Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

Mining is a fundamental activity on which modern society and the world's economy are entirely dependent. Mining investors, large and small, invest on an international scale, frequently being active in several countries.   Prior to committing investment to new countries, the prudent investor will consider the risk involved by analysing a number of physical, financial, administrative and political parameters that impact on the potential financial returns it is seeking. This paper considers these risk factors in relationship to New Zealand and six competitor countries. The conclusion is that for reasons largely within the control of our politicians, New Zealand is a high risk country for mining investors.

In recent years the production of steel from directly reduced iron ore pellets has expanded rapidly. However, continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Although at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for direct reduction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluation of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those designed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of parameters such as reducibility, swelling and sticking tendency, however, it is necessary to develop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

Energy comes at great cost to our world and societies and therefore we should use it wisely and optimally. Societal pressure is enforcing this and the industry must respond by being proactive.The mine-to-mill approach to integrated mine and semi-autogenous grinding (SAG) mill optimisation demonstrated that throughput gains of up to 20 per cent could be obtained through a closer match of blasted run-of-mine ore to the feed best treated by a SAG mill. Since that approach was developed, new drivers have risen to prominence including environmental costs and impact of energy, water, waste. This is set against a backdrop of reducing ore grade and increasing demand that is pushing up our impact on the environment. The new challenges demand new approaches.This paper explores the opportunities in taking traditional approaches to optimisation to new levels of two-way integration and incorporating potentials for ore upgrade into circuit design. The new mantra may be æflexible circuitsÆ û designing and building for the present and the future by allowing for the uptake of new and future technology.

Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

Wollongong* is Australia's largest single centre of mining and metallurgy. Wollongong's total employment in manufacturing of basic metal products (over 26,500 in 1972/1973) was almost 50 per cent higher than that of Newcastle and double that of any other Australian city. Although the great bulk of this employment was in steelmaking, Wollongong's copper industry was also a significant employer. Wollongong's total employment in mining (4,900 in 1971) was second only to that of Newcastle among Australian mining centres. Although the bulk of Wollongong's mining is of coal, there is also considerable mining of blue metal, sand and clay. The Kauri Block (Hauraki Hill) andMatawai Valley epithermal vein systems, near Coromandel township, are hosted by hydrothermally altered Miocene andesites and Mesozoic greywackes of the Coromandel VolcanicZone. The hydrological setting of both geothermal systems was probably that of an andesitic volcanic arc. Two types of veins are recognised: 1. Simple veins composed of fine comb quartz, and 2. Complex (breccia) veins composed of vein fragments of sulphide-bearing, chalcedonic silica cemented by saccharoidal and fine comb quartz.   Pyrite, arsenopyrite, marcasite, and gold form the ore minerals. Both deposits historically exploited hypogene and supergene bonanza gold.   At Hauraki Hill, breccia veins up to 7m wide contain abundant fragments of recrystallised colloform banded-crustiform textured quartz veins ('Golden Cross' style) and were probably major channels for ascending deep mineralising fluids. Alteration assemblages are zoned with the higher elevations of Hauraki Hill-Bunkers Hill characterised by strong kaolinite alteration whereas deeper levels are dominated by illitic clays.   At Matawai, complex veins and hydrothermal breccias pinch and swell, and inflect, within a total width of veining and alteration that exceeds 50 m. The greywacke host rocks are altered to an assemblage of illitesmectite, quartz, chlorite and pyrite although there are pockets of kaolinite.   The proposed genesis of veins and ores in both deposits invokes episodic rapid mixing (quenching) of hot mineralising reservoir fluids with cool acid condensate waters, whilst acidification and increased fO2 triggered gold deposition. These hydrothermal systems heated up during their later stages and at Matawai visible gold was deposited from a late mesothermal stage. The main conclusion is that the northwest CVZ has excellent potential for large gold deposits (= 30 tonnes contained gold).

