This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017. "Abstract - Detailed mapping of the Eastern Gabbro, Coldwell Complex, Ontario, revealed that the copper and platinum-group-element deposit on the Marathon property is confined to a coarsegrained to pegmatitic gabbro-diorite intrusion, the Two Duck Lake intrusion (TDLI). Exposed along the eastern boundary of the Coldwell Complex, the TDLI was emplaced as a sill whose orientation is slightly oblique to the general structure of the Eastern Gabbro. The TDLI has been subdivided into lower, middle and upper sub-units on the bases of lithological, textural, mineralogical, and geochemical criteria. Both border sub-units are sulfide-, base- and precious metal-enriched, and exhibit abundant evidence of host-rock assimilation. The primary mineral assemblage in the TDLI is plagioclase, olivine, clinopyroxene, Fe-Ti oxides, with accessory orthopyroxene, biotite, apatite; this primary mineral assemblage is essentially preserved in the core of the intrusion (i.e., the middle subunit). The Cu-PGE Marathon deposit, delineated mainly in the upper sub-unit of the intrusion, consists of disseminated Fe-Cu-Ni sulfides, and platinum-group-minerals derived by hydrothermal remobilization from primary magmatic sulfides. Enrichment in Cu and PGE resulted from partial replacement of original Fe-Ti oxides and pyrrhotite in the primary mineral assemblage by reaction with (a) residual magmatic fluid, and (b) fluids derived from the breakdown of host rock xenoliths and hydrothermal alteration along the lower contact of the TDLI. Résumé - La cartographie détaillée de l’Eastern Gabbro, Complexe Coldwell, en Ontario, révèle que le gisement de cuivre et éléments du groupe du platine de Marathon est confiné à une intrusion gabbro-dioritique, de grain grossier à pegmatitique, l’intrusion Two Duck Lake (TDLI). Cette intrusion s’est mise en place sous la forme d’un filon-couche légèrement discordant sur la structure de la bordure orientale de l’Eastern Gabbro. On y distingue trois sous-unités, inférieure, centrale et supérieure, sur la base de zonations lithologique, minéralogique et géochimique. Les sous-unités marginales sont enrichies en sulfures, métaux usuels et précieux, et montrent de nombreux indices d’assimilation des roches hôtes. La paragenèse minérale primaire inclut le plagioclase, l’olivine, le clinopyroxène, les oxydes ferro-titanés et accessoirement et localement, l’orthopyroxène, la biotite et l’apatite : cet assemblage est surtout préservé au coeur de l’intrusion (sous-unité centrale). Le gisement de Cu-EGP de Marathon, situé principalement dans la sous-unité supérieure, comprend une minéralisation disséminées à sulfures de fer, cuivre, nickel, et minéraux du groupe du platine, dérivés de sulfures magmatiques primaires par remobilisation hydrothermale. L’enrichissement en Cu et EGP résulte du remplacement d’oxydes ferro-titanés primaires par réaction avec des fluides tardi-magmatiques, et des fluides assimilés le long de la bordure inférieure de l’intrusion, dérivés de la fusion partielle des xénolites et de remobilisations hydrothermales."

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

For more than a decade, changes have occurred each year that have improved the regulatory and business climate for mining in Alaska. These changes have taken place during Republican and Democratic governorships as well as when the state House of Representatives and Senate were controlled by either party. During some years, the changes have been relatively minor. In others, including the 2003 legislative session, the changes could only be characterized as massive. These improvements have encouraged exploration. This, in turn, has resulted in some major new discoveries. But Alaska is essentially unexplored and tremendous opportunities remain.

Experimental studies on viscosity of titanium bearing slags have been reviewed and the assessed data were used in extending the capability of the structurally related viscosity model for silicate melts, developed by the present authors. Experimental data on ternary and higher order systems containing CaO, MgO, MnO, FeO, Al2O3, TiO2, Ti2O3, SiO2were assessed and used. The newly extended viscosity model represented the viscosity behaviour over broad temperature and composition ranges. The structural role played by TiO2and Ti2O3in silicate network structure is discussed with respect to their effect on viscosity of melts. A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

