THE Salt Creek Oil Field of Wyoming occupies a unique position among the major oil fields of this country. Many years before the beginning of actual production in this area, in 1911, it had attracted country-wide attention as a district holding oil possi¬bilities. Even foreign capital, mainly French and Belgian, had sought out this district as having oil values and spent many thousands of dollars 'in an effort to acquire property rights' in this field which was very largely located on the public domain. Owing to inadequate laws governing the acquisition of oil lands on the Federal domain and a careless practice having grown up among oil land locators of that time, a complicated title situation quickly developed in Salt Creek. This condition of uncertain titles together with the isolation of the field from industrial centers were doubtless the two most potent factors in retarding its early development. After actual production began in 1911 governmental regulations, suits between the government, and the locator, disputed ownerships between locators and claim and counterclaim continued to retard the field's development. It is believed that the title situation in the Salt Creek Field, where potential values of such magnitudes were involved, was responsible more than any other factor for the ultimate passage of the government leasing act in 1920 affecting all oil lands on the Federal domain.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

EVERYONE is familiar with the story of the poor Indian and his leaking tepee. He couldn't repair the leak while it was raining, naturally. And when it wasn't raining, where was the incentive? Even if this traditional Indian was apochryphal, his counterparts are certainly alive today, and operating on a world-wide scale. - A recent issue of the Wall Street Journal, for example, carried an impassioned letter from an old cocoa planter, who wants the world to know why the price of cocoa has gone skyrocketing. For years, he says, British and American interests have bought cocoa at the cheapest possible price and, incidentally, from growers willing to sell at that price. Between them, they didn't put enough money back into the business, either to fight disease in the cocoa groves or to plant new cocoa trees. Until new trees are planted and come into bearing, we will be paying exorbitant prices for our cocoa, and getting less of it.

A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geo- physics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining.

OUTCROPS of coal have bees discovered is many localities is the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various coal-bearing areas, but so far as known, the largest and most promising fields are found : (1) is northern Cebu; (2) is the small island of Batan, a part of the province of Albay is southeasten Luzon; (3) is the somewhat larger island of Polillo, off the east coast of Luzon, and (4) is southern Mindoro, sear the small coast tows of Bulalacao. Northern Panay, south-central Cebu, and various localities is southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet bees proved. The general position of these islands and districts is shows on the map of a portion of the Philippine Islands, Fig. 1. Some of these coal-fields have been known for many years (coal was discovered is Cebu 1827 and is Batas is 1842),1 and several futile attempts were made by the Spaniards to operate mines is these districts. But owing to many circumstances, chief among which were indifferent management, the political unrest of the islands, natural difficulties of transportation, and those inherent in the mining of steeply-inclined and somewhat irregular seams, no considerable output was ever obtained from any of these mines, and the fuel required is the many departments of industrial and political life has continued to be drawn largely from Australia and Japan. "Developed countries are in the midst of re-structuring education in minerals-related disciplines as raw materials, once vital to wealth generation, contribute progressively less to the economy. The changing circumstances mean institutions must justify mineral processing by new criteria. After considering what a mineral processor needs to know the ways to deliver are considered. Taking twenty graduates per year to illustrate, one institute could justify this number as a program in a department or school (of whatever grouping of disciplines). A strong research component would make the package additionally attractive. Divide among four institutions and mineral processing is best served in a research centre with delivery taking advantage of multi-centre and distance learning opportunities.INTRODUCTIONThis is one of five plenary lectures at the Congress. I may have preferred a technical subject, as that is what occupies most of my thinking hours, but it is reasonable as an academic that this topic should come to one of us. The fact the topic has not been high on my agenda may provide one advantage: that I can suggest directions free of pre-conceived notions, just as when reviewing the background to a technical article the temptation to select in support of one?s interpretations is resisted. The trick will be to add something new.One reading of the title seems to query whether mineral processing education has a future. (I will refrain at this juncture from defining mineral processing and assume for now we share an understanding of the term.) The proximity of natural and human resources led to the Industrial Revolution and the interaction continues to stimulate and sustain industrial and economic development in many parts of the world. The search for raw materials has historically played a key role in opening frontier areas, with undersea and outer space next. The reason is obvious: raw materials along with food and energy underpin society. Thus mining will remain part of human activity along with the need to pass on the knowledge and skills.What happens over time is resource relocation. Raw materials become exhausted in one area to be replaced by sources elsewhere; the demand for some materials lessens while growing for others. Educational institutions can find themselves with the wrong geography or with staff focussing on the wrong subjects. When this happens the restructuring produces much discussion. This is where we are in parts of the world. Japan, Western Europe and the United States are the prominent examples (Dowd, 1998; Flemings and Suresh, 2001; McDivitt, 2002). Mineral processing is becoming a series of courses in related disciplines: resource engineering, environment engineering or materials engineering. The start of the transition is evident in Canada and Australia, perhaps earlier than expected given the contribution of raw materials to their economies. A common backdrop in the developed countries is social pressure to reduce the impact of the ?untidy? aspects of life, and that includes mining. (This is not new: in classical times the mine face was the preserve of slaves and convicts.) These values are exportable, potentially affecting recruitment into mining schools everywhere."

