This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. The cooperative agreement between the two groups provides for the publication of an annual bibliography with the work load involved in the preparation shared equally. The abstracted articles, concerned with all facets of cost engineering in the field of petroleum and chemical plants and related facilities, came from the following sources: 1. A study of the hydrometallurgy and electrowinning of cobalt from various domestic ores has been in progress at the Boulder City, Nevada, Experiment Station since February 1940. Previous reports covering certain phases of this investigation have been published. This report covers the research and pilot-plant work on the production of cobalt metal from cobalt-copper ores from the initial experimental work on crude ore through continuous operation. The ore types were from the Blackbird District, Lemhi County, Idaho. The initial tests were made with concentrated ore which was received by air mail and these experiments were expanded both in size and scope. After the laboratory was continued, improved, and extended tests were reported. Sufficiently advanced, a continuously operated plant producing 250 pounds of electrolytic cobalt per day was operated from June 15 through July 15, 1944.

Systematic leakage surveys of natural-gas transmission lines not only aid in the conservation of gas, but can be made to show direct financial returns of large magnitude. 1. Such surveys reveal the actual leakage from the lines, and indicate repairs to be made in order, to eliminate unnecessary waste. 2. Tests on lines, after repairs are made, show the actual saving that has been accomplished. 3. Tests on newly constructed lines reveal the presence of leakage that should be eliminated before the lines are put into service.

This report outlines the modifications that have been carried out to the original prototype rectangular shaft sinking equipment for its use in a circular shaft. The surface testing of the machine is described where seven, 24 ft. diameter shafts were excavated to an average depth of 21 ft. at rates ranging between 1 ft/hr and 1.9 ft/hr depending upon the prevailing conditions. The durability and productivity standards for the equipment were established indicating that the objectives of the project had been realized. That is, when using the machine the sinking rates could be increased by 25% and costs reduced by a corresponding amount compared with conventional drill and blast methods. In addition it was shown that the machine had been developed to a state of fitness for sustained underground use.

"IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

The immediate concern is an application of cushioned blasting in coal mining In cushioned blasting, various means are employed to reduce the intensity of the application of energy in an explosive action in a borehole. The primary object is to increase the efficiency of the use of explosives.

A simplified radiochemical method has been developed for quantitatively analyzing; radon gas in underground uranium mines. In this method, a measured volume of air is drawn by a pump through a drying tube and a cartridge containing dioxygenyl hexafluoroantimonate reagent. Radon is captured as n nonvolatile product. After radioactive equilibrium has been established between radon and its short-lived daughters (approximately 4 hours), the gamma-emission of the cartridge is measured with a scintillation counter. The amount of radon is then calculated from the gamma-emission rate. The effect of cartridge geometry, reagent load, and air flow rate upon collection efficiency and counting efficiency is reported.

Bituminous coals having maximum fluidity values in the 40- to 25,400-dial-divisions-per-minute (ddpm) range were carbonized in a continuous, entrained-bed reactor. Carbonization was conducted in an 8-inch diameter, vertical reactor at temperatures from 955° to 1,345° F and at air-to-coal ratios ranging from 4.63 to 16.12 scf/lb of moisture-and ash-free coal charged. Carbonization rates from about 118 to 360 lb/hr, as-carbonized basis, were examined. It was demonstrated that carbonization temperature and air-to-coal ratio must exceed minimum values for continuous operation. Within the operating conditions discussed, highly fluid bituminous coal was carbonized to produce tar and nonagglomerated char. The yield of tar ranged from 21.3 to 38.9 gallons per ton and the char yield ranged from 1,109 to 1,563 pounds per ton, all units expressed on a moisture-and ash-free basis. It was demonstrated that the maximum fluidity and the average size of the coal along with the air-to-coal ratio and the carbonization temperature act together to influence the carbonization product yields and certain properties of the products. Prediction equations were developed from the data for product yields and selected properties of the char, tar, and gas.

This article examines the spatial variability of dust concentrations within a coal miner?s breathing zone and the impact of sampling location at the cap lamp, nose, and lapel. Tests were conducted in the National Institute for Safety and Health Pittsburgh Research Laboratory full-scale, continuous miner gallery using three prototype personal dust monitors (PDM). The dust masses detected by the PDMs were used to calculate the percentage difference of dust mass between the cap lamp and the nose and between the lapel and the nose. The calculated percentage differences of the masses ranged from plus 12% to minus 25%. Breathing zone tests were also conducted in four underground coal mines using the torso of a mannequin to simulate a miner. Coal mine dust was sampled with multi-cyclone sampling cans mounted directly in front of the mannequin near the cap lamp, nose, and lapel. These four coal mine tests found that the spatial variability of dust levels and imprecision of the current personal sampler is a greater influence than the sampler location within the breathing zone. However, a one-sample t-test of this data did find that the overall mean value of the cap lamp/nose ratio was not significantly different than 1 (p-value = 0.21). However, when applied to the overall mean value of the lapel/nose ratio there was a significant difference from 1 (p-value < .0001). This finding is important because the lapel has always been the sampling location for coal mine dust samples. But these results suggest that the cap location is slightly more indicative of what is breathed through the nose area.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). "INTRODUCTION Secondary recovery of oil by water-flooding is practiced more extensively in North Texas than in any other section of the State, and the progress and experience of the operations in that area are of continuing interest to all branches of the oil industry. The first Bureau of Mines report on water flooding in North Texas 7/ chronicled the activities from December 7, 193f', when the Railroad Commission of Texas granted The Texas Co. the first permit to inject water into an oil-bearing sand, through 1944. This second report has been prepared as a supplement to Report of Investigations 3906 to show the progress and expansion of water-flooding. The format of this report is almost identical with what of report of Investigations 3906, except for a few miner changes. For the sake of brevity, certain basic information contained on the first report has not been repealed, and the reader is urged to consider the two reports as corporation writings.The North Texas area, as encompassed by the two reports, corresponds Railroad Commission of Texas Districts 7P and 9. Oil-development operations in the two districts, since oil was discovered in 1904, have resulted in the recovery of approximately 1,400,000,000 barrels of oil from a proved area that has been estimated to exceed 413,000 acres. During October barrels of oil was produces by primary and secondary-recovery methods from 1,746 flowing wells and 25,211 pumping wells, a daily average 6.6 barrels per well. Of this total volume of oil recovered in October 1947, 47,965 barrels (0.87 percent) was recovered from leases on which water-flooding operations were in progresses."

United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau&apos;s environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau&apos;s mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

THE MAGNITUDE of the anthracite industry&apos;s drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. In other, words because of the pervious condition of the strata overlying the mine workings, approximately one-third of the total runoff in the Lackawanna River drainage area becomes mine water. This report, reveals that less than 7 percent of the 72 miles of pervious stream beds examined between Archbald and Pittston have been unproved.

In the summer of 1937 the authors began a series of time studies of the various processes employed in the&apos; production of crushed stone. These studies, made at quarries scattered over the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these reports dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The present circular discusses analyses of the time Studies of the haulage systems at the same quarries. OBJECT OF STUDY The pressure of business problems frequently requires the entire atten¬tion of quarry management and in consequence internal plant economies often are neglected, Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that similar studies of many plants by impartial engineers would disclose possibilities for cost reduction or greater efficiency in internal plant processes.
