IN THE FIELD of track haulage, interest has seemed to center on the question of larger mine cars both for handling material from loading point to shaft bottom or surface, and for shuttle service. Saving of time in car changing is obvious if larger cars are used. In addition, shorter trips result where car transportation is from face to opening without transfer. This also brings about side-track and equipment savings. Track shuttle service, using large automatic-dump cars (10 tons) between loading machines and trip loading point, has been a satisfactory solution for the operator who mechanizes a working mine regularly equipped with a large number of small mine cars. This development in track shuttle haulage, has made track installation and maintenance increasingly important, requiring closer supervision.

DETAILED programs for the Regional Meeting to be held at Boston, on Aug. 29, 30, 31, will be available on arrival at the Copley-Plaza Hotel, where registration will begin at 10 a. m. on Wednesday morning. The opening session will be non-technical in character and will be called to order at 11 a. m. Hector J. Hughes, Dean of the Graduate School of Engineering of Harvard University, and others will speak, and in the afternoon visits are to be made both to Harvard and Massachusetts Institute of Technology. Wednesday afternoon will be devoted mainly to the opening of an exhibit of geophysical instruments and methods at Tech. On the way back to the hotel a tour of Old Boston will permit the visitors to see many of the historic points of the city. A special meeting of the Board of Directors has been called to be preceded by the usual subscription dinner at the University Club at 6.30 p. m. Owing to limita-tions of room, invitations have been sent only to the usual list designated in the By-Laws, the Directors, past officers, chairmen of sections and of technical committees. The dinner and a brief business session of the Board will be followed by a technical session at the Copley-Plaza at 8 p. m. and this in turn by a buffet supper at the University Club at 10 p. m. Sep-arate entertainment is being provided for the women for the evening. Thursday will be devoted to technical sessions both in the morning and afternoon. If necessary to permit adequate discussion, an overflow session will be ar-ranged in the afternoon. In the evening, a subscription dinner will be given at the Copley-Plaza at which past-presidents John Hays Hammond and Robert H. Rich-ards will be guests of honor. It is promised that speeches will be short and dancing will be arranged for following. The women will be offered a luncheon and bridge party at one of the country clubs on Thursday, and Friday will be devoted to an all-day excursion for both men and, women. Members are asked to register promptly on arrival so that the various committees will know as early as possible for how many to provide. The major part of the technical program has been provided by the Committee on Geophysical Methods of Prospecting, and a series of papers of great value and interest in this new field has been brought together. Abstracts of substantially all of them are printed in this issue of MINING AND METALLURGY and the papers themselves will, with one or two exceptions, be avail-able in printed form at the meeting and later in the regular publications of the Institute.

FOR a number of years the petroleum department of The Chase National Bank has been making a continuing study of the financial aspects of thirty oil companies. (See Pogue and Coqueron, "Financial Analysis of Thirty Oil Companies," pamphlet, The Chase National Bank, November 1945, for data covering eleven years, 1934-1944, and the list of the companies making up the group. See also "Capital Employed in the Petroleum Industry," by the same authors, M&M, November 1944.1 This group represents a large sample of theAmerican petroleum industry, covering about two thirds of the business. Certain aspects of this study concern the capital employed in crude oil production, the main features of which arc presented in this paper.

