THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

ACCELERATED programs, as discussed in this paper, refer to the year-around operation of a college or university with three sixteen-week or four twelve-week terms per year, with pauses between sufficient only to allow the administrative group to perform their functions. In most engineering schools, under such conditions, the conventional four-year course can be condensed to two years and eight months. These accelerated programs of study, which now exist in most of our technical institutions, were forced upon us under the influence of the outburst of wartime patriotism, perhaps one might go so far as to call it hysteria. Many of us felt and hoped that these programs were temporary expedients, but the cold hard threat of permanency now rears its head; consequently we should examine the merits and shortcomings of the new order, and evaluate its effect on our educational system, since it may persist in some form in the postwar years, because of the changing political and financial situation. Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

The measurement of greenhouse gas (GHG) emissions from primary aluminium production and inventory of these emissions of carbon dioxide and PF Cs have become an important issue for primary aluminium producers. Most global producers have either voluntary emission goals or emissions limits established through national regulatory requirements. International good practices for inventory of these emissions for national governments are established through the Intergovernmental Panel on Climate Change (IPCC). The current good practices, last updated in 2000, are being revised and are expected to be adopted by governments in the spring of 2006. There are a number of changes expected in the guidance that will impact how facilities account for their GHG emissions. This paper describes the changes to the guidance and the implications of these changes for aluminium producers.

THE benefits derived from stabilization of industry that might possibly be attained through some scheme of centralized economic planning have been much discussed of recent months, and opinions on the subject range from those who believe that some agency like the War Industries Board would be practicable to create and wholly beneficial in effects, to those who are equally convinced that none of the suggestions so far advanced are at all practicable, or likely to be productive of more of good than of evil. The discussion has been on the general topic, but-many of those who have written or spoken on it have introduced economic problems of the pinera1 industry; for example, Newton D. Baker, who referred to the coal industry in his address on economic planning at the Williamstown Institute of Politics on July 31, and then went on to say, "Industrial progress is made by the development of new things, but new things upset the equilibrium of any plan. Who could have planned the industrial effects of the development of the railroads, or the economic changes which you have seen attend the development of the internal combustion engine. Obviously, unless we are prepared to put world economics in a strait-jacket and, like the encyclopedists, write its full history on the theory that further progress is impossible, no such plan could be made for nations which are forging ahead as is entirely rational for nations which are still catching up."

Mining Details 6. Filling 7. Pillar Extraction 8. Costs HISTORY Noranda is a relatively young enterprise, with much of the personal character of its founders woven into it. The name Noranda is an abbreviation of Northern Canada and the name has been a happy one for an enterprise based on northern resources, tenacity and courage. The discovery credit goes to Ed. H. Horne. This intrepid prospector returned again and again to his sulphide discoveries on the shores of Osisko lake and, in 1922, after ten years of prospecting, succeeded in interesting S. C. Thomson and H. W. Chadbourne in his discoveries. The early exploration by L. K. Fletcher, from 1922 to 1925, for Thomson and Chadbourne, indicated promising, but somewhat perplexing, ore conditions. Mr. E. Hibbert and Mr. H. L. Roscoe rook on the task of preparing the mine for production and building a smelter in 1926, and this difficult task in this isolated area made steady progress and the smelter was blown-in in December, 1927.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

In due course, new smelters will have to be installed in order to meet the increasing worldwide demand for copper. This paper presents the results of a study made for the purpose of identifying the most desirable countries in the world in which to locate a new smelter. Both sociopolitical and economic factors were taken into account. Criteria developed and methods used to assess each possible location are described. The study indicated that the most interesting potential locations are Canada, -Chile, Portugal and the USA for new copper smelting complexes.

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

TOO often, many foremen; superintendents, managers, and executives, "The Bosses" of the oil and mining industries, do not fully realize: (1) How much personal actions '.on the job" may reduce their effectiveness in getting work done; and, (2) The importance of harmonious relations with their fellow men. Today. these qualities of personality in the people entrusted with the positions of responsibility are more important than ever with the shortages of labor so critical in vital war production. Likewise, many engineers do not fully realize that their work is essentially executive in character; i.e., other people do the actual labor. Without their help. the engineer's work would not be done. A clearer appreciation of this fact would increase their interest: (1) in the nontechnical aspects of their work. and, (2)in their relations with others, particularly the individuals in their own organization. Consequently, these engineers would be more successful in equipping themselves for greater responsibilities and increased remuneration.

Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

Pile load testing strategies for large infrastructure projects and multi-phase building developments have historically justified cost and programme benefits for undertaking advance preliminary and working pile load testing. However, more recently piling and pile load testing strategies have included assessment of the embodied carbon to understand and present the carbon savings that can also be achieved. This paper gives an overview of the factors contributing to carbon and emissions in the construction of bored pile foundations and presents the methodology taken in assessing embodied carbon as part of the pile load testing strategy for a multi-phased building development in London. Potential embodied carbon savings for various bored pile types and load testing strategies are discussed alongside alternatives and other considerations including pile re-use and carbon offsetting to inform continual improvement for future projects.
