The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. The Central Subway will extend the recently completed 8.2-km long Third Street Light Rail line another 2.7 km north through the Union Square shopping district to Chinatown with a concourse-to-concourse connection to the Powell Street BART Station. One mined and two cut-and-cover subway stations are planned. Particular challenges include: tunneling under existing tunnels; variable ground conditions ranging from saturated alluvium to fractured bedrock; a congested urban setting and large-span caverns. This paper gives an overview of the project as it stands midway through the preliminary engineering stage along with a discussion of the rationale and design approaches that are being used to address the construction challenges of restoring light rail service in the most densely developed areas of San Francisco.

Air flow patterns in the face area of a room-and-pillar mining are critical for understanding the dust dispersion characteristics and for developing engineering controls. SIUC has previously performed a CFD study to analyze the airflow patterns in the face area when continuous miner is making a straight cut. Results from this study identified low air velocity and re-circulation zones in the face area and illustrated the significance of line curtain, and scrubber operation on the air flow patterns. This paper discusses similar analyses when continuous miner is making a right turn cut as it is considered to be the dustiest cut among all the cuts made to advance an entry through a crosscut. This paper presents results for box-cut development for a right hand turn x-cut. This paper also addresses line curtain advance and air leakage through the curtain on the airflow patterns in the face area for such a cut. Low air velocity and recirculation zones were identified by analyzing the velocity vectors.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

U.S. Borax’s mine in California’s Mojave Desert is the source of nearly half the world’s supply of refined borates. These minerals are used in hundreds of products, including essential plant nutrients that increase crop yield and quality, and safe building products that protect homes from insects and the elements. Borax’s workforce is also safe. In fact, it is among the safest in the nation. In 2003, the company was recognized by the U.S. Mine, Safety and Health Administration (MSHA) for achieving the best safety record among large U.S. mining operations. It was also recognized by its parent company, Rio Tinto, for achieving the best record among its nearly 80 worldwide mining operations. Borax’s safety performance is five times better than the national average. And its workforce recently achieved more than two million hours without a lost-time injury.

Grade control in open pit mining requires the specification of dig limits that account for mineral grades, economic costs, and selectivity of mining equipment. Visual identification of ore rock types is ideal, but this is not always possible in lower grade disseminated deposits where ore/waste contacts are not visually discernible. In this case, conventional grade control practice consists of a two-step procedure (1) create a map of mineral grades at some selective mining unit scale, and (2) determine practical ore-waste boundaries or dig limits on the basis of the gridded block grades or assay information. This procedure is laborious, depends on a subjective assessment of where the boundary should be, and may be economically sub-optimal. We pose the determination of dig limits as an optimization problem and solve that problem with the technique of simulated annealing. Simulated annealing has the unique advantage of being able to combine multiple non-linear constraints into a single objective function. We use maximum profitability and the ability of the equipment to mine the proposed dig limits as constraints in the determination of optimal dig limits. We require a map of expected profit for eah block. Geostatistical techniques are recommended, for mapping expected profit but not necessary. Geostatistics will provide a quantification of the uncertainty in the grades within rock types using all available blasthole samples and exploration drilling. Some variant of L-optimal estimation or kriging can be used to determine the block-by-block classification that is economically optimum. We also need the expected profit for each block. It is unrealistic to assume free selection, that is, each block cannot be extracted independently of its neighbors. The optimal balance of ''accepting dilution'' and ''wasting ore'' is achieved to maximize profit subject to equipment constraints.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

Longwall mining techniques were introduced into U.S. bituminous coal mining operations in the early 1960s. These techniques were gradually adopted by many mines during the 1970s. By 1983, considered to be the peak of the longwall mine census, there were 118 active longwall faces in 79 coal mines throughout the United States. Beginning in 1984, longwall faces began a decline in numbers that has continued to the present day (Fig. 1). The geographic distribution of longwall faces today is shown in Fig.2 according to region. A breakdown of recent longwall mine production by region is shown in Table 1. An approximate breakdown of present longwall face installations by product (metallurgical and steam) is shown in Table 2.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.