In the death of Major A. B. desaulles at South Bethlehem, Pa., on Dec. 24, 1917, the Institute lost a valued and esteemed member, one of the last few of those who, in May, 1871, at Wilkes-Barre, attended the first meeting of the Institute, in response to a call that had been issued by R. P. Rothwell, Eckley B. Coxe, and Martin Coryell. Major desaulles was born Jan. 8, 1840, at New Orleans, and was the son of Louis and Armidc Longer desaulles, each of French descent. As a boy he was privately tutored in the South, and then schooled in New England to enter the Rensselaer Polytechnic Institute, where he was graduated with honors in the class of '59. Following his graduation he studied in France and Germany for two years, returning to New Orleans in 1861 to enter the Confederate Army, in which he served with distinction as an engineer throughout the Civil War, rising to the rank of Major and the command of his Corps. After the close of the war he pursued his studies abroad for another year, returning to New York in April, 1866, when he became engineer for the New York & Schuylkill Coal Company, and remained at its plant near Wilkes-Barre until October, 1871, when it was sold to the Philadelphia & Reading Coal and Iron Company. He then returned to New York where for several years he was engaged in the practice of his profession. In 1869, he married Catharine M. Heckscher, daughter of Charles Heckscher of New York City. Mrs. desaulles survives him. In 1876, Major desaulles became superintendent of the Dunbar Furnace Company in Fayette County, Pa., with which company he remained until 1883. As a feature of the Pittsburgh meeting in May, 1879, Major and Mrs. desaulles entertained the members of the Institute at dinner at Dunbar on the occasion of the Institute's visit to Dun-bar furnace. In 1883, he took up the formation of the Oliphant Furnace Company in that county, of which he became and remained the head for five years. He was then called to the superintendency of the New Jersey Zinc Company at South Bethlehem, Pa., in which position he remained until his retirement,from active service in 1911, maintaining, however, hi.; keen interest in the metallurgy and smelting of zinc, in collaboration with his son Charles, a member of the Institute and a Director of the American Smelting and Refining Company. From 1888, until his death, he resided in South Bethlehem, a prominent and highly respected citizen of that progressive and stirring community. Major desaulles was a member of the Protestant Espicopal Church, and at the time of his death was a vestryman of the Church of the Nativity at South Bethlehem. He was president of the Men's Club of the Church of the Nativity. His kindly nature led him to take an active interest in the promotion of healthful sports among young men. He was ever active in all things pertaining to the general welfare and uplift of his fellowmen. In his death the profession has lost a distinguished engineer and mctallurgist and our country a patriotic able citi-zen and man of affairs—one greatly beloved by those whom he honored with his friendship, and respected and looked up to by all who were privileged to know him.

SECONDARY copper1 has &come more or less of a bugbear generally. What is its influence is often the subject of heated argument. The inedapable fact usually quoted is that since in 1929 primary production of copper in the United States was 1,026,348 tons and secondary production was 626,550 tons, there- fore, 0.6 lb. of secondary is produced for every pound of primary, and "How can you get around that?" The matter seems very plain, now that I have reached my conclusions, but they are the result of much laborious study and research. I shall show that' the production of secondary copper is not 0.6 per lb. of primary, in spite of statistical appearances; that the production of secondary is a function of primary production rather than of price; that secondary production has 'only a sub-. ordinate influence on the price of copper and then only in abnormal times; that there is not an accumulating reservoir of secondary from which the country is some- time to be drowned in copper, as is believed by some, or a reservoir from which we are going to draw much needed and more or less inexhaustible stores in the future, as is believed by others; and finally, that the United States always produces more copper than it uses and exports the surplus. These are all controversial points, and for that reason and to anticipate argument I have set forth my reasoning in considerable detail.

MANY attempts have been made to write a formula by which to calculate the strength of steel from its chemical composition, but most of these endeavors have failed because there were too many disturbing conditions. It is idle to collect from the pages of trade-papers, books, or the proceedings of scientific societies, a multitude of observations. The combination of such results will simply show that steel of the same composition will vary in tensile strength through wide limits-a fact that has been known for generations. That cold-working, overheating, and many another form of heat-treatment alter fundamentally the strength of steel, is ancient history, although it is only recently that the microscope has pointed out the road to an explanation of the phenomena. It may be urged that the microscopic structure must be taken into consideration in any formula giving the ultimate strength, but from the standpoint of the present investigation this is unnecessary. We are trying to determine primarily, not what changes in ultimate strength may be made by variations in the condition of carbon, but what effect is produced by changes in the amount of carbon, when its condition remains constant. For such an inquiry, in order that the condition of the carbon should remain as nearly uniform as possible, it is essential that all test-pieces be made under the same conditions; and it is be¬lieved that the tests described in this paper satisfy that require¬ment. The investigations were made at the works of the Pennsylvania Steel Company,. THIS process is performed in the Pernot puddling furnace; it removes from 75 to 80 per cent. of the phosphorus, most of the sulphur, and practically all the silicon, from crude iron, in from five to eight minutes. It has been in regular use since March, 1877, and has prod uced over seventeen thousand tons of washed metal for the open-hearth furnace. During two years, nearly all, and lately, all the open-hearth steel produced in these works has been made from about 5 tons of washed pig and 2 tons of scrap per open-hearth furnace heat. There are 12 open-hearth furnaces, of which 4 to 9 are running, according to the state of orders. A large amount of highly phosphoric iron from France and Belgium has been also washed and then puddled for parties who have taken, or are expected to take, licenses. The washing of pig for puddling, however, is not a practice at Krupp's works, because pure pigs are nearly as cheap as impure ones. The author and his assistant, Mr. Laureau, spent, during the last month, three days at Krupp's works, examining this process. They copied out of the office books characteristic analyses and physical tests, some of which are given herewith. They also brought hone many samples of pig, cleaned metal, puddle bar, and steel, which they saw treated. Analyses of some of these samples appear in Table IV. As there are no blast furnaces at Essen, the iron is melted in two Bessemer cupolas with fore-hearths; they melt 12g pounds of iron with 1 pound of coke. The metal is run by a spout from the fore-hearth into an opening at the side of the main door of the washing-furnace. The Washing furnace.-This is a regenerative gas furnace. It has a Pernot revolving-hearth of 12 feet external diameter and 3 feet depth. (See Plate.) The four regenerator chambers have 780 cubic feet capacity, which is about the same as the average regenerator capacity of open-hearth steel furnaces of equal tonnage. The lining is 13 inches thick on the sides and 9 inches on the bottom, thus giving a hearth 9 feet 10 inches by 2 feet 3 inches deep. The lining is composed of lumps of highly refractory ores

