Residual aeolian placers (RAPs) are formed by the wind, by preferential entrainment and removal of small and low-density detritusfrom a pre-existing, typically sedimentary sequence containing heavy minerals. Heavy minerals that are resistant to chemical alteration and either soft and malleable (gold), or extremely hard (diamond, sapphire, ruby, etc), are concentrated as a residual on the wind deflation surface, typically in the interstices between larger resistant clasts. RAPs form preferentially in arid or semi arid areas, where the vegetation is sparse or absent, and where topography and surface gradients are low, but may also form on beaches and in periglacial environments. RAPs consist of a continuous or discontinuous, planar or gently undulating horizon of heavy minerals in a single-clast-thick pavement of resistant pebbles, cobbles, or boulders, which mantles the present topography or palaeo-topography. Extreme wind erosion and surface deflation may condense the full pre-existing sequence into a layer of heavy minerals only. The grade of RAPs is substantially higher than in the precursor deposit, and commonly much higher than those typically found in most other placer types. Aside from their general occurrence as a thin pavement of resistant clasts, the best indicators of residual aeolian gold placers are the presence of wind-eroded stones (ventifacts) on the pavement, and the distinctive and unique shapes of aeolian gold grains themselves. The shape of the gold grains is progressively transformed by sand blasting during placer development, from grains with thickened rims, to toroidal grains on which the rims are æsplitÆ and peened inward toward the grain centre on one or both of the grain sides, to hemispherical or sub-spherical grains that are fully encapsulated by the in-turned rims. Gold that has undergone aeolian shape transformation is difficult to entrain and transport away from the site of aeolian concentration by anything other than mass movement or glacial processes. It is also easily retained by commercial recovery plants of any configuration.

The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.

The New Zealand Steel Ironsand Slurry Pipeline was successfully commissioned in February 1986. The project includes 18 km of high pressure, polyurethane lined buried pipe. McConnell Dowell Constructors Limited has developed a coupling which has allowed this pipeline to be fully welded. The design and development of the coupling and its application on this project is discussed.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. The recent paper by Bain (1981) contains an unfortunate, and potentially misleading typographic error. On page 9, second paragraph, Bain states that, "some samples of drill core from the (Candlow) Formation ... contain up to 90 ppm gold and 2 000 ppm arsenic". The gold value should read 90 ppb. In fact, in the original version of the paper (Bain, 1980), the gold value quoted was actually 60 ppb.Bain also refers briefly to some geochemical data which is attributed to me, and which I feel require some clarification.In addition, the paper contains some factual errors relating to the occurrence of carbonate and potential host rocks to Carlin-type gold deposits in the Candlow Formation.

Platiniferous horizons such as the Merensky Reef that are mined chiefly for their PGE contents constitute one end member of a continuum of Ni-Cu-PGE sulfide deposits; Ni-(Cu) sulfide deposits in which the PGE may or may not be by-products represent the other end of this continuum. Although it has long been thought that PGE-rich sulfides can only be developed by magma mixing in large magma chambers, new PGE data for the Bushveld Complex suggests an alternate model to account for origin of mineralization in the worldÆs most important Pt producer. Briefly, this model suggests that PGE-rich sulfides were initially deposited at depth below the Bushveld Complex as a result of interaction of a S-undersaturated mantle magma with S-rich crustal rocks. These PGE-rich sulfides were subsequently re-dissolved by a second magma, which introduced the PGE into the Bushveld Complex magma chamber, where the PGE-rich reefs were formed due to cooling of these magmas. If this model is correct, it means that large layered mafic/ultramafic intrusions are not a prerequisite for the formation of economic PGE-rich deposits. Exploration for Merensky Reef-type PGE deposits can be greatly facilitated by documenting variations in the background PGE contents of non-mineralized rocks collected on traverses across mafic/ultramafic intrusions; the mineralized horizons occur at cross-overs in ratios such as Pd/Cu, Pd/Se and Pd/S.

