Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

Mr. AllaW Gibb, of Mount Perry, Queensland, Australia, in an interesting and instructive paper,* describes fully the great difficulties metallurgists encounter in seeking to produce marketable copper by smelting refractory ores containing arsenic, antimony and bismuth. After reading this description, I prepared a paper for the Institute, which was, however, through a misunderstanding on my part, published in the San Francisco Mining and S'cie~ztiJic Press of April 4, 1903, after its acceptance by the Council, and without credit to the Institute. Consequently, it cannot be reprinted for the Transactions of the Institute; and I can only here summarize its contents and conclusions, referring the reader to the article above named for further particulars. In that article I omitted the col~sideration of bismuth, which we do not encounter in our smelting at Val Verde, and added lead and zinc, which Mr. Gibb had not discussed; and I undertook to shorn, by the record of a year's practice of the Val Verde Copper Co., Arizona, that copper-ores containing arsenic, antimony, lead and zinc may be successfully smelted, without preliminary roasting, in an ordinary blast-furnace with hotblast, making a normal slag, such as one would aim to make under ordinary conditions with cold-blast, so as to produce a marketable matte, containing not less than 45 per cent. of copper, free from arsenic and antimony, and below the limit in lead and zinc penalized by the refineries.

Although the development of the industry has not yet reached that fulness which it has attained elsewhere in the United States, still the commanding advantages of position of these establishments are so evident that the prospective importance and magnitude of spelter manufacture in this State, and especially at this locality, can hardly be doubted. A study of the chemical and technical aspects of the business of these points cannot be without interest to the metallurgist as well as to the capitalist. I have endeavored to investigate, as far as was practicable, within the limits of a paper of this character, some of the problems connected with this industry, at the same time making a few comparisons of the results attained at some of the Carondelet works with those of other establishments with regard to which information could be obtained. In the prosecution of these studies I have been kindly aided by the managers of Carondelet establishments, and by Prof. Charles P. Williams, Director of Rolla School of Mines. To the latter I am especially indebted for assistance in regard to methods of analysis. To all these gentlemen I return my thanks for their valuable aid. Other sources of information will be duly credited in their proper places.

During the past two years California has developed a new and important oil-field: I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing, save a great crater-like opening marks its location. The pipe is entirely worn away and gone; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no other wells in that field or elsewhere throughout the State that in any may compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to shorn evident signs of exhaustion. On the Continent, ferromanganese has been produced in the blast furnace almost continuously since 1876, but little definite information concerning the practice is to be found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country, prior to 1904, but one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public..In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations; so the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Operating data were collected by the Bureau from eleven ferromangahese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P; the dimensions of seven of the furnaces are given in Table 1. THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. The Executive Committee of Marsman and Co., Inc., Managers of the Company, has kindly given permission for publication. Mr. J. B. Stapler, Division Manager, Marsman and Co., has had the courtesy to read the manuscript and to give critical and helpful suggestions. LOCATION OF AREA AND SCOPE OF WORK San Mauricio Mining Co. controls a group of 113 claims that lie immediately north of the town of Jose Pañganiban (formerly Mambulao), Camarines Norte, Luzon, P. I. (Fig. 1). Exploration work commenced in the spring of 1934; active development began in the fall of that year and has continued to the present date. Mill construction was begun Oct. 15, 1935, and production started March 10, 1936. Total production to June 1, 1939, is P10,499,105.15 ($5,249,552.57). [+]

IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. IN 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temper-atures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several parti-cles had become one unit. From this dis-covery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the appli-cation of about 30c0 tons pressure on a 10-in. piston. Stout decided that cathode copper pro-duced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. Under his direction, this problem was solved by William H, Osborn and Harry Howard Stout, Jr. They developed the process and technique for producing cathode copper in brittle, friable form, and to them must be given the greater part of the credit for this phase of the development program as well as for that relating to the gas cleaning of the cathode particles.

THE Hawkesworth detachable drill steel shank and bit were invented by A. L. Hawkesworth; while he was a mechanical foreman for the Anaconda Copper Mining Co., at Butte, Mont. Mr. Hawkesworth died on June 16, 1925, at the time that his invention was practically a proved success. The first application for patents was made by him in November, 1918, and the bit is now being manufactured under patents issued in 1922 and 1923. The credit, for its development in the early stages belongs to A. L. Hawkesworth, Roy S. Alley, Harry A. Gallwey, E. J. Bowman and various officials of the Anaconda Copper Mining Co. Later improvements, manufacturing problems and the direct usage in the mines were originated and perfected by the mechanical department under C. D. Woodward, E. R. Borcherdt, head of the Rock Drill Equipment Department, Robert E. Kelly of the Mechanical Department, and various operating department heads of the Anaconda Copper Mining Co. The author wishes to acknowledge the assistance of these officials in the preparation of this paper.

