although auger mining has proved to be a reliable and economical method of mining coal, a number of unfortunate fatal accidents have been experienced; consequently the need for these recommended safety standards is indicated for this comparatively new method of coal mining. As mining methods and equipment change from time to time and new hazards are introduced, these standards will be revised; therefore, questions or suggestions from the coal-mining industry will be welcomed and carefully considered.

The Bureau of Mines conducted an experimental degasification project in Island Creek Coal Co.'s Virginia Pocahontas No. S mine. Methane from the overlying Pocahontas No. 4 coalbed was entering mine workings in the Pocahontas No. 3 coalbed through fractures in the roof rock. Small-diameter (l-S/B-inch) holes were drilled into the overlying coalbed to reduce the gas pressure and intercept methane flows, which were piped to the surface through an underground 6-inch-diam steel pipeline. The total methane flow rate from the vertical holes averaged 150,000 ft3/day for the first month. Methane flows into the mine were reduced by 47 pet, thereby demonstrating the effectiveness of this form of degasification in reducing ventilation requirements and providing a safer working environment.

As U.S. mines go to greater depths, the high temperatures and humidities characteristic of such depths make it difficult to maintain a comfortable environment in working areas. Better techniques for cooling these deep working areas are needed. At the Homestake gold mine in South Dakota the Bureau of Mines has tested a water spray cooler inserted into the fresh air vent tube entering a warm stope. The cooler supplied more than 6 tons of refrigeration to the stope air, which dropped from an inlet temperature of 83° F dry bulb and 75° F wet bulb to 73.5° F dry bulb and 71.5° F wet bulb. These preliminary results show the water spray cooler to be a feasible concept. However, there is a need for substantial refinement and further testing, and work on the concept will be continued under contract to the Bureau.

Addition of an acid waste to an alkaline cyanide waste was investigated for five different combinations of electroplating wastes. At the optimum final pH values of the mixtures, metals and cyanides were almost quantita¬tively precipitated. No evolution of hydrogen cyanide was detected by a few additional processing steps, significant amounts of variable metals were recovered for recycling the waste-plus-Waste step is attractive because no reagents are required, metals arc concentrated, and a relatively harmless effluent that meets most water quality Standards for cyanide content is produced.

The Federal Bureau of Mines Boulder City Metallurgy Research Laboratory conducted experiments in order to develop a spectrochemical method for determining the concentrations of impurities In high-purity tungsten. This report presents a procedure, developed by these experiments, for determining 19 impurities in high-purity tungsten. Metal samples were thermally converted to the oxide, mixed with graphite, which was prepared and mixed with an internal-standard element, and excited in a d.c. arc. Sixteen of the impurity elements were determined with one set of conditions, using germanium as an internal standard. Lanthanum was used as an internal standard in the tests for boron and chromium. Molybdenum required the substitution of sodium chloride for the graphite and the use of copper electrodes. Data on the precision of the method are included in this report. The coefficients of variation vary considerably but average about 15 percent. Higher concentrations of impurities than those investigated may be determined with some modifications of the testing procedure, provided attention is given to the possibility of interelement interferences.

"INTRODUCTIONGomez and Austin (1,2) have recently described calibration procedures for quantitative chemical analysis of particles by energy dispersive spectroscopy using particles mounted and polished in a resin matrix and scanned by an SEM under computer control. Their software is specifically designed for the analysis of Si, Al, Ca, Na, K, Fe and S in coal particles, and in this case the resin is loaded with iodine (3) to enable the exposed cross-section of an embedded coal particle to be differentiated from the matrix. However, the basic ideas of their procedures could be extended to any system of particles where it is desired to measure inorganic species in particles containing light elements such 0, C, H and N which are not directly detected. In these circumstances it is necessary to perform a quantitative determination of the measured components, so that the equivalent volume of light elements in the excited sample volume can be estimated by difference using ZAF and other corrections applied to the raw count intensities.Part of their procedure involves a new technique (2) for estimating background spectrum intensities; the intensity for a particular energy window is then subtracted from the total measured intensity for that window to enable the concentration of the corresponding element to be calculated. In addition, corrections for overlap of peak spectrums are applied. For example, Figure 1 shows some typical spectrums for known materials for the system they used, demonstrating a wide Gaussian spread about the theoretical peak energy. Since background spectrum and peak overlap corrections require a knowledge of the composition of the material, as does the application of the ZAF corrections, it is necessary to have an iterative solution of the equation sets, starting with estimates of the composition based on initial count rate corrected solely for dead time and detector efficiency."

"INTRODUCTION Preliminary tests of the Oyon coal constituted part of a wartime exploratory and development program in which many agencies participated. The general objective was to find new and adequate source of fuel and other raw materials for greatly expanded industry.The Oyon coal field, known for at least a hundred years to the mining people of Peru, offers a possible source of high-grade process fuel for the growing metallurgical industries of South America and the Pacific coast. Santolalla 4/ reports that low-volatile coal from this region was used in local smelting operations as early as 1850. It has been mined in very small quanti¬ties for many years and used in neighboring mining camps and villages. Small quantities are regularly used at Oroya for the manufacture of carbide, and in recent years small-scale coking operations in specially designed ovens in the region have demonstrated that these coals will make dense coke.During this long period of desultory operations many small openings have been made scattered over a wide area in this general region, indicating very extensive occurrence of the coal measures, although systematic exploration work has not been undertaken. However, current development work of the Banco Minero del Peru has opened up several substantially parallel highly inclined or vertical beds of workable thickness and has followed these deposits to sufficient lateral extent to prove fairly well the existence of substantial reserves on this property."

