In this address I look back over the past 40 years of mineral exploration in New Zealand û essentially the period since the Second World War (ie since 1945). It was the period of my personal involvement, and indeed of the personal involvement of a number of you. Luckily it was aperiod of great interest and activity. In the previous 50 years, virtually nothing had happened, and it is kindest to draw a veil over that period. In the very important earlier 40 years (1855 - 1895) the New Zealand gold rush occurred. That must have been a fascinating, rewarding period, which has been thoroughly documented by better historians than myself. I will simply comment firstly that its mineral explorers (gold-prospectors) were very successful indeed, and found most localities of the minerals they sought, in spite of using very different methods from ours of today. Secondly, they were preceeded by one of Maori exploration, which searched for a much restricted list of minerals, but succeeded in finding virtually every locality we know of today. The explorers of both of these early periods were obviously highly successful, but, in the time available, I must restrict myself to the period since 1945. I am currently editing the effective up-dating of Gordon WilliamsÆ 'Economic Geology of New Zealand' (1974). It covers the last 12 years or so. Many of you are contributing to that volume û both as authors and as referees û and I would like to take this opportunity of thanking you all. Although this new volume excludes the energy field, many of us have been involved in it, and I am therefore including energy minerals in this review, as Williams did in 1974.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Ilmenite (FeTiO3) is the primary global source of titaniumdioxide which is commonly used as a whitening agent in papermanufacture and a pigment in paint manufacture. In WesternAustralia ilmenite is processed by the Becher process (Becher,1963, Becher et al, 1965) where ilmenite particles are feddirectly into the furnace with coal and heated to form acomposite of elemental iron and TiO2. The mechanism of thecarbothermic reduction of ilmenite has been extensively studied(Grey, Jones and Reid, 1973; Jones, 1973; Grey and Reid, 1974;El-Tawil, Morse and Francis, 1993) and is reasonably wellaccepted.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Longwall mining and related subsidence, and watercourse diversion for surface mining operations have the potential to impact on fluvial geomorphic processes and the health of river systems. This is evident in the Isaac River in central Queensland. The scale and likelihood of these impacts are a function of the extent of existing and proposed mining developments and of the ongoing geomorphic, hydrologic and ecological processes within the Isaac River. Understanding the objectives for the river, the past and ongoing processes at work, the cumulative impacts of longwall mining development and the options for managing those impacts is essential for the development of an effective strategy to manage the health of the river system. An assessment has been undertaken to identify and understand the cumulative impacts of mining subsidence and other mining influences on geomorphic processes and waterway health in the Isaac River over a river length of approximately 100 km near Moranbah in central Queensland. The assessment included the development of a vision and objectives for waterway health. The assessment has identified mining and landuse changes that have impacted on the hydrology, geomorphology, ecology and hence the health of the Isaac River. The assessment has then sought to identify the cumulative impact of longwall mining and related subsidence on current stream condition and the proposed vision for the system. The primary impact of longwall mining on the river was found to be associated with sediment transport. The investigation included assess- ment of total sand available for transport, the volume of sand transported annually and the fluvial process response to subsidence. Recommendations have been developed for the management of the system and for longwall mining to increase system robustness and achieve the river health objectives.

