IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.

For the mining industry in general and gold mining in particular the past few years have been difficult. Economic conditions coupled with growing regulatory restrictions have led to increasingly important reasons for managing assets wisely. From a public company perspective this makes sense because it ultimately provides for an increase in shareholder wealth and that's what we're in business to do. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the CEO of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer --the Amax: Gold shareholder? Let me tell you. As I said earlier, the gold industry has been under siege. We have just completed our third year of average prices below $400 per ounce. When you add finding and/ or acquisition costs and development costs to operating costs, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have at most a 10 year mine life. We are all scrambling to add reserves so we don't become extinct. As prices remain low, opportunities for increasing diminishing reserves abound. This is the time for the opportunistic company to take advantages of market conditions and that's precisely what we, at Amax: Gold, have done!

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

The use of nickel-steel has directed increasing interest of late towards the deposits of nickel, and at the same time the parallel advance in our knowledge of the basic igneous rocks has rendered these deposits a subject of important geological inquiry. Investigations have led to some views, more or less new, on the igneous origin of certain ores, which, though not universally accepted, have a growing number of adherents. In Europe, the mines in Norway have been especially suggestive subjects of study, and others somewhat less generally known have also added their testimony; while in this country the great economic importance and scientific interest of the developments in the Sudbury district of Canada, have furnished the principal texts for the discourses that have appeared among us. The purpose of the present paper is to set forth these views through the medium of one interesting ore-body, of which but little has been written ; and, by the description of another, to place in contrast two different geological associations in which nickeliferous pyrrhotite occurs, and to indicate a generalization, based upon these different geological characters, and justified by the experience so far gained. To Prof. J. H. L. Vogt, of Christiania, Norway, is due the chief credit for the revival of interest in the geology of nickel. "IntroductionTHE PINCHER CREEK gas condensate field, in Township 3, Range 28, and Townships 3 and 4, Range 29, West of the Fourth Meridian, was discovered in 1947 by the Canadian Gulf Oil Company with the completion of Pincher Creek No. 1 well in the Madison lime-stone of Mississippian age.This discovery was the result of a great deal of detailed seismic work in the area and is a credit to the geophysical personnel of the Company. The depth of the reservoir varies from 7,400 feet to 8,200 feet subsea, with the established water level at -8,200 feet. The predicted depth was but a scant 100 feet from that found in the discovery well, at 11, 705 feet. Since the discovery of the reservoir, three additional wells have penetrated the Madison limestone and have further verified the original •seismic interpretation of the limits of this reservoir.To date, •only a very small amount of gas has been produced from this field. Consequently, the reservoir studies that have been made so far are predominantly based on investigations of the phase behaviour of the fluid and physical characteristics of the reservoir rock. In view of the above limitations, it has been necessary to set up and perform model reservoir studies with the fluids and to recover as much core from the productive Madison limestone as possible in order that it might be analysed by conventional laboratory technique and be subjected to detailed microscopic geological examination."

The mineral waste disposal system at the Grace Mine, Morgantown, Pa., was designed to minimize environmental effects while allowing much of the waste from the iron mine, mill, and concentrator to be utilized. Standard cost estimating procedures were used by the Bureau of Mines to determine waste disposal costs. Mill tailings and rock waste disposal costs were estimated at $0.151 and $0.276 per ton, respectively, for the 1965-67 production period. Total waste disposal cost was reduced about $0.015 per ton by utilizing part of the waste as aggregate. The net average cost for disposal of all mineral waste was $0.189 per ton.

