IN general, billet-type or long slender ingots are used when it is desired to produce directly from the ingot in one conversion a product of medium or small cross-sectional area. They are designed to eliminate the blooming and billet-mill stages of the usual procedure. As used at Connors, they constitute a means of keeping a continuous rolling mill busy in the production of high-quality small rods, small angles, hoop stock, baling ties and concrete reinforcing rods without the need for a blooming or billet mill. They represent sound steel with the best surface that is commercially practical to use in the rolling of small continuous mill products.

WHAT is written here features some of the things that I would say if I were to de- liver a Presidential address during the Annual Meeting to be held this month in New York. I am aware that custom favors written rather than vocal delivery of such a discourse; and, as this accords exactly with my own preference, I assure readers that they will never be called upon to hear these remarks spoken- anyhow, not by me. My year as President is drawing to a close. As I look back I like to classify and analyze the impressions that have been left with me. It has been a delightful and fascinating experience to me personally; I have appreciated the courtesies and aids, and have been deeply gratified at the honors accorded me. Perhaps the source of greatest satisfaction is the opportunity I have had to sense more about the provinces of this Institute and about the useful functions of the profession that it represents. For 38 years I have been a member. I served two terms as Director-one in 1914-'16 and again in 1927-'29. I have been honored by selection as a Saunders Medalist. I thought I was reasonably familiar with the functions, the ideals, and the activities of the Institute. But the things that I have discerned during the past year have dispelled that conceit. I still think that, a year ago, I was as well informed as most members; but since then I have had the rare privilege of executive service and insight. That has given me a perspective that I feel can be obtained in no other way-as I think the illustrious engineers who have preceded me in office will agree. I wish that I had the power to translate to every member somewhat of the feelings of pride in our organization that a year as President cannot help but instill.

THE extent of losses, due to evaporation, sediment, and water, in crude oil stored in steel tanks, is a very interesting question, and particularly so at this time, when every reasonable measure should be employed to eliminate all possible losses of this important natural product. Available information on this subject is incomplete; e.g., during the development of the Cushing Field, considerable surplus oil was stored in steel tanks, but from time to time, owing to changes in weather, somelosses by evaporation and short storage room on the leases, these tanks were topped out, thus rendering inaccurate any system designed to determine the average rate of evaporation or other losses of the oil over a given period. , Furthermore, the losses, as shown by the records at the time, as a result of hasty gages, failed to take into account the temperature and gravity of the oil. Losses may be classified roughly as occurring from evaporation, presence of sediment and water, and leakage. The coefficient of expansion and contraction of crude oil, in relation to temperature conditions, is of material importance; also, the rate of evaporation is dependent upon the gravity of the oil, as the escape of the lighter hydrocarbons in fresh Cushing oil, of from 40 to 42 gravity, on a warm day is considerable, and from available records of temporary storage, it is safe to assume that a loss of 1 to 13 per cent. in volume will easily occur in light crude oil of Cushing grade over a period of. 6 months, including the summer season. The presence of sediment, water, and other impurities, in the oil will also cause, more or less deterioration in quality, particularly when the fresh production is run direct from the. gage tanks, or from the wells on the lease to steel storage, as is often the case when an oil field is being rapidly developed. The bad oil will settle to the bottom of the tanks and may be determined by thiefing and running a centrifuge test on the sample. The amount of water in the oil depends entirely on the conditions under which it is produced. Sometimes in large producing wells, with heavy gas pressure, some water may come in with the oil, particularly if the well has been drilled to the top of a water sand. Under these conditions, cut oil is often produced, which, if not settled out, is carried over into the steel tanks.

As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the' 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. For, convenience of the members a summary of the additional in¬formation is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general. cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. HAVING reached the status of an octogenarian plus, I suddenly decided to take a trip to Great Britain by airplane, before the possibility of hardening of the arteries made such a program too precarious. Of thirty June and July days spent in the islands, five were spent in the south of Ireland, or Eire as the politicians like to call their country. On June 15 I arrived in Glasgow where a day was spent with old friends before moving on to Edinburgh, where the Institution of Mining Engineers was billed to hold its summer session. I had received a cablegram before leaving New York inviting me to attend the sessions which I accepted with avidity, spending three most enjoyable and informative days with old friends and the officers of the Institution, Douglas Hay, president; Ian McDermid, secretary; and members of the council.

The Phosphate Recovery Corporation operates three flotation plants, Nos. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine suspended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. l. INTRODUCTION. IN casting a thermal balance of the heat generated and absorbed in a blast-furnace treating lead-, copper- and similar non-ferrous ores, assumptions have always to be made for the values of the heat of formation of slag. ? Considering that the larger part of the charge introduced into the furnace comes out in the form of slag, the significance becomes apparent of a lack of heat-values for the singulo-silicate, which is the type of slags commonly made. The aim of the present investigation is to supply these heat-values as far as possible with the apparatus and the time available. The heats of formation of the ferrous and manganous bi-silicates have been determined by Le Chatelier; 1 those of some silicates other than iron and manganese by Tschernobaeff:2 finally Richards 3 gives a figure for a copper blast-furnace slag of known composition. The existing data and those resulting from the present investigation are assembled in Table VI. II. MATERIALS USED. The materials used in the experiments were silica, ferrous oxide, and calcium carbonate. Silica.-The silica sold in the market as chemically pure usually contains small amounts of magnesia, lime, and alumina, and is therefore not suited for the work. 1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

BORN on Sept. 9, 1855, in the city of Spalato, Dalmatia. Austria, Antonio Francisco Luchich was the son of Francis Stephen Luchich, a prosperous shipbuilder and ship-owner of Lesina. His mother, Johanna Giovanizio, was known to the people of Trieste as a woman of unusual learning and piety. After receiving his high school training in Trieste, Antonio Luchich entered the Polytechnic Institute at Gratz in the year 1875, graduating two years later as an engineer. He then entered the Naval Academy of Fiume and Pola as a Midshipman, receiving his commission as a Lieutenant in 1878. In 1879, then 24, Antonio Luchich obtained a leave of absence from the Austrian Navy and came to Saginaw, Mich., to visit an uncle. He remained in this country and on May 4. 1885 at Norfolk, Va.. he became Anthony Francis Lucas. an American citizen.

