The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

This report summarizes a systematic 20-year study of the organic sulfur compounds in Wasson, Texas, crude oil and, to a lesser extent, of three other crude oils, that has culminated in some 200 individual sulfur-compound identifications. The development and application of special separation and identification techniques generally suitable for the characterization of sulfur compounds in any crude oil are discussed. This report reviews early sulfur literature covering petroleum sulfur compound identifications completed before this study was begun, and cites 58 papers resulting from this work. The sulfur compounds in petroleum, both as to type and quantity, have long been of concern to the petroleum industry, and such compositional data are not only of theoretical interest, but also of practical value.

THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

"INTRODUCTION The Rodessa oil field in Marion and Cass Counties, Tex., Miller County, Ark., and Caddo Parish, La., was discovered in August 1930, when a well drilled to a depth of 5,506 feet in Caddo Parish, close to the surface trace of the Rodessa fault, produced gas in commercial quantities. During the next 5 years 21 gas wells were drilled, and a large reserve of natural gas was developed in the high part of the Rodessa structure underlying the Massive Anhydrite member of the Glen Rose formation.In July 1935 oil was discovered on the flank of the structure when a well drilled to 6,048 feet also in Caddo Parish, was completed as an oil well. The discovery of oil in the Rodessa structure initiated art intensive development program of more than usual interest to geologists, engineers, and operators in the petroleum and natural-gas industry. The complex nature of the different reservoirs, the large volume of ""free"" gas under high pressures and temperatures in the upper part of the reservoirs, and the high gas:oil ratios of some of the wells during the early production of oil presented many problems the solution of which taxed the ingenuity of those responsible for the development and exploitation of the Rodessa field.Early waste of gas and resultant dissipation of reservoir energy led to State intervention, which brought about effective regulation of the quantity of gas blown to the air. Oil production from wells producing more than 2.000 cubic feet of gas per barrel of oil was restricted, and oil allowables generally were based equally upon acreage and upon reservoir pressures. Consequently, oil-production statistics of the field are closely associated with gas:oil ratios and reservoir pressures.The primary object of this report is to present factual and statistical data on well performance in the Rodessa field and to show established trends under certain operating methods and practices in high-pressure gaseous reservoirs, which have been carefully developed and outlined by modern technique and exploited under close engineering supervision.The large size of the Rodessa field, it’s fairly well defined gas caps, and a somewhat definite water table in a part- of the oil- and gas-producing region are of special interest and importance in a study of the fluid and energy relationships in reservoirs. Consequently, the results of much of the authors' work in collecting and compiling date are presented in the form of tables, maps and cross sections to show the relative thicknesses of the different oil-and gas-producing members and their permeability and porosity relationships, and, when possible, the variations in stratigraphy are exhibited in cross sections. Results of a detailed analysis of cores from a number of wells also are presented in tabular and graphic form."

In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

During the early stages of the mining industry of the United States an apparently inexhaustible supply of high-quality, easily accessible coal made the product cheap and the attendant mining methods wasteful of recoverable coal. Because coal from advance places could be mined with less effort and a large outwit obtained as the entries advanced, much of the coal left in pillars to support the roof was lost. Squeezes often developed in these mined-over areas, or, if pillars were of sufficient size to-prevent squeeze, the roof would be so weakened by long exposure that any pillar recovery was extremely hazardous. As the value of unmined coal increased, a high recovery of the available coal became necessary. Numerous plans were tried during the period that followed, some of the methods proving successful while others were complete failures or only partly successful. As a better knowledge was pained of the roof strata and its behavior, however, pillar mining became more successful and methods suited to special roof conditions were developed.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.
