An application to mine an ilmenite-rich sand deposit in Westland led to public concern about potential radioactive hazards should the ore be further processed to recover zircon or monazite. A review recommended that any material involved in the heavy mineral sand industry containing more than 0.05% thorium, uranium or their mixture should be considered a radioactive substance and, for mining purposes, a notifiable product. Safeguards for those occupationally exposed would operate via the Radiation Protection Regulations. The major safety requirement would be the minimisation of dust in certain operations.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

This paper discusses support requirements for the proposed monorail system to be used in decline development. The monorail drilling and loading systems are systems that move on the rail (monorail) installed in the roof of the decline and supported by roof bolts, suspension chains and steel supports. However, due to the weight of the components of the two systems, it is imperative that the force in each roof bolt, suspension chain and steel support capable of suspending the weight of the heaviest component is determined. Numerical models that relate the weight of the monorail drilling and loading components to the required strength in the support system have been developed. Using these developed models, numerical values of the forces in each roof bolt, suspension chain and steel support, required to suspend the weight of the heaviest component of the monorail drilling and loading systems are determined.

At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

A genesis based on new developments in the physical chemistry and flow properties of colloidal substances is proposed for the pipe-like Peko orebody. The rheological behaviour of sediments is governed by the contained colloids. Remobilization of thick pasty sediment during diagenesis is regarded as an essential step in the concentration of metal dispersed in sediments. At a high concentration the sediment pore fluid is a dense gelloid such that van der Waals attractive forces between the colloidal particles exceeds the coulombic repulsion. This permits accretion of the colloids into globular clots and their fracture fragments. These have a uniform size distribution dependent upon the rate of shear, and the sediment lithifies to clotted, porphyry-like, "gritty", dolomitic or igneous-looking intrusions and flows. The physical chemical properties of natural sediment colloids appear adequate to account for ore formation.Adsorption accounts for the dispersion and retention of metal in sediments. Accretion accounts for the segregation of the colloidal materials to give the various types of clotted igneous-looking intrusive source rocks. Syneresis enables the colloids to spontaneously draw together and to dehydrate. Formation of an ordered lattice achieves a lower energy state and desorbs metals and insoluble metal compounds "particle by particle" into the escaping water of hydration and pore water. Peptization enables migration of the metal hydrosols as stable dispersions until they merge for outflow through seepage zones or water extrusion channels. Nucleation and concretion precipitate the metal dispersoids from pore waters seeping through hydrous parts of the source rock, porous beds, faults, and zones of weakness by which the connate waters leave the lithifying sediments. Gelatinous precipitated mineral matter in the ore channels is capable of thixotropic reliquefaction when disturbed by shock or movement. Local reintrusion, flowage, interveinings,brecciation, and intermixing of the materials is the result.The principles of the suggested genesis are applicable to both syngenetic and epigenetic mineral accumulations.

The effect of liner wear on SAG mill performance has gained much attention in recent years. It is commonly observed that the three key performance criteria of SAG milling; throughput, power and product size all improve as the liner wears.The increase in throughput is generally ascribed to the increase in the grate apertures and the increase in mill volume due to the wear of these components. Whilst the decrease in product size is attributed to the reduction in lifter height and angle, resulting in more breakage by means of attrition and abrasion.Though it is widely acknowledged that the wearing of liner components such as Lifters, Plates and Grates have a significant impact on mill performance, their individual contribution to changes in mill performance has been unclear, and resultantly lead to questions like; what percentage of the throughput increase can be attributed to the increase in mill volume (plate wear)? and how much can be attributed to the increase in grate aperture (grate wear)?It has been found that through the use of grinding surveys, analysis of production data and JKSimMet it was possible to separate the effects of changing liner profile, increasing mill diameter and increasing grate aperture on the mill performance allowing for the quantification of each.The outlined methodology allows for both troubleshooting of problem liner components which reduce milling efficiency in their wear life as well as providing a basis for a more quantitative approach to liner design and reline scheduling.CITATION:Toor, P, Powell, M, Hilden, M and Weerasekara, N, 2015. Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

