Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

This paper introduces a new coal-based rotary kiln process of DRI production - the CRIMM process, which is developed by Changsha Research Institute of Mining and Metallurgy in the past years. Its main features are the use of composite pellets (in rotary kiln). The process consists of preparation of pellets from iron concentrate and coating of coal on their surfaces. The new process is able to overcome a series of defects of the conventional coal-based rotary kiln processes. A continuous test was conducted using an experiment rotary kiln (-0.6;, x 3 m). TFe of the magnetic iron concentrate used in the test is 67.25 per cent. TFe of the product DRI is 88.54 per cent, MFe is 84.11 per cent, S and P are less than 0.02 per cent. The metallisation ratio of pellet is 95 per cent. The pellet power ratio is less than 0.3 per cent. The utilisation coefficient of rotary kiln is 1.3 t/m'-d. The overall recovery of iron concentrates is 99.7 per cent. Two small industrial plants using the CRIMM process are being set up in China. Their coal consumption can be decreased to 520 kg standard coal per ton DRI respectively.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

In 2013 the Mopani Copper Mine Mufulira plant in Zambia embarked on a project that was aimed at improving concentrator recoveries. The project commenced with the automation of the milling and flotation circuits. This involved the installation of new instrumentation, namely measurement devices and actuators, and the connection of these to new programmable logic controllers (PLCs).The infrastructure changes were followed by the implementation of basic proportional-integral-derivative (PID) controllers on the PLCs. Supervisory control and data acquisition (SCADA) interfaces were also implemented to allow for switching between controller modes, inputting of setpoint variables and to provide a visual display for process monitoring. The final phase of the project involved the installation and commissioning of advanced process control (APC) solutions on the milling and flotation circuits. This work was carried out by Mintek over 21 on-site days. The APC solutions included the MillStar and FloatStar suites of advanced controllers.The MillStar control suite focused on stabilising the mill feed and mill discharge on the two primary mills as well as the flotation circuit feed. Mintek’s CyLas instruments, which provide a measurement of the hydrocyclone underflow angle, were also installed. The measurements were incorporated into the discharge stabilisation control on both milling circuits. The FloatStar level stabiliser controller provided flotation cell pulp level control on fourteen cells, including two columns.Performance tests showed that the Mintek APC system stabilised the mill feed and mill discharge while ensuring the process remained within operational constraints. The MillStar control system utilised the CyLas instrument to prevent roping on the hydrocyclone underflow. This was not always achieved under normal operation. Additionally, the flotation section was stabilised as a result of improved level control by the FloatStar control system.Performance comparisons showed that the Mintek control system improved the operation of the milling and flotation circuits resulting in a greater copper recovery.CITATION:Naidoo, A, De Gee, B E and Viviers, N, 2014. The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

The geology of the area studied is briefly described, together with the prospecting methods used in the search for copper, lead, zinc and uranium ore bodies.Four prospects, Mt. Corella, Yanasinga, Lawlor's and Greenmount, which were diamond-drilled, are described in detail and geochemical results are discussed in relation to the mineralization found. Copper anomalies were found wherever intrusive rocks were mapped, and showed a much closer relation to geology and mineralization than did the predominantly lead and zinc anomalies.Geochemical prospecting aids in the overall mineral search programme because of its speed and economy, as it helps to pinpoint areas worthy of detailed geological examination. Geochemical anomalies are a guide to favourable zones but may not indicate the presence of ore.INTRODUCTIONDuring 1953-55 the National Lead Company of New York carried out a search for minerals in an area south and west of Cloncurry (Fig. 1) in rocks of Precambrian age. After reconnaissance mapping, a number of prospects were chosen for closer examination by detailed geological mapping and geochemical sampling, and from these prospects, five sites were selected for drilling.This paper records the salient features of the exploration programme and discusses the geology and geochemistry of four of the prospects-Mt. Corella, Yanasinga, Lawlor's and Greenmount. Practically all the prospects examined showed high zinc "anomalies" or "dispersion" trains. Greta, Mt. Corella and Lawlor's prospects showed some copper anomalies and, to a lesser extent, lead anomalies. In particular, Greenmount exhibited striking copper anomalies.

