The United States on a daily basis no consumes about 15MM barrels (2.38 x 106m3) of oil; 5MM (0.79 x 106 m3) of this is imported. This compares tai a daily consumption of 18MM (2.86 x 106 m3) in 1980 when we imported 8MM (1.27 x 106 m3). We are producing the 10MM barrels (1.59 x 106 m3 ) of conventional oil at home from what amounts to just 2% of our domestic energy reserves. Nearly 90% of our total domestic energy reserves occurs in solid forms such as coal, oil shale, and tar sands; this is more than enough to meet our needs for the next 100 years. Worldwide, oil shale is second only to coal as a potential source of energy and the U.S. has approximately one-half of the world oil shale reserves which average over 25 gallons per ton (10.43 x 10-2 L/kg). Since the United States has immense oil shale resources, including some of the richest in the world, and since oil shale produces a superior transportation fuel, it would seem logical that the U.S. would be prudently developing this domestic resource. Unfortunately, despite over 50 years of research and a number of false starts, there is not a commercial shale oil industry in place today. There are a number of recurring roadblocks which have hindered private industry's efforts to develop oil shale and we will look at some of these.

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

The feasibility of maintaining equipment location, personnel location and vital statistics in surface and underground mining operations has increased with advances in radio frequency identification (RFID) technology. The paper addresses the use of this technology, relatively new in the mining industry, to track surface equipment in mine pits, loading points, and processing facilities. Specific applications are discussed including a simplified and a complex truck tracking system and an automatic pit ticket system. The paper concludes with a discussion of the future possibilities of RFID technology in mining, such as monitoring biofeedback of personnel (heart and respiration rate, body temperature, exertion level, etc.) repetitious movements to study work habits, and logging air quality via personnel sensors.

THE orebodies of the Preston East Dome mine show a considerable variation in size,? shape, dip, and ground condition. They vary from small and large irregular masses being mined by shrinkage, cut-and-fill, and square set-and-fill mining methods to narrow veins being mined by open stoping. Standardization of mining operations has necessarily been difficult. This considerable variation in mining condition prompted the development of a bonus system which would give more equitable bonus payments through-out the mine than those obtained by the usually accepted methods of calculating mine bonus. PRINCIPLES ON WHICH THE SYSTEM IS BASED Under an incentive bonus system, performance (efficiency) and a price per unit of work done are inter-related. It is in the application of this? principle to working conditions .in the Preston East Dome mine that the system to be described differs from the standard methods of calculating mine bonus. It was found that the method of paying a fixed price per unit of work done, under the 'contract' system, gave satisfactory results in development, less satisfactory results in timbering, and results which were not satisfactory in stoping. Under the fixed price system, bonus payments, in timbering and stoping particularly, were very erratic and did not necessarily represent fair payment for the work done. A fixed price in development is satisfactory because the work done, and the conditions under which the work is done, are uniform. The drilling and blasting cycle is completed in one shift, the size of heading is con-trolled, and a minimum number of holes are required in order to obtain a satisfactory break. The performance possible under these conditions has been found to be confined to a fairly narrow range. By performance in development is meant the efficiency of the working crew as expressed in terms of the two variables of feet of advance per round and pounds of ex-plosives consumed per foot of advance. A change in rock formation, how-ever, may alter to a marked degree the performance possible, quite independent of the skill and energy of the working crew. The changes in working conditions that affect development performance from the standpoint of bonus calculation are usually easily apparent and are satisfactorily met by establishing several fixed prices.

A GREAT CURTAILMENT of field activities among the geophysicists occurred last year, especially in prospecting for the common metals. In gold, however, an "outstanding achievement . . . was made by the engineers of Consolidated Goldfields. Here the suboutcrop of the Main Reef Series was traced from Middelvlei through properties of the westward area, a distance of from 30 to 40 miles. Here Drs. Reineche and Krahman prospected with the aid of a sensitive magnetometer and established the singularities of the various beds which heretofore had not been sufficiently appreciated. Several underlying shale beds were used to determine this suboutcrop under the dolomite. This area promises to be the equivalent of one-half the size of the present gold fields and to rank in value with the Far East Rand." The present temperature compensated magnetometers permit accurate field observations to less than 5 gammas. Since magnetic anomalies may have their origin due to a change of elevation as well as to the outcropping of a bed of another magnetically different material, intimate geological knowledge is of great assistance in the interpretation of these measurements. To what extent magnetic measurements reflect the basement when the material is homogeneous, consisting primarily of red granite, was determined by members of the Bureau of Mines and described by Dr. J. H. Swartz. Because of the diverse causes of magnetic anomalies, some of which were discussed and correlated by Stratton and Joyce upon known conditions, magnetometer measurements are often difficult to interpret.

