Ausmelt Technology has been applied to the recycling of spent pot liner (SPL) generated from primary alnminum production. The process is centered on the Ausmelt furnace, in which the SPL is converted under high temperature, oxidizing conditions to an HF containing gas stream and inert slag. fluorine is recovered from the SPL as HF gas and is concentrated and used to manufacture AIF) for recycle to the aluminum smelters. Approximately 87% of the fluorine can be recovered and converted to AIF), with the remainder being effectively tied up in the by product slag. Cost projections show that the recycling process will be competitive with other processes for SPL. The production and recycling of AIF) provides available credit that significantly offsets the operating cost of the facility. Ausmelt Technology for recycling of SPL is currently being marketed in North America by Ausmelt Technology Corporation in Denver, Colorado, and in the rest of the world by Ausmelt Limited of Dandenong, Australia.

The fair market value of an exploration property is determined by its potential to host a mineral deposit. This potential is gauged by the results of previous exploration, exploration stage, meaningful past expenditures and remaining targets that are not yet tested. Values of exploration properties can be viewed as distinct points in a three-dimensional space defined by orthogonal axes, namely: Exploration Stage (x-axis); Cumulative Expenditures (y-axis); and Property Value (z-axis). In general, these values are estimated by applying activity factors on previous exploration expenditures, e.g. an activity factor of 100% for an active property with good potential and a factor of 50% for an active property but past expenditures have not upgraded the property. At certain periods, a market factor may also be applied to reflect the activity of mineral property acquisitions. For properties that do not exhibit any exploration potential, only nominal values are applied.

Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

The discovery since 1990 of four major orebodies in the Mt Isa Inlier - Century Zn-Pb, Osborne Cu-Au, Cannington Pb-Zn and Ernest Henry Cu-Au - only serves to enhance the already high stature of the Inlier in world mining importance. Currently the known mineral resources of the Inlier represent about 11 per cent of the world's Pb-Zn resources, five per cent of the world's Ag resources, and one per cent of the world's Cu resources. More can be expected to be added to these impressive figures given that two-thirds of the Inlier remains obscured by younger cover. Individually, projects such as Century and Cannington may ultimately achieve `world's best' status; Century's proposed production of 450 000 tpa of Zn metal would rank it close to number one with Cominco's expanded Red Dog project in Alaska. Cannington, with projected production of 660 tpa Ag, could become the world's biggest producer of silver. For comparison, Mt Isa produced 170 000 t of zinc metal and 335 t of silver in 1995. The apparent physical diversity of deposits in the Mt Isa Inlier is matched by a great diversity of opinion as to their origins. Because Ernest Henry is hosted by `porphyries', it is described by some as a porphyry copper deposit, despite mineralisation age possibly post-dating volcanic age by 200 Ma. Cannington Pb-Zn could be a Broken Hill-type (BHT) exhalitive deposit, or a late epigenetic replacement `regional skarn'. Mt Isa - Hilton Pb-Zn deposits appear to have experienced all deformational events and he syn-diagenetic in origin, or may have experienced little of the above and be epigenetic replacement deposits formed late in the major Isan orogeny, some 150 Ma after deposition.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry&apos;s location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

