The 53 countries that constituted Africa in 1993 accounted for a significant portion of total world output of a number of mineral commodities. For the continent as a whole, world shares of most commodities showed little change from those of 1992 although most output volumes showed a slight decline. There were no significant production increases, but there were significant decreases of cobalt and copper because of political instability in Zaire and production problems in Zambia, of chromite resulting from cutbacks in South Africa and Zimbabwe, and of phosphate rock owing to a lower output by producers in general. (See tables 1 and 2.) Among the most significant mineral commodities produced in Africa, ranked by portion of world production in 1993, were diamond, cobalt, chromite, gold, phosphate rock, manganese ore, uranium and petroleum. Others of importance in world trade were andalusite, antimony, asbestos, bauxite, coal, copper, fluorspar, lithium minerals, platinum-group metals (PGM), titanium minerals (ilmenite and rutile), vanadium, vermiculite, and zircon. Several of these-chromite cobalt, diamond, and manganese-were not produced in the United States.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

A table of factors for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, at base conditions of 14.7 psia and 70° F, is presented. The table covers a pressure range from 10 to 10,000 psin in 10-psi increments and a temperature range of 0° to 120° F in 2° increments. The volume of helium is calculated from the observed pressure and temperature of the helium, expressed as a factor from the table, and the known internal volume of the container. The calculation requires a single multiplication. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah's coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah's coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah's coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

As part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U. S. Department of the Interior, is developing a dewatering technique that allows for disposal of phosphatic clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weightnonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater phosphatic clay wastes. A synergistic flocculation study was made to determine whether a portion of PEO could be replaced by other reagents. Several groups of reagents were tested: (1) those that increased the zeta potential of the phosphatic clay wastes; (2) those capable of hydrogen bonding; and (3) those which flocculated the phosphatic clay waste. Reduction in PEO consumption occurred only with addition of those reagents able to flocculate the slime. The use of natural guar gums resulted in a lower PEO requirement and also yielded a dewatered product of higher solids content, 43 to 45 percent, versus 33 to 35 percent obtained with PEO alone.

ANTICIPATING the eventual use of the huge tonnages of nonmagnetic taconites of the Mesabi range of the United States, the Federal Bureau of Mines is classifying and evaluating these deposits in detail. This introductory report describes work begun in 1954 as part of a long-range program to sample, classify, and evaluate important occurrences of nonmagnetic taconite on the Mesabi, range. Included in this report are brief discussions of the geology, history, and potential of the Mesabi range district and mining industry, together with a more detailed presentation of the sampling and metallurgical evaluation of these nonmagnetic taconite deposits. A total of 898 field samples was collected. Most of these were taken in the region between Grand Rapids and Chisholm, Minn., but a few came from the area between Chisholm and Buhl, Minn. Of the total samples, 865 were from open pit bank faces where the greater vertical distances presented by the cherty members facilitated the taking of a large number of samples. Conversely, the narrow face presented by the slaty members confined and limited the areas from which samples were taken. In addition, 33 of the field samples were taken from rock dumps in order to determine, in a preliminary way, the characteristics of these materials.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

RECORD production of portland cement, crushed limestone, marble, lime, and clays highlighted the mineral industry of Alabama in 1959. Among the States, Alabama ranked second in production of bauxite, and third in output of iron ore, scrap mica, and native asphalt. Alabama's mineral industry was dominated by the mining and processing of coal and iron ore, which accounted for 51 percent of the total value of production in 1958 and 1959. Other important industries were cement manufacturing, petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron Division of United States Steel Corp. (coal;. iron ore, limestone, lime, and magnesium compounds), Southern Cement Co. Division of American-Marietta Co. (cement, lime, limestone, and miscellaneous clay) , Woodward Iron Co. (coal and iron ore), Alabama Power Co. (coal), and Ideal Cement Co. (cement lime, and miscellaneous clay) .

This report describes the methods and results of field investigations conducted by the Bureau of Mines between December 1956 and December 1957 on seven deposits of nickel-cobalt-iron-bearing laterite and weathered serpentine near the west coast of Puerto Rico east and south of Mayaguez. These deposits were named, for purposes of identification, Guanajibo, Punta Guanajibo, Las Mesas, north and south deposits of the Rosario Southeast group, and the west and east deposits of the Maricao Southwest group. In addition, the lower 17 miles of the Guanajibo River Valley was tested at widely spaced intervals for possible concentrations of magnetite and chromite in the alluvial sands. The objective of the investigations was to appraise, by drilling and sampling, the two largest deposits--the Guanajibo and Las Mesas. Testing of the smaller deposits was much more restricted. Field investigations consisted of mapping, drilling with power auger, sampling drill-hole sections, and pre-paring samples for chemical analyses, mineralogical studies, and metallurgical tests. The work was financed jointly under a cooperative agreement by the Bureau of Mines and the Economic Development Administration, an agency of the Puerto Rican Commonwealth.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. Development of methanometers and anemometers for underground use in coal mines is reviewed. The first semicontinuous recording methanometer was developed in 1961 in West Germany. The Bureau of Mines developed an instrument using; pellesters that was a continuous recording methanometer. Expansion of freon gas created a vacuum which pulled the methane-air mixture through a tube to an electrically heated, catalyst-impregnated pellester where the mixture was burned. The National Coal Board of England developed a continuous recording methanometer based on the principle of the Davy flame safety lamp. A thermo-pile was used to sense the hurt output of the flame. Finally the Bureau of Mines improved its methanometer by eliminating the freon gas and using a diffuser head to a monitor methane-air mixtures. Development of recording anemometers proceeded from the use of a photo¬cell and light source to sense rotation of the Biram-type anemometer blades to the use of a Hall detector to sense, rotation by measurement of electromagnetic pulses.

"INTRODUCTION As virtually no published data are available on the sintering of fine, minus-100-mesh, ferrograde manganese ores, it is most opportune to present data on the amenability of various fine ores and mill products to the sintering process. These data cover the sintering or nodulizing of finely crushed, high-grade pyrolusite and rhodochrosite ores, sintering of manganese carbonate flotation concentrate, sintering or nodulizing the calcine from the deleading of a manganese oxide flotation concentrate, and sintering the calcines made in a Herreshoff furnace from the treatment of manganese sulfate products.If finely sized products are to be smelted in the present electric or blast ferromanganese furnaces, they must be sintered or nodulized. The only specification as to the size of the sintered or nodulized product is that it must pass a 6-inch screen and not contain over 1t-1/2 percent minus 20-mesh material. The minimum-maximum size has not been established. Undoubtedly this opti mum size will be set by the ferromanganese industry when ample quantities of manganese oxide sinters have been smelted."

The Bureau of Mines developed a rapid and precise method for predicting storage stability of motor gasolines. This method resulted from the investigation of many analytical techniques as well as a study of fuel composition and fuel component gum-forming mechanisms. The first section of this bulletin discusses the development of the prediction test through its several phases, including revision of the standard 110° F storage test; attempts to develop a modification of the ASTM D525 induction bomb test; and the ultimate abandonment of this procedure with the adoption of the 16-hour oven test that was both precise and rapid. The second section comprises a discussion of further studies of fuel com- position, including the reactivity of certain sulfur compounds and hydrocarbons to form gum. The compositions of various gums and inorganic deposits are reported in terms of elemental analysis and spectroscopic examinations. The reactions of tetraethyllead with selected hydrocarbons are also reported.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.
