The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

The influence of three important para- meters which affect the induration of iron-ore pellets, viz temperature, time, and lime content, have been assessed in terms of internal pellet structure and commonly-used pellet quality criteria. The pellets studied were produced from a typical hematite ore from the Pilbara area of Western Australia, using a 25 cm dia. pot-grate test rig. Isothermal laboratory induration tests were conducted in accordance with a statistically-planned programme. The internal structures were studied by optical microscopic examination of polished sections of the test pellets. The effects of SFCA (silico- ferrite of calcium and aluminium) and slag formation, matrix consolidation and grain modi- fications were studied, and have been related to pellet properties and to the time/temperature histories produced by the firing conditions chosen. The implications of the data for commercial pellet plant operations are discussed.

The Lake Superior Region has been a producer of iron ore for over 150 years. Early mining operations concentrated on direct shipping ores, which are the result of post-depositional upgrading principally by deep weathering. As direct shipping ore reserves became depleted, the focus changed to the production of iron ore pellets from taconite. The post-depositional processes responsible for upgrading taconite are regional metamorphism, contact metamorphism and hydrothermal processes (Clout and Simonson, 2005). While these processes are important in iron ore genesis they can also contribute to liberation problems and in some instances reduced pellet quality (Han, 2004). Low-grade metamorphic mineral assemblages can negatively impact liberation and pellet quality. Low-grade iron formation may contain a suite of carbonate minerals including ankerite, dolomite, kutnohorite, siderite and magnesiosiderite. Variation in the distribution and composition of siderite and magnesiosiderite makes controlling the MgO content of pellets difficult. Carbonate minerals also require calcination in the pellet induration process, which requires additional heat to be added to the system, slowing down the induration process and reducing throughput. Prediction of carbonate mineralogy and carbonate mineral chemistry is an important goal of ore characterisation for pelletising properties. Contact metamorphism causes changes in mineralogy and grain size (Klein, 1973; Gunderson and Schwartz, 1962). Increasing the grain size of magnetite should improve its liberation characteristics. However, plant grinding targets may not allow the coarse-grained, more easily liberating magnetite ores to increase throughput and can actually result in decreased throughput due to recirculation. While magnetite and martite ores are well understood (Lukey, Johnson and Scott, 2007) late open-space filling microplaty haematite ores are not. These ores, while composed of similar minerals, have a unique genesis that results in fine grain size and complex textures that present liberation challenges and often make interpreting laboratory metallurgical test results more difficult.

The Pacific Mobile Belt (PMB) is characterized by old origin and complex evolution both in time and space. As the global structure, the PMB is a narrow tectonic region dividing two plan-etary hemispheres, viz. the Pacific and IndoAfro-Atlantic ones, the relative shifting of which defines the character of many geodynamic processes in this belt. The PMB features inhomogeneity of structure, special matter composition characteristics, sharply broken-out topography, and intensive fields. Generalized anomalies of the gravitational field closely correspond to the PMB boundaries defined by the real features, i.e. the andesite line and distribution areals of Mesozoic-Cenosoic granitoids. The belt boundary position is controlled also by seismic velocity anomalies at a depth of down to 200 km. The modern PMB deformation is defined by the left-hand equatorial shift and rotation of the Pacific Ocean counterclockwise. This rotation is non-uniform in time and of an oscillating character. The motive forces of the phenomenon are considered.

Following a theoretical consideration of the effect of flooding, fluidisation and softening on blast furnace blowing limits, results are presented which show the effect of these parameters on operation. Industrial trials on Oscar Sinigaglia No. 4 BF are reported and results compared with those obtained theoretically and in the laboratory. It is shown that in these trials the furnace operated at levels of fluidisation very much (80-90%) below those theoretically calculated whereas in some cases (high proportion of sinter) actual hot metal output was near the calculated flooding limit. However, it was observed that as the sinter percentage decreases also actual productivity becomes lower than the one caused by flooding. This gap, which increases as other ferrous components (essentially acidic) replace the basic sinter was explained by the softening of the burden under bosh conditions. Softening indices measured on the individual materials yield support to this explanation. Coke rates data show that for approximately every one percent increase in the basic sinter in place of blended sized ore, a coke rate decrease of 1.1 kg/thm results. For acidic pellets this value is 0.6 kg/thm. Results of breakdown and reduction characteristics are also given and their indices compared with actual pt oduction. Measures to improve operations are proposed.

