Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

This bulletin is the fourth in the series of petroleum bibliographies being published by the Bureau of Mines, the three preceding, Bulletins 149, 165, and 180, being compilations for the years 1915, 1916, and 1917, respectively. In this bulletin the same general plan has been followed in arranging the references, but a few changes and additions have been made in the classification, the more important changes being in the classes "Geology and Origin" and "Refining and Refineries." Dl1'ring the year German periodicals were not available, and, as in the bibliography for 1917, references to articles in foreign journals that were not available have been taken' from other sources and credit given to those sources.

That there is wide interest in the preparation and properties of metallic zirconium and its salts is indicated by the many articles recently published in scientific and technical journals and the many patents issued. The compounds of zirconium have numerous important uses and more uses will doubtless be found. In the course of the special work on rare metals that were of military importance during the war, the authors of this bulletin were detailed to the Golden mining experiment station of the Bureau of Mines to prepare metallic zirconium and to investigate its properties. A number of investigations in recent years have indicated that sintered or coherent zirconium metal is very resistive to acids; that it can be used for electrodes, and it probably will find metallurgical uses. A steel containing zirconium has been proposed for use in armor plate and automobile parts, and nickel-zirconium alloys have been suggested for high-speed cutting tools and for cutlery. Numerous articles in scientific journals have recommended the use of zirconium oxide as a refractory, an abrasive, a pigment in paints, and as an opaquing agent in enamel ware. The salts have been used in the textile industry' as a mordant and also for weighting silk. When the authors began their investigation, they found it necessary to collect all of the available literature on the general subject of zirconium and its compounds. Pure salts could not be obtained on the market, and in order to get these, as a preliminary step to the preparation of the metal, the literature had to be classified and the methods of preparing the salts investigated. Also, there was much difficulty at first in making satisfactory analyses, and this phase of the work received careful attention. As it was necessary to begin with a historical review of the literature, such a review is given as Part I of this report, and a bibliography is included as Part IV. References to the numbered items in this bibliography are made throughout the text, the usual footnote references being omitted. Analyses of the products and conclusions as to their purity are given under the descriptions of methods of preparation. A table showing the properties of the amorphous metal, and another showing the properties of the coherent metal, will be found under appropriate headings in Part II. No attempt has been made in the historical review to discuss fully all the published information about zirconium and its compounds, but only such material has been assembled as has a direct bearing upon the present work. Considerable difficulty was experienced in collecting this material because of the confusion of terms by various authors who perhaps did not thoroughly understand the chemistry of zirconium.

"The town of Ajo is built in the desert and consisted of but a few houses when the New Cornelia Copper Co. started operations. Since there were no stores at Ajo or vicinity the New Cornelia Cooperative Mercantile Co. was established to serve the needs of the employees of the New Cornelia and allied companies.The New Cornelia Copper Co. advanced the money to erect the store building and to buy the stock, and assumes all risks. In all, $85,000 has been advanced, representing the capital stock of the enterprise.The store is run by a store manager appointed by the Copper Company and who reports only to the general superintendent. A committee of seven workmen, representing the various depart¬ments, meet with the store manager monthly and make suggestions for the betterment of the service and, present complaints which have been brought to their attention.The store is well managed, carries a large and well assorted stock and is modern in every respect. Prices are at the same level as in the other Southwestern mining camps. The Copper Company does not particpate in the profits of the store but does receive six per cent interest on the capital advanced. At the end of the year, after making proper deductions for interest on capital account, depreciation of store equipment and fixtures, and, for a proper sum to the surplus account, the rest of the profits is distributed among the employees of the company in proportion to the amount of their purchases."

"The increasing realization of the fire hazards involved in the use of wooden shingles caused the National Lumber Manufacturers' Association to beginsome five years ago a search for a suitable fire-resistant paint. The problem was submitted to the Educational Bureau of the Paint Manufacturers' Association of the United States and work was started by Mr. Henry L. Gardner at the Institute of Industrial Research, Washington D.C. in collaboration with Dr. Herman von Schrenk, a timber expert of St. Louis.The results of this,work have been described by Heckel, in ""Asbestos"", (Heckel G.B., Asbestos in the Paint Industry, Asbestos, Vol. 2, July, 1920,pp.- 5-10).,,who gives the following formula for one of the colors as typical: It will be noted from this formula that ""asbestine"" forms 33% of the total liquid pigment by weight or 31.8% of the solid constituents. Hockel in the article referred to describes this paint,as ""asbestiform"" and assumes since ""asbestine"" is magnesium silicate it must be the chrysetile variety of ""Asbestine"", however, is not asbestos but is a trade name for a fibrous variety of talc mined in the Gouverneur district, St. Lawrence County, New York. This rather natural error persists through the article and credits asbestos with many desirable properties which are characteristics of talc."

"There seems to be some confusion between the terms carbon black and lamp black, although in American lampblack is generally understood to be a soot formed by the smudge process. In this process oil, coal tar, resin or some solid, or carbonaceous substance is burned in an insufficient quantity of air, while on the other hand carbon black is a product resulting from the incomplete combustion of gas and is deposited by actual contact of flame upon a metallic surface.The various carbons, such as gas retort coke, oil retort coke, graphite, carbon black, lampblack, vine black, wood-pulp,black, willow charcoal, and blacks made from refuse material such as leather have different characteristics as to flocculence strength of color, and physical structure. These blacks are made by one of the following methods:(1) Formation by direct contact of a flame upon a depositing surface.(2) Production by combustion of an oil, tar, etc., in an inadequate supply of air; the soot is allowed to slowly settle out on the floors and the walls of the collecting chambers.(3) Carbonization of solids and subsequent reduction to a state of small subdivision.(4) Production by heating carbonaceous vapors or gases to a decomposition temperature by external heating with or without air in the forming chamber. This is usually referred to as cracking or thermal decomposition."

