Safety and health are no longer secondary responsibilities but must be of paramount concern to every mining operation, according to Anthony J. Thompson, an attorney with Hamel, Park, McCabe & Saunders of Washington D.C. The Mine Safety and Health Administration (MSHA) forecasts an estimated 19,000 inspections during 1979, and the economic and psychological impact of these inspections may he significant. To illustrate his point Thompson reviewed the experiences of a relatively large operation during a recent MSHA visit. The inspector was on the premises for two months, issuing between 250 to 300 "significant and substantial" (s&s) citations. During the most intensive period, about one month in duration, the operation experienced a production loss estimated between 2500 to 3000 tons; an accident rate up 30% over the previous month and 20% over the same month in the preceding year; 100% of the safety director's and safety engi¬neer's time was devoted to the inspection; 50% of top level management's time; and 90% of the mid-level or front line supervisory's time.

THE Southeast Missouri division of the St. Joseph Lead Co. normally hauls and hoists over 5 million tons of lead ore each year. This ore is mined in the stopes and headings of 20 mines, hauled to a main line system, see above, and transported up to 6.4 miles to ore-hoisting shafts. Average haulage distance is 2.16 miles. A few years ago a distinguished mining engineer visiting this area for the first time remarked, "You do not have a mining problem; yours is a haulage problem." Its relative importance may be gaged by the fact that mine haulage represents about 25 pct of the total cost of mining ore, the most costly single underground operation. The Southeast Missouri lead belt is a mining district located about 65 miles south of St. Louis. This district is roughly 6 miles wide and 10 miles long. The ore horizon lies about 400 ft below the surface where most of the ore is mined from flat-lying beds of dolomitic limestone. This paper deals with the central part of the district, namely, that portion which contains a group of interconnected mines all in a central haulage system, serving four hoisting shafts. The two major hoisting operations are carried out at Federal No. 17 shaft and Leadwood No. 12 shaft. No. 17 accounted for about 70 pct of the ore hoisted in the district during 1950, averaging about 14,000 tons per operating day. The underground dumping and skip-pocket system at this shaft is similar to those of the other shafts except that it has two rotary dumps. The other ore-hoisting shafts have only one. It might be mentioned that waste rock is hoisted at still other shafts, hauled off, and dumped on the surface by trucks. The hoisting shafts are on a connected system of about 200 miles of underground 24-in. gage main line railroad. There is also the Bonne Terre system, with its own ore-hoisting shaft, which consists of 13.5 miles of 24-in. gage main line, located in the extreme north portion of the lead belt area. Smaller outlying mines such as Doe Run No. 12 and Hayden Creek operate on trackless or shuttle car haulage. In addition to the system of main line haulage, each contributing mine group has its own extensive system of stope or heading railroad. Trackless mining is making considerable headway in the Lead-wood and Desloge mines. Here the shovel loads into a shuttle car which in turn dumps into mine cars spotted on the main line track system. Chief among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr' is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. THE mining methods adopted in Japanese mines are less known to the mining world than those of other countries, owing to the geographical remoteness, but they present many features of interest to mining engineers. The Ashio copper mine is at the village of Ashio, in Tochigiken, about 109 mi. (175 km.) from Tokyo by the Imperial Government railroad. The area of the concession owned by the Furukawa Mining Co. is 5000 acres (5023 ha.). The mine was formerly divided into three, viz.. Honzan, Kotaki, and Tsudo, which are distant 3 mi. (4.8 km.) from each other as shown in Fig. 1. However, in 1914, when the writer was general manager, the three mining plants were amalgamated into one with the result of simplifying the working projects and increasing the operat-ing efficiency. The mine was visited-by the Institute party in November, 1911, when Mr. K. Inouye was the general manager. Shortly afterward, the writer was appointed manager, and, in 1915, he was succeeded by Dr. K. Asano. At the end of 1917, Mr. K. Kibe became general manager and, after two years, was succeeded by the present manager, Mr. I. Sugimoto-. For some time Dr. J. Kojima was acting general manager. It is needless to say that the gentlemen mentioned are all members of the Institute, as is also Baron T. Furukawa, president of the company. Since the discovery of the enormous masses, called "kajika" or "bullhead" deposits; which the writer has described elsewhere,' the mining methods have been varied to meet the different conditions presented by these deposits.

