The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

This paper describes new research and development currently being undertaken by the CSIRO Mining Technology Group to advance the automation capability of continuous mining equipment in underground coal mining operations. The effort aims at increasing the overall rate of roadway development as well as providing a safer working environment for underground mine personnel. The activity is funded by the Australian Coal Association Research Program (ACARP) and forms part of a larger underground development initiative, known as the CM2010 project. The CM2010 is managed via a consortium of leading mining industry representatives through the Roadway Development Task Group (RDTG). The Task Group has identified three research areas requiring new development in order to realise the CM2010 project objectives: self-guiding (autonomous) continuous miner capability, an enhanced drilling and bolting process and improved mesh deployment. CSIRO's primary role in the CM2010 project is in the development of the autonomous continuous miner guidance capability.This paper reports on outcomes achieved at the half-way mark of a three year research and development project. It details the technical developments undertaken towards demonstration of a 'self-steering' capability to enable a continuous miner to automatically maintain a given mining heading and mining horizon under production conditions. A primary technical requirement of this automated functionality is the means to accurately determine both the location and orientation of the continuous miner in real-time. Testing and validation of the guidance system solution has been implemented using a combination of an instrumentation-grade inertial navigation unit and radar technology. Comprehensive performance evaluations have been conducted using a scale skid-steer mobility platform known as the Phoenix. Results achieved to the present stage of the project are highly promising and suggest that an automated self-steering functionality is achievable under production conditions. This new outcome represents an important move towards implementing a step change improvement for future underground roadway development.

Cave propagation is a complex process due to interacting variables such as mine geometry, rock mass heterogeneity and complex structural networks and stress fields. The Ernest Henry sublevel cave (SLC) is directly below an open pit, which provided an opportunity to observe and measure rock mass failure as the cave initiated and propagated through the pit wall. This paper describes interaction between the open pit and SLC as well as rock mass failure mechanisms observed from the start of the SLC to surface breakthrough.Cave propagation and slope failure mechanisms were found to be governed by intermediate structures, while the cave shape was largely controlled by cave-scale faults. The open pit, production-level geometry and production draw strategy were also important factors for cave and subsidence growth. Cave propagation was episodic and asymmetric in shape due to the orientation and relative position of geological structures, combined with the effects of the increasing SLC geometry and drawdown from the underlying production levels. The precursors and failure mechanism of a 2.5 Mt wall collapse are also reviewed in detail.Cave growth was simulated using a 3D, non-linear, discontinuum finite element model coupled with Newtonian Cellular Automata. During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. The corrosion of aluminosilicate refractories by soda from three different sources has been studied by microscopic methods. Sodium sulphate from oil ash, sodium chloride used in glazing structural clay products, and sodium borate from borax-impregnated wood ash have fundamentally the same effect on the refractories. The soda is the chief medium of reaction and fluxing, the sulphur, chlorine, and boron being volatized as sulphuric, hydrochloric, and boric acids.INTRODUCTIONBecause of their strong fluxing action, alkalis are one of the main causes of corrosion and slagging of refractories.The action of potash and soda on refractories follows somewhat similar lines, although it is common for one alkali to be greatly in excess of the other. The course of the reaction in a number of cases of alkali attack has been studied by microscopic and chemical methods. For example, the action of potash on blast furnace refractories was studied by Kraner (1942) and Rigby and Richardson (1947), who described the occurrence of various potassium aluminium silicates. Its action on cement kiln refractories was described by Brisbane, Segnit, and Weymouth (1957). The action of soda on glass tank refractories has been studied by many people, for example Bisby (1956) and Resch (1954). The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

The Mount Isa property has been in operation since June, 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods.Stoping methods have been designed to apply to parallel lodes ranging from 10 ft. to over 100 ft. in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sub-level stoping method for mining the sulphide ores.

This paper summarises work undertaken to date as part of an investigation into the mineral resources of the proposedNorth West South Island National Park. The area covered by the proposed national park is underlain by many rock types that have undergone a long and complex history of evolution which has endowed it with some of the best potential for a wide range of different minerals in New Zealand. Many of these minerals occur only in this area or in Fiordland National Park.   The first gold-rush in the area occurred in 1856 and followed the discovery of payable gold at Lightbands Gully, south of Collingwood. The miners first focused on the alluvial deposits but soon shifted attention to lode potential. The total historical gold production for the area may be over 400 000 oz (NZ$250 - NZ$295.6 M at 1993 prices).   In addition to gold, a wide range of other minerals have been reported from the area including molybdenum, copper, nickel, zinc, silver, bismuth, stibnite, lead and antimony. The Onekaka iron-ore deposits have produced small tonnages of ochre and iron-ore at various times. Tungsten, platinoids and other metals have been. given only minor attention. The diverse geology of the Northwest Nelson has resulted in the occurrence of many industrial minerals which have been exploited in generally small-scale operations. Aggregate, chrysotile asbestos, clay, dolomite, marble, limestone, dimension stone, rip-rap, talc-magnesite and wollastonite have all been produced.

