In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

The Bureau of Mines investigated molten salt electrorefining 'n helium atmosphere cells as a means for the production of ductile vanadium. 'Electrolytes composed of NaCl-VCl2, LiCl-NaCl-VCl2, BaCl2-KCl-NaCl-VCl2 KCl-LiCl-VCl2, and CaCl2-NaCl-VCl2 were tested. Two electrolytes, KCl-LiCl-VCl2 and CaCl2-NaCl-VC12, were selected for laboratory-scale production tests. A molten salt electrorefining process was developed for the production of ductile 99.6 percent vanadium from a commercial 90-percent grade. Using the CaCl2-NaCl-VC12 electrolyte, an 87-percent recovery of ductile vanadium was made; an 85-percent recovery was made with the KCl-LiCl-VCl2 electrolyte.

The Federal Coal Mine Health and Safety Act of 1969 has placed stringent limitations on the noise levels in which employees may work. This act can result in both increased labor costs because of noise-exposure time limitations and in high capital costs for modification of present equipment, and the design of new equipment, to comply with the law. The development of new noise-control systems is thus of immediate interest to industry. A current Research program at U. S. Steel is aimed at developing methods of controlling both the exhaust-air noise and the mechanical noise of a Stoper drill, a pneumatic percussive tool used for roof-bolting purposes in coal mines which has an approximate air consumption of 100 cubic feet per minute. This program is being performed under a contract between USS Engineers and Consultants, Inc. and the Pittsburgh Mining and Safety Research Center of the U. S. Bureau of Mines. In previous work at U. S. Steel, kidney-shaped mufflers were designed that wrap around the air leg of the drill for control of the exhaust noise. These mufflers were designed with the aid of a digital computer program that predicts the acoustic performance of mufflers.

Physiol. 13): L165-Ll 70, 1995.-Infiammation and fibrosis subsequent to the inhalation of certain mineral dust particles has been suggested to result from the activation of eicosanoid synthesis by the alveolar macrophage (AM). To determine if surfactant modifies dust-induced generation of eicosanoids by the AM, we evaluated the effect of the surfactant lipid dipalmitoyl lecithin (DPL) on the production of eicosanoids by rat AM exposed to respirable silica dust in vitro. During the first 24-h exposure period, DPL alone significantly increased basal production of eicosanoids but completely inhibited silica-induced thromboxane A2 synthesis. In contrast, leukotriene B4 (LTB4 ) production was only partially reduced by DPL. During a second 24-h exposure period, LTB4 production in response to the highest dose of silica remained significantly elevated in the presence of DPL. Similar results were obtained when the surfactant preparation Survanta was evaluated. These results suggest that 1 ) DPL and Survanta independently activate AM eicosanoid production, 2) DPL and Survanta modulate the response of the AM to silica dust, and 3) L TB4 may be the most important eicosanoid mediator of the long-term effects of silica dust exposure on lung pathophysiology. THE OXYGENATED METABOLITES of arachidonic acid (AA) (here collectively termed eicosanoids) have been implicated as important regulators of lung physiology and are thought to be involved in pathophysiological sequelae such as acute respiratory distress syndrome, asthma, and the pulmonary complications of sepsis (20). This role is manifested through both direct effects on lung physiology as well as through an indirect modulatory effect on the release of other mediators of lung injury, in particular profibrotic cytokines such as the interleukins and tumor necrosis factor (15). Recently, exaggerated eicosanoid production by both the alveolar macrophage (AM) and the type II epithelial cell has been demonstrated to result from the exposure of these cells to several particulates, including crystalline silica (quartz) dust (5, 9, 17). These observations have led to the suggestion that eicosanoids play a major role in the etiology of pneumoconioses.Another secretory component of the pulmonary environment, surfactant, has been shown to modulate crucial AM functions, such as bactericidal activity and the recruitment of circulating immune cells (25). Indeed, an important feature of the lung's reaction to inhaled mineral dust is an increase in surfactant production, perhaps as a compensatory or protective response (1, 16). In addition, the alteration of the surface properties of mineral dust by surfactant or its components has been shown to influence the biochemical response of the AM to the dust, perhaps by altering the surface charge of the dust particle (11, 29, 32). And recently, Wallace et al. (28) have shown that the coating of mineral dust with surfactant, and its subsequent removal by lysosomal phospholipase, unmasks differences in dust cytotoxicity that are not apparent when AM are exposed to uncoated dust. Thus it appears that the inclusion of surfactant in in vitro exposure studies may be important in evaluating both the absolute levels of eicosanoid production by the normal and dust-exposed AM and the temporal relationship between dust exposure and the production of inflammatory mediators by the AM. Therefore, we characterized the effects of the surfactants dipalmitoyl lecithin (DPL; the primary lipid component of natural surfactant) and Survanta (a commercially available surfactant derived from bovine lung) on basal and silica-induced AM eicosanoid production during two 24-h periods after exposure to dust particles to both allow the enzymatic removal of surfactant from the particle surface and evaluate the k"

