Sand production for use in hydraulic concrete is probably the most important element affecting the physical characteristics of the resulting concrete in the opinion of most engineers, aggregate producers and contractors of today, who are engaged in the effort to produce stronger concrete per unit of cement used. Their opinion is based on both laboratory and field results. In the past, proper cement production has been the object of most of the study given this subject and while it is still studied by the extensive and well equipped laboratories that are a part of every cement mill, as well as by all governmental laboratories, at the present time the object of most of these studies has been in the field of low heat and quick setting qualities rather than the effect on the strength of the concrete. It is recognized that concrete must have two important qualities; namely, workability with the least water possible, and uniformity. These qualities have been accepted as axiomatic and possible to obtain if the foreman in charge knew his business. Now, however, with concrete produced by plants that mechanically weigh and chart all the ingredients, including water, of a batch of concrete, the foreman cannot cut and fit his aggregates, cement and water to fit his own desires and the secret of the important qualities of workability and uniformity are found to lie largely in the sand, hence the attention given its production at the present time. With this condition in mind the engineers of the United States Bureau of Reclamation and the Six Companies Incorporated in designing the plant for producing the aggregates for the Boulder Canyon Project included every possible means for the production of a sand of a constant and acceptable fineness modulus as well as a constant moisture content, and for attaining these results with as few detrimental ingredients, like silt and vegetable matter, as possible. The writer of this article has not attempted to write a technical paper; on the contrary, he has tried to express in "steel-plant English," for steel men, a viewpoint drawn from his practice and experience. It is not his thought that it shall be taken as the "last word" in the making of this class of steel, or that good rimming steel cannot be made by any other practice. The paper was written to serve as the basis of a discussion from which it is hoped much benefit may be derived. The paper deals only with rimming steel made by the open-hearth process, and with the lower carbon steels, such as sheet and tin bar, rivet stock, skelp, etc., although good rimming steel as high as 40 to 50 carbon can be made by having good open slags and giving proper attention to working and tapping temperatures. Definition of Rimmed Steel Rimmed steel is sometimes called open or effervescing steel to differentiate it from killed or partly killed steel. It is steel made by a process which permits the free escape of gases from the metal in the molds. In passing up through the metal, the gases keep it in a rolling action from the walls of the mold inward. The top of the ingot rims in as the metal chills and the walls of the ingot get thicker, the center part remaining fluid until it reaches a pasty condition when it is covered with a cast-iron cap. The Charge In making up a charge for rimming steel, clean stock of a known composition must be selected, special attention being given to the analysis of the materials. The silicon in good rimming steel must be eliminated to a trace, therefore it is advisable to have a uniform amount going into the charge. Too much silicon gives a raw melting heat from which rimming steel is unlikely to result. For this reason a charge containing not to exceed 40 per cent. pig iron and 60 per cent. scrap, with no iron ore, is preferred to the Monell type of charge in which as high as 65 to 70 per cent. pig iron is used with a proportional amount of iron ore for the removal of the excess silicon and carbon. APPROXIMATELY 3500 people thronged the Hotel Statler from February 18 to 24 for the 173rd general meeting of AIME. It was a technical extravaganza in that 82 technical sessions were held, at which 500 authors presented some 350 papers. Fortunately, Jerry Peirce, outgoing President, didn't have, to preside at all the events although after his year's stint as President, he has more than a nodding acquaintance with some of the latest problems in the mining, metals, and petroleum industries. Although the Welcoming Luncheon on Monday noon was the official opening of the meeting, Local Section Delegates and the Board of Directors convened on Saturday and Sunday, respectively. The large attendance and business like demeanor of these two groups was in accord with the energetic and competent service they have rendered the Institute through the year. To the applause of engineers and their wives who thronged the grand ballroom of the Statler for the Welcoming Luncheon, President Peirce introduced Oliver B. Hopkins, president of the Canadian Institute of Mining and Metallurgy and C. Gerow, secretary of CIM. Dr. Hopkins brought greetings from the CIM and expressed his satisfaction in the splendid spirit of cooperation that exists between the two Institutes. Dr. Hopkins is president, Interprovincial Pipe Line Co., Toronto, and counts as a close personal friend M. L. Haider, who is the 1952 President of AIME and lately of Toronto where he was a director and general manager of Imperial Oil Ltd. Mr. Haider will be known shortly as Mike to thousands of AIME members as he makes his Local Sections presidential tour. There was a pause in luncheon proceedings when Judge Harold R. Medina arrived amid the applause of the audience and somewhat breathless from his trip via motorcade from an antitrust trial against investment bankers at the courthouse downtown. With the Judge at his elbow, President Peirce took the opportunity in his introduction to good humoredly chide the Judge for the vixenish habits of public servants in their treatment of astute businessmen. The successful inventor who patents his inventions is a monopoly; the copper manufacturer who buys his competitors a drink is in collusion; but the business failure need only look to the government for a subsidy, Mr. Peirce pointed out. THE desire of the engineers over the last few years, growing out of their contact with public affairs, that this Institute should take a wider vision than the narrower field of technology and should apply its skill to the development of civic problems which must lay in their foundation on engineering, has led to this discussion today. Some of us in San Francisco, in discussing this question of the relation of the engineers to civic problems, raised the question as to whether or not in this national emergency it was not the duty of the Mining Engineers to bring, forward their combined skill and knowledge and experience to bear upon the problems of the coal industry. This industry, considered as a whole, is one of the worst functioning industries in the United States. It is equipped with capital, with machinery, plants and labor to a peak load at least 20 per cent. above the average necessity. This peak load, therefore, involves the use of probably 100,000 men diverted from other productive industries; it involves an intermittency of employment through its whole personnel that results not only in a long train of human woe, but results also in a higher cost of coal -to the general public. The problem of whether the industry can, by any device, be cured or even partially cured of its intermittency, is solely an engineering problem. It is therefore an apropos problem for this Institute. Your President and myself and others thought that we could best develop this discussion by calling upon men of large experience in the particular branches of the soft coal industry, to bring the facts in front of this general committee, with a view to an exhaustive discussion and perhaps subsequently the appointment of a committee to formulate those facts and such remedies as may be developed into a report that would be of constructive value.