In this context, the present technical work has the purpose to support asset management decision making regarding ArcelorMittal Vega cold rolling drive motors, through the motors fail behavior modelling and estimated the risks involved in asset management decision. Through the Reliability, Availability and Mantenability (RAM) analysis, simulations were performed considering the failure, repair cost data and investments to build options to mitigate the operational risks.

A study was made of filtration techniques for recovering the major part of the tin contained in iron - tin alloys known as hardhead . Special smallscale filtering apparatus and a three - stage cyclic process were developed . Eighty- seven percent of the tin contained in an alloy of 82 percent tin and 17 percent iron was recovered as pure metal by pressing at 975° C followed by a second pressing at 800 ° C and a final filtering at 250 ° C. Small amounts of Sb , Cu , and Fe impurities were removed by adding Al to the molten product and performing another filtration at 250 ° C.

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. Safety first is no longer merely a motto ; in some industries and in some parts of the mining industry it is an accomplished fact . In connection with the National Safety Competition of 1928 in which 284 mines and quarries participated , 42 plants were operated without a single lost - time accident . The winning company in the bituminous group had an accident severity rate of 0.053 per thousand man hours of exposure . Excellent safety records of various kinds are becoming more and more frequent , and the indication is that in reality safety is first in many mines and qquuaarrrriieess .. The safety achievements in the Stewart mine of W. J. Rainey , Inc. , are unusual even among mines winning awards in the competition .

Hafnium appears to be among the more abundant of the newly discovered elements . Though quite widely distributed in nature , its compounds chemically so resembled those of zirconium , its sister element , that it escaped detection until 1923 , when Coster and Hevesy announced the discovery of the element , to which they gave the name of " hafnium " , from Hafniae , the Latin name for Copenhagen , where their research work was performed . Hafnium has so far been found only as a minor constituent of zirconium minerals . Zirconium as an element was discovered more than 140 years ago , but only a few unimportant uses were found for the metal or its compounds until some 18 years ago ; it is still classed among the rarer commercial metals . It is not surprising , therefore , that hafnium has not yet found a definite place for itself in industry . Nevertheless it has commanded a considerable interest among scientists ; and in 1930 some 70 grams of perfectly pure oxide of hafnium were prepared in Europe . A commercial future for hafnium is already glimpsed in the radio industry , and its high melting point and electronic emissivity have already led to the taking out of patents for its use in radio tubes and incandescent electric lamp filaments and for the cathode surfaces of devices such as X- ray tubes and rectifiers .

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Face and haulage accidents can and will be reduced materially if the individual miner takes all precautions necessary to protect himself and if the management

PT Freeport Indonesia recently completed preproduction development and construction of the Big Gossan underground copper and gold mine, located in the Ertsberg mining district of Papua, Indonesia. Production has commenced with an expected ramp-up to full production of 7000 tonnes per day in 2012. The Big Gossan utilises an open stoping mine method with paste backfill.In order to deliver ore to the mill, which sits in a valley above the ore deposit, an underground production shaft and hoisting facility was designed and constructed as the key component of ore haulage. The design and construction of the Big Gossan shaft posed many challenges to the project team. Available shaft design and construction expertise were limited as this was the first shaft of its kind in Indonesia and the project was undertaken during a time of high industry demand for new shaft systems. Construction resources were also limited due to the remote location and competition with existing, producing mines for these resources and skills. The project also taxed the ability of Freeport to provide services and resources to this as well as their other projects.Completion of the Big Gossan shaft was a milestone in PT Freeport Indonesia’s plan to fully transition ore production to the underground environment in this decade.This paper deals with the various challenges faced by PT Freeport Indonesia and shaft contractor, PT Redpath Indonesia, during the construction of the Big Gossan shaft and offers suggestions to improve future shaft projects of a similar nature.