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

This was a study to identify and evaluate known technologies employing electromagnetic resonance phenomena in solid minerals for their identification and assaying, particularly assay logging of exploratory boreholes. A comprehensive literature search and study revealed some little known NMR (nuclear magnetic resonance) techniques developed by Professor G. J. Béné's group at the University of Geneva, Switzerland. These are suitable for use in weak, inhomogeneous magnetic fields. Laboratory NMR tests of numerous U.S. ore minerals showed good identifying signals from phosphates, fluorspar, bauxite, oil shale, and spodumene (lithium) ores, but not from the copper, lead, antimony or manganese ores tested. Use of EPR "signatures" for such ores is suggested. A conceptual design for an NMR assay logging system is proposed.

A molecular beam-mass spectrometer-low pressure flat flame apparatus has been constructed for the purpose of examining the chemical microstructure of normal methane-oxygen-argon flames and those inhibited with Halon extinguishants. Details of construction and performance of this apparatus and of related flame temperature measurements are given. Particular attention is paid to the empirical characterization of the perturbation to the flame caused by the sampling probes. The composition profiles obtained for normal flames are compared to those of flames inhibited by CF3Br. In addition to the usual stable species (CH4, O2, CO, CO2, H2O, H2, and H2CO), the inhibitor, its products and intermediates associated with its reactions could be followed. In particular, hydrogen bromide, bromine atoms, hydrogen fluoride, and carbonyl fluoride were observed. The relatively rapid disappearance of inhibitor and early appearance of fluorinated reaction products suggest a short lifetime for the CF3 radical in this system. Observation of COF2 suggests that CF3Br is effective as an inhibitor, at least in part, by virtue of its interference with the oxygen containing species of the normal chain reaction. Profiles of the 17+ peak at low electron energy suggests that the hydroxyl radical may also be sampled, but the profiles obtained are not yet sufficiently accurate to determine the effect of inhibitor on this important flame radical.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.

The greater part of these publications was available during the preparation of Geophysical Abstracts and Ms been abstracted in them. The rest was not received and remained unaccounted for. The degree and manner of packing of bulk materials influences all phases of their loading, such as by a front end loader or a dragline, and their mechanics of flow, such as through a binhopper or an ore pass. The most important quantity in analyzing the handling of a bulk material is its shear strength which depends primarily on the same parameters as those that determine the packing state. Some of these are size, size distribution, moisture content, particle shape, particle orientation, and cohesion. The variables that affect the packing state arc vibration, pressure, intensity of deposition, velocity of deposition, and, when the material is confined, container used. The analysis of packing by a number of investigators has been done almost entirely with spherical particles. Most of these studies have dealt with monosized spheres. There is scant information on particles with angular shapes. Since most of the investigations by far have been concerned with ceramics and powder metallurgy, the particle sizes and ranges of size distribution have been small compared to those generally found in mining after fragmentation.

Realizing the great importance and wide application of petroleum and its products for fuel,lighting and lubrication, and the absence of authentic and comprehensive information in the literature on the commercial value of American petroleums, the United States Geological Survey has for a number of years' been making analyses and other examinations of these oils and their products. In 1907 the technologic branch of the Survey began a study of certain economic problems having to do with the natural mineral oils. The prime object of the investigations was to determine the economic value of the petroleums and natural gases in the United States with special reference to the supplies in the public lands, and to ascertain how these resources could be utilized in the industries withleast waste and greatest efficiency. This work, which is now being conducted by the petroleum section of the Bureau of Mines under authority of the act of May 16, 1910, will include the collection at the wells and refineries of information as to the following details: Facilities for handling and storage at the wells. Facilities for transportation, whether by pipe line, rail, or water. Distance to the nearest port or center of industry and time necessary for delivery. Facilities for storage at such point of delivery. Suitability of the crude oil for fuel, or the treatment necessary to convert itmost economically into the best fuel. Best processes of refining or of converting the crude oil into its many products. The examination of these products. The utilization of the by-products and residues of the refineries. The collection of adequate and reliable samples, and the complete chemical and physical examination ofthese samples in the laboratory.