This paper contains an account of experimental results obtained in an extensive investigation of steels containing zirconium. There recently appeared' an announcement by F. M. Becket, at whose suggestion and under whose general direction this investigation was made, a statement of the outstanding features of the work and a brief explanation of the factors that led to its inception. It is not possible, in a paper of this character, to record all of the operating and test data collected, which includes the production of more than 350 heats of steel. The difficulty of a complete presentation is increased by the fact that several lines of experimentation are too incomplete to warrant publication of the results at the present time. In addition to the methods of manufacture and test employed in the work, there is described experimental evidence on which are based certain definite conclusions regarding the remarkable effects brought about by the presence in steel of relatively small percentages of zirconium. When added to a molten steel bath, zirconium combines chemically with dissolved oxygen, nitrogen, and sulfur, in the order named, and is capable of neutralizing the embrittling effect of phosphorus in whole or in part; although in the case of phosphorus there is no evidence so far of actual chemical combination. These effects arc not in the nature of suppositions supported by theory, nor is their existence deduced merely on the basis of analytical evidence. In each phase of its relation to or reaction with the four impurities mentioned, zirconium affects beneficiauy the mechanical properties of the steel to which it is added, in a manner which it is one of the purposes of this paper to explain in terms of a tentative working theory.

FOR the past eight years No. 2 mine of the Cumberland Railway & Coal Co., Springhill, Nova Scotia-a subsidiary of the Dominion Coal Co., Ltd.-has had an unenviable reputation for bumps. As the workings extended in certain directions under a greater cover, these bumps increased in severity and it became apparent that some change in the system of extraction was necessary if the mine was to continue to operate. In September, 1924, following several fatalities resulting from bumps, the Mines Department of Nova Scotia requested from the U. S.. Bureau of Mines the services of George S. Rice, Chief Mining Engineer of the Bureau, to report on the conditions then prevalent in No. 2 mine, Springhill. This request was promptly and courteously granted. Mr. Rice made a full investigation and a comprehensive and helpful report, which is embodied in the 1924 Annual Report of the Department of Public Works and Mines, Nova Scotia. Prior to 1925, the room and pillar method wasp employed and in January of that year (there being a cessation of work from March to August due to labor troubles) longwall retreating on the west side, on a limited scale, and in a small section on the east side of the mine was started. The major portion of the east side was not operated on this system till August, 1926, as there was developed a considerable area ready for pillar extraction between an arbitrary boundary and a point up to which bumps of any consequence had not been experienced. In the interval development work for longwall retreating below the 5900-ft. level was vigorously pushed. This longwall retreating system was suggested by Mr. Rice as a possible remedy and was heartily endorsed by the company officials. This paper describes the conditions and happenings subsequent to Mr. Rice's report and more especially the results with the longwall retreating system of mining under the peculiar circumstances pertaining to mining No. 2 Seam, Springhill, at depth, and records the conclusions which experience with several severe bumps under this mode of extraction would suggest. Except where necessary to make the paper intelligible as an entity any duplication of Mr. Rice's report will be avoided.

