INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. "Circulating fluidized-bed (CFB) combustion technology has been around for over 40 years, but over the last 6 years it has been commercially demonstrated at the 500 MWe scale at the Lagisza plant located in Bedzin, Poland. The CFB at the Lagisza plant has unique first-of-a-kind design features, such as vertical-tube supercritical steam technology and a lowtemperature flue-gas heat extraction that allows the plant to achieve high plant efficiencies of over 43% (net lower heating value). Another unusual feature for a coal power plant is that this plant meets all its atmospheric emission permit levels without any post-combustion de-NOx or de-SOx equipment such as selective catalytic reduction (SCR) or flue-gas desulphurization (FGD).CFB clean coal power technology is entering the utility power sector just in time to help deal with declining quality in internationally traded coals and to promote the large-scale use of economic, low-quality domestic fuels. Owing to the very attractive price discounts, growing supplies of low-quality Indonesian coals are outpacing the supply of high-quality Australian, Russian, and US coals. In Germany and Turkey, the use of domestic lignites for power production provides a secure and economic energy solution while creating domestic jobs.Conventional pulverized coal (PC) boilers will have trouble accepting these off-specification coals because of their narrow fuel specifications; they typically call for heating values above 5500 kcal/kg. This limitation is not an issue for CFB technology because of its ability to burn the worst and best of coals with heating values ranging from 3900 to 8000 kcal/kg.This paper provides an outlook for future coal supply, quality, and price, as well as a review of the technical and economic benefits of CFB technology firing low-quality fuels for utility power generation."

The Santa Clara Valley Transportation Authority is designing the Silicon Valley Rapid Transit Project in San Jose, California. The project includes 6.9 km (4.3 miles) of twin-bored tunnels to be constructed through downtown San Jose using two earth pressure balance machines (EPBMs). This paper begins with a project description and update of the project status followed by a description of the relationship between anticipated ground conditions and EPBM requirements. Topics addressed include soil conditioning, abrasion resistance, annulus grouting, face pressure estimation, additional pressure control devices and control measures to limit over-excavation and settlement.

The Green River Valley in Kent, Washington, is a fast growing area containing retail facilities, warehouse factories and industrial businesses, including the Boeing Space Center. Traffic from Interstate - 5 to the West Valley Highway is highly congested. Accordingly, a new corridor, including a bridge across the Green River, was designed and constructed between 1996 and 1997. This paper presents a case history of the design elements and issues associated with the construction of the pier foundations of the bridge. Subsurface conditions were evaluated using both deep test borings and CPT soundings to evaluate the strength and consolidation properties of the supporting soils. Subsurface conditions consisted of alternating layers of loose and medium dense silty sand and sandy silt. Engineering analysis included an assessment of liquefaction as well as pier supporting capacity and associated settlement. The constructed foundations included 6-foot-diameter piers cased to a depth of 120 feet below the ground surface. The pier casings were driven to the design tip elevation and the soil inside the casing was removed by drilling. Despite performing borings and CPT soundings at specific pier locations, occasional trees, buried thousands of years ago through geologic processes, were surprisingly encountered during pier construction. This presented unique and difficult driving and drilling conditions. During drilling, the water level inside the piers was maintained near the ground surface to create a balance of hydrostatic pressure and prevent boiling of soils the bottom of the casing. After the casings were installed, the soil inside the casing was excavated, the rebar cage was installed and the pier was filled with concrete using treme techniques. Construction of the piers is complete and the completed piers have experienced negligible settlement. Bowie Resources maintains one of the most pro-active ground control programs in the U.S. mining industry today. Its guiding philosophy is that everyone in the organization, from the miners at the face all the way through the top management, are involved in ground control. Some of the unique elements of the Bowie ground control program include: ? Roof bolt operators log the stratigraphy of test holes in nearly every cut. These ?lithgraphs? are used by section foremen to determine the need for additional roof support, and they are entered into the geologic data base for use in geologic modeling and mapping. ? Underground core drilling is conducted to obtain data for CMRR and stability maps. ? Weekly ?Quality? meetings, involving mine management and technical staff, are held to ensure that ground control information is integrated into production operations. The paper will describe the program in detail, discussing the involvement of roof bolters, section foremen, surveyors, technical staff, and production managers. It will also show how the program has contributed to the mine planning process. Case histories of successful ground control interventions will be discussed.

