If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man's oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man's place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man's know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

A program of geological research in support of mineral exploration efforts is outlined. Specific goals are stated, approaches to accomplish their attainment are described, and the type of useful results to be expected are outlined. Because mineral exploration or prospecting has intensely practical goals, research in support of it must be applied research, applied to the problem of maintaining or increasing the discovery rate of the exploration effort. To attain research goals, attention to personnel selection, group structure, and program are critically important, and in about that order. A large percentage of the professional personnel should have had experience in mining geology or mineral exploration, and they all should be prospector-oriented. Structuring in the group should be at a minimum, with wide allowance for the kind of independent research which is essential to the nurturing of on-target creativity. The program should be field-oriented, and it should include a wide representation of those subdisciplines of geology which are applicable to mineral exploration. The types of results to be anticipated include improved or new conceptual models for various types of orebodies and their settings from which new ore guides can be derived, new exploration techniques, and the development of a knowledge bank for various aspects of the exploration effort.

WHEN times are booming and metal prices are high, most mining men pay little attention to the industrial mineral industry. However, when metal prices drop and mines close down, many mining eyes begin to scan the less glamorous non-metallic field. For some this proves a temporary diversion, but others find this branch of mining, with its generally more stable conditions, to their liking and enter it permanently. The resulting gradual influx of trained mining men into the industrial mineral industry ?has been one of several factors responsible for the rise in production of non-metallic materials in our Province. Another and ?perhaps the most important factor influencing the production of industrial minerals has been the growth in the population of British Columbia. Because most industrial minerals .are low priced and either heavy or bulky commodities they are normally sold on relatively local markets. Thus the extent of the development of the industrial mineral industry of a region is largely governed by the size of the population and the level of industrialization of that region. This point is well shown by com-paring population and industrial mineral production statistics for 1936, 1946, and 1956 (see Figure 1)9. Note that not only has the overall production rate grown with the population increase, but that the per capita production has risen greatly.

We have in southeast Kansas a variety of soils underneath which are a variety of subsoils compressed into what is commonly called “ hard pan.” These soils are of six types, ranging from a clay to a sandy loam. The surface soil in Cherokee County and Crawford County, of whatever quality or type is, generally speaking, from 6 to 12 inches in depth. The so-called “hard pan” ranges from the native grass roots to a depth of from 2 to 12 feet, and in some places even deeper than that.

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

"This work aims to characterize the plastics used in a handgrip located in the car interior body in order to improve its design process and be able to predict its behavior when the part is subjected to impact test involving human casualties.Through stress analyses at high speeds and a video camera set up (front and side view), the reduction of area of specimen was obtained from image analysis, allowing to get the stress-strain real curve of the material.Continuing the characterization process a set of impact test was developed, where standard lzod configurations were used in unnotched specimens. From these tests were gotten displacement curves and absorption energy estimations.The proposed testing procedure allowed the acquisition of force and displacement data through time at various strain rates which are indispensable for the characterization of dynamic events. Using a specimen with a special configuration has shown a more detailed dynamic behavior resulting into more accurate numerical analyses within the design process.IntroductionIn the design process, one of the many analyses which take place is the impact test of the designed part. Nowadays there are many software capable to do these kind of analysis and each industry use the one they think it is convenient for them, but also the selected software has mathematic models that help to find the solution and the simulation of the case of analysis. These are not the only considerations that a company has to take into account, other one is the type of information and data necessary to feed the software. For this study we are going to focus on the acquisition of these data.The mail reason of this work is that generally the supplier gives the card of the material with all the characteristics and information requested by the buyer, but all of that information is acquired by standard methods, but it is inconvenient when the materials are polymers."

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

History shows that, prior to 1945, a rope failure on a descending conveyance was usually followed by unsatisfactory safety dog operation.It is proposed in this paper to discuss briefly;The history of this development. Progressive .development of one type (E. Long).Free fall testing of safety dogs. Anti-trailing rope device.HistoryOn February 2nd., 1945, a hoisting rope broke at the Paymaster mine. The safety dogs proved ineffective and permitted the cage to crash through to the bottom of the shaft, with disastrous results.Following this accident, the Ontario Government appointed a Technical Committee to investigate The Safety of Hoisting Equipment and Hoisting Practice in Ontario Mines. This Committee consisted of Dr. C. R. Young (Chairman) and Professors T. R. Loudon, E. A. Allcut, V. G. Smith, and Lloyd M. Pidgeon. The Ontario Mining Association (at the request of the Ontario Government) also appointed a Committee consisting of Messrs. R. E. Dye, R. D. Parker, and R. L. Healy."

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

THE most useful guide to the role of lime in flotation is the view that the chemistry of any flotation operation is primarily a pattern in relative solubilities. We have the coming together of a number of minerals, reagents, fortuitous salts, water, and oxygen, many of which have not been previously in contact with each other, and every one of which is free, at least to some extent, to abandon old alliances and to form new ones. Of one thing the operator may be sure, and that is that, when equilibrium has been reached, those new chemical combinations will have formed which are the least soluble combinations possible to the environment. The laws of solution govern the operation, which means that relative concentrations are always a factor, and temperature frequently is. What the operator is really doing when he chooses his reagents .in the first place (empirically or otherwise) and works out their? optimum amounts, is to provide an environment in which (1) the least soluble possible compound of the mineral he desires to float is one which is also non-wettable, while at the same time (2) the least soluble compounds possible to the minerals he desires to depress are wettable. Since all metathesis is reversible, perfection is impossible to achieve, and the operator is constantly striving to establish that combination of concentrations which will drive each and every particular reaction as far as possible in the direction he desires it to go, in accordance with the law of molar concentration.

The northern part of the P. G. E. railway traverses and opens up that part of the province known as the Cariboo district, comprising the Cariboo and Quesnel Mining Divisions, which are a part of the Northeastern Mineral Survey District. Williams lake, a divisional point on the P. G. E. is near the southern boundary of the Quesnel Division and from this point the railway runs northerly to Quesnel, its present terminus. From Quesnel the railway is projected and partially constructed to Prince George on the Canadian National railway; therefore its general trend is northerly through the heart of the Cariboo district. Early History There is no need to outline at any length the early history of mining in the Cariboo. It is sufficient to say that the great gold rush to the Cariboo, in the early sixties, was practically the commencement of mining in British Columbia. These early placer mining operations centred around the old towns of Quesnel Forks, Keithley Creek, Barkerville and Van Winkle, the latter now called Stanley. Many millions of dollars of placer gold have been taken out and the end of production is not in sight yet. The maximum yearly production was reached about 1863, after which there was a gradual decline in output. During the war years production was at a very low figure but a steady, even if small, increase has occurred in the last three years and prospects are encouraging for a much greater output.

The Royal Canadian Mint has implemented significant process additions since 2005. Installation of a whole new highly automated silver refining circuit has allowed recovery of physical silver from gold and silver dorés . To complement this change, a small Top Blown Rotary Converter has been in operation. On the gold refining side, a new hydrometallurgical process to recover precious metals from Miller Chlorination slag has been developed. Finally, new systems have been put in place to improve treatment of waste water, wet and dry fume and dust.