Zinc mining at Jefferson City began in 1854 with small scale production of oxidized ore from open pits. Significant production began in 1913 with the development of the Mascot Mine by the American Zinc Company. In 1965, four flotation mills were treating crude ore at the rate of about 12,000 tons per day and the Mascot-Jefferson City district currently is the largest zinc producing area in the United States. The producing mines, Mascot, Young, North Friends Station, New Market Zinc, Grasselli, Davis-Bible, Coy, and the Jefferson City, are 15 to 28 miles northeast of Knoxville in the Valley and Ridge physiographic province, an area of gentle relief lying between the more rugged Great Smoky Mountains and the Cumberland escarpment. The ore is strata bound, occurring essentially within a stratigraphic range of 200 feet in the Lower Kingsport and Upper Longview formations of Lower Ordovician age. In the lower strata of the mineralized section, the ore generally is found in coarsely crystalline elastic dolomite breccia containing silica and chert debris within a sequence of aphanitic limestones. The upper strata of the mineralized section are fine-grained primary dolomites that, in the ore zones, have been fragmented in mosaic patterns by solution collapse with the interfragmental space filled by white gangue dolomite and sphalerite. The mineralogy is unusually simple, sphalerite being the only important sulfide. Pyrite is very sparse. Dolomite gangue is abundant, silica was deposited in quite small amounts, calcite is minor, and fluorite and barite are very rare. The principal ore controlling structures are rubble breccia zones that were formed during the post-Lower Ordovician-pre-Middle Ordovician erosion interval by supergene solution as a phase of the development of a regional karst system of underground drainage that extended to' depths of at least 800 feet. The major Appalachian orogenic structures are post-ore and have been superimposed on the ore bodies. There is substantial evidence to support the current thinking of the writers that the ore deposits were formed at a depth not exc1~eding 800 feet.

The New London copper mine, about 8 1/2 miles east of Frederick, Md., was visited by the writers for a few hours in the spring of 1909 and the following brief notes on ore specimens collected are presented as a contribution to studies in chalcocite ores. For certain data on the structural and areal geology of this portion of Maryland the writers are under obligation to the unpublished notes and maps of Arthur Keith. The detailed study of the ores is the work of B. S. Butler. The deposit here discussed has many similarities to those of the Virginia district of Virginia and North Carolina, which have been described by Gratonl and Laney,2 except that in the deposits of the New London mine chalcocite is by far the most important ore mineral, while in the Virginia deposits bornite is commonly the most important sulphide. In the New London occurrence calcite is the most important gangue mineral. Field relations The -town of Frederick lies in the center of a narrow belt of limestone ranging in age from Ordovician on the east to Cambrian on the west. This belt is about + mile wide at Noland's Ferry, on the Potomac, and broadens to a width of 3 miles at Frederick. The general direction is east of north. The eastern boundary is, in places, a fault plane along which a series of metamorphic rocks of presumptive pre-Cambrian age have been thrust up. In the course of an examination of some of the California hydraulic mines in November last, I visited the property of the Gold Run Ditch and Mining Company, near Dutch Flat, Placer County. This is one of the most important and extensively worked mines in the district. The gold occurs in the characteristic blue gravel, which averages 175 feet in thickness, the lower 40-60 feet being made rip of cement gravel, which resists the action of water, and can only he loosened by blasting. The specimen which I have the pleasure of laying before the members was presented to me by Mr. I. L. Gould, the intelligent superintendent of the mines, who informs me that he found it in the old river channel, about twelve feet above the bedrock. The flattened water-worn nugget of gold, about the size of a kidney-bean, is imbedded in blue cement gravel, around which quartz has crystallized. When found the projecting portion of the nugget was enveloped in quartz, the core of gravel and gold having only been discovered after breaking the lump of quartz. On the quartz there is a shell of cement. The specimen is a remarkable confirmation of the theory of the deposition of quartz from solution. DISCUSSION. Dr. T. STERRY HUNT, in commenting upon this occurrence, remarked that it is in accordance with what we already know of the recency of some of the quartz of this region, and cited the microscopic