"Carbon has been the principal reducing agent in producing metals for centuries. Carbon is an inexpensive reducing agent, but also an effective one, as any undergraduate who knows her Ellingham diagrams is aware. Even in the production of aluminum, an electrolytic process, carbon consumed at the anodes serves to reduce the voltage of the Hall-Héroult cell. The interest in reducing the amount of anthropogenic CO2 has led to this examination of whether a switch to hydrogen as a major reductant is feasible and economic. The main source of hydrogen is natural gas and its production entails the generation of CO2; however, that CO2 is more easily captured than, say, the CO2 leaving an iron blast furnace. Calculations and speculations lead to conclusions about whether there is significant benefit to be obtained from such a radical change in our way of producing metals and the approximate cost of such change.IntroductionThe 1991 paper by Forrest and Szekely1 was one of the first to examine the impact of CO2 emissions from the primary metals industries on global climate change. These authors compared data from 1968 and 1985 and reported a drop in carbon emissions from 115.8 million tons to 65.6Mt over this period, the latter figure representing approximately 1% of the world’s greenhouse gas emissions. Much of this reduction was due to a drop in steel output (with carbon emissions increasing within the aluminum and copper industries in this period) but some were due to technological changes such as increased use of continuous casting. A more recent paper on CO2 emissions, focused on the steel industry in Japan, is that of Ariyama and Sato2. These authors report CO2 emissions of 182.4Mt from the Japanese steel, industry in 2003, down from 194.8Mt in 1990. The former represents 14% of the GHG emissions for Japan in 2003. A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) slip along steeply dipping faults and (2) fracturing of strong strata above, or below, the coal seam. Both failure modes produce dynamic or ?shock? loads on the perimeter (roof, rib, floor) of mine openings. Special consideration should be given to these failure modes in planning of deep coal mines since their occurrence is not within the professional experience of many contemporary workers, and their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

The modern drilling fluids industry is a dynamic, evolutionary environment. It is continuously striving to satisfy and anticipate the ever-changing needs of the oil and gas industry. The predominant driving forces in the industry over the past decade have changed dramatically. Health and environmental issues, coupled with economic and performance requirements, demand innovation and change from the drilling fluids industry. Emerging drilling fluid technologies will demand environmental considerations from mined components with additional emphasis on cost and performance criteria. Drilling fluids providers continue to search for and identify environmentally sensitive components which meet or exceed the performance of their more toxic predecessors. These changes have and will impact the components of drilling fluids that are mined.

With the introduction of ever-stricter environmental operating guidelines, capital expenditure restrictions and operational budget cutbacks, the biological method of SO2 removal becomes more and more attractive. Biological treatment of dilute flue gases is a more cost effective technology in comparison to conventional sodium hydroxide scrubbing. Although the investment costs for sodium hydroxide scrubbing is lower, the operational costs are significantly higher. In addition, the end product of the biological installation is sulfur instead of sodium sulfate; and no further wastewater treatment of the bleed from the biological installation is required since heavy metals are removed simultaneously. Another option for the treatment of SO2 containing gas at a sulfuric acid plant is the production of extra sulfuric acid of the discharged SO2 by applying an additional converter. Comparing biological treatment with this option shows much lower investment costs for the biological installation. Sulfur is produced which can be converted to sulfuric acid, so the bio-route will be more cost-effective than an additional converter. In principle, the biotechnological gas cleaning system is an integration of an absorber with a wastewater treatment facility. In the absorber, the SO2 containing gas is brought into contact with the washing water. The effluent absorber liquid contains a mixture of sulfite and sulfate that is converted into elemental sulfur. This conversion takes place in an integrated system; first, the sulfite/sulfate mixture is converted anaerobically into sulfide; secondly, the sulfide is converted aerobically into elemental sulfur. Subsequently the sulfur is separated and the water is returned to the absorber. Due to the buffer capacity of the washing water, removal efficiencies over 98% are possible. In addition to SO2 removal, it is possible to convert for example other bleeds streams such as scrubber acid or weak acid to sulfur in the same SO2 installation. Recent evaluations concluded that biological desulphurization of flue gases is not only economically attractive in comparison to convention sodium hydroxide scrubbing but also in comparison to gypsum producing systems and even seawater scrubbers. This paper describes the technological and economical viability of biological flue gas desulphurization.

A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

We will briefly review the nickel market in 2003 and look forward to the supply demand balance for the next few years focusing in on the key factors influencing future price dynamics. On the supply side we will examine slated brownfield and greenfield expansions including the Norilsk factor and the small to mid-range 'supply creep'. We will also review the cost side of the industry and what to expect going forward. On the demand side, we will discuss the stainless steel and non-stainless demand, the China factor and the stainless steel scrap supply cycle. We will conclude by pinpinting where the market is on the current price cycle, and where we believe the mid-term direction is headed.