INTRODUCTION From the designer's view, the installation starts with the first definition of the orebody, and progresses through a long and complex development. The design is affected not only by the characteristics of the ore, but by all of the personalities and events of the project during its development. The following discussion attempts to touch on the most important aspects which define the context in which the designer must work in apply the do's and don'ts. That context is the basis of the viewpoint. WHAT CAN GO WRONG The Project Is Going Over Budget This is a common and serious concern to the plant designer. The Project Falls Behind Schedule Another common and disturbing condition with which the plant designer must cope. Some Equipment Fails to Perform This can be due to either faulty equipment or operating deficiencies. It can be the result of a wide variety of causes, but the designer will be an interested party in the search for the cause and the cure. The Plant Isn't Flexible Enough Sometimes a plant will handle some or even most of the ore satisfactorily but is unable to treat another type properly. This can be a significant problem. An example might be a case where low capacity of a cyclone feed pump makes it impossible to accompany an increase in grinding mill throughput with a corresponding increase in dilution water. This could lead to an increase in cyclone feed density, and a loss in product grade or a limit on the plant capacity. Spillage And Cleanup Are Excessive This is one of the most common and annoying defects in metallurgical plants, and one for which the designer can rarely delegate blame. Maintenance Is Excessive Another common complaint in new plants, and also one for which the dedesigner must accept most of the responsibility.

INTRODUCTION The U.S. Bureau of Mines, Spokane Mining Research Center, has been conducting and documenting rock mechanics research in the Coeur d’Alene mining district for the past ten years (1, 2, 3, 4, 14, 15). A current project combines the information gathered from rock mechanics instrumentation, geologic structure, and analytic techniques to improve shaft and support design for the deep mines of the district (3). This project required knowledge of the anticipated loads and the physical properties of the rock mass to provide accurate input data for computer design models. Several techniques have been utilized to determine the physical parameters including the USGS (U.S. Geological Survey) solid inclusion probe, the CSIR (Council for Scientific and Industrial Research) biaxial and triaxial strain cells, and the CSM (Colorado School of Mines) dilatometer. This paper describes the determination of the in situ modulus of deformation in three mines over a period of three years and the evaluation of these results as they applied to this project. The need for in-situ rock mass properties such as the modulus of deformation has stimulated research and development of a large number of instrumentation techniques. One area of continuing interest involves various methods of radial borehole dilation. This concept was pursued by Menard (9) with an apparatus known as the pressure meter, which is used frequently in soil mechanics. Other developments in rock mechanics include the CPC (cylindrical pressure cell) by Panek (11) and the dilatometer by Rocha et.al. (13) in Portugal. The CSM dilatometer, which also utilizes this technique, was chosen for this project because it required a small amount of background study, was inexpensive, and could easily be combined with other experiments being planned for the test locations. Although no previous field applications to hard rock (compressive strengths greater than 20,000 psi) has been documented, the instrument was selected since good results have been achieved in granite, oil shale, and several coal measure rocks (11, 12).