Narrow vein systems represent an important source of gold, which have generally been exploited by small to medium sized companies. Their evaluation poses particular problems because of their grade and geological complexities. The determination of grade is arguably the most important activity in resource estimation, as it is generally grade and not tonnage that makes an orebody. This is particularly true of narrow vein-gold deposits whose resources are generally relatively small, though medium to high-grade (6 - 40+ g/t). They often display extreme grade anisotropy in all directions. Two grade populations are generally observed; 1) low, often subeconomic, background grades and 2) high-grades associated with discrete ore shoots. It is possible for gold to be distributed within the wallrocks as well as within the vein. Extremely high-grade values typify this style of mineralisation and require special consideration during grade estimation to determine if top cutting is valid or not. Estimation of both width and accumulation in 2D on vertical longitudinal projections or inclined planes have historically been used to evaluate narrow veins. Resource estimates based on traditional 2D methods is still widespread, but has in some cases been replaced by computer-based 3D modelling. Grade estimation methods are well-known, ranging from classical to geostatistical. Historically, classical methods such as inverse distance weighting have been used, though geostatistical indicator kriging methods are sometimes applicable. Geostatistical studies are driven by the production of reliable variograms, which in narrow gold veins is often problematic. It is generally difficult to define resources from drillhole intersections beyond the inferred and indicated categories with any confidence. In the majority of cases underground development is required to define measured resources and ore reserves. Trial mining/bulk sampling is often used to test estimated grades and also provides important data on ground conditions and the parameters relating to the proposed mining method required for ore reserve definition. Regular reconciliation should be undertaken between the estimated stope grades, grades indicated from stope/truck sampling and grades realised in the mill in order to determine whether correct evaluation strategies are being applied. The important feature of narrow vein-gold deposits is their strong geological controls; in response to this, geologists must understand the geology as best as possible.

Prominent among the ore minerals at Mt. Ellison, in the Brock's Creek district, Northern Territory, are a number of copper-bismuth sulphides wittichenite, aikinite, emplectite, in association with nativebismuth, chalcopyrite, bornite, chalcocite, sphalerite and linnaeite.Linnaeite and aikinite formed first and were followed by native bismuth. Wittichenite was later and substantially replaces earlier minerals. Replacement of aikinite by wittichenite has produced secondaryor reaction bismuth.INTRODUCTIONThe Brock's Creek district of the Northern Territory lies to the south east of Darwin and has been the locale of intermittent mining of small but rich deposits of diverse ore type. Gold, tin, and copper ores were recovered especially between 1890 and 1910 with minor exploitation up to the present time. Copper ores were of prior importance, the main production coming from supergene enriched deposits of chalcocite.The mines are situated in strongly folded Precambrian strata comprising slates, sandstones, volcanics and amphibolites with replaced haematitic rocks (Sullivan, 1953). The strata in the Brock's Creek area immediately north of the Darwin-Birdum railway line are domed around a roughly circular granitic mass some 5 miles in diameter. The Mount Ellison mine is located near the N.E. margin of the granite in metamorphosed basic country rock.Study of a series of polished sections from Mt. Ellison revealed the presence of linnaeite, chalcopyrite, bornite, aikinite, wittichenite, emplectite, bismuth, sphalerite, and chalcocite. With the exception of sphalerite and emplectite each of these minerals is prominently developed and intimately intergrown with the other constituents.

The Thames Goldfi.eld has been a major gold resource in the west of the Coromandel Peninsula, New Zealand, with the Waiotahi quartz vein system forming a large part of the field. Mineralisation is hosted by hydrothermally altered Miocene andesitic volcanic rocks. Both massive columnar-jointed and fragmental volcanic rocks are present. The vein system is dominated by the steeply dipping NE striking Waiotahi-Cambria vein, and associated splays. Hydrothermal alteration increases in intensity from isolated blocks of propylitic altered andesitic material, into the intensely clay altered equivalent. Low rank propylitic alteration is typified by chlorite, calcite and pyrite, with local illite or epidote. Clay alteration is characterised by illite, quartz, kaolinite and pyrite. While broadly forming halos around veining, intense clay alteration also occurs in strongly jointed portions of the hostrock.   Vein textures and the intense illitic clay alteration at Thames are similar to those in some of the other epithermal gold deposits of the Coromandel Volcanic zone, and in deposits of the Philippines, all related to andesitic terranes. Possible causes for textures and alteration being different in these deposits from the more classic Quartz-Adularia-Illite type epithermal systems may be that cooling/mixing rather than boiling dominates fluid evolution. Kaolinite may be also be a product of either of these different fluid types, or has resulted from overprinting of an illitic assemblage by downward percolation of acidic fluid.

THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

The use of black and white and colour infrared film in remote sensing of natural resources is reviewed. In heavlly-forested areas such as New Zealand, the main value of the method is in surveying the vegetation cover to detect the existence of plant communities characteristic of specific geological formations. By contrast in arid areas of Australia where the vegetation cover is sparse and where rocks and soils are well exposed, the method can be used in detecting different rock types or other geological differences.