"INTRODUCTION During the course of the investigation of the occurrence of manganese deposits in the western United States, laboratory studies of concentration were conducted at the Salt Lake City station on a sample of ore from the Lake Valley mines of the Newalpitt Fluorspar Corp. of Deming, N. Mex. The ore was reported to be representative of the type that would be mined for mill feed. The sample tested was found to be amenable to beneficiation by ore-dressing methods for the production of products that, when sintered, assayed over 44 percent Mn.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to Metals Reserve Company was ferrograde manganese grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., 0.18 percent; Al203, max., 6 percent; Zn, max., 1 percent, Al2O3,Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.0 percent iron, and 11 percent silica plus alumina. Premiums were paid for manganese content in excess of 48 percent and iron content below 6 percent, penalties being imposed upon products containing less than 43 percent -manganese, or more than 6 percent iron, or more than 11 percent silica plus alumina. The specifications for commercial manganese further required that maximum particle size be 12 inches and that, 75 percent of the product be coarser than 20-mesh. Therefore, fine material such as table and flotation concentrates had to be nodulized or sintered. In addition, oarbcnate manganese ores were not acceptable unless calcined."

"The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies.A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec.Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg!m3 (standard deviation= 0.03 mg/m3)from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0.10 mg/m3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. Jr was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed.Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining."

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. The inhalation of silica has been shown to produce a dramatic inflammatory and toxic response within the lungs of humans and· laboratory animals. Currently, no effective treatment exists for workers who may have been exposed to the inhalation of silica. The objective of this study was to develop an animal model in which we could evaluate the effect that anti-inflammatory steroids have on the acute silica-induced pulmonary inflammatory response. Male Fischer 344 rats were pretreated with either dexamethasone (2 mg/kg) or saline vehicle (i.p.) on days 1, 3, and 5. On day 6, the animals from the two groups were then intratracheally instilled with either silica (20 mg/0.5 ml saline vehicle) or saline vehicle (0.5 ml). Twenty-four hours after the instillations in the non-steroid group, significant increases occurred in total protein, total number of cells, neutrophils, and lymphocytes recovered from the lungs of animals treated with silica compared to saline controls. Silica also caused dramatic increases in the luminol-dependent chemiluminescence (LDCL) of lung tissue and bronchoalveolar lavage (BAL) cells. The LDCL reaction was markedly decreased by either superoxide dismutase (SOD) or N-nitro-L-arginine methyl ester hydrochloride (L-NAME). SOD is involved in the enzymatic breakdown of superoxide anion, while L-NAME, a nitric oxide (NO) synthase inhibitor, prevents the formation of NO. When the superoxide anion and NO react, they form the highly oxidizing substance peroxynitrite. This study then implicates peroxynitrite as an agent which may be involved in the silica-induced oxidant lung injury. When the animals were pretreated with the steroid dexamethasone, there was a complete protection against the biochemical, cellular, and chemiluminescent indices of damage caused by silica. The mechanism in which the steroid protects the lung from damage may be due to the ability of dexamethasone to block the induction of NO synthase. With further study in animals, the anti-inflammatory steroids may be useful in the treatment of silicainduced lung injury.

"The use of such methods and apparatus as the Dautriche method and the Mettegang recorder for the determination of the rate of burning of black blasting powder and other strictly burning explosives has been found to give such erratic results that no reliance can be placed on the data thus obtained. Consequently, investigators of those factors which may affect the burning rate, such as size of grain, absolute density, chemical composition, and means of ignition have had to rely mainly on observations made during practical use for determination of the part played by each. Such tests are very difficult of interpretation.The purpose of this paper is to describe a method used by the explosives division of the Bureau of Mines for the investigation of such explosives and to present the results of an investigation using that method.The investigation was concerned with the effect of grain size, initial pressure, and means of ignition on the rate of burning or rate of pressure development of black blasting powder as compared with pellet powder.The Bichel pressure gauge was used for these tests, with the slight modification to the apparatus and method described in U. S. Bureau of Mines Bulletin 15.4 These modifications consisted of reducing the speed of the revolving drum on which the time-pressure record is taken, measuring the speed of the drum by a belt-driven tachometer, and introducing an induction coil in series with the electric squib or electric detonator to mark on the time pressure record the instant at which the squib or detonator was fired."

Calculations based on data related to the electrostatic precipitator illustrate the variation in the electric forces on a particle with change in position in the ionized field. The feeble forces in some separators are explained by the low field intensity at midpoint locations between the electrodes. When the particles are in contact with the exterior surface of a rotating cylindrical electrode, a high field intensity at the electrode surface combined with the image charge results in large electric forces. The permissible feed velocity increases as the square root of the electrode diameter, providing high values in efficiency and feed rate capacity, particularly in surface-to-mass ratio separations such as are encountered in secondary materials recycling operations.

The Bureau of Mines investigated means of electrodepositing iridium to form thick coatings suitable for the protection of such metals as tungsten and molybdenum, which oxidize rapidly at high temperatures. Using a fused sodium cyanide bath, thick, adherent, and coherent deposits of iridium up to 15 mils thick were plated on tungsten and molybdenum substrates at 600° C and current densities of 10 to 100 ma/cm2. Limited oxidation testing of molybdenum encapsulated with pure iridium indicates that the coating may offer protection to approximately l,000° C in flowing air, but that at higher temperatures, the volatility of its oxide limits use of pure iridium. Alloy coatings of iridium with platinum, palladium, and rhodium up to 4 mils thick were formed from a fused sodium cyanide electrolyte; because their oxides are less volatile, these alloys may protect substrates at higher temperatures. Deposits made from aqueous electrolytes either had very low rates of deposition or were highly stressed and cracked when heavy deposits were made.