The New Mississippi River Bridge (MRB) employed conventional design-bid-build procurement, but the bidding process included the opportunity for pre-qualified bidders to develop and propose confidential Alternative Technical Concepts (ATC?s) for evaluation and approval in advance of bidding. The ATC process provides a mechanism for value-engineering prior to bid, with incentives and opportunities for both the owner and the bidding contractor. The contract described in this paper is for the river bridge composed of a cable-stayed crossing with two pylons and the anchor piers on each side of the river. The Massman-Traylor-Alberici (MTA) team developed a re-designed foundation system for the main pylon and anchor foundations which utilizes their equipment and experience along with field load test measurements to optimize the foundations. The paper describes the experience with the use of the pre-bid ATC process on the project from the perspective of the bidder, and outlines some of the benefits and limitations of this concept with respect to foundation design and construction. Some keys for success are identified and impediments to the effective implementation of the process are described.

The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

Strategic planning in mining is an important value accretive process. One of the most important aspects during the planning phase is determining the correct mine and plant design. The traditional mine site design (mine, plant, stockpiles, dumps) develops a fixed system for one set of conditions or expected values. A robust design is a fixed system that is designed to deal with a large range of conditions without changing the system design. A flexible design changes the system dynamically in response to changes in uncertainties. It is hypothesised that a robust design generates less value than a flexible design as it fails to realise the value of actively managing the operation. One of the most critical aspects in creating strategic value from a project is embedded in the design of the system. A flexible design has components that allow the design of the system to change over time. An operational plan is proposed as a hybrid of a robust and flexible design. This paper seeks to compare these different design methodologies. An analysis of the same case study is undertaken to compare these approaches, showing an a traditional net present value (NPV) of $1678 M, robust design NPV of $1787 M and an operational plan NPV of $1867 M - an increase of $170 M.

Mining at Waihi on the Martha Hill commenced in 1878 and between 1892 and 1953 produced 35 million ounces of bullion from some 13.5 million short tons of ore from 40 named quartz reefs. The general geology of the ore is recorded in detail with differing interpretations by Bell and Fraser (1912) and Morgan (1924). The reefs and stringers have formed by fissure filling and replacement in mainly quartz andesite dacite flows within the Waihi 'Graben'. The host rocks are extensively propylitised with intense alteration forming zones of kaolin adjacent to the main reefs.

Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

We present a novel hybrid algorithm for quantifying the ore grade variability that has central importance in ore reserve estimation. The proposed algorithm has three stages: (1) fuzzy clustering, (2) similarity measure, and (3) grade estimation. The method first considers data clustering, and then uses the clustering information for quantifying the ore grades by means of a cumulative point semimadogram function. The method provides a measure of similarity and gives an indication of the regional heterogeneity. In addition, grade estimations can be obtained at different levels of similarity using a weighting function, which is the standard regional dependence function (SRDF). The theme of the conference is "excellence", an epithet of special significance in tertiary education. It appears in the mission statements, goals and plans to achieve them of most, and quite possibly all, tertiary institutions in Australia. In the context of excellence, this paper examines the current statue of professional education in the principal mining industry related discipline of Mining Engineering. It furthermore, identifies and discusses a number of special problems in mining education that the tertiary sector has long endured. Some of these problems are becoming acute, and solutions will have to be found soon in order for the industry to be assured of the supply of well motivated and appropriately qualified young engineers and scientists necessary to achieve and maintain the excellent to which it aspires.

The Colorado Mine Safety & Training Program (MSTP), in late 2005, completed and began distributing two new training tools; one geared to underground coal mine foremen and the other to surface aggregate employees. Through strong partnerships with MSHA, Colorado Coal Mine Board of Examiners, Colorado Mining Association and the Colorado Rock Products Association, the MSTP continues to create innovative and interactive training tools for not only Colorado, but for the national mining community. "Although we shoot and produce these materials in Colorado, it's important to us to make sure they are useful nationally," said Bill York-Feirn, MS TP Manager. The interactive DVD program "Underground Mine Foreman Certification Study Guide (Coal)," was completed in October 2005. It won the 2005 Grand Prize at the MSHA National Training Materials Competition in Beaver, West Virginia. [ ] This program is fully based upon the requirements of Title 30 Code of Federal Regulations (30 CFR) Parts 48, 50, 70 and 75 for underground coal mine foremen. It contains eight modules plus immediate access to relevant laws in the appendix. Topics covered include: Federal Law, Practical Math Skills, Mine Gases, Ventilation Maps, and scenarios addressing a variety of practical mining concerns. The DVD is designed for self-¬paced study and practice.