This paper describes development of a cost report that is descriptive, logically oriented, and concise. Since the costs involved relate to mining, this reporting technique could help bridge any possible communications gap between "mining men" and computer personnel, at the same time giving the computer-oriented mining individual information to assist him in his job performance. As computers become entrenched in the mining world, meaningful report assimilation becomes a major task. No one should be more capable of defining required results than the man requesting a report. If he is able to clearly state his needs and has researched his problem, it will be reflected in the computer output. During 1970, The Anaconda Company's Berkeley Pit Operation, at Butte, Montana, received many different computer-generated equipment cost reports. Up to thirty-six different components for each type (class) of pit equipment contributed cost data to the Berkeley Pit cost system files for both operating and repairs during current month, year-to-date and accumulation-to-date time periods. This reporting approach was taken to facilitate analyzing this voluminous data. SUMMARY A Major Component Cost Analysis (Exhibits 6-A thru 6-C) developed by arranging the top ten operating and repair percentages (component cost divided by total cost) in descending order, and then accumulating these percentages to a possible one-hundred percent. While tabulating the operating and repair cost percentages by equipment unit number in the current month, year-to-date and accumulation-to-date time periods, a frequency chart is constructed for each equipment

Fluidized low-temperature carbonization of coal, a recent development, offers a possibility of reducing fuel costs of coal-burning electric ?generating plants. The Research Council of Alberta have built a pilot plant and are conducting a programme to -develop a carbomzation plant for Alberta sub-bituminous coals which will produce char suitable for use as a .boiler fuel, and tar of a potentially high value as a ?chemical raw material. The economies of the process as a whole, and the value of the tar, have yet to be assessed.

ONE of the important mineral discoveries of the eighteenth century was , that of the Minas Geraes, Brazil; diamond fields. The production of this and of .other diamond discoveries in neighboring states made Brazil the premier producer of diamonds, succeeding India; its 140 years of supremacy finally passed to- South Africa- 60 years ago. Three times have diamonds contributed heavily to Portugal's somewhat checkered financial history; first in the sixteenth and seventeenth- centuries when the diamond trade of India was controlled by its citizens residing in ,Goa, later in the late eighteenth and the first 75 years of the nineteenth century when the Brazilian fields were the world's source of diamonds, and now, when the Angola diamond mines are the principal source of revenue of its colony, Portuguese West Africa. Certain phases in the history of the administration of the Brazilian field are sufficiently curious to warrant description.

The demand for key personnel currently far outweighs the international talent pool and will take several years to subside. A highly effective project team can be the difference between a successful project and a bad public relations exercise. "The business importance of water for mining companies is unequivocal as it may affect several aspects of mining projects ranging from the life-and-death license to operate to the imperative economic viability. It is thus no wonder that nearly all mining companies acknowledge water-related risks, issues and opportunities in their respective sustainability report. Somehow, this procedure has fostered the idea that water frugality could be the sustainable solution to several water-related issues. The regular exercise of water accounting should then follow as a key strategic requirement. Water accounting is defined as the application of a consistent and structured approach to identifying, measuring, recording and reporting information about water. However, several factors discussed herein have led to the fact that some water accounts are still produced using means (hardware and software) which undermatch the value actually associated with water. The resulting fuzziness about water usage could result in missed opportunities, suboptimal operations or even lead to environmental law violations. This paper subscribes to the distinctive perspective that, once underlying concepts and practical definitions have been standardized under a supported framework, such as the openly available Water Accounting Framework (WAF) published by the Minerals Council of Australia, most of the remaining water accounting issues may be boiled down to accuracy issues and, ultimately, to how much accuracy is valued by the stakeholders. Using the latest WAF document as a baseline for best practices of water accounting and, borrowing concepts from the fields of sensor network design in the process industries and best practices of metal accounting, this paper reviews some essential accuracy issues to be considered when designing or analyzing water accounting systems in mineral processing. The current paper also includes some elements for a promising attempt to include the value of information paradigm inside the water accounting best practices."
