"One of the contributing factors to the extreme cost escalation in the first decade of the 21st century was the increase in the amount and cost of engineering work that went into studies and projects. Various reasons for this were identified, including unsatisfactory productivity due to a shortage of experienced/qualified engineers, the increased complexity and infrastructure requirements of many projects due to location, metallurgy that is more challenging and increasing environmental and social requirements. These conditions often led to unsatisfactory project results in terms of cost and schedule blowouts and created a loss of confidence – both internally and externally – in the industry’s ability to complete projects on time and on budget.Technical fundamentals aside, the experience and effectiveness of project teams has had, and continues to have, a major impact on project cost, schedule and ramp-up to nameplate capacity and operating parameters. There are unfortunately too many examples of where project teams have not been as effective as they could or should have been, all to the ultimate detriment of the project.Using the authors’ extensive experience on both owner’s and engineer’s teams, this paper discusses some of the main reasons for suboptimal team, and hence project, performance and offers thoughts on how best to build and maintain project teams. The analysis and conclusions drawn are built around the Tuckman model of group development known as ‘forming-storming-norming-performing’, which was first proposed some 50 years ago. Over the 40 years that the author has been engaged in the Australian underground coal mining industry, there has been a continuous improvement in safety performance as the sector has grown in size and productivity. The underground environment hosts many hazards with significant risk profiles that are kept in check by effective health and safety management systems that have evolved largely following major underground disasters. In the 1989 best-seller The 7 Habits of Highly Effective People, the author, Stephen Covey, highlights the importance of maintaining not only ‘production’, but also, ‘production capacity’. When operating a modern flotation concentrator, production is often measured in terms of concentrate tonnage, tonnes milled and plant utilisation. There are very few metrics that focus directly on flotation equipment condition in relation to performance, which is analogous to Covey’s production capacity principal. It is evident on many mine sites that flotation equipment condition is not monitored on a proactive basis and that the prevailing culture is to wait for a failure, before addressing an issue.This paper discusses examples of how poor equipment condition can lead to production loss through poor metallurgical performance. Actual examples are given where these problems have occurred in operating plants. Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland. In-situ recovery (ISR) is accepted and applied across many geographies, and approximately 50% of the world’s uranium is currently extracted by using an ISR method (World Nuclear Association, 2014). The low environmental impact, the elimination of risk for mine workers and the fact that all of the lowest-cost producers of uranium use an ISR approach should raise interest from traditional miners (IAEA, 2014). However, the broader application of ISR to other commodities and mineral systems remains limited. A number of demonstration (experimental) copper projects have been undertaken (Sinclair and Thompson, 2015) with a few copper projects in Arizona being close to demonstration (Florence, 2018 and Gunnison, 2018). Evidence of very few economically operating ISR copper projects can be found (for example, the Russian, Uralgidromed OAO, built by the Russian Copper Company in 2005 and operated as an ISR facility from the Gumeshevskoye deposit (Russia Mining, 2018). A number of gold deposits, particularly paleochannel deposits, have also been considered for ISR, but, to the best of our knowledge, only limited demonstration and no commercial operations have been established, yet (Kuhar et al, 2018 and references therein).CITATION:Robinson, D J and Kuhar, L L, 2018. There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Traditional in situ fan flow test methods under accepted standards require determinations to be made of both static pressures and total pressures during testing. This is to determine the resultant velocity pressures, which are vital in the accurate determination of the final fan airflow. These crucial velocity pressure (Vp) determinations are normally determined using simple manometric instrumentation such as an electronic manometer or an inclined liquid filled manometer. There is relatively little noise or fluctuation in the static pressure determinations and they can be quite easily and accurately recorded. There is almost always considerable fluctuation in the velocity pressure determinations though due to the highly turbulent and irregular velocity profile normally found in such in situ installations. This velocity turbulence means that the recording of such data is subject to random human error as the observer tries to average such fluctuations mentally during the observation period. Worse than this, and in the extreme, the recording of such velocity pressure data could actually easily be misreported if, for some reason, persons chose to do so.The author has devised a field method using highly accurate quartz crystal logging barometers to objectively record these velocity pressures. The method eliminates the ability to either mistakenly or intentionally misreport these crucial velocity pressures and is carried out in parallel with the recognised methodology, so result comparisons can be drawn. As such, a far greater level of confidence can be achieved in the final flow performance results than using the traditional more subjective method. Further to this it is difficult