Mineralisation was identified at Gladstone Hill as far back as the late 1870s-early 1880s, shortly after the initial discovery of mineralisation at what is now the Martha Mine. Indeed, early recovery problems associated with the Martha mineralisation led to the preferred development of ore bodies within what is now the Union Hill Joint Venture tenement; ore bodies such as Silverton, Amaranth, and Union to name a few. Gladstone Hill forms the basis of the Union Hill Joint Venture, a 50:50 joint venture managed by Au-Ag Resources Ltd (a fully owned subsidiary of Otter Gold Mines Ltd), and Welcome Gold Mines Ltd (a fully owned subsidiary of the Normandy Group). The joint venture participants also operate the adjacent Martha Mine. Mineralisation of Gladstone Hill, as with mineralisation at the adjacent Martha Mine, has been interpreted as a low sulphidation epithermal Ag-Au system hosted within hydrothermally altered andesites of the lower Coromandel Group. Drilling in recent years has successfully identified extensive mineralisation associated with a number of vein sets throughout the tenement including the Gladstone Vein set, the Moonlight Lode and more recently along a north-easterly trend towards the historic Favona workings. A wide range of vein styles is apparent, ranging in character from thin stock works to broader lode-style banded chalcedonic to cherty quartz and have been interpreted as representing multiple phases of emplacement. At shallower levels mineralisation is often hosted by vein clasts within vent breccias. Visible gold is rare, with mineralisation generally associated with very fine-grained pyrite, arsenopyrite and minor electrum. Percentage levels of combined sphalerite-galena-(+/- chalcopyrite) have been intersected at depth however these have been gold poor to date. The potential for the Gladstone Hill area remains to be clearly defined as drilling to date has yet to close off mineralisation both along strike and down dip. If further drilling is successful, the joint venture partners believe Gladstone Hill could contribute significantly to the economic future of current operations.

The difficulty of accurately sampling cyanide gold bullion for valuation is well known, and nothing new or original is claimed in presenting this paper, but it was thought that a record of differences in the composition of bullion bars found here may be of interest to others, and perhaps helpful to those who have to do with theevaluation of cyanide bullion. This investigation was made after reading Mr. Sydney W. Smith's interesting paper on the Liquidation in Molten Alloys.*A method was in use of boring each ingot in two places and mixing the two borings for the sample. More accurate values were obtained, however, when the bullion was sampled in a molten condition immediately before casting into the ingot; the sample being so taken as to preclude oxidation of base metals before solidification of the sample.In all, samples from 32 ingots were assayed, and comparisons made between the existing boring sample and the proposed dip sample. Assays were also made of two other portions of the borings from each ingot, and the results show that in the majority of cases the borings sample assays higher in gold than the dip sample of the same ingot.The largest ingot cast weighs approximately 920 troy ounces, and has the dimensions shown in the attached sketch (Fig. 1). Ingots are cast in 0.1. moulds i in. thick, smoked and heated.METHOD OF TAKING BORING SAMPLES OF BULLION BARSThe bar is cleaned from adhering slag and drilled in two places only, to a depth of i-in., one hole on the top near one end and the other in the bottom at the opposite end of the bar.

At a regional scale, the Otago Schist has been divided into textural zones, metamorphic zones, structural transposition zones, and terranes and lithologic associations. Each of these subdivisions reveals aspects of the internal structure of the lithologically monotonous Otago Schist but, to date, a map of the schist derived directly from structural data has not been made. In the present study, digitised structural data from the QMAP GIS were used to make a form line map of Schist foliation which, in turn (and using certain non-unique guiding assumptions), was used to construct a provisional foliation thickness map of the Otago Schist. Contours of dominant foliation (Sp) thickness have been drawn from 4 kIn above to 16 km below the reference level of the Caples-Torlesse terrane boundary in the schist structural pile. A recent revision of the Otago Schist textural zone classification has shown that the grain size of metamorphic white micas increases progressively with textural grade. There also appears to be a correlation between schist mica grain size and foliation thickness. Using mica grain size, it may eventually be feasible to establish the vertical structural position of samples in greenschist facies parts of the schist pile to a precision of ¦ 1 km or better, even if they are in inliers or fault-bounded blocks. Foliation thickness and mica grain size are thus potentially useful tools for research and exploration in the Otago Schist in that they assist with structural interpolation and extrapolation. Even at this early stage of application they can be used to provide hitherto unobtainable, semi-quantitative estimates of displacement on Mesozoic and Cenozoic faults and folds.

"Mining geology as a defined profession is only about 100 years old. The successful modern mine geologist needs to be a multidisciplinarian, but also needs to maintain a focus on the key outputs of the role. The technical skills needed in the role have increased as mining methods move to increasingly mechanised techniques. As well as being the guardian of the orebody and ensuring minimal dilution to expected ore grades, the mine geologist should be competent in the 12-point mine geology process. It is shown that a differential colorimetric technique can be used as a routine method for the estimation of titanium in beach sands, and their ore dressing products. The method will tolerate the presence of most of the other elements usually found in beach sands. The accuracy is shown to be within the limits of ±0ò31 per cent for concentrates containing more than 95 per cent titanium dioxide and ±1 per cent for tailings containing 0ò2 per cent titanium dioxide. The method is described for use with a Hilger "Spekker" absorptiometer.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