I am going to discuss gold mining in Mexico during the last twenty centuries and try to suggest some of the futures that may develop in this industry in the next decade. Before I start this rapid review of such a long developing mining tradition, T must give credit to my sources. I an, talking here as an associate of Commoditi,c,s Reseflrch Unit Ltd. of London (better known as CRU) and as a principal of Ainsworth-Jenkins Holdings, an international mineral resource consultant group that has been exploring and deveJoping mining properties in Mexico and Central America for the last six years. CRU is the leading consultancy providing industry, governments and financial institu­tions with analysis and advice on the metals and the mining industries. They recently completed a three volume study entitled Gold Mining Opportunities in Mexico. This .<1tudy describes Mexico, the business environment, its geology and details its gold mining potential with property descriptions and maps. I have adopted and adapted the s11mmari.zed Mexican government statistics and rlrawn on some of the historical comments in these volumes. However, I do not have ti me (nor would it be appropriate) to be giving the details of the CRU work. Jorge Ordonez, whose shoes I am trying to fill today, was a major contributor to the study and it was an honour to be asked by Willem Beunderman, the Principal Editor, to step in when Jorge was unfortunately unable to be here. Jorge has been an enormous help to Ainsworth­Jenkins and a consistent friend of foreign investment in Mexico. Our own work in Mexico has allowed us to obtain a few useful in­sights into this most interesting slice 0f Mexican history.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company&apos;s policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a &apos;bankable project&apos; will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank&apos;s credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term &apos;bankable&apos; invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank&apos;s requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers&apos; feasibility reports, other than those which are automatically associated with the use of the term &apos;ore&apos;.

Although coke is the acknowledged metallurgical fuel, and has been extensively used in this country for more than thirty years, yet the facts on record in regard to its physical properties are exceedingly meagre; and this is also true, but in a less degree, of its chemical composition. An investigation is being carried on in the National Museum which is intended to supply, so far as may be, this deficiency, and through the kindness of Professor Baird, Director of the Museum, I am permitted to present to the Institute a summary of a portion of the results already obtained. So far as I am aware, the credit for the first systematic investigation of the physical properties of coke belongs to Mr. John Fulton, Mining Engineer of Cambria Iron Co. The results of this investigation have been published in Report L, Second Geological Survey, Pennsylvania, 1875, and in a pamphlet setting forth the advantages of the Connellsville coke, the latter published also by the " Virginias"* His results are not altogether free from experimental errors, and the assumption that "the specific gravities of coke and water are very nearly alike "- is scarcely warranted. It has seemed to me, therefore, desirable to make an independent investigation of the physical properties of coke on a plan somewhat different from that adopted by Mr. Fulton. This is the investigation now being carried on at the National Museum.

Stabilization Committee was named in 1932 to ascertain whether some practical substitute could be devised for the Rule of Capture, which was generally credited with being the major cause of instability in the Petroleum Industry. After considerable intercommittee correspondence a letter was received from E. DeGolyer under date of Jan. 25. 1935. in which he discussed the possibility of modifying rather than discarding the Rule of Capture. He summarized his proposal as follows:

Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators&apos; Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow&apos;s paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow&apos;s paper. Mr. Westfield stated that the Foam plug had been used in the Bureau&apos;s experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

Discussion of the paper of HERBERT A. EVEREST presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 165 to 167. NEWELL G. ALFORD, Earlington, Ky. (communication to the Sec-retary*).-Mr. Everest&apos;s statement concerning the economies in a small coal mine has interested me very much. The majority of discussions on coal-mine economy omit the small operator and for this reason Mr. Everest&apos;s paper should lead to productive thought. I agree that close concentration of working places and constructive supervision of labor are two items of salvation to the small operator. It is also true that small mines often yield as much profit per capital invested as their larger neighbors. Mr. Everest also says that the small operator has so keen a regard for the inroad on his profits that even one extra day hand is an extravagance not tolerated, and this is rightly so. But, does not this earmark of the small operator in many cases offer a clue to his vital weakness? A credit balance is the acid test of success in any enterprise. With the small operator who owns practically all the capital stock this is particularly significant. He never takes his eyes off the market price and at the same time strains every nerve to cut down his payroll. In several cases I have noted that the resultant close supervision of labor was in fact too close. The "stitch in time" was not applied to the repair of this or that, with a decided increase to the cost of the work when it had to be done at the expense of cutting off the run when orders were on the books.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.

IN GATHERING material for this chapter on Yerington and the one to follow on Silver Bell, the A.S.& R. project near Tucson, Arizona, I was fascinated at the way the two stories paralleled each other. For example, here are a few instances: (1) The first copper mining in the Yerington district of Nevada was in the late 1860&apos;s; the first in the Silver Bell area in 1873. (2) Each district was served by a branch railroad about 25 miles long from a main line of the Southern Pacific (by quizzical coincidence); and, in each instance, the railroad was later abandoned and torn up. (3) Each district had a sizable blast-furnace smelter ten or fifteen miles from the principal mines, and in each instance the smelter was later dismantled for junk. (4) Up to 1954, the Yerington district was credited with a production of 100,000,000 lb of copper; the Silver Bell district with 80,000,000 lb. (5) In each district the entire production had come from deposits other than the low-grade ore bodies now being exploited. (6) In each instance, existence of the low-grade deposits of the Porphyry type was recognized in the period circa1910-1914 and a substantial amount of exploratory drilling had been done, on one deposit at Yerington and on two at Silver Bell. (7) In each instance, the properties containing the Porphyry ore were acquired by a strong company (Anaconda Copper Mining Company at Yerington and American Smelt-