Data from the U.S. Bureau of Labor Statistics show that 89 water well drillers died on the job between 1992 and 2002, and 28 of these deaths were electrocutions (Figure 1). In fact, elec­trical accidents are the leading on-the-job killer of water well drillers. The use of electricity is such an integral part of our lives that we usually take it for granted, but if we don?t understand or choose to ignore the hazards associated with electricity, the results can be deadly. Why is electrical shock so dangerous? If the voltage (of a shock) is sufficient to drive electrical current through your body, just 10 milliamps of cur­rent (1000 milliamps = 1 amp) can cause muscles to contract and prevent you from releasing an energized wire or tool in your grip. As little as 30 milliamps of current can paralyze your breathing, and 75 milli­amps can cause your heart to stop pumping blood (ventricular fibrillation). As a comparison, a small bedroom night-light draws about 30 to 60 milliamps. Other factors influence how severely you?ll be shocked if you touch a live electrical circuit, such as the path electrical current takes through your body and how long it flows, as well as your body weight. How much voltage is needed to drive electrical cur­rent through your body? Not much! Generally, any power source at 50 volts AC or higher is considered dangerous.

"Reporting of the gold production during a month implies to estimate the mass of gold that is processed by a mill, recovered as dorés, lost to the tailings and the change of gold inventory within the plant equipments. Carbon in pulp and/or carbon in leach tanks may contain gold inventory as large as 72 000 g (2 200 troy oz) of gold which needs to be estimated from measurements obtained from sampling the material contained in a tank. Sampling and analysis introduce measurement errors that could be systematic and/or random. This paper examines the effect of measurement errors on the estimation of the gold inventory and on the variation of the inventory in the carbon in leach tanks of the Agnico-Eagle Mines Limited Lapa concentrator. Results of the analysis demonstrate that the inventory is measured with ±10% reproducibility, while the variation of inventory used for mass balance is known with ±300% reproducibility.INTRODUCTIONThe preparation of a production report implies to reconcile measured data with the constraint of material balance over the considered period of production. The sampling and data reconciliation problems were recently reviewed by Morrison (2008) and Jansen (2009a; 2009b). Typically a production report is prepared to cover a period over which the mass conservation hypothesis can be considered valid. In gold processing plants, the change of inventory can seldom be neglected and plays a significant role in material balance calculations. This is particularly true for circuits using carbon adsorption, where the complete cycle of carbon is measured in days.In a 2000 t/d gold ore processing plant, the inventory can be as large as 140 000 g of gold in gravity concentrator bins, carbon in pulp tanks and in the electrolysis circuit. This is equivalent to the mass of gold that fed the circuit during 10 days of operation with 7 g/t feed assays. The change of inventory may therefore strongly impact the production figures and especially the plant recovery at the end of a week or a month. Despite the financial impact associated with gold inventory, few publications are devoted to the subject. Bruington (1991) and Morrison (2008) discussed the problem and stressed the need for the development of reliable methods to estimate the gold inventory in carbon in pulp or carbon in leach circuits."

"Gondwana coal deposits are widespread and are known to occur in four continents. They are present in Brazil, India, South Africa, and Australia. From coal petrographic examinations and a detailed literature survey, it is interpreted that Gondwana coals are present also in Canada and the United States. Laurasia, or Northern Hemisphere, coals occur in the United States, Canada, and Europe. They form the main coal producing fields of the world. Megascopically, Gondwana coals have a uniform, micro-banded appearance, with a dull lustre; Laurasian coals are bright and have distinct bands of vitrain and clarain. Petrographically, Gondwana coals, compared to Laurasian coals, are lower in vitrinite, but higher in inertinite, particularly in semifusinite. Mineral matter averages 16% in Gondwana coals and 5.7% in Northern Hemisphere coals.Gondwana coals are characterized by thick seams that terminate through lithification (Versteinerung), whereby coal passes laterally into shale. Laurasian coal seams are thinner and terminate by splitting and digitation.Vitrinite/inertinite ratio data indicate deposition of the Gondwana coals in dry marshes under strong oxidizing conditions. The Laurasian coals originated in wet marshes in a reducing environment. As deduced from fossil plants and fossil spores, temperate and near arctic conditions apply for the Gondwana coals. A tropical and subtropical climate is indicated for the Laurasian deposits. The Gondwana coals were formed under allochthonous conditions. They derived from vegetation that drifted into the peat bogs. The Laurasian coals are autochthonous and originated from vegetation that grew and was buried in the peat bogs. The Gondwana coals are Late Carboniferous and Early Permian. The Laurasian coals are entirely Late Carboniferous."