"Abstract - The coalbed methane industry has become a prominent source of domestic natural gas, with its technology having evolved over the past 30 years. Whereas most coalbed methane wells are able to produce without major interruption over their economic lives, wells operating in an underground mining area are subject to being mined-through. If mine-through occurs, the productivity of the well is at least compromised, and may even be terminated. The economic consequences of mine-through may be relatively simple if mineral ownership and extraction rights are common for the coal and coalbed methane. However, if ownership is not common and a superior coalbed methane lease exists, the coalbed methane ownership must be compensated for lost production caused by mine-through. This paper presents a relatively straightforward method to calculate the value of the lost production caused by the mine-through. It uses technology from mining and petroleum engineering, as well as simple economics and financial management techniques.Sommaire - L’industrie de la production de méthane houiller est aujourd’hui une source importante de gaz naturel domestique dont la technologie a considérablement évolué au cours des trente dernières années. Bien que la plupart des puits de méthane houiller peuvent être mis en production durant l’entièreté de leur vie utile sans interruption majeure, les puits implantés en périphérie de mines souterraines sont sujets à être recoupés par ces dernières. Un tel recoupement peut compromettre, ou même mettre fin à la production d'un tel puits. Ventilation Air Methane (VAM) is a high volume low concentration methane source. The capture or use of methane from VAM is challenging, which results in the routine discharge of methane into the atmosphere. Mitigating VAM has the benefits of providing an energy source and reducing the atmospheric Greenhouse Gas (GHG) burden. The GHG radiative forcing effect of methane is 17?23 times as potent as carbon dioxide on a 100-year time horizon. Thus, any reduction in atmospheric methane would be beneficial. The calorific value of methane is 55.5 MJ/Kg; therefore, a 100 m3/s flow with VAM concentrations from 0.1?1% can provide 3.8?38 MW of exploitable power. Strategies to mitigate VAM such as: Thermal Flow Reverse Reactors (TFRR), Catalytic Flow Reverse Reactors (CFRR), Lean Burn and Catalytic Gas Turbines, Biothermica Vamox®, Megtec VOCSIDIZER©, and Vamcat? are briefly reviewed. The review of VAM mitigation technologies reveals disadvantages such as the need to maintain a minimum internal heat capable of oxidizing the methane. This requirement uses all of the available methane up to the point of reaction sustainability and up to half at the highest methane concentration in VAM. Some systems may introduce a pressure drop to the ventilation system, which would impinge on the existing ventilation system design. These impediments necessitate the development of a more amenable technology. In the proposed system, gas turbines (GT), coupled to a combustion chamber with an external fuel supply, assist the combustion of the VAM. The combustion-chamber coupled system provides electricity, while the heat contained in the GT exhaust gases increases the temperature of the VAM, encouraging the development of a flame inside a combustion chamber. The flow from the combustion chamber streams through a primary air/fluid heat exchanger capable of producing steam of a high enough quality to generate electricity using conventional steam turbines. The residual heat after primary extraction, directed through other equipment, provides additional heat based products such as industrial scale dry air, chilling by an absorption chiller or hot water. The overall design of the system is scalable for low to high VAM flows or variations in concentrations and is capable of providing the company or community with heating, chilling, hot water, electricity or motive force as needed by the particular site or community. The Multi-generation system uses heat from three sources to provide clean efficient energy while mitigating the atmospheric emissions of methane. These sources are heat from the GT, often considered waste heat, heat from fuel injected into the igniters and heat from the VAM. The opportunity to collect carbon credits may improve the economics. In order to design a system with this capacity, a detailed analysis of the combustion characteristics of three separate flows is required. VAM is the main airflow, having the highest volumetric effect, while the GT exhaust and the additional fuel added to the hot exhaust flow of the gas turbine are lower flows, but have a higher velocity and temperature. The aim of the modeling undertaken in this work is to establish the combustion dynamics, degree of pre-heating required and the geometry essential to the design of combustion based VAM mitigation multi-generation systems.