Batu Hijau is an island arc porphyry copper-gold deposit located in the southwest corner of Sumbawa Island in the Sunda-Banda archipelago of Indonesia. Southwest Sumbawa Island is underlain by Early Tertiary, low-K calc-alkaline to weakly alkaline volcanic and intrusive rocks. Within the mine area the oldest exposed rocks are medium- to thick-bedded, medium to coarse andesite volcanic lithic breccia, thin bedded, fine-grained volcaniclastic sandstones and mudstones and hypabyssal porphyritic andesite. In the eastern portion of the mine area there is a thick sequence of quartz diorite that postdates the andesites. A small stock of Equigranualar Quartz Diorite predates the Batu Hijau deposit and occupies the contact between the andesitic volcaniclastic sequence of rocks and the Porphyritic Quartz Diorite. Batu Hijau is a world-class copper-gold deposit that has a drill indicated mineable reserve of 914 million metric tonnes grading 0.525 per cent copper (10.58 billion pounds copper) and 0.403 g/t gold (11.8 million ounces gold). Mineralised material not in reserve accounts for an additional 580 million metric tonnes at 0.328 per cent Cu (4.19 billion pounds copper) and 0.171 g Au/T (3.19 million ounces gold), and including an oxide copper resource of 57 million tonnes at 0.37 per cent Cu and 0.12 g Au/T. Copper and gold mineralisation is directly related to quartz veining and wall rock alteration that developed with multiple tonalite porphyry intrusions. The tonalites were emplaced along the contact between the andesitic volcaniclastic rocks and quartz diorite intrusives. Copper and gold are zoned around the porphyry intrusions, which are designated by their contact-age relationships and other features as Old Tonalite, Intermediate Tonalite(s), and Young Tonalite(s). The Old Tonalite was the first copper-bearing intrusion, and although it is the smallest intrusion it has the highest quartz vein density, the strongest alteration and the highest grade. At least two tonalite porphyry intrusions followed the emplacement of the Old Tonalite. Each of these intrusions was associated with less quartz veining, weaker hydrothermal alteration and lower grade copper and gold than the previous intrusion. The intrusive cycle culminated with the emplacement of the Young Tonalite, which contains relatively few quartz veins, is weakly altered and mineralised. Hypogene hydrothermal alteration and sulphide mineralisation developed in five temporally and spatially overlapping stages. These stages consist of Early, Transitional, Late, Very Late, and I Zeolite alteration. Early alteration and sulphide mineralisation accompanied each tonalite porphyry intrusion, but with diminished intensity in each subsequent intrusion. Transitional and later stages of alteration and mineralisation postdate the tonalite porphyries and overprint Early stage alteration and mineralisation. Early alteration and mineralisation consisted of biotisation, secondary magnetite and plagioclase development, fine porphyry-style stockwork veining and ore mineralisation. Magnetite-biotite????quartz stringers and dark micaceous (biotite-sericite) veinlets were developed. The veinlets were accompanied by biotisation of magmatic mafic minerals and groundmass. Thin, irregular and discontinuous æAÆ type quartz veinlets and fine-grained chalcocite, digenite and bornite mineralisation accompanies the Early alteration. It is hypothesized that most of the copper mineralisation was originally deposited as bornite, digenite and chalcocite. Secondary plagioclase was added along the selvages of the early quartz veinlets. Early alteration is pervasive within and proximal to the tonalite porphyries. In the distal portions of the deposit, andalusite and anthophyllite formed at intermediate to shallow depths, and in the deeper portions of the deposit, respectively. The andalusite and anthophyllite probably developed at the same time as the early magnetite-biotite-quartz alteration in the core of the deposit. Transitional-age alteration consists of oligioclase/albite-sericite-chlorite- quartz-¦vermiculite and is associated with æBÆ quartz veins. Through-going planar æBÆ veins are thicker than æAÆ and æA-familyÆ veinlets and have chalcopyrite????bornite along vuggy centrelines and narrow oligioclase????albite alteration envelopes. Rare æCÆ chalcopyite¦quartz veinlets were also formed during Transitional alteration. During Transitional alteration early copper sulphide minerals (chalcocite, digenite and bornite) are converted to bornite and chalcopyrite. The majority of the copper (50 - 70 per cent) in the deposit is contained in ores in which chalcopyrite is the predominant sulphide. Late alteration consists of feldspar destruction and replacement by sericite and other minerals. The late alteration is accompanied by the development of æDÆ sulphide veinlets and veins. These veins consist of pyrite and quartz????chalcopyrite. Within the halos of the late pyritic veinlets biotite is replaced by sericite, quartz-sericite, quartz-andalusite, or quartz-pyrophyllite+kaolinite replace plagioclase, and magnetite is converted to specularite and/or pyrite. In the periphery of the deposit, the feldspar destructive alteration, together with outer zones of Transitional-age alteration, constitutes what is commonly referred to as a æpropylitic zoneÆ. Very Late hydrothermal alteration is also characterised by feldspar destruction, but differs from Late alteration in that feldspar is replaced by smectite in association with sericite and chlorite. Sulphide mineralisation in this stage consists of sphalerite, galena, tennantite, pyrite and chalcopyrite. The last stage or I Zeolite alteration consists of low-temperature, open space filling consisting of stilbite or laumontite¦calcite. Supergene oxidisation of the orebody extends to a maximum depth of 210m. Isolated deep oxidation occurs along open fracture zones to depths of ~400 metres along æDÆ vein filled fracture zones. Weak supergene copper enrichment occurs in a thin horizon (15 to 60 m thick) that blankets the top of the deposit. The main supergene copper mineral is secondary æsootyÆ chalcocite replacement of sulphide grains and as veins.