HOLDING the annual dinner-dance of the Institute at the Waldorf-Astoria had become such a tradition that there was widespread regret when it became known that the demolition of the building to make way for a huge office structure would perforce bring to an end the long and enjoyable series of gatherings our Institute had held there. This year the . Commodore was the place at which it was held and the commuters on the New York Central and the New Haven railroad systems, at least, found it a more convenient place for them. Except for the famous "Hoover" dinner, which will probably set a mark for all time, it was the largest dinner the Institute held, 1000 being present, and it taxed the facilities of the hotel to the utmost.

AT its meeting on May 21, the Board of Directors approved the recommendations submitted by President Lovejoy and named a nominating committee for the year that is especially well distributed as to major technical interest and as to geography. As may be seen from the list published herewith, two come from the East, two from the Midwest, and three from the far West. Mr. Linton, the chairman, has been a valued member of the Institute for 36 years. A memorandum drawn up by Paul D. Merica, representing the A.I.M.E., and W. R. Barclay, representing The Institute of Metals of Great Britain, setting forth a reciprocal plan for special memberships in each Institute for members of the other, was discussed. Both societies already have formally approved the plan in principle and Dr. Merica was clothed with full authority to agree on a few small details that have not been settled, and conclude the arrangement in behalf of the Institute.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." Beyer Barometric Condenser The Ingersoll-Rand Co. is now offering to the trade complete steam­condensing plants for all service conditions. This equipment includes the Beyer barometric condenser, for' which the company has secured the patent rights, Imperial duplex and Ingersoll-Rogler straight-line reciprocating dry vacuum pumps and, where required, Cameron simplex and centrifugal pumps. The Beyer barometric condenser is of the counter-current type, in which air and cooling water flow in opposite directions. The steam inlet is at the bottom of the condensing v el, the water inlet above and the air-removal opening at the top. The sheets of cooling water over owing the pool at the inlet point meet the entering steam. The two are brought into intimate contact by conical baffle plates which assist the water to absorb to its full capacity the latent heat of the steam. The non-condensable air liberated in the condensing action rises through the falling water to the removal point at the top, being cooled to practically the temperature of the incoming water. A JOINT meeting of the Canadian Institute of Mining and Metallurgy and the American Institute of Mining and Metallurgical Engineers was held at Spokane, Wash., and Cranbrook and Kimberley, B. C., on Oct. 13 to 16, 1926, with a total attendance at one or another or all of the meetings of about 300 members, ladies and guests. At the opening meeting, on Oct. 13, in the Davenport Hotel, Spokane, about 175 were present. The morning was occupied with addresses of welcome by M. H. Sullivan for the Columbia Section, who called on Mayor Charles A. Fleming, President John F. Davies for the Chamber of Commerce, and E. R. Hannibal, president of the Associated Engineers, each of whom heartily welcomed the visitors. Philip N. Moore, former president, and special representative of President Samuel A. Taylor, replied for the A.I.M.E., and Lewis Stockett, president, and Charles A. Banks, chairman, British Columbia Division, Canadian Institute of Mining and Metallurgy, and Henry M. Parks for the visiting A.I.M.E. sections, made appropriate responses on behalf of those they represented. The members and ladies had luncheon with the Associated Engineers. Philip N. Moore addressed the assembly on "The Opportunity of the Engineer"; an excerpt from his address appears on another page. At the afternoon meeting, with Lewis Stockett in the chair, Frank M. Smith was asked to make a brief statement of the proceedings of the Silver Producers Association in Denver. Supplementing his talk by placing a well-prepared statement on "Silver and the Plan of the Royal Commission on Indian Currency and Finance" in the hands of those present, he narrated what had been undertaken by the Silver Producers Association and what they hoped to accomplish.

WHEN an Alaskan prospector makes a new mineral discovery he stakes out his claims and then starts prospecting for a near-by landing field. This may be a convenient lake but more often it is a gravel bar along a river, where, by cutting off some brush and throwing the larger rocks to one side and then tying a flour sack to a pole, he may decoy some intrepid aviator into testing it gingerly with the wheels of his plane. It was only a few years ago that .the fence around the baseball park at Fairbanks, Alaska, was taken down so that planes could get in and out of the ball park without ripping off boards. Today the grandstand is lost among the modern hangars which line one side of a modern and busy airport. Planes come and go all during the day, and in summer, when there is no darkness, the night stillness is frequently broken by the hum of a motor overhead. Fairbanks is the hub of interior Alaska and from that hub airplanes radiate in all directions to mining camps large and small. An air industry of comparable size is based at the town of Anchorage, and in fact there are but few towns of more than 200 population in the Territory that do not have one or more planes based there.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.