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines. BACKGROUND Until recent years most underground coal mines used direct current exclusively for all movable and for some stationary equipment. Exceptions were for permanent pumps, tipple, fan, and outside buildings where alternating current was normally employed. However, over 60 years ago there were mines with dual systems. Alternating current was used for cutting machines, drills, and pumps ; direct current for locomotives. There were no other machines as these were hand-loading mines. Research looking toward the reduction of the cost of roof support by substitution of longer-life materials for wooden timber is fully justified by the fact that roof support is an important element of all production costs. Permanent or semipermanent roof support will reduce the expense of timber-maintenance crews during steady operations, but even more markedly during idle periods. The management, therefore, is faced with the important problem of timber renewals, which in times of regular operation are frequently obscured by more urgent problems of production. Increased use of timber in the Anthracite Region of Pennsylvania is caused mainly by increased percentage of coal obtained from robbing areas, which requires more timber for safety than development work, and maintenance of long haulageways through crushed ground despite the fact that less coal is transported over them. The timber reserve in the immediate vicinity of the mines has been depleted to such an extent that it is necessary to secure 70 per cent of the timber requirements from distant sources. Originally, mine timbering in this region was done by largely utilizing round props or legs with round collars. The whole cross section of the tree from which timber was cut was utilized by forming the joints between the legs and the collars with saw and adze, using plank or round saplings for lagging behind the legs and over the collars to prevent material falling between them. The Mine Inspectors' report of 1898 records an important digression from the use of round timber, when two tunnels at the Babylon colliery, near Pittston, Pa., were timbered with 12 by 12-in. square timber sets with mud sills, through quicksand for distances of 425 and 160 ft., respectively. The electric smelting of manganese ore and the production of ferro-manganese did not exist as an industry, in the United States or elsewhere, previous to the outbreak of war in 1914. Ferromanganese had been produced, electrically, during times of high prices by two companies at Niagara Falls and by several European companies, but the production was spasmodic, and none was electrically produced when ferromanganese sold at from $35 to $40 per ton. Thus the electric smelting of manganese ore must be considered as a development caused by the high prices prevailing during the years 1916, 1917 and 1918, and the necessity of smelting domestic ore in order to fill the ferromanganese requirements of the steel industry of the United States, which increased from 189,088 tons in 1914 to 356,356 tons in 1918. The electric furnace is well adapted to smelting domestic ore because it can be located in small units near the source of ore supply. In 1918, the ferromanganese production of the United States was 333,027 tons, of which about 7 per cent., or 23,000 tons, was produced in the electric furnace. The electric furnace not only assisted materially in the development of a domestic-ore supply but made a considerable saving of coke, as it requires about 11/4 tons of bituminous or lignite coal per ton of ferromanganese compared with a blast-furnace consumption of 2.9 tons of coke per ton of ferromanganese. Some of the plants in the United States that smelted manganese orc in the electric furnace during the war and in 1920 are listed in Table 1. From early in 1919 to about February, 1920, little ferromanganese was produced in the electric furnace. During this period the price of ferromanganese (78 to 82 per cent. manganese) was about $100 per ton. During the first half of 1920, several plants resumed operation when the price of ferromanganese (76 to 80 per cent. grade) gradually increased to $200 per ton, delivered.