In the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114O 50t E., lat. 30' 20t N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper of Thomas T. Read on The Mineral Production and Resources of China.' Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles SE. of Hankom. The ores are shipped to the works of the Han-Yeh-P'ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller qnantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read's description, in his chapter or1 the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh .... lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." He refers to a figure which exhibits in plan, but not in section, the relative positions of the syenite, ore-bodies, and limestone. The contact is seen to trend approximately E-W., with the syenite on the north and the limestone on the south. THE Tri-State district, named from its situation in three States, lies in the northeast corner of Oklahoma, the southeast corner of Kansas and the adjacent part of Missouri east of the common corner of the above States. Production in the past eighty years has come from scattered mines within an area of some 35 miles east and west, by 25 miles north and south, although the actual area of the mined ground is but a small fraction of this territory. The land is leased from the individual land-owners, and the size of the tracts varies from 4.0 to 200 acres, the smaller sized tracts predominating. The leases usually call for a royalty of 7% to 15 per cent of the gross receipts of the concentrates, continuous operation during the life of the lease and specifically set out that no ores can be brought in from a foreign lease for custom milling nor can any ore be removed from the lease for milling. The ownership of the tailings remains with the land-owner.

The meeting of the Institute of Metals Division was held in Phila-delphia from Sept. 30 to Oct. 2, inclusive. On Monday evening preceding the meeting, a dinner was held at the Ritz-Carlton Hotel at which many of the former officers of the Division and of the present officers and execu-tive committee were present. The subject of a membership committee was discussed and a motion to appoint such a committee with powers to go over the membership list for the selection of divisional members and to institute plans for additional members was passed. Mr. H. E. Howe and Dr. Johnston of the National Research Council attended the meeting and presented their plans for an Alloys Research Association. Many opinions were voiced as to the practicability of such a scheme and Mr. Howe expressed himself in appreciation of the cooperative thought and efforts given him. On Tuesday morning the Institute of Metals Division joined sessions with the American Foundrymen's Association and listened to the opening addresses. In the afternoon a boat ride was taken on the Delaware River, visiting the plants of the Cramp Ship and Engine Building Co. and the shipyard of the Emergency Fleet Corpn. at Hog Island. The launching of the boat christened "Afoundria" at 5 p.m. was witnessed by members of the party. The opening technical session was held on Tuesday evening at the Ritz-Carlton Hotel at 8 o'clock. The next session was held at the Ritz-Carlton at 10 o'clock on Wednesday morning and the final session at the same time and place on Thursday morning. The sessions were well attended and the discussion was good. The highly technical nature of some of the papers on the program was of special note. Taken as a whole the meeting was one of the most successful ever held. The follow-ing papers were presented:

INTRODUCTION. IN a previous paper upon the enrichment of mineral veins by later metallic sulphides,† the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas and pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value with depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits elsewhere. Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U3O8 /t) (0.80 lb U3O8) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling. Based largely on what we had learned from Western Nuclear's experience, we undertook a program involving a laboratory study to determine the characteristics of the mineral stockpiles, as related to heap leaching, and to conduct a pilot heap leach adjoining our Gas Hill mill. Basically the pilot heap construction and leach procedure were similar to those described in the literature l, 2 with certain modifications to permit detailed monitoring of the operation. In May 1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the following reasons: (1) The necessary equipment for heap construction was readily available. (2) Stockpiles of mineral from the various mining sites were on hand: (3) Construction of the heap could be made on an abandoned tailings pile minimizing problems associated with environmental approval. (4) Proximity of the mill would allow product streams to be absorbed into existing circuits. (5) Necessary utilities were available. (6) Tailings water from the existing circuit could be used for leaching. A program for the pilot heap leach was developed with the following primary objectives. (1) To confirm the data obtained in bench-scale tests particularly on uranium recovery, acid usage, and ore permeability. (2) To evaluate plastic liners used for base preparation. (3) To investigate heap configuration variables. (4) To determine heap leach amenability of the different mineral sources. (5) To establish the economics of heap leaching low-grade ores.