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. An extensive conveyor system thus became necessary unless a new mill was built near the shaft. Studies have been carried out on the dead roasting of a copper-iron and a copper-nickel-iron sulfide concentrate, followed by segregation roasting with coal and leaching with either curpric sulfate in aqueous acetonitrile or cupric chloride in brine solution to preferentially solubilize copper. The effect of dead roasting and segregation roasting conditions on the overall leaching of copper and the separation of copper from iron and iron and nickel is reported. An excellent separation of copper from iron and a good separation of copper from iron and nickel can be obtained provided sulfur is removed to 0.5 per cent or less during the dead roast and provided the coal addition and temperature of the segregation roast are near the minima required for the segregation of copper.

Ammonium nitrate-fuel oil (ANFO) explosives are unstable in hot, reactive sulphide-rich ground at Mount Isa. Under certain conditions associated with background heat, moisture, and chemical impurities from natural oxidation, ANFO composites in contact with hot ground disproportionate and the ammonium nitrate can undergo rapid exothermic reactions with sulphide.Reactions can occur in confined charges from prolonged contact with reactive sulphides, or by contamination with sulphide in loading. Partial interaction can result in misfires or premature detonation. Spilt, scattered and unpropagated explosive will undergo further reaction in sulphide-rich environments. ANFO-sulphide interaction is invariably exothermic and causes an irreversible chemical transformation of the ore.The heat generated during reaction may be dissipated, heating the environment, or rapidly accumulated to yield hot spots or areas in excess of 400°C. These can result in forced ignition of bulk sulphide and sustained combustion.Thermal analysis was used to define the critical conditions for ANFO-sulphide interaction and sulphide combustion.The occurrence of incandescent ore is attributed to the thermal interaction between exothermic hydrolysis oxidation, ANFO-sulphide, and combustion processes.Chemical agents and control methods have been developed to prevent ANFO-induced oxidation and combustion.

Taking the Presidential chair of the Australasian Institute of Mining Engineers, my first duty is to thank you for the high honour and position you have conferred on me. A position entailing the highest compliment the Institute could bestow on any of its members, and one which I feel my inability to properly fulfil, inasmuch, as you have men in your ranks of the highest scientific training residing on that great continent where the head quarters of the Institute is established, while my engagements here will not permit me leaving this colony but for a very limited period.About six years ago, during the time the mining boom was at its height, there came to this colony from England, Germany, and South Africa, several mining engineers, who in conjunction with the mining engineers here, formed an Institute which we soon found we were not able to maintain. The mining boom gradually died away, and many engineers have left the colony to find employment in other parts of the world. We made overtures to your Iqstitute to take us under your wing, which you were kind enough to do, and the outcome is that you have come over 1200 miles to hold a meeting in New Zealand. The paucity of members residing in this colony does not admit of a large attendance; but we heartily welcome you to our shores and hope you will enjoy a holiday visiting some of the principal mining centres and exchanging ideas, which not only improves our minds, and widens our field research, but also tends to lead to further economic improvements in the extraction of metals the earth contains...

A short account is given of the theory and practice of determining the true U3O8 content of ore samples by the determination of the beta and gamma activities separately, using the method of Eichholz and his associates.It is shown that, despite the variation of sample activity without change in U3O8 content, the true U3O8 value can still be found.Thorium can be determined simultaneously if this element is also present.