and almost impossible to refute the results using this ancillary substantiation method.The accurate determination of fan flows due to the impost of the carbon tax has taken on much more significance given the financial impacts in Australia at this time. The methodology detailed herein can be applied equally for both fan flow compliance testing and the verification of mine airflow data for greenhouse gas emission evaluations.The paper utilises the results of one 24-point pitot traverse to demonstrate the various findings. These include the very wide range of velocity pressures, which were logged at most of the measuring stations. It also illustrates how the method is utilised and compares the results derived from both this method and the more subjective traditional method along with the benefits of logging the velocity pressure results during the testing process.CITATION:Rowland, J A, 2013. The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

Even though most major operating companies in the minerals industry have Board-level endorsed sustainability principles and objectives, design engineers typically have no mechanism that allows them to implement those objectives in their work. In addition, the existing project management systems do not readily deliver the innovative solutions needed to address key sustainability issues, such as those related to significantly reduced carbon emissions, minimal environmental impacts, and maintaining the societal ‘licence to operate’. SUSOP® (SUStainable OPerations) is an approach for the integration of sustainable development principles into the design of mineral processes, which has been developed through the Co-operative Research Centre for Sustainable Resource Processing (CSRP). Somewhat analogous to the well entrenched HAZOP (Hazard and Operability) studies, SUSOP® is a holistic, systematic and rigorous mechanism for identifying and assessing sustainability opportunities and risks at each stage of project development - from corporate planning, through design and operation, to decommissioning and rehabilitation – without compromising financial rigour. SUSOP® was developed, tested and enhanced through its application to real case studies in the minerals industry. This development path provided significant insights into the process of identifying and evaluating opportunities for improving an operation’s contribution to sustainability and its long-term business case.This paper will discuss the need for a methodical approach for integrating sustainability principles into mineral processing plant design, present the key elements of SUSOP®, and outline its development path through real case studies. In addition, the reasons why such an approach will have growing importance into the future will be raised.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. Incorporating industry best practice waste rock management methods can be a relatively straight forward task when preparing management documentation, such as an acid and metalliferous drainage management plan (AMDMP). However, a key difficulty is the incorporation of industry best practice methods that are practical and non-compromising on their purpose from a scientific standpoint. The second key difficulty is the implementation of these practical methods as various operational groups/departments are typically relied upon to execute and take ownership of different tasks or procedures.One approach to overcoming these difficulties is to develop an AMD Operations Manual (AMDOM) that:•Incorporates, where practicable and without compromising scientific merit, existing processes that those groups/departments ultimately responsible for the execution of the management action are familiar with; and•Provides standalone, simplistic, and easy to follow procedures for site personnel. The purpose of the standalone operations manual is to ensure site personnel who are responsible for undertaking specific procedures, have clear, step-by-step instructions for an individual procedure, without requiring interpretation and understanding of the more comprehensive AMDMP.In adopting a best practice approach to waste rock management for their iron ore mine in Western Australia’s Pilbara region, Roy Hill developed an AMD Management System that is comprised of both an AMDMP and an AMDOM that are connected through adaptive management processes. Transitioning to a green future requires the mining industry to adopt sustainable practices. Filtered tailings are become a key expectation of the communities we operate in and are growing in a number or mining commodities including bauxite, nickel, gold and iron ore. The filtration technologies required range from dewatering screens to vacuum and pressure filters. Particular challenges faced in iron ore applications include large scale which means several units of large size are often required. In addition, a high specific gravity that cause sedimentation issues and a high abrasion level make demands on achieving reliability level at above 90 per cent. This paper describes the testing, selection criteria and specific features required to provide a rational option for equipment and plant design. An example of how this has been applied in an iron ore application in Brazil is used to demonstrate a successful outcome. This project installed four overhead beam filter presses each producing around 200 t/hr utilising a recessed chamber plate, feed pressures up to 15 bar, cake thickness of 5 mm. The moisture lower than 20 per cent that was produced was considered to provide material with handling and geotechnical properties to guarantee a safe stacking. Regular high pressure washing at 100 bar was considered imperative to maintain cloth life and process performance. The correct management of the system (OPEX control) by PLC control ensures a balance between machine potentials and plant needs. With this equilibrium it is possible to limit mechanical wear preserving equipment lifetime.
