Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. Spatial and temporal temperature variations in a high-level radioactive waste repository drift can give rise to moisture transport within the drift. Knowledge of this moisture transport may be important to assessing the potential for corrosion of all metallic components in the drift. The model presented here shows one approach to simulating evaporation, transport, and condensation of water in large underground openings using a framework based on computational fluid dynamics. Simulation results that explicitly model water and latent heat transport are presented.

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. That’s why we have conducted a worldwide search to find globally proven solutions that will improve our network productivity and efficiency,” Fullerton said.The Movement Planner solution considers multiple factors including train schedules, trafficcontrol systems and train movements relative to each other and then develops an optimized traffic plan for the trains throughout the network. The US Bureau of Mines and the Santa Cruz Joint Venture (SCJV) are working on a production-scale, in situ copper recovery project in Arizona. The research is being conducted at the Santa Cruz site, located 11.2 km (7 miles) west of Casa Grande, AZ (Fig. 1). Santa Cruz is a 1.36-Gt (1.5 billion st) porphyry deposit averaging 0.6% Cu, of which 65% is oxidized, concealed beneath post-mineral alluvium at depths of 365-914 m (1500-3000 ft). The Bureau and the SCJV will evaluate in situ mining as a method for extracting copper from this previously unmined deposit. Research objectives of the Santa Cruz project are: - to demonstrate that an in situ research test can be operated in an environmentally acceptable manner ; and * to operate an in situ well pattern long enough to develop information on copper recovery and economic feasibility data. In situ mining of copper from undisturbed deposits has not been attempted commercially. There are several potential advantages with in situ mining: less exposure of miners to hazards, lower pital costs for the mine and plant and lower operating costs. In addition, there are no pits, dumps or tailings, which means less environmental impact.

The usual method employed to determine the direction of flow in a connecting airway in advance is to conduct a survey between the two existing nodes being connected by means of the new airway. It is then assumed that airflow will take place from the node with higher pressure to the node with lower pressure. The purpose of this paper is to examine this direction-of-flow problem -- using properties of the system characteristic curve for a two-terminal network -- and specify some conditions that ensure that flow will take from the higher-pressure node to the lower-pressure node. It is concluded that the only requirement is that all characteristic curves of fans in the network should be strictly decreasing. Five numerical examples illustrate some important properties of the direction-of-flow problem.

Arsenic-gold bearing ores are used as a flux in smelting or leached out to extract gold. To decrease arsenic content in processed materials and to break up the lattice to free the gold, raw materials are roasted. This article analyses the results of laboratory and pilot testing of dissociating and oxidizing roasting of gold-arsenic bearing concentrates. During the dissociation roasting under vacuum arsenic is sublimated into elemental and sulfide forms. The process allows to minimize the negative influence on the environment but requires costly engineering solutions. Roasting in a neutral medium or with limited quantity of oxygen in the gaseous phase makes it possible to sublimate arsenic in the form of oxides and sulfides and may be carried out in the autogeneous mode in fluid bed furnaces. If oxidizing roasting of the concentrates is done in the presence of soda, practically all arsenic and sulfur form water-soluble compounds and remain in cinder.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. Technological advances in underground coal mining have led to a reduction in fatalities. This study demonstrated that the percentage of cumulative injuries remained largely unchanged across two decades of technological advances (1983-1984: 37%; 2003-2004: 33%). Furthermore, it was demonstrated that the average number of lost days due to cumulative injuries has increased (36±55 days and 62±82 days, respectively) which may have been due to the increased age of the work force or an increase in length of employment meaning that the mine workers injured in 2003-2004 had been exposed to ergonomic risk factors longer than those in 1983-1984. It is recommended that ergonomics processes be implemented as a means to systematically identify, prioritize, and resolve the root causes of these cumulative injuries.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

We performed numerical modeling studies to investigate water seepage into underground openings excavated in unsaturated fractured rock. Water seepage is a key factor affecting the performance of a nuclear waste repository such as the one proposed at Yucca Mountain, Nevada. The amount of water dripping into an underground opening depends on the connectivity and permeability of the fracture network as well as on the capillarity of individual fractures intersecting the opening. We developed a high-resolution numerical model of an unsaturated fracture network and examined the appropriateness of seepage predictions using a fracture-continuum model. Model calibrations to liquid-release tests performed at Yucca Mountain are also discussed.

Performance of tunnel boring machines - usually expressed in terms of penetration per revolution - is determined by relations between machine thrust and torque, head diameter and rock strength. It can be shown that for a given machine power and head diameter there is only one rock strength at which the machine performs optimally. In weaker rocks the available torque limits performance and in stronger rocks, the available thrust. Performance data shows that, historically, machines have been designed to cut weaker rocks. Optimization of thrust is required to improve performance in stronger rocks.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. 1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. The U.S. Bureau of Mines is conducting research on underground stope leaching of metalliferous ores to minimize the environmental impact of ore processing on the surface and to maximize minable reserves. An aspect of this research is to minimize pregnant solution losses and/or groundwater contamination by leach solutions. Bulkhead design and construction are important issues for solution control and stope leaching economics. A reinforced concrete bulkhead was designed, constructed, and tested for solution control in an underground mine near Idaho Springs, CO. This paper presents the bulkhead design methodology and construction procedure.

Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched.

A machine that improves safety during the cutting of boxholes (ore-passes) and travelways in underground mining operations has delivered impressive results in trials conducted at a South African platinum mine. The technology is a joint effort by Sandvik Mining and Construction and platinum mining company Lonmin. The ABH 1600 boxhole borer was built by Voest-Alpine Bergtechnik, Sandvik’s Austrian subsidiary. It was delivered to the Lonmin Eastern platinum mine in February 2005. There, it was deployed underground on the Number 8 Level (320 m or 1,050 ft below the surface) at the mine’s Newman incline shaft.

The primary factors that determine the marketability of coal from various supply centers in the U.S. are coal quality and supply; i.e. low sulfur, moderate- to high- Btu coals have large market areas when compared to less expensive but poorer quality coals. Price is the major factor in the competitive marketing of similar coal products. Good quality, (moderate- to high- Btu, low sulfur) coals from the Powder River and central Appalachian basins are marketed over large areas of the country, and central Appalachian coal is widely distributed in foreign markets, primarily as coking coal. In contrast, poorer quality bituminous coal (low calorific value and/or high sulfur) from the Illinois Basin, northern Appalachian Basin, and lignite from the Gulf Coast is marketed in or near the States in which it was mined even though the price at the mines may be lower than mine prices for central Appalachian coal. Widespread distribution of sub-bituminous Powder River Basin coal is enhanced by its exceptionally low mining costs, which offsets transportation costs to distant markets.

High value materials, such as gold, platinum and other precious metals are subject to loss through unauthorized removal from mines, smelters, refiners, and other places where such materials are processed. A study published in 20011 determined that between 1994 and 1998 an average of 603 kilograms of gold per year was stolen from South African miners and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kilograms of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered2. Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum, and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.