For many years, Newmont has focused on improving its operations. After the merger between Newmont and Santa Fe Pacific Gold, Newmont created synergies of more than $50 million a year in Nevada. This was done primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. At its mine facilities in Nevada, Newmont has used a combination of several strategies to decrease the costs of operations and to increase profitability. These include computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and several available metallurgical processing options.

ASFINAG is responsible for the construction and operation of the Austrian highway system. It is approx. 2,400 km of highways and 65 tunnels with a total length of 200 km including the Tauern Tunnel. In order to improve the documentation of the tunnel construction, ASFINAG chose to use a state of the art tunnel scanning system to record the various stages of construction: excavation, initial shotcrete lining, smoothing layer and final cast in place concrete lining. The geometric and photogrammetric documentation is provided on a daily basis to all par-ties involved. This innovative concept provides accurate & complete information in real time. The tunnel scanner documentation of the 2nd tube at the 6.4 km long Tauern Tunnel will be presented in this paper as a part of the survey contract.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

A study was conducted to assess environmental effects of waste rock piles on water in the Russell Gulch area. Each pile was rated on physical characteristics of proximity to an ephemeral gulch, extensiveness of erosion features, size, presence of vegetation, and presence of a kill zone. Chemical assessments focused on three leachate tests performed on waste rock samples. Ratings were based on pH, conductivity, acidity, and analysis for 31 metals using inductively coupled plasma emission spectroscopy. The chemical and physical assessment of each site is used to make a rating of each pile on its overall potential to deliver contaminants.

"Northwestern Pacific submarine seamounts are believed to be future marine mining areas of ferromanganese crusts, which contain hi-tech industrial metals, such as Co, Ni, Te, Ti, Pt, and REEs. The Takuyo No. 5 seamount is a member of the Cretaceous super-plume seamounts in the north Pacific, located within a Japanese EEZ (100 nm from the Minami- Torishima Is. or Marcus Is.), and only 300 nm away from the Japan’s Licensed area for exploration of Co-rich ferromanganese crusts under the ISA. This is an on-going program supported by independent academic communities but not a state-run program or managed by private funding.We have observed, sampled, measured, and analyzed the occurrences, distribution, physical properties, and microbiological environments at a selected flat topped seamount named Takuyo No.5 as a model area for scientific study of ferromanganese crusts within the Japanese EEZ. We then characterized crust structures, composition, age, and growth history, resulting in an understanding of the overall nature and distribution of these deposits from wide range of areas, water depths and geological environments. The study started with a ROV (Hyper-Dolphin 3K of JAMSTEC) exploration jointly with universities and national institutions (Japan Agency for Marine-Earth Science and Technology, Japan Oil, Gas, and Metal Exploration Corporation, and Geological Survey of Japan) in 2009 using marine geology vessels, remotely-operated vehicle, an oceanbottom drill machine, deep-tow TV camera, as well as conventional dredges and corers. We have been studying the topography, geology, nature of the bottom material of the seamounts using delicate sampling devices and measurement tools, and characterized the distribution patterns of the metal-rich ferromanganese deposits from chemical, mineralogical, and microbiological points of view."

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

Allmand exhibited its LSC 100Light Sequence Commander, the mining industry’s first automatic lighting and command control system. The system is available with all of Allmand’s portable light towers. The LSC100 uses a preset photocell sensor that allows the light tower to be automatically turned on or off. At dusk, the sensor engages the power unit and then activates the light. At dawn, the sensor automatically shuts off the light. The unit also features an eight-event digital timer that allows eight separate sequences daily. The LSC100’s sequenced light control ensures that the engine is started before the lights are turned on or off. This prevents possible generator damage that can occur if the unit is powered down under load. Also, a low-fuel shutdown sequence helps protect the generator from damage by automatically shutting down the unit when the fuel level reaches 10 percent. And the LSC100’s smart circuitry senses engine water temperature during startup, determines the glow-plug time requirement and schedules repeat intervals, if necessary, to start the diesel engine.