An ilmenite ore from the Murray Basin was initially characterised using combined X-ray Fluorescence Spectroscopy (XRF), X-Ray Diffraction (XRD), Scanning Electron Microscope (SEM) and Electron Probe Microanalysis (EPMA) techniques. XRF analysis showed the ilmenite sample contained 58.7 wt per cent TiO2 and 26.2 wt per cent Fe2O3. Major impurities included: Cr2O3 (4.5 wt per cent), Al2O3 (2.7 wt per cent), SiO2 (1.9 wt per cent), Mn3O4 (1.5 wt per cent) and MgO (1.1 wt per cent). Manganese and magnesium were present as solid solution components within the ilmenite lattice while the elevated Al2O3 and SiO2 levels were due to separate aluminosilicate gangue minerals. Chromium was associated with discrete chrome spinel gangue phases of variable composition, (Fe,Mg)(Cr,Al)2O4. Quantitative XRD analysis of the sample identified rutile (12 per cent), ilmenite (11 per cent), and pseudorutile (67 per cent) as the main titanium-containing phases and chrome-rich spinels (seven per cent) as the major impurity phase. Minor quartz, aluminosilicates, zircon and monazite were also present. The ilmenite was mixed with synthetic graphite, pressed into pellets and reduced carbothermally in nitrogen at 1200 and 1400°C with C/O molar ratio of 1.2. Titanium oxide in the ilmenite was converted to titanium oxycarbonitride. Iron oxides were reduced to metallic iron. The Changes of impurities as a result of reduction was examined by SEM and EPMA analyses. Iron and chromium oxides within Fe-rich chromite were reduced to form a Fe-Cr-C alloy. Mg-rich chrome spinels were partly reduced at 1200°C. Zircon particles were not reduced at 1200°C, but were significantly reduced at 1400°C, with the particles becoming porous and the silicon being removed.

The prevention of silicosis by metallic aluminium has been reported by Denny, Robson, and Irwin in two papers. The first was published in 1937; the second in 1939. The results definitely established that silicosis was prevented in animals by the inhalation of small quantities of aluminium. The present communication records subsequent progress in this field of research.HARMLESSNESS OF ALUMINIUMAnimal experiments having served their purpose, it became necessary to consider means to test the discovery on humans. A question for immediate consideration was: Is aluminium harmful to man when inhaled as a fine powder? While the animal experiments were reassuring, since they conclusively showed the powder to be innocuous when breathed by animals, it was, nevertheless, desirable to have additional reassurance with regard to its effect upon human beings.Through the courtesy of the Aluminium Company of America and especially the valued interest in this problem displayed by that Company's Director of Research, Dr. Francis C. Frary, a study was made of the records pertaining to the health of a group of 125 employees who had for many years been engaged in the manufacture of finely powdered, metallic aluminium for the paint and ink industries. The conditions were such that these employees had inhaled varying and oft-times very dense concentrations of this powder daily over periods ranging from 6 to 23 years, the average 101 the group being 12 years. X-ray pictures of their chests showed no abnormalities attributable to aluminium. Their general health seemed better than that of the 3,000 workers in other sections of the plant. In fact, the early films of three employees in this group of 125 showed shadows suggestive of minimal tuberculosis, which shadows were not discernible in films taken after considerable periods of exposure to aluminium powder.The harmlessness of aluminium was; by this study, reasonably well established at the outset, a finding subsequently verified by Ontario research on humans.PROPOSAL TO TREAT HUMAN SILICOSISBased upon these findings, a proposal to treat silicotics with aluminium was discussed by officials of the Mclntyre Mine and the Banting Institute.

The æMountain Camp reefÆ at Alford's mine, Wakamarina,Marlborough, had no recorded gold production although assays of 5 - 26 g/t were reported, but it did produce c. l000 kg of scheelite. The lode consists of a lower massive quartz layer, and upper, cm-banded, ribboned quartz layers, and has a very low sulphide content. Within the massive layer, relict early fine-grained mosaic quartz with idioblastic scheelite is surrounded by recrystallised granoblastic coarse-grained quartz with calcite and plagioclase, in which an original ribbon banding texture is mimiced by strings of tiny inclusions. In both the banded and massive layers, rounded quartz grains, created by cataclastic milling of grain margins and along syn-vein fractures, have been partially annealed within later quartz overgrowths. Late fibrous quartz and calcite fill brittle cross fractures.   Deformation events D1 and D2 are associated with mid-late Jurassic metamorphism of the Pelorus Group, D2 producing the main regional schistosity (S2, and the earliest scheelite. D3 is an extensional mylonitic shear event that formed the dominant schistosity in Alford's mine (S3). The quartz lode was emplaced within the mylonite by a series of individual dilation pulses (D4). The D5 event caused crenulation of the S3 mylonite, kink banding and chevron folding of the S2 schist and S3 mylonite, and reverse faulting, rodding and cross-fracturing with late fibrous quartz-calcite veining of the D4 quartz lode.   Fluid influxes during successive dilations of D4 fractures progressively caused recrystallisation of earlier quartz bands on the footwall, annealing and recrystallisation of quartz along milled crystal margins and fractures, and deposition of minor sulphides. There was thus a dynamic interplay between fault dilation, lode fracture, fluid influx, lode band deposition, and lode recrystallisation. Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