COMMENCING in 1922, each year a lecture has been presented to the Institute of Metals Division at this February meeting. The range of subjects has been very broad. Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole to point out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things. THE Institute of Metals Division of this Institute held a joint meeting with the American Foundry- men's Association on Oct. 5-9, at Syracuse, N. Y. The registration at this meeting was about 150. There were four meetings in all, three of which were in con- junction with the American Foundrymen's Association. This combination works out very nicely and gives the I Division a number of practical foundry papers that it would not get otherwise. The sessions were well attended and the discussion was active. The session on Monday morning was of a general nature and consisted of the following subjects : " Refractory Problems in the Non-ferrous Electric Furnace Casting Shop, " "Temperature Control of Non-ferrous Alloys," "Atomized Coal System of Non-ferrous Melting," "Material Handling in a Brass Foundry." On Tuesday morning, the session was on "Aluminum and Its Alloys." The paper on permanent mold castings created a large amount of discussion, in fact so much that it had to be renewed after the close of the regular program. Aluminum is assuming a more important place every year and adds greatly to the program as a whole. One of the most remarkable meetings that this Division has ever had was held on Tuesday at noon in the form of a Round Table discussion, headed by G. K. Elliott, chairman of the Division, Cincinnati, Ohio. Mr. Elliott divided the members present, numbering about 80, into groups as they were seated at the tables. Each of these groups suggested a topic for discussion. They were as follows : "Fluxes on Market ;" "Simplification of Alloys;" "Pyrometric Control;" "Effect of Gas- sing Metal and Control;" "Barium Sulfate Added to Electric Furnace to Create Slight Oxidation to Remove Aluminum and Silicon;" and" Nickel in Brass."