Outbursts, the sudden and violent out- pouring of material into mine openings, is a ground control problem increasingly encountered in the United States as deeper seams are developed. Outbursts, caused by several mechanisms, are the result of the loading of ground support systems be- yond their designed capacity to failure, manifested in a violent release of stored energy. There are several types of outbursts typical to deep underground coal mines. - Outbursts of the coal face due to the presence of pressure abutments in close proximity to the face. These outbursts are usually accompanied by liberation of large amounts of methane. - Instantaneous convergence of the ribs and floor due to overloading and failure of ribs which lengthens the beam of floor strata sometimes resulting in a chain reaction failure of the mine floor. - violent failure of the confined core of a pillar due to rapid loading beyond the yield point of the pillar.

Since 2008, Arrium has been developing and commissioning a new low-grade hematite ore benefication plant (or OBP) at its Iron Baron mine site.The Iron Baron mine, which was closed in the 1990s, could not consistently yield the high-grade hematite required for pelletising. However, in todayÆs market, the 12 Mt of waste dumps represent a significant low-grade hematite resource, ideal for benefication.Initially, an internal scoping study and several sampling campaigns were conducted to determine the ability to upgrade the available low-grade dump material to a product suitable for export. Test work was conducted at Mineral Technologies (formerly CPG), and included high intensity magnetic separation, spiralling and jigging. Due to promising results from a wet processing circuit, Arrium engaged Mineral Technologies to design a flow sheet that could provide 1 Mt/a of a mixture of high-grade lump (-32 + 8 mm) and fines (-8 mm) products for export.With construction of the plant completed in late January 2012, Arrium, in conjunction with Mineral Technologies, began two commissioning phases. Each phase ended with a toll gate to prove the plantÆs capacity to reach rate and desired grade. After an initial period of running on water, feed solids were introduced to the plant and troubleshooting of bottlenecks began. The first toll gate, whereby the plant was required to run for 24 hours at an average feed rate of 200 t/h (80 per cent of design rate), was completed on the 1 March 2012. Further troubleshooting and resolving of issues allowed the plant to steadily increase feedrate while maintaining good availability and grade. The second toll gate required the plant to run for 72 hours at an average feed rate of 200 t/h while meeting grade, yield and water consumption targets. Sampling campaigns were conducted during this period to track the performance of key equipment. Completion of the test, and full handover of the plant to Arrium, was completed on the 21 April 2012.Although the formal commissioning phases had been completed, ongoing optimisation of the OBP continued, ensuring that all major equipment was working to produce the optimum yield and grade. Sampling campaigns were conducted on the jigs and spirals, with results and correlations used for operations documentation.Overall, with successful completion of the final acceptance tests, the commissioning of the Iron Baron OBP has been established as a major success achieving all production and quality targets as per the original design intent.This paper will focus on the successful commissioning and ramp-up performance of the plant however reference will also be made to the key development stages involved with the development of the project.CITATION:Stanton, C and Bannear, M, 2013. THE Phillips River gold and 'copper field is situated on the south coast of Western Australia, about 200 miles east of Albany, 180 miles west of Esperance, and: 250 miles south of Southern Cross, forming the southern extremity of what Mr. H. P. Woodward classes as the fourth belt of Pre-Cambrian rocks, and the first auriferous belt, whicf extends northward through Southern Cross, Mount Magnet, and Cue. The field may be considered the premier copper producer of the State. The first mineral discoveries were made about 1892; when gold, copper, and iron pyrites were found; but, owing to the isolation of the district and the scarcity of water, both in the locality and on the route thereto, little work was done for some years. In1899, however, payable gold reefs were opened up, and the district began to attract attention.The southern portion of the district is composed of limestone and sandstone rocks, forming the coastal series, and is for the most part flat, broken only by a few low hills and ridges, except to the west, where Cape Barren and Eyre's Range stand out...

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.