Mining is increasingly occurring near or below the water table. This has led to a higher rate of handling problems associated with increased moisture and increased adhesion, which lead to a higher rate of blockage events within the materials handling chain. Typically, these ores and minerals are known as ‘wet and sticky materials’.Currently there is very limited knowledge and/or methodologies for effective design of efficient materials handling systems when it comes to handling wet and sticky materials. However, there is one major parameter that significantly affects handleability of a wet and sticky ore; namely, its moisture content. Flow property testing has shown that when moisture is reduced, the adhesive properties of the ore are also significantly reduced, thereby increasing ore flowability.The research embodied in this paper investigates the moisture reduction rate through a loose packed bed of iron ore using dry, ambient temperature airflow. A comparison of the predictive capabilities of a proposed drying model to data obtained from on-site experiments using iron ore fines is made. Building on an assumption made by Hukill (1954), a second term has been proposed to account for rewetting effects in the drying process. Gravity methods of recovering alluvial gold are not very efficient at particle sizes below about 0.l mm. Whereas such gold may not have been economic to recover in the past, the same may not be true today. Centrifugal concentrators, like the Knudsen and Knelson bowls, are showing promise after an inauspicious start, at least in New Zealand. The large proportion of heavy mineral in many auriferous beach sands and the natural hydrophobicity of fine gold should make flotation an attractive contender for its recovery. The conventional mechanical flotation cell is effective, but roughing, scavenging and cleaning are necessary to achieve both high recovery and low mass Yield. More problematic is the difficulty of maintaining coarse and dense sands in suspension. The air sparged hydrocyclone is effective at recovering fine gold from a fine Colarado River sand, but is not effective for the coarse and dense beach sands of New Zealand. The flotation column shows much promise for these sands, when recoveries of over 80 per cent and mass yields of less than one per cent can be achieved in a single pass. The froth separator of the USSR and flash flotation could also be worthy contenders. It is felt that flotation could be limited to naturally and artificially de-slimed concentrates.

Cretaceous to Cenozoic sedimentary basins in Western Southland include a wide range of non-marine and marine sediments, in a structurally complex setting dominated by major fault systems. A reassessment of their mineral potential confirms large quantities of nonmetallic minerals (limestone, aggregate, marl), and smaller reserves of bituminous coal, lignite, clays, and oil shale. Hydrocarbon potential is largely untested. Metallic minerals are present in trace amounts, apart from platinum group minerals and some detrital gold. In the offshore area, seismic data suggest the hydrocarbon potential is significant. The Orepuki area has the most interest onshore.

Pyrite Bioleaching and Slag Neutralisation - Two Treatments in a Single Process for Recovering Valuable Metals from Both Materials Very often the production of copper sulfide concentrate yields pyrite concentrate as a by-product. This is the case at the Knre mine in northern Turkey. This kind of concentrate may contain low grades of valuable non-ferrous metals. Bioleaching of such pyrite concentrates is a processing technique to solubilise metals like copper, zinc or cobalt in a sulfuric acid pregnant solution. The pyrometallurgical processing of copper sulfide concentrate produces slag that still contains valuable metals in varying concentrations. Slag is used in many ways: as aggregates, ballast, pavement material, in cement production and glass making. Due to its relatively alkaline nature, it can also be used to neutralise acidic solutions. A preliminary study of the bioleaching of the pyrite concentrate (Co 0.28 per cent, Cu 0.56 per cent and sulfur as sulfide 42.6 per cent) produced at Knre has been undertaken with the assessment of the neutralisation of the acidic bioleach solution by using old slag (Co 0.29 per cent, Cu 1.70 per cent and sulfur as sulfide 0.89 per cent) stockpiled on the site. The main conclusions of the study were as follows: Knre pyrite was amenable to bioleaching at 40¦C. Cobalt solubilisation directly related to pyrite degradation reached a maximum yield above 90 per cent. Final copper recovery was limited to approximately 66 per cent not directly related to bacterial growth and pyrite oxidation. Slag could be used as a substitute for limestone as a neutralising agent in the bioleaching tanks. Cobalt and copper could be recovered from pyrite concentrate and slag simultaneously from both materials. A pre-feasibility study is underway to carry out a preliminary cost estimate of an installation for cobalt and copper production from these two materials processed in a single operation.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

Bacterial leaching of low grade quartz felspar porphyry copper ore was studied in large-scale laboratory percolation leaching columns.Limitations in the release of soluble copper showed up before fifty per cent recovery, due to occluding precipitates of iron oxides and hydroxides. Precipitates were removed by increasing the acidity of irrigation feed four-fold with respect to sulphuric acid. However, irrigation at low pH (pH 1.5) inhibited copper leaching. Resumption of bacterial leaching at pH2 was achieved by introducing a period of non-irrigation. The results suggest a 'direct' attack by bacteria on the chalcopyrite substrate rather than an 'indirect' ferric-leach mechanism.