Accordingly, Dr. Pier and a large number of other men of the I.G. Farbenindustrie, A.G. plant at Ludwigshafen/ Oppau were further interrogated in July-1945. "This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. A method for the electrochemical reduction of the benzene ring was developed and applied to the electrochemical reduction of coal. Successive electrochemical reductions of a vitrain from low-volatile bituminous coal in ethylenediamine saturated with lithium chloride resulted in the addition of 53 hydrogens per 100 carbon atoms. Ultimate analyses and pyridine solubility of the vitrain recovered after each reduction showed that hydrogen added at the beginning has a much greater effect on solubility than hydrogen added at a later stage. Surprisingly, the removal of sulfur from the vitrain takes place only after the more reactive aromatic rings are reduced. Nuclear magnetic resonance analysis and average molecular weight determination of the extracts of the reduced vitrain samples, representing about 18 percent of the vitrain, showed that these fractions had 95 percent of their hydrogen content on saturated carbon atoms and an average molecular weight of 800 to 900. A study of the effect of operating variables on current efficiency showed that current efficiency is highest with aluminum as cathode material and with lithium chloride as electrolyte. A substantial increase in current efficiency of difficulty reducible olefinic double bonds was achieved by adding a proton donor. This result is significant in connection with the electrochemical reduction of coal which proceeds from readily reducible aromatic double bonds to difficultly reducible isolated double bonds. It is proposed that reduction is achieved by electrolytically generated and subsequently solvated electrons and hence does not require prior adsorption of the substrate at the electrode surface. This offers a distinct advantage for electrolytic reduction of sparingly or insoluble substrates such as coal.

The Bureau of Mines is conducting research on substitutes for chromium-containing alloys in order to conserve imported critical and strategic materials. Part of this research concentrates on finding low-chromium substitutes for heat-resisting stainless steels for the temperature range 600° to 800° C. Ferritic alloys are emphasized that have oxidation resistance provided by chromium contents as low as 10 pct and stress rupture strength provided by the precipitation of the chi(X)-phase intermetallic compound, (Fe36Cr12 (Mo, Ti)10). Initially, research was concentrated on selecting an alloy composition having a minimum chromium content with strengthening provided by the X-phase. An Fe-(10-12 pct)Cr-6 pct Mo-(1.5-2.0 pct)Ti alloy was selected. After the alloy selection, the tensile, stress rupture, and oxidation properties were determined. Stress rupture properties were found to be similar to those of 304 stainless steel. However, the alloys possessed brittleness during both stress rupture and tensile testing, possibly as a result of too high a content of molybdenum and titanium. Higher than expected oxidation rates were found that may be caused by the high molybdenum content.

This report describes a U.S. Bureau of Mines study on the hazards of large-scale conveyor belt fires in underground coal mines, as a function of both air velocity and distance from belt surface to gallery roof. The fire hazards considered were smoke obscuration, toxic effects of carbon monoxide (CO), and elevated air temperatures downstream of the fire. All of these hazards scale with the ratio of fire intensity to ventilation airflow. These hazards were all found to be greater at the lower belt-to-roof distance, owing to the greater fire intensities that resulted. The hazards of smoke obscuration and elevated CO levels were greater at lower air velocities. Smoke obscuration was found to be the earliest hazard, reaching critical levels before the stage of belt flame spread. Critical levels of CO and downstream air temperatures were not reached until the later stages of flame spread. Fire growth rates during rapid flame spread were much greater than rates measured during the early stages of belt burning. Data were analyzed to determine the early-warning capability of fire sensors. Smoke sensors provided the earliest warning, followed closely by CO sensors. Thermal sensors did not exhibit any early warning capability.

The Bureau of Mines evaluated synthetic fluorspars as substitutes for natural fluorspar in basic oxygen steelmaking using a high-temperature rotational viscometer and a quarter-ton basic oxygen furnace (BOF). Consider-able variation in stability and BOF slag fluidizing properties were found when using the initial synthetic products, but improved synthesis methods produced synthetic fluorspars that were generally comparable to natural fluorspar in laboratory testing. Trials in the furnace showed the synthetic products to be operationally the equivalent of natural fluorspar. Higher sulfur and phosphorus contents in some of the synthetic materials did not adversely affect the steel chemistry. Analyses of wet scrubber samples showed evidence that the pelletized synthetic fluorspars experienced greater physical and chemical disintegration than did natural fluorspar. It was also found that operation of a BOF without fluorspar is possible when making low-carbon steels because iron oxide is intrinsically generated as the slag fluidizer.

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.