In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). "IT WOULD TAKE a braver man than I to try to forecast the future of mining exploration far into Canada's second century. Even to look ahead ten or twenty-five years we must review the figures of the fairly recent past -and I have found this quite a time-consuming but interesting job -in order to find trends and project them into future years. The trends to which I will refer are: firstly, the annual expenditure on exploration and its relation to value of output; secondly, the discovery rate and its relation to production initiations; and thirdly, the methods by which discoveries have been, and will be, made. Exploration Expenditures Figures on the annual expenditure on mining exploration in Canada have been collected and published for some years by the Do-minion Bureau of Statistics. These have some unavoidable limitations; e.g., in the varying definition between one company and another of what comprises ""Exploration"" and in the difficulty of getting complete returns. However, although the actual figure for a given year may be subject to question, I believe that the relative figures from one year to another are reasonably reliable. There is also a lapse of time between the collection of data and publication -the last published figures are for the year 1963. In bringing the figures up to date to 1966 I have canvassed eight of the larger mining and exploration companies and obtained their figures for 1963 to 1966 inclusive, and then averaged these for each year and applied the progression to the 1963 figures."

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

The construction industry can and needs to contribute to a more sustainable world. Accordingly, geotechnical works potentially have a significant share. In this context, Bauer understands “sustainable products for geotechnical works” as those that may cause less emissions and increase the sustainability of construction activities. In order to structure the efforts and systematically pursue sustainable targets in the construction sector, and in the specialist foundation industry, the “17 sustainability goals” presented by the United Nations in their AGENDA 2030, can be used for general guidance and for continuous improvement. Benchmarks for relevant economic and social objectives, mainly with environmental aspects, are inevitable. The key parameter to sustainable products for geotechnical works in the focus of this paper is the optimisation of processes on site needed to fulfill the client’s building task, including the selection of technologies and construction methods with minimum environmental impact and minimum carbon footprint.

This summary of international mineral exploration activities for the year 2010 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2010: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2010, as compiled by the USGS, and 3) regional events including economic, social and political conditions that affected exploration activities. These were derived from published sources and unpublished discussions with USGS and industry specialists.

Gold mining is a subject that not only appeals to the popular imagination but has vital importance to the world's economic structure. However, a discussion of the use of gold as a medium of exchange, and a basis for credit between nations and for monetary systems is not within the scope of this paper. The importance of gold in carrying on the commerce of the world, the present supply and rate of production, the probable trend of future production, the probable future requirements, and related subjects have recently received much attention from bankers and economists, and many articles on these subjects have been published. During slack periods of base-metal production due to falling prices, accompanied by scaling down of base-metal mining operations and often by the closing down of at least some mines, there usually result revival of interest in gold mining, search for previously undiscovered deposits, and reopening of some old gold mines.

In the 1940's a top blown water-cooled oxygen lance was developed to inject oxygen into liquid iron. This process, the LD or BOF process technique, today is used in 65% of the world's steel production, and represents the largest oxygen market for temperature enhancement in steel and non-ferrous smelting applications. There are three major approaches to the use of oxygen in metallurgical processes: (1) general enrichment of the air supplied to burners or tuyeres, (2) under-flame enrichment or injection, and (3) the use of an auxiliary oxy-fuel burner as a heat source. With each of these techniques there are technical and economic trade-offs.

This paper outlines the function of the Safety and Compensation Division of the Mining Association of British Columbia. After a general discussion of safety and the safety program now being followed in B.C., the author goes on to describe the wide-ranging aspects of compensation payments and company assessment rates. Special attention is also given to the problem of silicosis in mining operations. In appendices to the paper, the experience rating plan of the mining industry is compared to that recently adopted for the construction industry. Introduction The Mining Association of British Columbia consists of fifty-five member companies, including virtually all the producing mines as well as the larger exploration, contracting and development companies. On completion of an extensive study of safety and compensation in the mining industry, the Mining Association of British Columbia instituted a Safety and Compensation Division in 1954. The director of the Safety and Compensation Division reports to the Executive Committee of the Association. There are two main functions of this Division. The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. Distributable profit is read off in the southeastern quadrant where this line intersects the eastern north-south line. Every possible combination of