Particles of a complex nickel sulphide concentrate (containing pyrite, pyrrhotite, pentIandite, and violarite as the major mineralogical constituents) were entrained in a stream of hot gas the temperature of which was varied from 500 to -1000°C. Chemical analysis of the particulates collected from the furnace was used to detect the rapid change in sulphur content which accompanied the ignition temperature jump. X-ray diffraction analysis was used to characterize the oxidized material.These techniques showed that ignition was dependent on the mineralogical composition and occurred over the temperature range 500-900°C. Pyrite ignited first in the range 500-600°C; pyrrhotite was the least reactivemineral and required temperatures in excess of 800°C for ignition. The nickel minerals <pentIandite and violarite decomposed before ignition and ignited at temperatures intermediate to those required for the pyrite and pyrrhotite. The ignition temperature for the pyrite was found to be independent of particle size and concentration of oxygen in the atmosphere.Ignition temperatures determined by the simulated flash smelting method were compared with the results of differential thermal analysis (DTA) measurements performed on the same concentrate. Temperaturesdetermined in the DTA test as corresponding to the start of exothermic activity were shown to be at least 100°C below those determined by the simulation test.

Despite a long history of production of industrial minerals and rocks, New South Wales still offers significant opportunities for exploration for and development of these minerals. Exploration for opal, sapphires, and zeolites in the State has been particularly encouraged by pioneering geological studies by the Department of Minerals and Energy, which have resulted in the development of important new geological concepts and exploration techniques. Large areas with potential for these minerals have not yet been tested. In the case of sapphires, the studies have identified a new type of deposit which is'the source of most of the sapphires mined from alluvial deposits. Recent price increases for heavy minerals, a re-evaluation of previous exploration in coastal regions, and a recognition of suitable environments in inland New South Wales have stimulated renewed exploration both onshore and offshore and have led to increased production. Significant potential also exists for development of a number of other minerals, including: topaz, which occurs in large, unusual and perhaps unique deposits in northern New South Wales; dimension stone (particularly granite); bentonite; diatomite; and silica for metallurgical use. Potential also exists for development of construction material resources, particularly construction sand, which is in short supply in the Sydney region.

The Myra Falls minesite, of Westmin Resources Limited, is located at the geographic centre of Vancouver Island, within the confines of Strathcona Provincial Park. The operation includes two active underground mines, II-W and Lynx, together with a modem 3650 1/d milling facility. Recent exploration successes will lead to the commissioning of a third mining area in late-1993 - The Battle/Gap Mine. These ore deposits are complexly metal-zoned volcanogenic massive sulphides of Devonian age, hosted in the Myra Formation of the Sicker Group volcanic assemblage. Three distinct felsic volcanic units are defined within the 450 metre thick Myra Formation. They are, from oldest to youngest, the H-W Horizon, the LMP Horizon and the Upper Rhyolite Unit. Massive sulphide mineralisation occurs throughout the property in the H-W and LMP Horizons. There are a number of orebody types, including polymetallic massive sulphides, polymetallic disseminated sulphides, zoned pyritic massive sulphides, elastic sulphide zones and stringer sulphide zones. Individual orebodies range in size from 10 000 tonne zinc-rich polymetallic lenses to the ten million tonne, zoned massive sulphide H-W main lens. The property has been in continuous operation for 26 years, producing over 13 Mt of ore averaging 2.2 g/t Au, 64.0 g/t Ag, 1.9 per cent Cu, 0.6 per cent Pb, and 5.6 per cent Zn. Current geological reserves stand at 12.5 Mt at a comparable grade, including 4 Mt of recently discovered high grade ore in the Battle and Gap Zones. Mining and milling methods have evolved over time to enable successful extraction and milling of these complex ores. Change is on-going with the recent conversion of the H-W Mine to large-scale bulk mining methods, and the development of effective computerised ore reserve calculation and mine planning tools. These changes, in concert with successful exploration techniques that led to recent high grade ore discoveries, have breathed new life into the operation and should assure its present and future viability.

This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.