IT is common knowledge that the iron orebodies of the Mesabi range lie nearly horizontal and are of trough or blanket-like types. These orebodies are from a few feet to several hundred feet thick and vary from a few acres in extent to the size of the largest one, at Hibbing, Minn., which is over 1 mile wide and 3 miles long. They are covered with sand, boulder and clay overburden and occasionally, shallow depths of ledge material, varying in total depth from about 20 to 200 ft. Large areas are not capped with overlying ledge material; the top of the ore lies directly underneath the surface material. Because of the comparatively great tonnage of ore, open-pit mining has made tremendous strides since the first open-pit ore was shipped from this range by the Merritt brothers, from the Mountain iron mine in October, 1892, and along with the great development of open-pit mining on the Mesabi range has gone a tremendous change in the character of equipment used.

The National Bureau of Standards received, in August 1940, a number of samples of bridge wire taken from the cables of the General U. S. Grant suspension bridge over the Ohio River at Ports- mouth, Ohio. These cables were 7% in. in diameter under the wrapping and each was made up of 1458 ungalvanized wires of No. 8 gage in 3 parallel-wire strands. The choice of ungalvanized wire was based on the previous satisfactory performance of similar wires in other bridges over periods of 20 to 50 yr. of service(1).2 After about 12 yr. of service a number of breaks were discovered in the Portsmouth bridge cables, most of them at the anchor- age shoes, and they were replaced by cables made up of galvanized wire(2).

This paper discusses some fundamental metallurgical principles involved in production of sound cast bronze. In a previous paper the writers advanced the theory that "oxidation" in bronze castings is due to incipient shrinkage, and showed the effect of reducing melting atmospheres.' In the present paper the effects of certain impurities and of actual oxidizing conditions are shown. The appendix deals with the appearance of various inclusions. For many years the prevailing opinion has been that unsoundness, dark colored fractures and other phenomena accompanying porosity and weakness in bronzes are due to oxidation. The actual troubles are caused by fissures of intercrystalline type, which are often mistaken for intercrystalline films. These weaken the metal and make it porous. Grave doubt regarding the accuracy of the oxidation theory appears when several research papers presented within the last 10 years are reviewed critically. In 1919, Comstock2 conducted metallographic researches, attempting to identify "oxides" in synthetically prepared metals. He found that oxides of tin, aluminum, zinc, etc. are different from the intercrystalline films (or cavities) to which porosity is due. Apparently he believed that these "oxide films" may be caused by volatile oxides of zinc or of phosphorus or by dissolved gases thrown out of solution during solidification of the metal. In 1923, Woyski and Boeck3 definitely questioned the accuracy of the oxidation theory and indicated the danger from reducing atmospheres. They say that "oxidation, gassing and shrinkage may produce effects very similar." In 1926, investigations by Iwasé4 showed marked change in absorp-tion coefficients for various gases in copper above and below the liquidus.