"IntroductionThe Kitsault molybdenum mine is located 600 m above sea level on Lime Creek at the head of the inlet of Alice Arm, 140 km northeast of Prince Rupert, British Columbia (Fig. 1). The area of the mine is characterized by rugged topography and deeply incised creeks which drain into the Portland Canal - Observatory Inlet fjord system. Access is by air service or boat from Prince Rupert, or by secondary road from Terrace.HistoryThe deposit was first staked in 1911, at which time the main feature of interest was a polymetallic vein with values in silver located southeast of the molybdenum deposit (Woodcock and Carter, 1976). Turnbull (1916) was the first to describe the extensive zone of crisscross quartz stringers with Mo~ on the banks of Lime Creek which, although it clearly had the potential to contain a major deposit, was not then believed to be of commercial value.Following sporadic work through the 1920s and early 1930s, the ground lay idle unti11959 when Kennco Explorations (Western) Ltd. commenced a program of systematic diamond drilling on the stockwork-type mineralization adjacent to Lime Creek. In late 1964, Kennco announced the presence of an orebody of 36 million tonnes averaging 0.230Jo Mo~ which was to be put into production at a rate of 5450 tonnes per day under a new subsidiary, British Columbia Molybdenum Ltd., at a forecasted capital cost of $20 million (revised to $30 million).Between January 1968 and April 1972, 10.4 million kg of molybdenum were produced from 9.3 million tonnes of ore, at an average mill recovery of 90%, and with an average mill head grade of 0.206% Mo~. The ore was mined in an open pit with a waste to ore stip ratio of 1.5 to 1. The. operation was terminated in 1972 due to weak molybdenum prices and escalating costs.In May 1973, the deposit was purchased by Climax Molybdenum Corporation of British Columbia, Limited and in 1979 transferred to affiliate Amax of Canada Limited. In early 1979, following completion of detailed feasibility studies, Arnax commenced construction of the 10 900 tonne per day Kitsault mine and mill complex based on a mineable open pit reserve of 95 million tonnes at an average grade of 0.192% Mo~, sufficient for a mine life of 25 years. The original capital cost estimate was $143 million; it subsequently escalated to approximately $200 million."

In the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed, and who has performed the research have all changed significantly over these decades. Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts. A process has been developed to recover and recycle metals from wastes of brass foundries which contain copper, zinc and lead in various quantities. Tests were conducted to evaluate several leachants, including sulfuric acid, ammonia, hydrochloric acid, cyanide and acetic acid, and to determine the optimum leaching conditions, such as air flow rate, initial copper ion concentration, temperature, and agitation strength. Sulfuric acid containing copper sulfate with dissolved oxygen is the most successful leachant. More than 99% of the copper and zinc originally present in the waste was dissolved, while only 0.5% of the lead entered the solution after 14 hours of leaching. The leaching mechanisms of copper, zinc, and lead are proposed. The copper and zinc can be recovered from the solution by electrolytic processing. The unleached residue may be converted to a lead carbonate which can be converted to litharge at 400-450°C and to massicot at temperature above 500°C by calcination.

Worthy of note in Miss Bailey&apos;s paper are her comments on the attitudes of mining companies and their managers where women were employed, she says, "..another possible pitfall is reverse discrimination where in an effort to avoid being branded as having shown a person favouritism, supervisors end up treating the person in a manner much less than they deserve. This is manifested in denying an employee such things as challenging work, educational opportunities, promotions, or in the case of staff, fair merit increases." and further she says, "It has been observed that the treatment of women in non-traditional roles such as mining is different than for men in the same environment. There are people who treat women worse and some who treat them better simply because they are of the other sex." These statements may sound unjustified to today&apos;s audience, and whilst we need to credit pioneering women with having tolerated, understood and worked towards improving the mining culture, the move towards total inclusion of women in the workplace is still growing.