THE object of the air-tight stopping is either to prevent a current of fresh air from getting into the fire area, or to prevent an escape of fumes and gases from the fire area into the workings of the mine. In the former case all is "plain sailing," but in the latter case there are certain difficulties to be overcome.In the Broken Hill Proprietary mine there were two styles of stopping used during the last fire-brick and bag and the following were the chief points that determined the use of one in preference to the other:-If the required stopping were to be more or less permanent, bricks were used, also if the area to be blocked were large-bricks being so much lighter and easier to handle than bags filled with -skimps. If, however, the air contained much gas, a bag stopping was put up. Great difficulty was experienced in getting essentially surface men, such as bricklayers, to work where there was the; slightest trace of gas; miners, however, would willingly do the work, and a bag stopping could be built without skilled labour.In old drives and gangways, where there was the liability of settlement, the bag stoppings were preferable to brick. The slightest movement around the sides or foundations of the latter would cause cracks, thus rendering the brick stopping useless;whereas, in the former, there was a certain amount of elasticity.

Precrusher stockpiles are designed principally as buffers to decouple the mining and processing operations. They are usually paddock dumped or dumped over a face to form fingers by dumping haul truckloads and reclaimed by front-end loader in an ad hoc manner. In addition, they are often not built and reclaimed to completion but continually added to and extracted from. While this design suits the mining process and is operationally simple, there can be little confidence in the grade of the ore that is fed to the crusher. This makes short-term grade control difficult and reconciliation back to the mine face imprecise. Well-designed and operated precrusher stockpiles can overcome these deficiencies.The different types of grade variability in mining are reviewed in this paper. The role of precrusher stockpiles in reducing short-term variability is discussed and their ineffectiveness in addressing long-term variability is highlighted. Their role in removing the serial correlation of the extracted ore is explained.Precrusher stockpiles carry out the four, at times competing, objectives of storing, buffering, blending and grade separation. Their actual design and operation result from a compromise between these four competing roles. These roles are explained in detail along with the advantages and disadvantages of the different types of precrusher stockpiles. The recommended blended-in blended-out stockpile (BIBO) design is discussed in detail. Matched pairs of BIBO stockpiles of limited tonnage built and reclaimed to completion retain the best knowledge of grade and facilitate the reconciliation process.Simulation studies have been carried out on BIBO stockpiles to understand the blending opportunities of the different options for building and reclaiming, and to identify the methods that achieve maximum blending. It was found that laying down rows in one direction and reclaiming across these rows gives the best blending. Matching the width of the reclaim face with the daily crushing requirements is also important. The length of the rows, and building in either one or two layers has little effect on the extent of blending.Appropriate design can provide a reasonable compromise between the four objectives.CITATION:Jupp, K, Howard, T J and Everett, J E, 2013. Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

In the plumbing of vertical shafts the methods employed and equipment used, are generally made to best suit existing conditions. Undoubtedly, there is no method that can be called standard or that can be used with equal ease and success on all shafts. At the Mount Isa Mines Limited property in Northern Queensland, Australia, local conditions have presented no major difficulties to be overcome in shaft plumbing work. In fact, compared to those at many shafts, the problem has been rather simple. There are three vertical shafts connecting main mine workings, with the greatest plumbing depth for any single lift, 350 ft.Other conditions pertaining to plumbing work have been generally normal.The method we have employed is, in principle, similar to the Weisbach orientation method with a variation that does not necessitate damping of the wires to bring them to rest. Although conditions encountered have not been such that damping the wires would have been inconvenient, we feel we have saved much time and eliminated unnecessary...

The ore treatment expansion programme at Mount Isa Mines required the erection of a new lead-zinc concentrator to be known as No. 2 Concentrator. This concentrator was designed by Western-Knapp Engineering Company in conjunction with staff of Mount Isa Mines Limited. Metallurgical design followed conventional wet milling practice, but the size of many plant units is larger than previously used at Mount Isa. The. total capacity of the new plant is 150,000 tons per four weekly period, and the plant is designed to operate in two equal parallel sections.Erection was contracted on a turnkey basis, and the plant was commissioned as a production unit on 23rd June 1966.The existing concentrator, No. I, was converted to treat all copper ore, and the total capacity of the two plants is now 390,000 tons per four weekly period.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...