The suitability of char from Yallourn brown coal as a filler for carbon electrodes used in the aluminium smelting industry has been assessed on the basis of the specifications usually laid down by electrode manufacturers for petroleum coke fillers. The purity specifications can be met by a simple acid leaching of the coal before carbonization. The true density of char produced at 1200°C is within 5 per cent of the specification figure, but the bulk density of char obtained from as-mined coal is only half that specified for petroleum coke.Although this can be increased to three-quarters of the specified figure by briquetting the coal before carbonization, further increases would be very difficult to achieve, as the remaining shortfall in density is due to an extensive microporosity developed in the particles of char during carbonization.

X-ray diffraction and differential thermal methods were used to determine the mineralogy of some clays used by the heavy clay industry in the Adelaide area. A detailed analysis was made of the mineralogy and particle size distribution of eighteen samples from beds in two pits in the Recent sediments in the Adelaide plains, of six white clays developed from the weathering of the Adelaide series of sediments, and of four Recent alluvial clays from a pit in the Mount Lofty ranges south of Adelaide. Structural clay products in the Adelaide area are manufactured from mixtures of these clays, so the mineralogy and particle size distribution was determined of eighteen clay mixtures used to make red bricks, cream bricks, facing bricks, pipes and tiles.Knowledge of this mineralogy is important in understanding the ceramic behaviour of the clays.INTRODUCTIONIn this investigation an account is given of the clay mineralogy and particle size distribution of some ceramic clays from the Adelaide area. The clays are used in the manufacture of structura,l clay products and the results to 'be described are part of an overall 'plan of study covering the heavy industrial clays and shales of Australia. Previous work has been published (Cole and Carthew, 1953; Ferguson, 1954; Ferguson and Hosking, 1955; Cole and Nielsen, 1958/59).In this work no attempt has been made to examine clays from all pits engaged in supplying materials for the structural clay industry. The reduction of geological risk for planning of high production longwall faces is essential. Geological and geophysical techniques applied at Huntly West Mine before 1989 were unable to reduce the geological risk to an acceptable level. The success of a trial long-hole directional drilling programme at Huntly West Mine (Fowke et al, 1989) has encouraged the Coal Corporation of New Zealand to use the technology long-term, for seam definition. Initial drilling in 1989 completed a total of 3543 metres, with the longest borehole length being 369 metres (limited by number of rods available). A major re-interpretation of seam structure resulted from the drilling, which was able to fill in seam details between surface exploration boreholes. The undulating thick seam conditions at the mine require a refinement of drilling strategies used overseas. Long-hole directional drilling also displays potential for inseam gas drainage. Gas flows of the order of 1000 L/min were initially indicated in individual boreholes. Other gas parameters of the seam have been studied by Beamish et al (1991), and highlight the significance of the natural gas resource in the Huntly Coalfield.   The continued development of drilling technology will be of major benefit sustainable development, particularly in policy.

A survey has been undertaken of the petrography of North Island greywackes with a particular focus on the occurrence in them of smectite (swelling clay) and chlorite, two minerals that are closely associated, chemically similar, and commonly interlayered with each other. Smectite is the mineral which is a major cause of greywacke aggregatesÆ poor performance. Smectite occurs in post-metamorphic shear zones and in surface weathering profiles over greywackes. This study focuses on the petrography of fresh greywacke rocks.   The occurrence and abundance of smectite and chlorite and their relationship in greywackes is largely a function of the chemistry of the sediment and the maximum temperature that the sediment has been subjected to during diagenesis and/or very low grade (anchizone) metamorphism. Rock chemistry, particularly total iron and MgO, determines the smectite and/or chlorite content in fine-grained greywackes (argillites and siltstones) but chemistry is less influential in sandstones, where at low grades of metamorphism much of the Fe and Mg of the rock is held in unreacted detrital minerals and the mineral constituents of lithic grains.   Four zones which represent different levels of diagenesis and very low grade metamorphism, based on the crystallinity of illite and chlorite in the greywackes, and the proportion of smectite interlayered with chlorite, have been mapped in the North Island. In the anchizone smectite does not appear as a discrete mineral, it is always interlayered with chlorite. In the upper anchizone chlorite contains approximately ten per cent of smectite interlayered with chlorite. In the lower anchizone about 30 per cent smectite can occur in chlorite.   In addition to the smectite and chlorite inherent in the greywackes as the result of the thermal overprint, smectite as a discrete mineral and smectite-chlorite interlayered minerals with high levels of smectite, occur in abundance on shear zone surfaces and in alteration zones adjacent to shear zones; these are the main contributers to the high levels of smectite recorded in many greywacke aggregates.