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northernNew Zealand region. The time/space distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.   These time/space patterns can be interpreted in two ways. Firstly, if relative plate motion was essentially transform in the region prior to 26 Ma then a small change in the relative plate vectors may have initiated subduction and the associated volcanism. Southward evolution of the arc can then be seen as the straightening and extension of a single arc. Alternatively, the distribution of volcanic rocks can be interpreted as the capture of a relatively short lived arc by southward migration of the dominant Tonga-Kermadec subduction system.

Complex gold deposits are generally characterised by variable geometries, strong structural controls on grade distribution and a high-nugget effect. The use of diamond drilling and fire assays in this environment often results in an understatement of grade. Bulk samples are likely to be the closest estimators of true grade, and may be required to evaluate geological/grade risk during resource estimation/feasibility studies. Any bulk sampling program requires appropriate planning and implementation. The planning stage should attempt to delimit the extent and nature of mineralisation; characterise mineralogy and metallurgical properties of the ore; and define bulk sample size and how it will be sampled/processed. The approach to sample processing will be governed by the results of metallurgical testing and geological knowledge. Careful design of sampling protocols must be undertaken through material characterisation, understanding of gold particle sizing and the application of GyÆs Sampling Theory.

A comparatively new and very promIsmg field for applying cemented tungsten-carbides is in the mining and quarrying industries. The economic advantages of this unique engineering material over the conventional hollow drill steel, or steel detachable bits, have proven so great that the use of "hard metals" promises, in some instances, to revolutionise the drilling of all manner of minerals. Early in the war years the Germans realised the tremendous advantages cemented carbides offered for holing hard rocks, and they proceeded to develop detachable percussion bits to do this work, at the same time evolving fast, comparatively light-hitting driliing machines, especially designed to suit the mechanical properties of the carbide.Here in Australia also, it has appeared that the detachable percussion bit offers the greatest economic benefits to consumers, although the author is well aware that carbide-tipped drill rods have, and may continue to work out satisfactorily in certain mines and quarries.Most drilling equipment at present installed in Australia may be described as being of the heavy hard-hitting variety, so that the designer of an efficient percussion bit has to take special precautions to overcome the problem of fatigue, and to ensure that the inserts are securely mounted in the body with the minimum of internal stress in the carbide.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. When the writer first saw the square-set timbering, he was at once impressed with the fact that the frames made by the sets, along the lode and across it, were composed of panels with rectangular openings, and it was puzzling to understand howsuch a collapsible construction could resist pressure that came unevenly on it. Later he learnt that the sets did not satisfactorily resist such pressure, but mullock filling had, to a great extent, to undertake this duty for them. So it appeared that the setswere practically an expensive scaffolding, enabling the miners to work in the face and carry the stope forward, till the filling was put in behind them to take the pressure of the roof and sides of the excavation. Of course some of the pressure is takenby the sets, but this is because "the set timbers prevent the filling being done perfectly; if it were practicable to remove the sets before filling, the filling by itself would more effectively support the back and wall, than do the combined sets andmullock. On the whole, therefore, the sets can hardly be said to be of much benefit where pressure has to be resisted. THE Talisman mine is situated on the Waitawheta (pronounced Wytaffetta) river just above its junction with the Chinemuri (pronounced Chinnemurre) river near Karangahake, NZ. The explored reef-bearing portion of the claim includes the angleformed by the junction of the rivers and extends southwards for slightly over a mile (See Plate V.). The country is mountainous both rivers flowing through precipitous gorges.The trig. station on Karangahake mountain is almost directly above the workings on the Bonanza section and is 1680 ft. above river level, the adit from the gorge giving 1200 ft. of backs measured vertically. The officers of the N.Z. Geological Survey are engaged in a detailed survey of the Waihi district and the rocks of Karangahake are under examination. The rocks of the district are andesites and dacites much altered and silicified. One of these exhibits a columnar structure in the mass in the Waitawheta gorge near the surface workings on Taukani hill, also on the southern bank...

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.