You have been involved with research activities in froth flotation and size reduction. What do you think the future holds for these technologies? Froth flotation and size reduction are essential processing steps common to almost all current mineral-processing operations. The most significant recent advances in both of these technologies have been in the increased size of equipment and in some alternative machine designs, such as the column cells and the high-pressure roller mills. I believe that the next major area of improvement in size reduction will be at least partially driven by an improved awareness of controlling the conditions that influence the efficiency of particle breakage. This would include factors such as water-chemistry influences, the influence of fines from classification, chemical grinding additives and better rheology control. In froth flotation, significant changes are currently taking place in the plant use of frothers. Also, there will be an increasing number of new collector chemistries for certain types of flotation, such as with oxide minerals, oxidized mineral recovery in sulfide systems and improved selectivity with certain sulfide mineral systems. You have been active in implementing new engineering technology in industry. What do you think will be the technological future of mineral processing? Being involved in the invention and industrial implementation of new technology has been one of the most positive experiences of my career. I also have had the unique experience of working in the chemical and petroleum industries as well as in mineral processing. In my opinion, the future of mineral processing will be an exciting, wonderful work area in which to be involved. The development of new technology in minerals processing offers a special challenge compared, for example, to that of chemistry or chemical engineering. In successful industrial innovation involving minerals, having a sound theory is not enough. Instead, what is required is a valid blend of a good idea, meaningful laboratory characterization and, most key, the experience necessary to adjust the plant in such a way to incorporate the idea. The complexity of engineering systems that contain solids, liquids and gases, as well as highly variable natural mineral properties, means that nothing new comes easily. In some cases, it has been difficult to explain how processes practiced in industry for decades actually work, in terms of physical and chemical fundamentals. On the other hand, when a new idea is successfully implemented, the economic and professional returns can be very rewarding. I know of no more challenging field of engineering than minerals processing. What is your view of the future of the minerals industry in general? The need for minerals, metals and coal will be with us for decades to come. In many aspects, the minerals industry became global much earlier than some of the other industrial sectors that are currently experiencing globalization. I believe that fair international competition is beneficial to the users of minerals, metals and coals and to those involved in producing such materials. The key word here for a global economy to work is "fair." So the various playing fields involved such as finance, profit return, regulation and labor should be relatively level for all the players involved. Competition is an amazing driving force for innovation. This has been true in the minerals industry during the last few decades. The mining industry is producing more at less cost per unit than ever before in our history. I anticipate that this trend will continue as long as the global political situation remains relatively stable.

"CANADA'S ECONOMY TODAY is about two-fifths larger than it was six years ago, as measured by the total volume of production of goods and services. Such an achievement has been a rare phenomenon in Canada's first one hundred years. Excluding the forced-draft expansions which took place under war-time conditions, perhaps only the first decade of this century recorded a performance of greater dimensions, when, with massive immigration, the opening up of the West and a powerful array of well-de-signed development policies, the country was looking forward confidently to a great future of nation-building in the twentieth century.What makes Canada's over-all economic advance since 1961 all the more remarkable is that six years ago there was virtually no one in this country who anticipated an expansion of such dimensions. Back in the buoyant conditions of 1956-57, perhaps such an achievement would not have seemed beyond our grasp. After 1957, however, Canada stumbled through an extended period of slow economic growth, high unemployment and substantial and widespread under-utilization of its productive capacity. By the early 1960's, conditioned by the emergence of substantial, persistent and pervasive slack in the economy, t h e r e were few Canadians bold enough to anticipate that their economy was about to embark on a Great Expansion. However, this •is, in fact, what occurred. Beginning early in 1961, Canada moved forward into a sweeping advance which grew into the longest and largest peacetime business expansion in Canada's first century as a nation -a truly great expansion by any standard of measurement. This strong thrust has moved Canada into the front ranks of over-all economic expansion among the industrially advanced nations in the 1960's."

Joseph LeConte, Berkeley, Gal.: I have read with some care and with extreme interest the work of Dr. Don, and have 110 hesitancy in expressing my high estimate of its value. We have here an example of laborious work undertaken in the true scientific spirit and by right methods. Loose statements and rash conjectures are here brought to the test of chemical analyses. By such work only may we hope to reach reliable conclusions and finally to solve the complex problems presented by the occurrence of ore-deposits. Such work as this is not only scientific but Is in the highest degree practical; for while a crude and imperfect science, by interfering with the results of approved empirical methods, may be positively hurtful, a more perfect science must eventually become the only sure guide to practice. Such a more perfeet science can only be reached by such work as Dr. Don's. I am sure every member of the Institute will unite with me in the hope that Dr. Don will continue his work, and that his example will incite others to similar work. S. F. Emmons, Washington, D. C.: I desire to bear my humble testimony to the great value of Dr. Don's paper to the science of ore-deposits, the thoroughness and accuracy of his work, and the immense amount of care-taking and tedious labor which it represents. This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.