The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

The paper describes a new process for filtration which combines the continuous operation of conventional vacuum filters with the low final moisture contents hitherto only achievable with plate and frame presses. The increasingly high portion of fine particles causes several problems in the filtration of copper concentrates. One drawback is that remarkable quantities of liquid are attached to the very fine particles because of their specific surface area. Furthermore, fine particles also reduce the size of the capillaries in the filter cake, thus increasing the critical pressure which any filtration system has to exceed to achieve the desired final cake moisture. The maximum filtration pressure of conventional vacuum filters is limited by nature itself and by practical aspects to approximately 0.75 bar. The hyperbaric filter combines the continuous operating principle with an increase in filtration pressure of up to 6 bar simply by placing the entire disc or drum filter inside a pressure vessel. The major machine components and process features are explained in the details of the paper. After extensive research and field testing, 23 ANDRITZ hyperbaric filters, with a total filtration area of 1968 m2 have now been sold. Seventeen of these units (1440 m2) are in commercial use and more units are, on order. Performance data on copper concentrates from plants in Australia, South America, Poland, Africa and North America are outlined in detail. Drill performance monitoring studies were recently completed at the Fording River mine, British Columbia. Microprocessor-based instrumen- tation and data analysis techniques were developed with the objective to improve short and long term mine planning. Data analysis permitted the identification of thicknesses and interfaces between soft/hard zones at depth based upon the recorded responses of the drill. Data clearly con- trast the soft coal seams and harder waste rock units based on variations in recorded drill rotary speed and torque, hydraulic downpressure, bail- ing air pressure and instantaneous rate of penetration. These parameters were monitored and recorded at 10 cm sampling intervals. Processed drill data was correlated with gamma logs, an existing means for locating coal seams and distinguishing between waste units. Current development of a pattern recognition module aims towards automated interpretation of drill data, identifying micro-and macro-geological and geomechanical rock mass characteristics. Delay between acquiring, processing and interpret- ing the drill data for practical use by mine personnel should be minimized. Integration of this technology with the mine's current main-frame based Mine Engineering Application System software will enable more accurate and timely annlication of the nrocessed drill data.

Proceeding from statistical data on the development of waste volume, an endeavour was made to characterise waste materials with regard to the applicability of treatments based on mineral processing. Many types of waste are characterised by a high heterogeneity. The separation processes used for processing raw minerals can also be used for separation of various waste mixtures. For some waste mixtures, differences in properties can be utilised for separation which are mostly less distinctive for raw minerals. The 3-D regular block model used for long term mine planning at Hamersley Iron did not fulfil the requirements for short term mine planning in terms of accurate representation of geological structures, contacts and boundaries in the orebodies. A computer model, based on zone plans, is being created as a single orebody model for all phases of mine planning. The zone plan is the primary interface between the geologists and mining engineers. It is essentially a bench plan at mid-bench height showing geological structure, material type boundaries, the grade and physical characteristics of ore blocks. The method allows for the dilution of ore zones by waste material. The stratiform nature of the orebodies allows zones of varying grade to be readily delineated on the plans. The Zone Plan Model (ZPM) is the interface between geological and mine planning computer systems. It is the basis of all mine planning with applications including long and short term mine plans, reconciliations, general ore reserve estimations, pit design and general model enquiries. The system was designed to be user driven. The user has complete control at all times as all computer generated data are fed back to the user who may then elect to override the computer. Various controls were built into the system to ensure model validity and integrity. The system has proved to be invaluable as a tool for users with little or no computing experience.