The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. IT will hardly be worth while to spend time over the discovery of this mine, how lumps of galena, were picked up and brought to town, and how legends were told of an old mine from which Revolutionary bullets were made. This is an entirely new mine, with no evidences of former or ancient workings in its immediate vicinity to guide or attract the prospector. The first pit was opened in May, 1874. In August I made a visit to this pit, which was 6 feet wide in the northwest direction, 12 feet long north 80° east, and 6 feet deep. About 4 tons of a galena carrying gray copper, siderite, and quartz, had been taken fron this pit. The lumps were all of them evidently float specimens, and varied from 8 to 12 inches thick, and showed very distinct indica- * An abstract of this paper was kindly presented by Dr. T. The specimen of anthracite coal which I hold in my hand, insignificant as it may appear to the casual observer, speaks volumes to me and to the initiated, as it suggests and represents the entire evolution of the use of anthracite coal in the manufacture of pig-iron, the growth and development of which it is my purpose to review here to-day. During our recent visit to the Mountain Copper Co.'s works at Keswiek, I picked up this piece of coal from a pile of anthracite lying in the yard, asked Mr. Edwards, the manager, a countryman of mine, where it came from, and, to my surprise and delight, discovered that it had been brought all the way from Wales, and had come out of the identical vein which my father opened near Yniscedwin, about eighty years ago. I had no idea, before this incident, of contributing to the already full and complete programme of the day; but, being requested by our distinguished President and Secretary to do so, I consented to relate here the story which this remarkable find naturally brought back to my mind.

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.

Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

Introduction To the miner, as well as to the geologist, the eastern part of Cuba is a most interesting region. Here we find, in contrast to the moderate relief predominating elsewhere in the island, an imposing mountain range, the Sierra Maestra, extending east and west parallel to the coast, its precipitous front facing the blue Caribbean Sea.. In a geological sense this range is largely an unknown land, the only well-explored region being that in the vicinity of Santiago. The range also contains the most important mineral deposits of the island. They comprise, first, a series of iron deposits yielding a partly hematitized magnetite with low content of phosphorus; second, a remarkable copper-bearing vein at El Cobre; and third, various manganese deposits. Probably more deposits will be found, for the larger and western part of the range is as yet little explored and its slopes are covered by a thick tropical jungle. The following notes are based on a short visit by the senior author in January and February of 1914 to the mines at Daiquiri, El Cobre, and Mayari. Establishment of a Bureau of Mineral Research at the Michigan College of Mining and Technology, initiated by the State of Michigan with legislation in 1951, is moving toward realization. The Michigan Legislature appropriated $24,000 to cover preliminary costs of plans and specifications for "engaging in a broad, widespread study of the beneficiation of lowgrade ores, of ore dressing, and all the problems of metallurgy that enter into such a program." Ralph C. Calder, of Detroit, who designed Michigan Tech's campus buildings, is preparing plans for the proposed Ores Research Building. Members of the college staff, Professors F. J. Tolonen, W. E. Keck, and Research Engineer Paul Jasberg are assisting in preliminary planning. C. Harry Benedict, retired chief metallurgist of Calumet and Hecla and a member of Michigan Tech's Board of Control, is assisting with technical details. Professor Nicholas Manderfield, head of the department of Mineral Dressing, was assigned to visit other research installations and suggest plans for the Bureau.