The ideal fuel for burning ceramic wares is the one that, among other characteristics, has little or no sulfur. For that reason wood was long considered the most desirable fuel but its high cost has practically eliminated its use except in regions where it is very abundant or other circumstances warrant its choice. The fuels commonly employed are natural and producer gas, oil, and coal. The last named is undoubtedly the most important, not only in this country but abroad. Occasionally anthracite is used but the larger part is bituminous. The quality of the coal used depends on the kind and the value of the products being manufactured. For some materials, such as common brick, hollow block, etc., the quality of the coal is of less importance than in the manufacture of polychrome terra cotta, pottery, porcelain, etc. It is obvious that in burning clays that contain notable amounts of pyrite, marcasite or gypsum, as is the case with many common clays, the sulfur content of the fuel is of much less importance. The permissible amount of sulfur in the coal used will depend on the kind of product being manufactured. "A good sample1 of coal commonly used in pottery ovens has something like this quantity of sulfur: total sulfur, 1.20 per cent.; sulfur in ash, 0.11 per cent.; volatile sulfur, 1.09 per cent." This is based on English pottery practice. Correspondence with a. number of leading manufacturers in this country has produced the following figures: Sanitary Ware.—(a) 1.0 per cent, maximum, (b) 0.5 per cent. Sewer Pipe.—(a) 1.2 per cent., (b) 1.1 per cent, present run, 3.0 per cent, has been used. Terra Cotta.—(a) 0.5 per cent, basis of contract, 1.0 per cent, approximate. Pottery.—1.0 per cent, contract, 1.5 per cent, probable content. Enameled Brick.—1.3 per cent, maximum, (a) and (6) designate different firms giving figures. Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. "The Phosphate Rock Market:Indications, in the fertilizer market, point to a prosperous condition, caused chiefly by the growing demand for all classes of fertilizer material in spite of a shortage of supplies. Both of these conditions have been caused by the war. The shortage in phosphate rock is being relieved as production increases, but the supply has not caught up with the demand for this spring's trade, at least. Reports from Florida are to the effect that more than half the necessary quota of laborers are at work. This may not appear to be a very good showing, but even this situation is en¬couraging because there is a larger force now at work than has been the case for some time, and it is steadily, though slowly, increasing. Some of the producing companies are conducting advertising campaigns to get laborers back to the phosphate fields and attractions in the way of better housing and living conditions are being offered.Producers are far more confident about the situation than they were two months ago, and though the shortage will not be met before the end of 1920, theme is a surplus accumulating over what is going out on existing contracts.Quotations are now being offered on all Florida rock excepting land pebble and this, it is expected, will be soon quoted.Quotations on Florida rock per ton are as follows:"

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

On the Continent, ferromanganese has been produced in the blast furnace almost continuously since 1876, but little definite information concerning the practice is to be found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country, prior to 1904, but one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public..In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations; so the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Operating data were collected by the Bureau from eleven ferromangahese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P; the dimensions of seven of the furnaces are given in Table 1. Your industrial effort, in a general manner and your mining effort in particular, has been tremendous. In the general economy of the world, you occupy an incomparable position of power and action. All your curves of production, mineralogical, metallurgical, financial, commercial, have taken terrific trigonometrical tangents and you will easily under- stand the sorry position of your competitors. I must, therefore, pay a tribute of homage arid admiration to you all who, each in his sphere, have been the artisans of such prosperity and my earnest wish is that you continue in this way.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

T SEEMS almost sheer presumption to attempt' to discuss Russia in its present chaotic political and economic condition, and were it not that at least two certain absolute factors are continuously at work, it would be impossible to' even approach the subject with any degree of intelligence. These are the inborn love of peace of the people and the national character of the cooperative movement. The love of peace inborn in the soul of every Russian, the desire to be left alone and to- live his life among his home village surroundings, is probably one of the two greatest factors that will make the continuance of the present conditions of civil war impossible. One army or the other may sweep up and down the country. but the Russian peasant will: remain in his own village if not literally darken out. This love of peace is evidenced by the fact that there is no country where personal safety is greater than in Russia in normal times. I have traveled in many isolated parts, carrying considerable sums of money and persolial equipment that; in itself, would be a fortune to any peasant, and have never even encountered a condition in which the most wildly imaginative person looking for adventure, 01: trouble, could muster up even a suspicion of fear. This statement applies also to Southern Siberia and Northern Turkestan, which are inhabitated by the nomadic tribes of Khirghese origin.

A GOOD DEAL of information concerning flotation has come out during the patent litigation of recent years, and the legal situation has cleared considerably, to the satisfaction of Minerals Separation, Limited. Hence, Mr. H. Livingstone Sulman, one of the originators of the successful process of that company, felt at liberty to explain, on Thursday, Nov. 20, his experience and his views in a "Contribution to the Study of Flotation," before the Institution of Mining and Metallurgy. He did not give technical details. He dealt with the physical problems, so simple, as he remarked, that he had wanted 96 pages to express his views. He presented much data, partly new and based on observations of his own, bearing upon the very complex flotation phenomena in an instructive wav and made frequent references to the valuable researches especially of Prof. Edwin Edser and Mr. Emil Hatschek.

M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.