The objective of this program was to conduct dust surveys at six longwall sections having double-drum shearers, that were regularly in compliance, and to identify the dust control techniques that were the most effective. As each of the mines selected had a record of regular compliance with the Federal Dust Standard, all sampling was "short-term" (often less than 30 minutes) and no attempt was made to relate the survey results to dust-sampling results obtained by the companies for compliance purposes. The sampling procedures (1) used during this survey were developed jointly by the Bureau of Mines and Foster-Miller Associates, Inc. In addition to monitoring dust levels, measurements were also taken throughout the shift to monitor airflow along the face and water usage on the shearer. This program was a cooperative effort of the Bureau of Mines and the Mine Safety and Health Administration (MSHA). The following MSHA health specialists contributed to its successful completion: Paul Lenyo, CMS&H, Dist. 2; Ellis Mitchell, CMS&H, Dist. 3; Carl Jenkins, CMS&H, Dist. 4; David Stritzel, CMS&H, Dist. 8; and John Prelc, CMS&H, Dist. 9. RESULTS CUTTING SEQUENCE - WORK LOCATION At all mines surveyed, an important factor in controlling dust exposure at the shearer is the design of the cutting sequence so as to allow the shearer operator to work most of the time on the intake-air side of the lead drum. It is generally accepted that most of the dust generated by a double-drum shearer comes from the lead drum, which in the raised position normally takes a full sump. Because the position of the drum that is in the raised position determines the horizon control, the operator must be close enough to carefully monitor its operation. Therefore, his position relative to the lead drum has a significant effect on his dust exposure. Dust profiles, such as those constructed from data collected at Mines A and B (Figure 1), show the large gradient in dust concentrations that can exist between the intake and return air side of the lead drum. When the primary cut is taken head to tail, the lead drum is downwind and dust levels can be maintained at a low level until air has passed the shearer (Mine A). Thus, shearer operators can stay in relatively uncontaminated air. When the primary cut is taken tail to head, the lead drum is upwind of the shearer controls, resulting in higher dust concentrations at the shearer operator's work location (Mine B). At the mines where this cutting sequence was used, it was company policy for the shearer operators to walk on the intake side of the lead drum, returning to the controls only to adjust the height of the lead drum. DIRECTED WATER SPRAYS AND PASSIVE BARRIERS It is not always possible to keep the shearer operator on the intake air side of the lead drum. Various techniques have been tried to keep the dust generated by the shearer away from the machine operators when they work adjacent to the shearer. At all mines visited, the external water spray nozzles were directed so that dust from the shearer was directed downwind and toward the face, and away from the shearer operators. The effectiveness of using external water sprays to keep dusty air close to the face was noted during Bureau of Mines efforts to develop improved water spray systems (2). Laboratory and underground tests showed that water sprays located properly and directed downwind can create aiflow patterns that move dust generated by the shearer toward the face and away from the shearer operators. Sprays directed upwind, into the airflow, can actually move dust away from the face

AS an evidence of the fact that mines safety is not being neglected even in the remote district of the Philippines, a short account is appended of the organization and activities of the Mambulao-Paracale District First Aid and Mine, Rescue Association, whose headquarters are at Jose Panganiban Cam, Norte P. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.

AS A whole, engineering schools have not awakened A to the fact that the workmen compensation laws passed in most of our states between 1914 and 1917 effected a quiet but none the less real revolution in. the relations between labor and management; no longer are industrial accidents unfortunate or careless happenings over which we feel a humanitarian interest and sorrow, they are a cost of the process and the finished product, as vital as improved design and increased efficiency. Last year the writer and others made a committee report to. the American Institute of Mining and Metallurgical Engineers on the cost of accidents in the coal industry of Pennsylvania. Comparatively the accident record in Pennsylvania coal industry is not high, yet the direct compensation cost plus the interference with operation cost of accidents was over 5 per cent. of the total cost of producing the coal. This stands out more vividly -if you realize that about 70 per cent. of the' cost of producing the coal is for payment of labor, wages that are fixed and over which engineering efficiency and management skill have little or no direct effect. This leaves 30 per cent. of the cost chargeable .to hoisting, haulage, overhead 'and other items subject to engineering control. One sixth of this is due to cost of accidents. Surely a direct place 'for an engineering attack.

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.

IN 1897 I published a proposed explanation t for the variation in color and specific gravity of Pennsylvania oils. A resume of this subject was also presented at the First International Petroleum Congress, in Paris, in 1900. Since that time much experimental work bearing upon this explanation has been carried on by myself, in the United States Geological Survey, and under my direction, by Dr. J. Elliott Gilpin, Marshall P. Cram, and 0. E. Bransky, at the Johns Hopkins University. The experimental results thus accumulated seem to throw considerable additional light upon the variations in color and specific gravity of petroleum, as found in different parts of the world, and also upon the variations in chemical composition. Therefore, it seems as if a, summary of the evidence thus obtained might be of value to those members of the Institute who are interested in the examination of oil-fields. The summary is here presented for that purpose. The phenomenon has often been observed in many oil-fields that oils of different color, specific gravity, and chemical composition may be found within short distances of each other. A conspicuous example of this is the occurrence at Jennings, Welsh, and Anse la Butte, La., of petroleum chemically somewhat similar to Russian petroleum; that is, characterized by the presence of naphthenes.