Remote sensing, in general, is the recording of light and heat from a planet's surface within a certain range of the electromagnetic spectrum. For the Earth, systems capable of this recording are the MultiSpectral Scanner (MSS) and SLAR. The former is the recording system used in satellite and will be discussed in the next section. SLAR stands for Side Looking Airborne Radar. This device sends invisible radar waves which illuminate the Earth's surface. The reflected waves are subsequently recorded as images. The system can operate through darkness and dense cloud cover, and is particularly suited for the study of geological structures at both large and small scale (Wayland 1976). Remote sensing techniques are now widely being made use of in mineral exploration, especially for those last remote 'sanctuaries' where geological data are meagre or non-existent. For places like Borneo, West Irian, the Amazon Basin etc. remote sensing, in the form of both satellite imagery and SLAR, is of considerable help, in fact more often than not the only help, to delineate geological provinces, geotectonic domains and meaningful lineaments. In the case of New Zealand, well made geological maps at scale 1:250 000 by the Geological Survey are available to the public and these provide useful preliminary grounds for the selection of target areas. However, even in this case LANDSAT imagery can be of aid as will be shown later.

SLon vertical ring and pulsating high gradient magnetic separators (VPHGMS) possess the advantages of high efficiency and high reliability in beneficiating weakly magnetic minerals. In recent years, models SLon-2250, SLon-2500, SLon-3000 and SLon-4000 have been developed. Efficient and cost effective blasting is achieved by closely matching the explosive energy to the strength of the material in which it is being used. Although there are many empirical relationships wich approximate this situation complete the blast optimization can only be achieved by quantitatively assessing explosive/rock interactions and explosive performance. The performance of an explosive is essentially governed by its velocity of detonation or the rate at which the detonation wave travels through the explosive column.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

Improving the accuracy of the performance prediction models for hard rock Tunnel Boring Machines (TBMs) is important in estimation of the schedule and cost of tunnelling in related projects. The effects of rock mass on performance of TBMs has been studied extensively, yet due to the complex nature of the process, impact of many parameters influencing machine advance rate are not very clear and there is still room for improvements. More accurate estimates can be obtained by better understanding of operating parameters in various geological conditions and can lead to matching machine specifications with job conditions, optimizing machine performance, and avoiding long delays and downtime for increased productivity. This paper will offer review of two case histories including Queens Water tunnel in New York and KCRC project in Hong Kong. The analysis of the available field data, including the geological back mapping and results of laboratory testing of rock mechanical properties, machine operational parameters and achieved rate of penetration will be presented. This includes statistical analysis of available field data to provide a better understanding of the influence of rock mass properties on performance of hard rock TBMs as well as related formulas to improve performance estimates.

De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

Observations of pillar conditions in limestone mines showed that the presence of weak bands in the limestone can result in pillar damage at stresses that are lower than one would otherwise expect. The objective of this National Institute for Occupational Safety and Health study was to investigate the mechanism of failure caused by the presence of weak bands by using a series of numerical models based on realistic physical properties. The effect of the weak bands on pillar strength was also investigated by developing a series of pillar models with different width-to-height ratios and determining their strength by simulating a servo-controlled loading condition. The material properties of the bands and the limestone were varied and their effects on pillar strength were determined. Model results demonstrated failure development similar to the pillars observed in the field. The weak bands were seen to develop tensile stresses in the limestone as they extrude under increasing stress. The limestone fails in tension at a much lower stress than its expected uniaxial compressive strength. The results showed the load bearing capacity of the pillars can be reduced significantly by the presence of multiple thin weak bands. The degree of strength reduction is largely dependent on the compressive strength, the frictional resistance and the thickness of the weak bands. Single weak bands do not affect pillars as severely as multiple bands. However, the model results show that a single thick weak band, which comprises more than about 2 percent of the pillar height, can cause a significant reduction in pillar strength. The weakening effect of the bands become less severe as the pillar width-to-height ratio is increased. Field observation of spalling and failure associated with weak bands in limestone pillars show that the failure mechanism in the models resembles the observed failure. The model results provide insight into the important factors affecting pillar strength in the presence of weak banded materials.