The Macquarie Dictionary defines `information' as: knowledge communicated or received concerning some fact or circumstance; (in communicating theory): a quantitative measure of the contents of a message. For mining companies investing in data capture and information processing technology for operations management is a key issue. Beyond producing performance related information that employees can relate to it is being able to deliver that information into the workplace when it is required, to the employees that can utilise it. To be effective the data needs to be received and understood as `information'. The technology is now available and proven to enable `information' to be delivered into the mining workplace adding value to the activities performed by mine employees. The application of computers and information technology in the mining industry has typically been limited to the resource definition and planning stages, accounting and administration and the process plants that treat the ores and minerals. The mining extraction processes that consume expenditure and determine output in a mining operation occur in an environment dominated by unpredictable events and variable conditions. The mining operation has long been regarded as an inexact science conducted in unpredictable circumstances with many independent variables affecting the output and resultant cost of production. Financial accountants keep track of expenditure and management accountants analyse the cost of production usually on a weekly or monthly basis but all this effort can't affect the outcome, that was determined by the real time events and variations of circumstances over a week ago. Such reporting and analysis can result in conclusions being drawn about what improvements can be made and how you might do better next time, but generally the data is not detailed enough, is inaccurate or misrepresents the real issues. The capital investment required for any mining operation is substantial and comparable to other industries such as manufacturing. The performance and utilisation of manufacturing plants is usually closely monitored down to the lowest level of detail. Many modern plants are controlled and optimised using programmable intelligent devices and monitors display real time performance to the operators and prompt them to make informed decisions to maximise production and minimise wastage. Technology suitable for the mining industry is now widely available and has proven to be a reliable and powerful tool for the optimisation of mining operations. This paper focuses on the latest information technology developed by Modular Mining Systems that has been implemented in mining operations worldwide. The benefits reported by the mining companies utilising real time information technology over the past 15 years have generally related to optimisation of truck fleet allocation and material blending. Some mining operations have reported improvements in equipment utilisation of greater than 20 per cent. With the development of real time graphical display screens in the operators cabins the benefits of information delivery can be harnessed to make employees more effective in the workplace.

The need to improve existing metallurgical processes and to develop new processes to meet the economic challenges that lie ahead requires the application of the tools of process analysis viz. mathematical models, physical models, pilot plants, laboratory measurements and plant tests. Examples of the application of these techniques to processes are described in this paper. Several of these techniques, combined with basic knowledge, are necessary to make improvements and for existing processes this always involves plant measurements. Also because metallurgical processes include extraction, refining, alloying, casting, mechanical working and heat treatment, an interdisciplinary approach to research and development is essential. This paper argues that metallurgical engineering is a discipline that is uniquely able to encompass the broad spectrum of chemical- and physical-metallurgy processes and is therefore essential to the health of the metallurgical industry.Regrettably many metallurgical engineering departments are not offering courses on process analysis, control, optimization, etc so necessary to meet modern industrial challenges.

Many mines have an interest in improving fragmentation at their sublevel caving operations in order to produce better ore recovery, lower dilution and less overbreak. The primary requirement for the extraction phase is to understand and optimise the flow of the fragmented rock in the rings including interactions with the caved material. Rock fragment formation is critically controlled by the blasting phase and can potentially be improved by optimising the dynamic energy distribution throughout the ring through the crafting of explosive charging, priming position and initiation timing. The modelling of fragmentation and damage due to explosive loading of complete rings is inherently and irrevocably a three dimensional problem that is difficult to address. We have therefore initially utilised an analytical code to predict vector peak particle velocities and energies that are restricted to the plane of a ring. Dynamic energy distributions based on common timing and priming practice have been compared with other possibilities using conventional pyrotechnic detonators as well as initiation designs based on accurate electronic detonators. The energy distribution can be quite subtly tailored to increase energy in appropriate regions or to decrease energy in the brow region for example to potentially reduce instability and the probability of misfires. We have also recently developed the capability to efficiently model particle flow using four-sided polygonal elements. Despite the 2D limitations of such a model this results in more realistic fragment interaction and stacking than can be achieved using conventional rigid circular elements. Modelling of a typical sublevel caving ring utilising these elements activated by the correct dynamics offers considerable potential for understanding the influence of the blasting energetics and timing on the complex flow and extraction process.

Bakelite is fairly widely known as a suitable material for the mounting of ore specimens, concentrates and tailings for microscopical study, but has not as yet had extensive application. It is the most suitable mount for specimens which are to be held in the mechanical holder of a polishing machine, based on that described by J. W. Vanderbilt*, which is installed in the Geological Department of the Melbourne University.Bakelite products are prepared by subjecting bakelite powder to a temperature of about 1600 C. under a pressure of approximately two tons per square inch for a period of four minutes. The shape and size of the products are governed by the use of suitably constructed dies. When the concentrate or tailing is mixed with the bakelite powder, a briquette is produced which can be polished so that the opaque minerals in the sample can be examined microscopically in the same way as in a piece of solid ore.