The observation of lower-than-predicted Fe/Cu ratios in the cementation of copper on iron in tests at elevated temperatures indicated that some other reaction was contributing to the reduction of cupric sulphate in addition to the reduction by elemental iron. Experiments showed that the copper sponge, which initially formed on the iron, subsequently reduced the cupric sulphate giving the products cuprous oxide and sulphuric acid.Tests were undertaken to determine the rate and equilibrium conditions of the reduction reaction with variations in the types of the reducing agent and solution parameters. The reaction first became apparent at temperatures above 50°C and as it ceased at pH 1·8 it was possible to induce further reaction by alkali addition.

Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

A predicted increase in aluminium production and the possibility of a diminishing supply of petroleum coke for anode electrodes in alumina reduction cells makes it desirable to find alternative electrode materials. Browncoal char, with a lower ash content and with an elemental purity similar to petroleum coke, was produced by leaching in hydrochloric acid, washing with water, and charring at 1,150°C. The cost of processing is estimated tobe competitive with petroleum coke.Without further processing the bulk density and real density were undesirably low, but by briquetting the coal before charring and crushing, the bulk density was improved to 92 per cent of the petroleum coke value andthe particle density was improved to 92 per cent of the density of petroleum coke by water displacement or 75 per cent by mercury displacement.Pre-baked electrodes were prepared from the char alone, mixtures of petroleum coke and char, and from petroleum coke alone, all bonded with coal tar pitch.The electrodes were tested for the usual physical properties and were evaluated for performance in a laboratory size alumina reduction cell.Electrodes based on brown coal char alone were found to be inferior in physical properties and performance, but mixtures of the char and petroleum coke, despite poorer density, electrical resistivity, and carbon consumptionon a theoretical basis, in performance tests gave up to 17 per cent better carbon consumption per weight of aluminium produced and 21 per cent better electrical current efficiency than the electrodes based on petroleum,coke alone.It is suggested that larger scale tests are warranted.

The involvement of concerned parties in all aspects of the Lihir Project from an early stage has promoted good relations between all groups. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

A process was developed to produce electrolytic manganese dioxide, suitable for use in high quality dry cells, from Risdon anode mud. ImpurItIes present In the anode mud were removed prior to the electrolysis which was performed from a manganese sulphate bath using the following conditions.Temp. 95°CH2S04 50-55 g/l.Mn2+ 55-60 g/l.Anode c.d. 10·0 A/sq. ft.Operation under these conditions yielded current efficiency and power consumption figures of 95 per cent and 0·8 kWh/lb respectively. The product conformed to battery manufacturers' specifications as regards physical and chemical properties and performed satisfactorily in a battery testing programme.

Formation of either sodium jarosite or lead jarosite from concentrated chloride solutions containing small concentrations of sulphate has been demonstrated. Sodium jarosite is precipitated at 95-100°C from FeC13-FeCI2-NaCI-PbCI2 solutions to which was added Na2SO4 or Li2SO4 in amounts greater than 0.05 M. In the absence of alkali metal ions capable of forming jarosites, lead jarosite was precipitated from either FeCI3-PbCI2 or FeCI3-FeCI2-LiCI-PbCI2 solutions to which had been added small amounts of sulphate. Many of the factors affecting jarosite precipitation from chloride solution have been elucidated, and the most critical were sulphate concentration and initial pH. Concentrations of HCI in excess of O. I M essentially suppressed the production of jarosite in chloride media. Alkali jarosite, precipitated in the presence of dissolved lead, incorporates a small amount of this metal into the alkali jarosite lattice. Small but significant amounts of copper can also be incorporated into alkali jarosite and the amount is further increased in the presence of lead. Other divalent base metals such as Zn, Cd or Ni are not significantly precipitated. Sulphate control in either FeCI3 or FeCl3-NaCI leaching systems could likely be maintained by jarosite precipitation provided that the acid concentration of the solution was low.