"The Red-Chris porphyry Cu-Au deposit is located between Ealue and Kluea lakes, southeast of the village of Iskut on the Stewart Cassiar highway in northwestern British Columbia. It was explored by Texasgulf Inc., in a joint venture with Great Plains Development Company of Canada, Ltd. and Silver Standard Mines Ltd., during the period 1973 to 1980. Exploration resumed in 1994, following acquisition of the interests originally held by Texasgulf and Great Plains Development by American Bullion Minerals Ltd.Prospectors were first drawn to the area by prominent limonitic stain zones exposed in creek gullies in the western part of the property. These zones are developed on the alteration halo at the western periphery of the deposit. The potential ore zones do not crop out and were first exposed in a bulldozer trench excavated in 1971. Subsequent exploration was by percussion and diamond drilling, guided to some extent by induced polarization surveys. In 1976, estimated resources contained within two crudely designed open pits were 41 million tonnes with an average grade of 0.56% Cu and 0.34 g/t Au, with a cutoff grade of0.25% Cu. New resource estimates based on a major drilling program completed by American Bullion in 1994 were released as this paper goes to press. These estimates were calculated using various copper cutoff grades; at the 0.4% Cu cutoff, the ""in-situ geological reserve"" is given as 100 million tonnes grading 0.58% Cu and 0.46 g! t Au (American Bullion Minerals Ltd., 1995).The deposit consists mainly of pyrite, chalcopyrite and increasing bornite at depth, in zones of quartz-vein stockwork hosted by an elongate body of altered monzonite porphyry of latest Triassic or earliest Jurassic age. The stock intruded volcanic and sedimentary rocks of probable Stuhini Group affinity and is in faulted contact with sedimentary rocks of the Jurassic Bowser Lake Group. Gypsum stockworks are developed in the higher levels of the subvolcanic porphyry system. Late-stage quartz-carbonate veins carry small amounts of galena and sphalerite. Complex faulting within the deposit makes drill-hole correlations difficult. Alteration assemblages include an early potassic phase, almost completely destroyed by later phyllic alteration, and surrounded by a propylitic assemblage dominated by ankeritic carbonates in altered sedimentary rocks.The deposit has characteristics of bath the alkalic and calc-alkalic classes of porphyry copper deposits. The development of quartzvein stockwork suggests a calc-alkalic affinity, but the hostrocks contain little or no free quartz, molybdenum is present in trace amounts only and gold values are significant. Copper grades vary between wide extremes with unusually high grades in some sections of the deposit. The weight of evidence available in the 1970s led us to place the Red-Chris deposit firmly in the alkalic family. The quartz-sericite alteration assemblage was attributed to breakdown of potassium feldspar in a near-surface alteration environment in which seawater may have had a significant role. These interpretalions are retained here, but preliminary conclusions from the most recent work suggest that they may require some modification."

Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program. A listing of current donors is found elsewhere in this book. Brad served as vice president and treasurer for the SMWAIME student chapter at the University of Arizona for the past three years He was assistant and mine foreman at the San Xavier Mining Laboratory near Tucson. Upon graduation Brad plans to find a job in a southwest mine. He is a totally self supporting student. [ ] COLORADO WINNER Zane Znamenacek Colorado School of Mines - Golden, Colorado Zane Znamenacek hails from a small town in Colorado - Alamosa - where he 4 was a 4.3 GPA in high school. As a student at Colorado School of Mines, he has many hobbies to ease the tension of education. Foremost among these is skiing, mountain biking, billiards and spring rugby. He hopes to further mining technologies and contribute to the industry by working in it full time. In 1997 he will pursue whatever opportunities are available to graduating mining engineers

Sandia National Laboratories (SNL) is tasked to support The Department of Energy in the dismantlement and disposal of SNL designed weapon components. These components are sealed in a potting compound, and contain heavy metals, explosive, radioactive, and toxic materials. SNL developed a process to identify and remove the hazardous sub-components utilizing real-time radiography and abrasive water-jet cutting. The components were then crushed, granulated, screened, and separated into an aluminum and a precious-and-base-metals fraction using air-tables. Plastics were further cleaned for disposal as non-hazardous waste. New Mexico Bureau of Mines & Mineral Resources assisted SNL in investigation of size- reduction and separation technologies.

It is well known that the anticipated mineral price at the start of a prospective mineral project can have an overwhelming effect on a property&apos;s ex ante value. However, possible price movements throughout the life of a project can also have an impact on this value. This paper demonstrates how different potential price paths can affect project value. When considering commodity price projections for mine valuations, it is thus necessary to estimate not only the expected commodity price at the start of the project, but also the manner in which that price is likely to fluctuate throughout the project&apos;s life.