Available high-fernperatzwe equilibrium measurements and other thermochernical data have been critically reciewed for sulfation reactions of the type: Recommended values for log K and ?Fo as junctions of temperature are given for thirty-six suck reactions involving twenty-six different metals. Methods of calculation and choice between conflict-ing data are discussed. SELECTIVE sulfation now enjoys a considerable renaissance as a metallurgical unit process due, in large part, to the available of the fluid-bed re- actor—a device capable of the close control of temperature and gas composition necessary for a successful sulfation process. An additional need, however, if sulfation chemistry is to be approached in a scientific manner, is a reliable body of data on the equilibrium and kinetics of sulfation reactions in simple and complex systems. This paper offers a critical review and compilation of equilibrium data on pure sulfates (simple systems). The last such review, by K. K. Kelley in 1935:30 has proven itself most useful, but the existence of many new data makes necessary a re-evaluation of the available information. The theory of elasticity, the science of the strength of materials, and all our calculations regarding engineering structures are based on Hooke's law, that in loaded bodies the deformations are proportional to the load producing them. Without this law it would be impossible to design intelligently engineering structures such as bridges, frames, axles, etc. This being the case, the proportional limit,l that is, the point at which deformation ceases to be proportional to load, is the most important factor in engineering design. Further, the working fiber stress should be fixed in reference to the proportional limit instead of, as is usual, in reference to the ultimate strength. The incorrect use of the ultimate strength instead of the proportional limit in setting the working fiber stress is probably due to two reasons: (1) it is a more delicate operation to measure the proportional limit; (2) it is usually assumed, though incorrectly, that the proportional limit is determined by the ultimate strength. In Germany the poin't at which permanent set first appears is often taken instead of the proportional limit. The two points will coincide if Gerstner's law, that elastic deformations are proportional to the loads producing them both before and after permanent set, is true; and the limit of proportionality and the elastic limit or point of permanent set will both be represented on a stress-strain diagram, by the point at which the line ceases to be a straight line and becomes curved or changes its inclination. It is to be further noted that the difference in definition between proportional limit and elastic limit introduces a difference in methods of determination in the testing laboratory. The German method of determining the elastic limit by alternately loading and unloading the test specimen is a lengthy process and time has in itself a very considerable influence on the results of physical tests.

This paper may be regarded as a report of progress of an investigation into the influence of prior exposure to different high temperatures, under different conditions, on the properties of steel after it has been cooled completely. The following are the chief divisions: II.—Experiments on toughening manganese-steel by sudden cooling. III.—A study of the critical points of common or carbon-steel, chiefly by examining the spontaneous retardations which occur in heating and cooling it, and by examining the ductility of pieces of steel which have been cooled suddenly from different temperatures by quenching them in water or brine. IV.—A brief note on Osmond's theory. V.—A study of the critical points by examining the ductility of pieces of steel which have been cooled slowly from different temperatures at, above, and below them. VI.—A description of the furnace used, with notes on thermoelectric pyrometry. It remains to throw further light on the questions studied by ascertaining the condition of the carbon and the hardness proper, and by studying the microstructure and the fracture of the many pieces treated. I hope to present later the results of experiments in some of these directions. With few exceptions, the experiments have been performed in my private laboratory. DURING a session on coal and coke at the February, 1926, meeting of the American Institute of Mining and Metallurgical Engineers, the writer called attention to the important work on the X-ray analysis of coal1,2 being carried on in England by C. Norman Kemp and his associates. This aroused so much interest that a paper on the subject was requested for the October meeting. It has seemed advisable to make this paper a preliminary survey of the present status in the application of X-ray methods to coal problems and to follow it from time to time with further articles as the art develops. A survey of this sort naturally divides itself into two parts, radioscopic analysis of the distribution of constituents through the body of the coal, and diffraction analysis of the state of association of the elementary components. In this article the subject matter concerning radioscopic analysis has been drawn almost entirely from the writings of Kemp and his associates and the illustrations have been specially furnished by him. It is a pleasure to record here a great indebtedness for this courtesy and cooperation. The subject matter and illustrations concerning diffraction analysis are taken from the author's unpublished researches.

The year of the Centennial is upon us. Not only is AIME marking its 100th birthday, but the cement industry is also celebrating 100 years of activity (see article by Roy Grancher, page 48). Fort Dodge, Iowa, and gypsum also tried to get into the act but missed by one year. Frank Apple-yard's gypsum article (page 53) informs us that the Fort Dodge area has been producing gypsum continuously for 99 years. That would seem to make AIME and the industrial minerals doddering oldsters. Not so-our Institute shows more energy than ever, and the word for industrial minerals is growth. These are the mineral resources of the future, the raw materials for the abundant life to come
